This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

After nine years on a 36 hour schedule and two programs of creeping, the Alcoa Deschambault Potroom of faced the necessity of changing its organization for many reasons: the anodes butts were too small, the anode schedule was unbalanced, the iron content in the metal trends had increased, the metal tapping volume did not convene with crucible capacity and the liquid measurement task was delayed by tapping activities. A kaizen activity inspired the Potroom department to improve the organization. A team of 15 people including the process engineer, the process technician, team supervisors and Potroom operators developed a scenario, which would permit flexibility to creep pots if energy is available and an increase of added value production.This paper will describe the systematic approach, the communication method, the trials, the changes, and our success, along with the problems experienced by the team during the adaptation of Alcoa Deschambault Potroom organization over a 20 month period. The AMIRA Code of Practice and Guidelines for Metal Accounting was developed in response to demand from a number of sponsor companies, including one major platinum producer. Since its publication in 2007, the Code has become widely accepted in the mining industry world-wide as a guide for best practice in metal accounting. With the changes in the structure of the platinum mining industry in South Africa over the last 10 ? 15 years, in particular, the starting up of a number of small platinum producers who must have their concentrate smelted and the contained valuable metals refined by third parties, the need for metal accounting systems that are accurate and have an acceptable level of precision has become even more critical to the success of a platinum-producing operation. The current state of metal accounting in the industry is discussed and possible areas for improved accounting and associated metallurgical efficiencies are identified.

"IT IS INDEED A PRIVILEGE to address a group representing a sector of the Canadian economy so important as is the mining sector. Important, not only today, but certainly of great importance for the future development of Canada, for employment, for our trade balance and indeed, when one looks at what we are calling increasingly an industrial strategy, for the future. Surely mining will have a very significant role to play in fulfilling that. It's of special interest to me, as the Minister of Labour - and I ought to confess at the very beginning that I am just two months into this function - of special interest for me to know that you are giving such attention to labour-management relations. I think it is timely that, from my point of view at least, you do this, because for the first time in twenty four years major revisions of the Canada Labour Code as it relates to industrial relations and disputes settlements are currently in the House of Commons going through their second reading, after an easier introduction and some changes which I would be very pleased to describe later this morning. It is very timely too, I think, that we should be looking at this area because public interest is certainly at a high level. It is not only at a high level but it expresses a good deal of irritation with the current status and procedures and results in collective bargaining and there is some urgent search for more sophisticated or modified procedures for settling differences in labour-management relations. The public wants different kinds of results. I think that is apparent to all of us. They want results in terms of justice and equity on both sides. And it means that a Minister of Labour and certainly governments who often are representing, or are the third party in discussions, have a very important and complex role to play in attempting to create a balance as these two parties come to contracts and come to agreements."

In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines' assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation. H ELIUM (chemical symbol: He) is a member of a family of normally gaseous elements, which, because of their zero valence and corresponding lack of chemical activity, are called the "noble" or "inert" gases. It is a monatomic element with an atomic number of 2, and it exists naturally in two stable isotopic forms-He3, with an atomic mass of 3.0170, and He4, with an atomic mass of 4.0039. With the exception of a trace (10-6 percent) of He3, all of the naturally occurring helium is He4. Two unstable isotopes-He5, with atomic mass 5.0137, and He6, with atomic mass 6.0208-are listed by various scientists, but the existence of He5 is questioned by some of them. He6 is radioactive, with a half-life of 0.8 second. Helium was discovered in 1868 in the gaseous atmosphere surrounding the sun. Although several scientists studied the solar chromosphere that year, it is generally agreed that J. Norman Lockyer of England should be credited with the discovery of helium, which he named, deriving the word from "helios," the Greek name for the sun. It was not found on earth until March 1895, when William Ramsay of London produced a small amount from a sample of cleveite, a uranium-bearing mineral. In 1905, H. P. Cady and D. F. McFarland of Kansas found helium in natural gas produced from a well near Dexter, Kans., and for the first time a large source of helium became available.

Thin Spray-On Liners (TSLs) have been researched and in development for over two decades and yet their fully functional and widely justifiable application in mining has yet to be achieved. While the explanation for this is partly technical, it is also clear that proving and communicating the operational and economic case for why a mine should change from mesh or shotcrete liners to a TSL is not a trivial matter. Evidence must be presented and communicated effectively, that is both obvious and compelling for a mine operator. The paper describes recent work carried out and directed towards this end, with funding from CAMIRO?s Deep Mining Research Consortium and additional support from 3M Canada and ABB Canada. The essential progress that has been, or is in the process of being made, will be described in providing the necessary proof of acceptable or superior TSL performance in the following areas: polymer formulation, health and safety, geotechnical specification, robotic liner application, business case economics and yielding ground support effectiveness. Future plans are also presented to demonstrate the performance of a new 3M composite TSL/yielding bolt support system in underground trials where the substrate rock is intended to fail through a number of mining-induced mechanisms.

An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper Robinson Operation, a greenfield property, and BHP Copper Tintaya Operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South American Operations.

NOW that the dust of World War II has settled and we and our allies are faced with extravagant losses of men, money, and materials, virtually the only hope that the United States and Britain have in the way of reparations lies in the capture of industrial, technical, and scientific secrets. Even during the war American and British scientists and technicians gained access to German factories, questioned German personnel, studied German documents, and endeavored generally to keep pace with new discoveries in science, industrial technology, and process development. Under various agencies this work continued for two years after the war. Altogether at least 600 American scientists and industrialists have gone to Germany and brought back reports and several times as many British, Canadian, and. Australian investigators have been similarly engaged under co-operative arrangements designed to assure the maximum of coverage with a minimum duplication of effort. As a result of these investigations and document studies, about 500 or 600 reports have been prepared on metallurgical and allied subjects. Those by American authors or joint teams have been listed in the annotated Bibliography of Scientific and Industrial Reports, issued by the Office of Technical Services in the U. S. Department of Commerce. Many of the British reports are also available in this country through the same office or through a British representative in New York. Insofar as prevention of mine explosions is concerned, it is apparent that the coal-mining industry has profited but little from experiences during the past 15 years. The fact that explosions can be prevented if well-known preventive measures are adopted and conscientiously carried out appears to warrant the conclusion that many coal-mining people are indifferent to the hazards that may result in explosions. Although the principal burden of preventing explosions is upon the management, and much of the evident carelessness in failing to place in effect and to enforce suitable precautions, is assessable directly against management, the worker also has a very definite responsibility, and numerous explosions have resulted because of his failure to carry out his part in accepted principles of safety. The record of fatalities from mine explosions during the past 5 fiscal years has been anything but encouraging or about which coal-mining people can take pride; more men were killed by explosions (673) than were killed from the same cause during the preceding eight years combined (577). During each of the fiscal years 1942 and 1943, 152 fatalities resulted from explosions, compared to 163 during the fiscal year 1941, 206 in 1940, and only 16 in 1939.

The ability to target, delineate, excavate, and produce local resources is essential to the establishment of man's long-term presence in space. Many procedures and equipment utilized to mine resources here on Earth may be directly applicable on the lunar surface, while others may need extensive redefinition and development. This paper compares, for a lunar base, the alternative of burrowing into and below the lunar surface with that of surface mining. A conceptual underground mechanical excavator is presented.

The following procedure was used to determine cut-off grades: define the orebody profile; plan the stope layout and quantify the work involved; formulate equipment-performance norms; calculate unit costs; input process recoveries and metal prices; and calculate the cut-off grade. Use of the method is illustrated using data from a copper mining complex in India. Results from the study led to the following conclusions for underground mines in general. Cut-off dependent costs vary significantly with the stoping method employed, orebody thickness, the degree of mechanisation and the working efficiencies of the workforce and equipment. This applies even within the same deposit. Sub-level stoping and its variants can be operated at a lower cut-off grade than cut-and-fill and its variants. Thinner orebodies affect cut-off grades adversely, but with thinner orebodies very little further reduction in cut-off grade can be achieved once a certain minimum width has been exceeded. For the same stoping method and in the same mine the cut-off grade varies with the degree of mechanisation. Labour-intensive methods require higher cut-off grades. An allowance for working efficiency should be made when calculating cut-off grades. Higher process recoveries allow a significant lowering of cut-off grades

WILLIAM CHURCH was one of the founders and the first president of the Detroit Copper Mining Co. and was the first man to interest the Phelps Dodge company in the possibilities of the Morenci district, in the '70's. One rather interesting story concerning him is told by James Colquhoun, at one time president of the Arizona Copper Co., in his "History of the Clifton-Morenci Mining District." It seems that a geologist visited the Detroit company's mines and gave Alec McLean, then mine superintendent, quite a lesson on the proper mineralogical terms for what he saw in passing. Later, McLean handed out a few of them to Mr. Church as they walked through the mine on a tour of inspection. The latter had even less regard for a geologist than he did for sulphide ore, which meant little indeed, for in those days the rich ore was all oxidized, and there was no money in the sulphides. So Church was completely unimpressed by the geological and mineralogical terms that McLean had acquired from the visiting geologist. Church turned on him and warned him that so long as he was a member of his staff he was to understand that there were only two kinds of rock in his mines-the one was smelting ore and the other was waste rock, and he was not to forget it.

The aims of this study were to investigate the factors that influence women’s engagement in technical positions in the South African mining sector and to determine what could be done to promote their successful participation. A convergent parallel mixed-methods research design was used to ascertain the factors that facilitate, inhibit, and influence engagement. In the quantitative phase of the study, questionnaires were circulated to women employeees; and in the qualitative phase, semistructured interviews were conducted with employer representatives, most of whom were human resource personnel. Confirmatory factor analysis showed that the three-factor structure (vigour, dedication, and absorption) of the Utrecht Work Engagement Scale fit the sample data reasonably well. Although there is room for improvement, respondents demonstrated acceptable levels of engagement in their work. On the other hand, the qualitative findings showed that employee engagement is impacted by unfavourable working conditions, work–life balance, and the mining industry’s male-dominated work culture. The findings showed that employee engagement should be elevated to a core human resource function. To increase the participation of women in mining, human resource professionals are encouraged to collaborate with mine supervisors, managers, and employees to develop programmes that promote employees’ absorption in and dedication to their work.

This report contains results of two major efforts related to electrical transients on mine electrical power systems. The first area concerns the use of digital computers to model mine electrical power systems and predict transients or duplicate field recordings of transients. Two existing general purpose circuit analysis programs were used. The first was the TRW Engineering System Simulator or TESS. The second was Electronic Circuit Analysis Program or ECAP. TESS proved to be superior to ECAP in several important characteristics, including system size limitations and modeling nonlinear elements. The second major topic covered in this report is the evaluation of commercially available surge suppression devices. These devices were found to be quite acceptable and guidelines for the selection and placement of surge suppressors were included. The final important item is a listing of the worst-case transients, from a design point of view, for ac and de utilization systems and ac distribution systems.

Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

The permeability in the blast furnace shaft is adversely affected by low temperature reduction degradation of sinters. The fundamental cause is an expansion of the iron oxide phase resulting from reduction of hematite to magnetite. The present study showed that expansion behavior during the hematite / magnetite reduction step and the resulting microstructure are strongly influenced by the reduction temperature (viz. partial oxygen pressure), the reducing agent and the nature of the hematite. The reduction rate is of minor importance. A reduction mechanism is proposed, explaining the dilation behavior and the magnetite microstructure. The results can provide better insight into reduction degradation behavior.

Ventilation and air-conditioning are some of the most energy-consuming processes in deep underground mining. Additionally, the energy consumption of these processes systematically increases along with the expansion of the mine. Therefore, proper energy efficiency assessment and consumption forecasts of these systems are particularly important in modern mines for ongoing tracking and planning of the likely costs. In the article, a short-term prediction model for surface air–conditioning stations is described. This model takes into account dependencies that were identified, based on the data from the supervisory control and data acquisition (SCADA) systems. These dependencies between the response value and the external conditions are then incorporated into the model. This way, for example, the ambient temperature or the total number of specific days of the week (with sometimes significantly lower or higher than the weekly average energy consumption levels) are included. Taking into account these dependencies, and e.g. forecasted average monthly temperatures allow us to include the seasonality of energy consumption in the presented model. In the article, a sample energy efficiency analysis of the A/C system based on an example of the KGHM Polish Copper Polkowice-Sieroszowice mine is performed. The results of the solution proposed in the article are then evaluated, and compared to the currently functioning, more basic forecasting methods. However, given the general nature of the dependencies used in the model, similar solutions could be used in other case studies.
