This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

INTRODUCTION THE problem of mechanization is one of the most vital in the minds of Alberta coal operators today. In these times of constantly increasing operating costs, any way of decreasing the cost of a ton of coal must be explored to the limit. There seems no better field for such effort than the successful application of power to the mining and loading of coal. We are fortunate in having neighbours to the south who have made .remarkable progress in recent times along these lines. Higher tonnages per man have resulted in higher wages to the employee and lower cost to the employer. It might seem that our problems could be solved merely by imitating our neighbours. Unfortunately, neither practice nor experience substantiate this conclusion. It is with the purpose of reviewing our accomplishments, as compared with practice in the United States, and at the request of the Prgoramme Committee for this meeting, that this paper is written. The Committee believes that such a general discussion and comparison may well lead to further advances in our mining methods. SUMMARY OF PRACTICE IN THE UNITED STATES A visit to the highly mechanized coal mines of the United States is always most instructive and encouraging.

Boron is an element whose metallurgical possibilities never have been investigated thoroughly, probably because of the difficulties experienced in the preparation of elemental boron and its intermetallic compounds. The southwestern United States contain the world's largest deposits of boron minerals. In general, the mineral is readily available, and mining costs are not excessive. The most important boron mineral of commerce is borax (sodium tetraborate); however, there are large deposits of colemanite (a mineral having the composition represented by 2CaO 3B203 5H20) in Clark County, Nov. This material was worked in times past by converting it to sodium tetraborate. In recent years the deposits have laid idle because of a mere readily available source of borax in the old lake beds of California.

The Bureau de Recherches Geologiques et Minieres (BRGM) (a French Government-sponsored geological and mining agency), through international experience gained over many years, has become very skilled in alluvial prospection, particularly for diamonds. The research laboratories within the BRGM have also been active in creating new mineral processing equipment, some of which is directly applicable to such prospection. One such development, the mobile prospection unit, is described and its application in mineral exploration is demonstrated by a consideration of the diamond search in Australia and the general exploration of the Massif Armoricain (France). Because this latter study was fundamental in the development of the concept of 'mineral-geochemistry', and its application in mineral exploration, it is also briefly described.

Processos de fundição de ligas de alumínio com altos teores de Mg são um desafio da indústria, uma vez que diferentes taxas de resfriamento ocorrem em geometrias diversas. Este trabalho tem como objetivo caracterizar a liga de alumínio AA5052 com variações em teores de Mg por meio de experimentos de solidificação direcional transitória, e compreender seus efeitos com relação a evolução de parâmetros térmicos, microestruturais, e propriedade mecânica. As leis experimentais de evolução do espaçamento dendrítico primário (?1) com relação a taxa de resfriamento resultam em: ?_1=640 ?T ?_L?^(-1/4) para a liga 5052 com 2,4%Mg e ?_1=300 ?T ?_L?^(-1/4) para a liga com 3,2%Mg. As leis de crescimento de espaçamento dendrítico secundário (?2) com relação a velocidade de solidificação resultaram em: ?_2=27 ?V_L?^(-1,1) para a liga 5052 com 2,4%Mg e ?_2=15 ?V_L?^(-1,1) para as ligas com 2,6%Mg e 3,2%Mg. Maiores teores de Mg na liga AA5052 proporcionaram uma expressiva redução no valor de ?2 para uma determinada VL. A evolução da dureza mostrou-se diretamente relacionada ao tamanho e a distribuição dos intermetálicos presentes, sendo ?2 o fator predominante neste controle.

In alkaline pulp, galena is depressed by sodium carboxymethyl cellulose (NaCMC), while Cu(II)-activated sphalerite exhibits a high flotability so that satisfied separation can be achieved. In addition to hydrogen bonding, chemical bonding of NaCMC with galena is confirmed by IR; only hydrogen bonding is involved between NaCMC and Cu(II)-activated sphalerite. It is also found that the greater the degree of substitute and polymerization of NaCMC, the stronger the depressive effect of NaCMC and that lower stirring speed favors the depression.

UNTIL very recently, the commercial availability of the rare earths as metals has been very limited. Fabrication of mill products from these metals has not been studied in most cases. This note reports the results of the development of fabrication techniques for thulium. Thulium has a melting point of about 1550°C and a hexagonal close-packed crystal structure. It oxidizes in air to give a black oxide (TmzO,). The procedures for producing thin thulium foil were developed on one ingot weighing about 220 g and were subsequently applied in processing about a pound of metal to foil. Several alternates for the various fabrication steps were investigated and will be discussed. The metal fabricated was in the form of commercial chill-cast ingots 1 in. in diam and 2 in. long weighing approximately 220 g. Impurities in the ingots were reported by the vendor to be 4000 ppni tantalum, 2000 ppm calcium, 200 ppm nickel, 100 to 200 ppm iron, 100 ppm europium, and less than 100 ppm copper, lutetium, and ytterbium. In addition to these impurities, several salt-like inclusions as large as l/8 in. in diam were revealed along the center line of the one ingot sectioned. Preliminary tests indicated that small wafers cut from the as-cast ingot would not fabricate readily by rolling. Forging of copper-jacketed wafers was therefore attempted. At 1550"F forging was satisfactory but an apparent reaction of copper with thulium demanded investigation of lower temperatures. Therefore, the remainder of the test ingot was forged at 1450°F—with only minor cracking. All ingots forged were inserted into copper tubes of 1 in. 1D and 0.125-in. wall thickness. The jackets were sealed by flattening the ends of the tubes and welding under helium. Heating time at 1450°F was 30 min. Press forgings of 1/8 in. per pass were used, followed by 10 min reheats. When the ingots had been squared and reduced to 0.250 in. in thickness, the original copper jacket was stripped off and replaced by a new jacket in preparation for hot rolling. Hot rolling at 1450" F without edge cracking was readily accomplished after forging. Excellent results were obtained with 10 pct reductions of thickness followed by 5 to 10 min reheats. After reduction of thickness from 0.250 to 0.100 in. the copper jacket was removed. It was found, in fact, that hot rolling in air was possible. A tenacious black oxide similar to that seen on zirconium was formed during 3 min reheats at 1450°F. Reduction in air to 0.010 in. foil was possible taking 10 pct reductions per pass. The oxide coat formed during hot rolling in air could best be removed by sand blasting and pickling. Common pickling solutions containing polar solvents were found to attack the metal too rapidly and a concentrated nitric-hydrofluoric acid mixture attacked neither the oxide nor the metal. The most satisfactory pickling solution was 52 vol pct concentrated nitric acid-48 vol pct glacial acetic acid. After forging to 0.250 in., vacuum annealing and cold rolling was found to be another satisfactory alternate to hot rolling in copper jackets. After forging. a hardness of Rockwell B76 was found. Annealing in vacuum (2 X l0-5 mm of Hg) for 1 hr at 1200"F did not alter this value. Annealing at 1470"F for 1 hr brought the hardness down to R;]63. With cold rolling (5 pct per pass) the hardness returned to about R,1:76 after 20 pct reduction and edge cracking became noticeable. However, cold rolling to a total of 40 pct reduction in thickness (RI,,83) was possible before edge crack propagation became serious. Good surface finish was obtained, and the metal loss due to oxidation was minimized by cold rolling and vacuum annealing. Using this procedure the yield of 1.25 in. wide by 0.010 in. thick foil from a 1-in. diam ingot was about 40 pct.

"Oxygen evolution by decomposition of water is the main anodic· reaction in sulphuric acid solution. Traditional anode materials have been relatively low-cost lead alloys, though the active lead dioxide layer has a high oxygen evolution overpotential. This causes a significant increase of cell voltage. To lower total energy use in metal production, electrocatalytical properties or corrosion resistance to decrease replacement costs must be improved. Addition of an catalyzing ion will decrease oxygen evolution potential. The effective area of an anode increases by calcium additions and by producing anodes with fine microstructure. Remelting and rapid quenching is possibly a method that is economically feasible and technically simple enough to be adopted.IntroductionPermanent anodes are widely used in several electrochemical processes and cathodic protection applications. The permanent or ""inert"" anodes can be either massive or coated anodes. The massive anodes are metals, like lead alloys, or non-metals, like magnetite, graphite or ferrite. The coated anodes are made of a valve metal base (titanium, niobium or tantalum) coated with an electrochemically active coating. The purpose of anodes is to supply current to the electrochemical cell. A vast number of materials and their combinations are electrical conductors and may hence be used as anode materials. However, good anode materials must survive in aggressive environments and also be able to pass high current densities. These opposite requirements restrict the amount of possible materials. Generally, an useful anode material must meet three requirements, electrical conductivity, electro catalysis and stability. Good electrical conductivity is essential for energy efficiency. Good electrocatalytical properties are essential to improve product yield. Long term stability is also an important property, because electrode wear and corrosion may cause product contamination, increasing energy consumption and material and labor costs due to need of periodical maintenance. Electrical conductivity and electrocatalytical properties are more widely studied subjects than long term stability of anodes, and a good amount of information about these two subjects can be found in the open literature. Wear and corrosion mechanisms of the anodes vary depending on the operational conditions, i.e. concentration of different species, temperature and operating current density."

In the winter of 2010/2011 the first stage of sand fill was placed, followed by the installation of approximately 12 million linear feet (MLF) (3.6 million linear meters, MLM) of marine PVDs. With over 36 MLF (10.9 MLM) of PVD required to complete dike construction the project will be one of the largest PVD installation project in the U.S.This paper details the challenges associated with the construction of the cross dikes, in particular the design, testing, installation and monitoring of prefabricated vertical drains (PVDs) installed overwater to depths of over 130 feet (40 meters) for foundation improvement in the insitu very soft Norfolk Clay. With expected settlements of 20–30 ft (7-10 m) and 30 percent average strains, the discharge capacity of the PVDs was of particular concern. Laboratory data is presented showing the magnitudes and variability of discharge capacity under different confining pressures in both a straight and buckled condition.The method of installation and monitoring of the marine PVDs in open water included developing a specialized barge and sophisticated positioning and data collection system to verify installation location, depth of penetration and track quantities. An observational method, including material testing, detailed surveys, periodic in-situ testing, and instrumentation, was utilized by the project team to assess the project’s progress and allow for validation of consolidation and strength gain rates and magnitudes."

THE mechanism of pressure sintering, or hot pressing, for ceramic materials, has been investigated by several researchers.1-8 Plastic flow has been suggested as the rate-determining mech-anism1,2 while grain boundary sliding3,4 and fragmentation processess have been found controlling in other studies. Vasilos and Spriggs5,6 have reported that pressure sintering occurs by a diffusion-controlled mechanism. For the pressure sintering of metals, investigations with lead7 and with tin6 have not identified the operative mechanism during consolidation of these powders. This note reports the results of a pressure sintering study initiated to determine the mechanism controlling the densification of spherical copper powder. Temperatures of 300°, 400°, 500°, and 600°C at 2500, 5000, 7500, and 10,000 psi pressures were investigated. The copper powder for this study was obtained from Metals Disintegrating Co., Elizabeth, N.J. The minimum purity was reported to be 99.9 pct. The powder size was -325 mesh and a lineal analysis showed the average size to be less than 1 p. An alumina die body and punches were employed. Graphite spacers were placed between the copper powder and the punches before pressing. It was expected that the graphite would form carbon monoxide with any entrapped air and form a reducing atmosphere within the die cavity. This condition was generally realized during pressing although a minor amount of oxidation occurred at 500" and 600°C. The oxide particles were located randomly in the pressed samples and were not considered to influence the densification process. Calibration tests showed the temperature of the copper pellet to be about 20°C less than the die wall temperature, probably resulting from heat losses through the punches. This difference was compensated during the experimental pressing operations. The hot pressing equipment employed for this work has been described by Spriggs et a1.9 and was calibrated with a Baldwin-Lima-Hamilton load cell. Travel of the punches was monitored with a dial indicator showing increments of travel to 0.0005 in. Relative density was calculated at selected time intervals for a known copper weight, punch travel, and die diameter. The accuracy of this calculation was *1 pct. Average grain size after hot pressing was obtained by lineal analysis. Typical densification curves are presented in Fig. 1 and Fig. 2 where relative density is plotted vs log time as a function of applied pressure for the 300" and 600°C pressure sintering temperatures, respectively. The curves for 400" and 500°C were similar to those at 300°C and consequently are not shown. The curves at 300°C as well as 400" and 500°C do not show an end-point or limiting density for a particular applied pressure. At 600°C, a density in excess of 95 pct of theoretical has been reached such that further densification is extremely slow for the 5000, 7500, and 10,000 psi pressures. It is suggested that further densification at these pressure levels may be retarded or prevented by discontinuous grain growth, by entrapped gases, and by other microstructural limitations as described by Cob1e.10 The curve for 2500 psi hot pressing pressure is a straight line over the time interval although a slight change in slope may be occurring at the last time intervals. The plastic flow models,1,2 derived for hot pressing, predict the existence of an end-point (or limiting) density dependent on the yield point of the material at the temperature of interest. For many applications in hydrometallurgy and water treatment it would be advantageous to use ion-exchange resins in stirred reactors. However, attrition of the resin may lead to significant losses of both resin and metal values and prevent water quality goals from being reached. We have studied the recovery of fine resin particles by froth flotation, using the model copper - Dow XFS4195 chelating resin system. As the functional group on the resin is a bis-picolylamine, the resin should be amenable to flotation by anionic collectors, such as sodium dodecylsulfate and sodium dodecylsulfonate. The kinetics of copper loading from dilute aqueous solutions in an agitated vessel were studied as a function of copper concentration, pH and resin bead size. The flotation of unloaded resin was investigated for different types of collector, collector concentration, conditioning time, and resin bead size. Potential applications are discussed.

"This paper describes the work undertaken to renovate the Pipe Open Pit drainage system, incorporating measures to improve effluent quality. It describes the technical feat of drilling an l l-inch-diameter hole from the bottom of the open pit for a distance of 1100feet to intersect an underground drift. An innovative method of checking the inclination of this hole is also described. The paper outlines the construction required on the 1500-foot level of the underground mine to facilitate water impoundment and slime settling, as well as the instrumentation for control of water flows. IntroductionThe Manitoba Division of Inco Metals Company operates two mines-an underground mine at Thompson and an open pit at Pipe. The Pipe Open Pit is located 20 miles southwest of the City of Thompson, approximately 400 miles due north of Win nipeg(Fig. 1).Surface diamond drilling of the Pipe ore body was sta rted in 1959. In 1961, a shaft was sunk to a depth o f 1,570 feet to carry out further exploration work and obtain bulk ore samples for metallurgical testing. Site preparation to mine the upper portion of the orebody as an open pit was initiated in 1966 and by late 1967, the removal of silt and clay overburden was in progress. The contractor completed the dredging in the fall of 1969. Over 12 million cubic yards of muskeg, clay and silt was removed, which in some places was 150 feet deep over the orebody. Production began in early 1971, by which time the top three benches of rock had been excavated and the orebody exposed.The Pipe No. 2 Mine main shaft was started in 1970 and completed in 1973 at a depth of 3,160 feet. Development for exploration purposes was carried out on the 1500 and 2460 levels, and permanent pumping facilities were installed.The surface dimensions of the open pit are 2,200 by 1,600 feet, with the long axis striking northeast. The walls are designed with a 45- to 50-degree slope and the ultimate design depth is 720 feet. The present depth of the pit is 520 feet and production capacity is 6,800 tons of ore per mine day."

Em determinadas rotas de manufatura de componentes automotivos, principalmente de produtos do segmento rodoviário pesado, são muito comuns processos de desempeno a quente, assim como outros procedimentos como arqueamento e alinhamento de longarinas. O presente trabalho tem por objetivo traçar os principais impactos destes processos sobre o material de alta resistência e baixa liga norma DIN EN 10149 S700MC em uma rota de fabricação de produtos automotivos com interferência de um procedimento a quente. Esse material, quando submetido ao ciclo térmico para alinhamento a quente, através do aquecimento de algumas regiões pontuais e do posterior resfriamento ao ar calmo têm suas propriedades mecânicas alteradas. Para comprovar isso, foram reproduzidas as condições do processo atual para mapeamento de dados de temperatura para os subsequentes ensaios de laboratório. Comparando as amostras submetidas ao ciclo térmico, com as produzidas com a mesma matéria prima sem aquecimento, pode-se verificar o impacto causado pelo processo de alinhamento a quente utilizado sobre as propriedades mecânicas do material. Os resultados mostram que o aço DIN EN 10149 S700MC apresenta alterações expressivas em todos os ciclos realizados. Com isso, ocorrem modificações na microestrutura pelo ciclo térmico ocasionando a diminuição de algumas propriedades mecânicas importantes, como tensão de escoamento, dureza e a tensão limite de fadiga.

Ore quality is declining, and the current spirals in mineral sands extraction is deemed inadequate to efficiently extract the valuable minerals. A new spiral was developed, the 117HM with the aim to extract the total heavy minerals in the order of 4.0% - 6.0% and the economic heavy minerals in the range 1.0% - 2.2% from the feed. An important measurable in the gravity concentration of mineral sands is recovery. Recovery measures how effectively the separator has extracted the valuable mineral contained in the input stream. The number of turns on the spiral trough influences the residence time of the feed slurry. A further optimisation followed with the development of the twelve-turn 117HM spiral. Four more turns were added for better recovery. The paper quantifies the effect of residence time on recovery.

Many minerals processing operations result in crushed rock being mixed with a liquid. Sometimes, the rock particles have to be dried before the next process begins and there may be a considerable distance between the equipment carrying out these processes. Bateman Engineered Technologies (BET) developed, patented and commercialized a method of simultaneous pneumatic conveying and drying. A joint project to assist with optimizing the process is under-way. Part of it is a numerical simulation of the process. The simulation is done using a dedicated program written in MATLAB, (commercial software which is widely used in engineering). It accounts for heat and mass transfer as well as particle transport. The main part of the program consists of a loop containing a series of equations which are evaluated sequentially. During any particular iteration, the properties are changed one at a time. Since the properties are changing relatively slowly, this method gives good results. The outputs of the simulation are consistent with the operational experience of BET’s engineers. The output is very comprehensive and all numerical. Since the program is currently being used for research purposes, flexibility is very important. Thus the output is converted into a spreadsheet file. Variations in the output quantities are displayed graphically using MS Excel. Some simulation could have been done using computational fluid dynamics (CFD) software. The advantages and disadvantages (technical, financial and skills requirements) of the two approaches for this particular type of simulation are compared briefly. "INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

An overview of the history of mining technology, both past and present, shows that some of the new concepts being successfully applied have changed the reserve categorization and are having an overall impact on production. Past coal mining operations in the eastern coal fields, and especially in Appalachia, extensively utilized stripping with the predominately applied contour method. As a result, vast mountainous areas have abandoned benches left behind by past mining operations. While thicker seams previously stripped were usually mined by underground or mountain top removal methods, thin seams beyond technical or economical limits were left intact after contour mining had reached the ultimate height of the wall. These thin seams quite often contain high BTU, low ash and sulfur coal that makes them attractive for a secondary recovery due to the market requirements. Secondary highwall recovery has obvious potential and is economically attractive; however, with the present state of industrial experience and lack of analysis of site data, a trial and error approach is used by operators.

One of the significant benefits of electronic detonators is their safety, especially their relative insensitivity to extraneous electrical energy. The various brands of electronic detonators on the market have different resistance to electrical stimuli, but all have safety structures designed to afford a significant level of protection. A common source of extraneous electrical energy is lightning. This paper discusses the nature of the energy that occurs with a lightning strike and the resistance offered by electronic detonators. Four actual cases of exposure of electronic detonators to lightning strikes are considered. Electronic detonators, like other initiation systems, are vulnerable to very close or direct lightning strikes. The incidents are a reminder that all blast patterns need to be vacated on the approach and during the progress of a lightning storm. 1. Orica

The Mining Foundation of the Southwest (MFSW)promotes public understanding and education related to the mining industry. Towards this goal, the Foundation has funded several projects from donations and fundraising activities. The MFSW was incorporated in 1993 by combining the Mining Club of the Southwest and the Mining Club of the Southwest Foundation. The Mining Club began in 1971 as a social organization. It provided members of the mining community an opportunity to meet. The club also provided a means for public education about mining. In the early 1990s, the club’s efforts were directed mainly toward educational activities. And in 1992, discussions began concerning incorporation into a non-profit foundation to further the public understanding of mining. In 1983, the American Mining Hall of Fame was inaugurated to honor significant contributors to the industry and profession. The Hall of Fame serves to educate people about prominent persons associated with the mining industry, present and past. The honorees number 75. Plaques commemorate their induction and are on display at the Arizona Historical Society’s Museum in Tucson, AZ. The combined honors ceremony and banquet have remained one of the fund raising activities.
