PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

THE present note is intended as an addition to my previous communication on the volumetric determination of manganese, read at the Roanoke meeting," it having been suggested that the circumstances under which my experiments had been conducted, were essentially different from those met with in the analysis of irons. The method used in these experiments is the same in all its details as that described in the paper referred to. I have made seven experiments in all: two of these were in duplicate on half a gramme of a sample of spiegel dissolved in hydrochloric acid; one was on the same amount of spiegel with the addition of 25 C.C. of a standard solution of potassium permanganate; one was on the same amount of spiegel with the addition of 35 C.C. permanganate and much organic matter, viz., one drop of castor-oil, two or three drops of coal-tar benzol arid of gasolene (petroleum), about ten of alcohol, portions of starch and of sugar about the size of a small pea, and about half an inch of a common match cut into shavings. This organic matter was added to the manganese solution after the hydrochloric acid had been replaced by nitric, and the solution was heated until the wood-shavings had disappeared. The fifth experiment was made by dissolving half a gramme of spiegel alone in nitric acid; the sixth by dissolving half a gramme of spiegel in nitric acid with the addition of 25 C.C. potassium permanganate, some oxalic acid, half an inch of a match, one filter-paper 7 cm. in diameter, and two drops each of castor-oil and turpentine; and the seventh experiment by dissolving half a gramme of spiegel in hydrochloric acid and adding 35 C.C. permanganate, without however taking the precaution to evaporate off all the excess of hydrochloric acid. Room-and-pillar mining in multi-level underground stone mines come with unique pillar stability issues. The pillar stability in these mines primarily depends on the thickness of interburden between mining levels and the staggering of pillars. NIOSH has previously established pillar design guidelines for shallow, flat-lying mines and single-level operations, but there is little guidance for ground control design in multiple-level stone mines. Therefore, to improve the overall understanding of ground control in these mines, a microseismic monitoring system has been installed at a multi-level underground stone mine in Tennessee with up to a 243-m overburden and a 7-m interburden thickness between levels. The microseismic system is comprised of nine uniaxial accelerometers and one triaxial accelerometer installed in the interburden. The seismic array is locally focused with all sensors installed within a 625 m2 area and is setup to monitor the seismicity around the formation of the pillar in the lower mining level. Data is collected over 11 months and comprises of over 1,000 high-confidence events that have been located in the study area comprised of post-blast activity. The event locations were identified using a 3D-velocity model, with an average 4-m location accuracy for this array calculated using the system data. Most observed seismicity was on the excavation boundary, both in the interburden and in the roof of the top level. At this stage of analysis, there are no significant rock failures with which to correlate seismicity, but event locations correlate well with presumed damage in the vicinity of blasts.

Eletrochemical behavior and corrosion properties of a Ti–6Al–4V alloy fabricated by selective laser melting in artificial seawater at temperature ranges from 20 to 40 °C were investigated using electrochemical techniques, including potentiodynamic polarization, electrochemical impedance spectroscopy (EIS), and Mott-Schottky measurement, etc. Equivalent circuits were simulated to investigate alloy surface and analytic effects of temperature on interface of alloy and solution. The results showed that corrosion potential increased with temperature rise, and the EIS presented a single capacitive resistance characteristics. When the temperature reached 35 °C or above, passive current increased, while the passivation phenomenon was not obvious and corresponding radiating arc radius reduced, indicating that the resistance decreased, conductivity of surface passivation film improved, and corrosion performance improved. According to the Mott-Schottky curves, alloys exhibited n-type semiconductor characteristics. With increasing temperature, conductivity of passivation film enhanced, and alloy corrosion resistance decreased. At 40 °C, alloy possessed the worst corrosion resistance.

1. The investigation shows that the Poplar Creek and Big Mary beds contain the largest known recoverable reserves of coal in Morgan County, Tenn. The Poplar Creek bed has been the most productive. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 96 million tons, as of January 1, 1954. Of this total, 59 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Mining belt conveyor elements are becoming larger and more expensive. Conveyor reliability requirements are rising. Conveyor condition monitoring can aid maintenance, reliability, and risk management in conveyor system operation. This paper examines the application of condition monitoring in coal mining belt conveyor systems. Types and form factors of condition sensors are described. Example costs are included. Suggestions for OEM developments are examined. Application problems are discussed. Two simple cost case studies are presented.

"SynopsisAlmost 20 years have passed since the cutting-edge research by Thompson and Visser on the design and management of opencast mine haul roads was conducted in South Africa. This system is based on three principles, namely the structural ability to support the ultra-heavy truck loads, the selection of vehicle and environmentally friendly riding surface, and an appropriate level of maintenance to counteract wear and tear. Obviously, proper layout and geometry are essential.These principles have been implemented worldwide, and it is useful to review the lessons learned. The objectives of this paper are to present a critical review of the status of mine haul road design and management, and the impact that these principles have made on operations, particularly the cost-effectiveness. The paper briefly reviews the principles of the haul road design and management and the extent to which they are applicable. Case studies of a number of implementations are presented to demonstrate that the principles are sound and have been applied effectively. For example, at an international operation the transport cost of coal was 40% more expensive than anticipated in the feasibility stage, and this made the mining operation uneconomic. Correction of this problem resulted in a viable enterprise. Although designed for opencast operations, the principles are equally valid for underground operations, and initial development work will be discussed.The main conclusions are that the research approach is valid and its effectiveness has been demonstrated in a number of applications. The anticipated financial benefit has been derived, and has made the mining operations that used the principles more effective. Of major importance is the application of opencast haul road design principles to the future thrust of using driverless vehicles in opencast and underground mining, where the road quality is not negotiable as there is no driver that can avoid obstacles or severe road deterioration.IntroductionAlmost 20 years have passed since the cutting-edge research by Thompson and Visser on the design and management of opencast mine haul roads in South Africa (Thompson and Visser, 1996a, 1996b, 1998, 1999, 2000a). In this investigation, different mixtures of realgar and orpiment particles were floated in a laboratory batch flotation cell and multivariate image analysis was used to estimate the arsenic content in the froths. The analysis was based on the froth colour, as well as extraction of three groups of textural features, namely those based on grey level co-occurrence matrices (GLCMs), wavelets and local binary patterns (LBPs). Collectively, these features provided better information on the arsenic content of the froths than any one of the individual groups of features. Partial least squares models could explain approximately 78% of the variance in the arsenic by using all the features combined. The colour content, particularly the green component in the red-green-blue (RGB) features, provided almost as much information as each of the three sets of texture-base features individually.

"Field observations on replacements of 12-inch constant cross-section double disc cutters in Tuzla Wastewater Tunnel excavated by an EPB TBM with 3.151 mm excavation diameter excavating hard rock are summarized. Cutter life is correlated to rock’s uniaxial compressive strength and Cerchar abrasivity index, and TBM operational parameters. Number of cutter replacements, average cutter replacement rates and types of cutter damages are summarized. The relationships between cutter life and rock properties and TBM operational parameters are analyzed by single variable regression method. Detailed analysis between chainages 1+200 and 1+982 km indicates that average cutter consumption rate is 35.7 m3/replacement (4.6 m/replacement). Cerchar abrasivity index and uniaxial compressive strength does not indicate any meaningful relationship with cutter life. Penetration per revolution and field specific energy might be used for predicting lives of constant cross-section double disc cutters. However, additional data is required to generalize the findings of this study. INTRODUCTION Cutter life / replacement and/or consumption rates in terms of cutter cost and replacement time loses is one of the most important parameters affecting excavation performance of mechanical excavators, especially of TBMs used very widely and equipped with usually disc cutters. Predicting cutter cost is a very important task in especially feasibility stage of tunneling projects. Basic parameters affecting cutter life can be classified into 3 general groups as geological and geotechnical, excavation machine (TBM) related, and operational parameters (Bilgin et al., 2013). The geological and geotechnical parameters are the most dominant ones among them. The machine related parameters should be arranged in accordance with the expected geological and geotechnical conditions for the best TBM excavation performance and minimum cost."

This U.S. Bureau of Mines report describes a system to determine the position and heading of a continuous mining machine during the maneuvers required at the face area of a mine. The system consists of commercially available angular position sensors and a computer interface developed and tested at the Bureau. The sensors employed are laser-based scanning devices that report the angular location of retroreflective targets within their 90° field-of-view. The targets are mounted on the continuous mining machine; the laser scanners are mounted on an external reference structure. The computer interface consists of a single-board computer-controller programmed to gather and process the angular position information, and to calculate the machine's position and heading relative to the reference structure. A sensor fusion algorithm will be incorporated into the computer interface programming to increase the accuracy and reliability of the system.

At ordinary temperatures and pressures methyl ethyl ketone (MEK)-air mixtures containing between 2.0 and 11 vol.-pct. MEK and methyl isobutyl ketone (MIBK)-air mixtures containing between 1.5 and 7.5 vol.-pct. MIBK are flammable. However, MEK-bromochloromethane (BCM)-air mixtures containing at least 6.2 vol.-pct. BCM and MIBK-BCM-air mixtures containing at least 7.0 vol.-pct. BCM are nonflammable. Also, MEK-BCM-air and MIBK-BCM-air mixtures containing less than 18.7 vol.-pct. oxygen are nonflammable. To assure the formation of nonflammable mixtures when mixed with air, MEK-BCM vapor mixtures must contain at least 1.6 vol. BCM per volume MEK, and MIBK-BCM vapor mixtures must contain at least 2.8 vol. BCM per volume of MIBK; these quantities of BCM would be produced by liquid mixtures containing 55 vol.-pct. BCM in the first case and 60 vol.-pct. in the second. An MIBK-BCM-trimethylene chlorobromide mixture containing equal volumes of each liquid forms nonflammable mixtures with air at ordinary temperatures and pressures. The same is true of a liquid mixture containing 34.6 pct. (liquid volume) BCM, 34.b pct. perchloroethylene, 15.4 pct. MIBK, 7.7 pct. toluene, 3.85 pct. ethyl amyl ketone, and 3.85 pct. trimethylene bromide.

Cave mining is an underground mass mining technique. The largest projects, which are known as ‘super caves’, produce hundreds of thousands of tons of ore per day, which involves large footprints with considerable column height, and have a life of mine of over 20-40 years. These operations are typically located deep, under high stresses and in competent rock masses, making initiation and propagation of the caving process harder to manage. These challenges must be confronted by optimizing the fragmentation of the orebody to achieve smaller size blocks that will result in consistent caving and improved flow of the ore from the drawpoints. To achieve better performance from the drawpoints, preconditioning is applied to fragment and damage the material required to cave. We present a proposed design for preconditioning in underground mines, considering the challenges that these large-scale mines are already facing, based on a comprehensive analysis of current design parameters, case studies, and sensitivity analyses using numerical models.

High pressure grinding rolls (HPGR) have been used for more than 20 years to grind iron ore pellet feed. Besides coarse comminution (crushing), where HPGR are installed upstream of the ball mill, there are numerous flow sheets where HPGR are used after ball milling and dewatering for re- or finish grinding.There is a clear growing interest in grinding of pellet feed with HPGR during the last few years. In addition to their known advantages of low specific energy consumption, high availability, low steel consumption and improved pelletising processes the lower environmental load (reduced or no water consumption) became a strong driving factor for the application of HPGR in pellet feed grinding.This growing demand increases the interest in better understanding of the HPGR grinding process with fine iron ore concentrates. One of the most important process parameters is the moisture content of the feed material which influences the performance of the HPGR enormously. The HPGR can react to fluctuations of the fresh feed properties to a certain degree by adjusting grinding force and roller speed. Nevertheless, there are limitations by the physics of the compression process and the capability of water absorption by the concentrate. The capability varies for different concentrates and different specific surface areas. This fact has to be considered during engineering of the beneficiation plant.The paper focuses on the influence of feed moisture content on the HPGR performance in view of throughput, increase of Blaine number and process stability on the basis of numerous pilot plant tests, modelling results and industrial experiences.CITATION:Heinicke, F, Günter, H and Hunger, P, 2017. The task of designing stable high walls and spoil piles in strip coal mines, and stable openings with controlled roofs and floors in underground collieries - within the constraints normally imposed by economics - depends upon a reliable assessment of rock mass strengths and rock mass reactions under a variety of stress conditions. Of the geological factors influencing internal friction and cohesion within rock masses, many may be determined qualitatively or empirically from bore-hole evidence. Rock types, descriptions and properties of intact rocks, location of boundaries, limits and degrees of weathering, potential for slaking or decomposition of rocks when exposed, bedding characteristics, the nature of rock anisotropy and the likely effects of water on rock mass properties can be assessed from bore- hole data. Discontinuities, whether they be major such as faults and dykes, or minor such as joints and fractures, present a greater problem, and in most instances the mine geologist must resort to additional techniques to describe or predict their occurrence, nature, frequency, intensity or physical properties. Information on ground water and seam gas is available from bore-holes within certain levels of reliability.

Computer process analysis and control techniques are overcoming major hurdles to acceptance in the mineral industry. With the growing list of new advances characteristic of a rapidly maturing discipline, management of the companies on the leading edge are keenly aware of the advantages of using computer methods in process applications. Significant advancement is already evident in such technical areas as operations research, mathematical modeling, statistical methods, and computer-based procedural techniques. The early advances during the past decade are already documented in prior symposium proceedings of this series. Thus, the currently active areas of the advancing technology are emphasized here. This section deals with applications in pyrometallurgical and kiln processes. The two sections which follow deal with concentrating operations from two points of view: 1) mathematical modeling, and 2) on-line control. In the metallurgical field, emphasis on developing effective process computer applications for the steel industry began in the late 1950's. Simulation techniques also received substantial attention. The steel industry was soon joined by the cement industry in the development of computer methods for process applications. Computers were in use for feed-material blending and kiln control in the early 1960's. Computer development in other pyro processes, such as aluminum reduction and glass-making, also marked significant advances by the mid 1960's. Aluminum smelter potline control is a nearly universal application at this point, and the development of glass furnace computer process control represented a recent important technical advance in digital control techniques. Steel Hot strip rolling was the earliest significant process computer application in the metallurgical industry. Computer control of rolling mill operations is now a steel mill standard component, particularly in plants newly placed into production. 1, 2 Initial computer installations principally carried out procedural routines in setting mill clearances for production lot control. Recent developments are leading toward feedback control based on mathematical model techniques. 3

Agapito Associates (AAI) provides consulting services in geo-engineering, mining engineering and related disciplines. Founded in 1978, the firm operates out of offices in Grand Junction, CO, Golden, CO and Lombard, IL. Members of the staff include mining, civil and geological engineers, physicists, geologists, numerical analysts, computer specialists, instrumentation specialists, plus administration and technical support personnel. AAI has provided consulting and engineering services to mining companies producing base metals, precious metals, coal, potash, trona, limestone, oil shale and salt, and to defense and nuclear-waste disposal industries. AAI also provides services for measuring in situ horizontal stresses using an advanced biaxial overcore stress downhole measurement system developed by Sigra of Australia. Since 1978, AAI has measured in situ stress in copper, oil shale, molybdenum, trona, limestone and coal mines, and in tunnels and concrete structures. Since 1994, the staff has completed 527 overcore stress determinations. AAI has the equipment and personnel for overcoring, sample coring and instrumentation installation in limited access, surface and underground mines. Portable Longyear CP-65 drills, borehole deformation gauges and strain indicators are used for difficult-access overcoring and are permissible for use in gassy mines.

Hydrolyzable surfactants such as fatty acids and amines undergo, in addition to micellisation and precipitation, various associative interactions in aqueous solutions to form ion molecular complexes such as acid-soap, dimers etc. depending upon the solution conditions such as pH. The interaction of these collector species with the mineral surface and with other dissolved species in solution will play a significant role in determining the interfacial processes such as adsorption and flotation. Marked differences in the hydrophobicity imparted to the mineral surface depending upon the solution conditions such as Ph can be attributed to possible differences in surface activities of the above complexes. This aspect of solution chemistry of flotation systems is discussed here for two widely used collectors namely, oleic acid and dodecylamine. Equilibrium species distribution diagrams based on the available literature .data and on estimates of energy of interactions between molecules, have been obtained for oleic acid and dodecylamine solutions.

Excessive noise and high vibration are inherently associated with equipment used in the mining, extraction, and processing of mineral resources. High vibration degrades structural components, often leading to catastrophic failure and loss of productivity, and excessive noise can result in permanent hearing loss. In order to foster efficient utilization of the Nation's mineral resources and minimize occupational hazards associated with mineral processing, the Bureau of Mines investigated the relationship between the microstructures of carbon and alloy steels and cast irons and their damping capacities (ability to absorb vibration). Researchers measured damping capacity and other properties and investigated the effects of carburizing, spheroidizing, and annealing. The investigators found that in carbon and alloy steels, rounded colonies of fine-grained pearlite in a ferrite matrix correlate well with low damping capacity. Steel microstructures that exhibit sharp-faceted pearlite in ferrite matrix and partially or fully spheroidized cementite in ferrite show considerably higher damping. In cast irons, the lowest damping capacity is associated with nodular graphite microstructure, and the specific damping capacity (SDC) increases as the graphite micro-structure progresses from nodular to compacted to flake. Predominant ferrite in cast irons is also associated with good damping. SDC data are presented for selected carbon and alloy steels and cast irons.

SECONDARY copper1 has &come more or less of a bugbear generally. What is its influence is often the subject of heated argument. The inedapable fact usually quoted is that since in 1929 primary production of copper in the United States was 1,026,348 tons and secondary production was 626,550 tons, there- fore, 0.6 lb. of secondary is produced for every pound of primary, and "How can you get around that?" The matter seems very plain, now that I have reached my conclusions, but they are the result of much laborious study and research. I shall show that' the production of secondary copper is not 0.6 per lb. of primary, in spite of statistical appearances; that the production of secondary is a function of primary production rather than of price; that secondary production has 'only a sub-. ordinate influence on the price of copper and then only in abnormal times; that there is not an accumulating reservoir of secondary from which the country is some- time to be drowned in copper, as is believed by some, or a reservoir from which we are going to draw much needed and more or less inexhaustible stores in the future, as is believed by others; and finally, that the United States always produces more copper than it uses and exports the surplus. These are all controversial points, and for that reason and to anticipate argument I have set forth my reasoning in considerable detail.
