A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

The occurrence and the temperature dependence of the athermal martensitic transformation in bcc Cu-Zn ß-phase alloys have been studied by cold-state microscopy, differential thermal analysis, and electrical -resistivity measurements. CinenzatograpJzic studies have shown that in the majority of alloys the transformation occurs in two stages. A thermoelastic phase, having a 'needlelike" uppearance, forms initially at the MS temperature and grows relatively slowly, chiefly in the edge (lengthwise) direction. With further cooling, an additional martensitic phase forms in rapid bursts at a lower temperature, MB, Both martensitic phases appear to have the same cry stallographic habit hut their modes of formation and growth are different. For the composition range studied, between 38.55 and 41.49 wt pct Zn, the habit planes determined are close to the (2.17 ,12) plane of the matrix, in general agreement with the prediction of the phenomenological theory of martensite formation. Thermal cycling through the MB temperature produces permanent plastic deformation in the 0 matrix and gradutally eliminates the typical burst phenomena. Thermal cycling only through the MS temperature produces no noticeable deformation effects. THE bcc Cu-Zn ß-phase alloys tend to become unstable at low temperatures and undergo a martensitic transformation,'-3 but the details of the transformation have not been completely determined. Following earlier metal log raphic and X-ray work1 Tichener and ever' determined by means of electrical-resistivity measurements the temperature range of the martensite transformation during continuous cooling. The transformation temperature was found to decrease with increasing zinc content, becoming about -130°C for an alloy containing 40.04 wt pct Zn. Hull and Garwood3 made a metallo-graphic study of Cu-Zn 0 brasses at temperatures down to -160°C, and determined the habit plane of the transformation product for an alloy containing 38.88 wt pct Zn. No metallographic studies below liquid-nitrogen temperatures have been reported. The martensitic transformation in ß-brass alloys can also be induced by deformation.1,4 The MD temperature corresponding to the appearance of the strain-induced martensite is some 300°C higher than that observed without strain, and hence the transformation can be strain-induced in alloys containing a higher percentage of zinc. Massalski and Barrett4 found that alloys containing as much as 51.89 wt pct Zn could be transformed into a faulted hcp structure by cold working at liquid-helium temperature. Because the details of the MS temperature and morphology reported in the literature are somewhat incomplete, a further study has been made of some of the above features. A design of a cryogenic stage for optical metallography5 has permitted the examination of specimens at temperatures down to 4.2oK, and the use of a cinecamera has permitted a study of the morphology on cooling and heating. The particular aim of the present work was to examine the transformation temperatures, the habit planes, and the growth morphology over a wide composition range in the ß-phase field. The effect of thermal cycling upon the subsequent transformation was also examined.

The results presented in this report deal with the elimination of explosion hazards of ether-oxygen mixtures by the addition of helium. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. These critical oxygen values are usually different for each combustible, varying with the percentage of the combustible present in the mixture and also with the inert gaseous material used to reduce the oxygen content of the mixture.

"In this work, the influence of the malonamide structure, acidity of the aqueous phase and diluent on the equilibrium interfacial tension (IT) of N,N'-dimethyl-N,N'-diphenylmalonamide (DMDPHMA) and N,N'-dimethyl-N,N'-dicyclohexylmalonamide (DMDCHMA) in 1,2- dichloroethane (1,2-DCE), and DMDCHMA in toluene, with aqueous HCl, were investigated. IT isotherms were determined using the Du N ouy ring method. Densities of the organic phases were determined, and used to screen solute-diluent interactions. Formation of third phases was never observed; furthermore, ITs increase with the phase separation period, constant values being obtained for separation periods larger than 1000 seconds. Each malonamide interfacial efficiency at the oil/water interface is interpreted in terms of malonamide basicity, diluent polarity and malonamide - hydrochloric acid- diluent interfacial interactions.IntroductionFor several years now, N,N'-tetrasubstituted malonamide derivatives have been extensively investigated as liquid-liquid extraction agents since they were first proposed as the organic components of the DIAMEX process, with the aim of advantageously replacing tributylphosphate in PUREX [1]. Therefore, a significant part of research studies with malonamides appearing in the literature deal with the extraction of major and minor actinides in real or simulated spent nuclear fuels in nitric acid solutions [2]. Under typical experimental process conditions, the tendency shown by some N,N'-tetrasubstituted malonamide derivatives to aggregate in the organic phase, leading in a few cases to the formation of undesirable third phases, has been remarked and consequently thoroughly investigated [3, 4]. The increasing use of chloride streams as hydrometallurgical aqueous feeds is becoming a reality, and this fact is obviously deeply founded on an extensive research carried out to recover value-adding metals from these media. Following this trend, a number of N,N'-tetrasubstituted malonamides have already been screened for the recovery of iron(III) [5, 6] and platinum-group metals [7] from hydrochloric acid solutions. The results obtained are quite promising either in terms of total metal ion recoveries or selectivity patterns achieved. The formation of a third phase when iron(III) was extracted by the tested N,N'-tetrasubstituted malonamide derivatives has never been observed under the adopted experimental conditions, and the extraction data collected would need to be reinterpreted accordingly if any aggregation phenomena involving the considered extraction systems were to take place."

During the processing of metals like Cu, Ni, Co, large quantities of solutions, which contain co- products such as Sb, Cd, Pb etc. are generated. These solutions if processed to recover the metals help in conservation of metals as well as environment preservation. The present study was taken up to recover antimony from process solutions using zeolites. The effect of pH of the solution, time and type of zeolite viz., chabazite, mordenite, erionite and clinoptilolite on the sorption of antimony was investigated. Rate of sorption increases with pH and about 77-pct. antimony sorption was observed with chabazite at a pH of 6. Optimal conditions were established for the maximum recovery of antimony fiom process solutions. The mechanism of sorption for Sb was proposed in terms of adsorption and intraparticle diffusion. The calculated adsorption constants from Langmuir and Freundlich equations indicated that the adsorption of antimony on chabazite was strong.

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Clay, Gilmer, and Lewis Counties, W. Va. In 1966, almost 1.3 million tons of coal was mined in these counties, of which more than one-half was from the Pittsburgh coalbed. Washability analyses were made of 16 coalbed samples. Of these, only 11 samples could be upgraded to metallurgical quality. For steam or power generation five of the coals were of low sulfur content as received. The remaining samples were generally of medium sulfur content even after upgrading.

The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

Abstract - Ore reserve estimation, based on sparse drill hole data, was conducted for a placer gold property in Nome, Alaska. A problem with sparse data is that random subdivision of the data into modelling and evaluation subsets (as is commonly done) becomes a problem, as random selection may result in biased/skewed subsets. Therefore, a technique that combined data segmentation with genetic algorithms (GA) was applied to divide the samples into three equivalent subsets: training, validation and testing. Data segmentation was done on the basis of the distribution of gold values. Neural network and a variety of kriging techniques were used to estimate gold grades. A multi-layer feed forward neural network along with "early/quick stop" training was used for neural network modelling. A comparative evaluation of kriging and neural network methods was then performed. The results revealed that neural network was generally superior to the kriging techniques for gold grade estimation in the Nome deposit.

Experirmental bonds of Ag-In SLID to gold, copper, nickel, Kovar, Dumet, nickel-plated molybdenum, ALL-Pt vrzetallizing on ceramic, and nickel-plated Mo-Ti metallizing on Al2O3 ceramic have been made and exalnined. Metallographic taper sections were made of all bonds for Phase identification. In addition, failuve temperatltres were determined for bonds heated undev shear load. Sowe bonds were subjected to electvon-probe microanalysis. The ternary SLID system Ag-In-Sn was similarly evaluated. Plwtonticrogaphs and electron-probe data are discussed and related to over-all phase diagrams , diffusion effects, and wetting properties of the liquid. The rates of diffusion andor compound formation of gold, silver, and copper in indium and In-Sn liquids are found to descend in that order, as measured by the relatzve thickness of phase layers in the interfaces of bonds made at 200to 400°C. It is concluded that the SLID process enables one to produce bonds which are stable at high temperatures, after having been fabricated at low temperatures, and meet most requirements for application in interconnection, silicon bonding, or hermetic sealing of electronic devices. In a previous publication by one of the authors, the theory and principle of SLID bonding in simple binary systems was discussed. SLID bonding can be defined as a joining process using a preform with a laminated structure: a low-melting material clad on a high-melting core. During the bonding cycle a metallurgical transformation occurs such that the resultant structure can withstand, without reliquefying, temperatures higher than those at which the bond was made. The phases present in the joint interface region are high-melting compounds or, if equilibrium is reached, solid solution. Properties will depend on the phases present, ultimately approaching those of the solid substrate core of the SLID preform. The high-temperature strength of bonds made in these systems was correlated to phase identification in the interfacial bond regions from metallographic cross sections and electron-probe X-ray microanalysis data. When complex electronic components are assembled, multiphase systems result at the interfaces of bond regions. In these ternary and higher-order systems very little diffusion and phase-diagram data is available with which to predict the nature of the interfacia1 region that will result from conventional fabrication processes and subsequent field use of the component. Clarke and Rhines did early work in the field using the Al-Mg-Zn system as a vehicle. Guy and co-workers studied a portion of the Cu-Zn-Ni system and some mathematical4 and general5 aspects of multiphase diffusion. irkald' and coworkerse recently studied diffusion in the Cu-Zn-Sn system. No diffusion studies have been made on ternary systems directly applicable to this investigation but some phase diagrams are available: g-u-n, u-i-n, and CU-i-n. I) DESCRIPTION AND EXPERIMENTAL PROCEDURE The elements Au, Ag, Cu, Ni, In, and Sn are found in alloy systems commonly used in fabricating and assembling electronic components. Reference to the appropriate phase diagrams9 and the previous publication will indicate that the binary systems of any of the two low-melting elements, indium and tin, with any one of the other four higher-melting elements are capable of producing SLID bonds. It is not unreasonable to assume that any ternary or higher-order alloy system containing at least one of the elements gold, silver, copper, or nickel and one or both of the elements indium and tin could be used to produce bonds which are stable at high temperatures, after having been fabricated at low temperatures. Indeed, the liquidus contours and isothermal sections of those phase diagrams available7 do so indicate. Currently, mine plans are optimised by using several criteria as objective functions, like profit, life-of-mine, concentration of some pollutants, mining costs, confidence level or ore resources, with consideration of constraints related to production rates, plant capacities and grades. Whilst this approach is successful in terms of producing high value production schedules, it uses a static opening sequence of the drawpoints and therefore the optimisation is made within the level of freedom left by the original opening schedule, and as a result it is far from the true optimal value of the project. This paper presents a model to optimise the sequence of drawpoint opening over a given time horizon. The emphasis is in the precedence constraints that are required to produce meaningful operational sequences considering the exploitation method (panel or block caving), physics considerations and logical rules. Further on, while it applies the standard approach of maximising net present value (NPV), it considers other targets for optimisation, like the robustness and constructability of the plans. Finally, it applies the model to real data to obtain feasible plans by means of this model. The first tests were done varying the production capacity of the mine.

Adsorption behavior of various surfactants on sulfide minerals is very much affected by the nature of the surface of the mineral. Since sulfides are naturally meta-stable, oxidation occurs when they are exposed to air, especially in aqueous environments. As a result. oxygen assumes a major role in sulfide flotation. Mechanisms of adsorption of various thiol collectors on sulfide minerals have been reviewed. The electrochemical behavior of various sulfide minerals has also been reviewed. Flotation behavior of galena, chalcocite, sphalerite, pyrite, chalcopyrite and pentlandite has been presented together with the. flotation of copper sulfide- nickel sulfide ore.

For many years the green and dry compressive strengths' of pellets have been, considered as possible criteria of pellet performance during induration. Although widely quoted throughout the industry, little attention has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of the test. The purpose-of this study was to compare the constant deformation rate test with that using a constant loading rate in addition, the dependence of these tests on such pellet properties as size, weight, and method of balling was to be investigated.

The data-base is designed for use by mine engineering and safety personnel to aid in determining especially hazardous practices or conditions.

A practical method is described for determining or checking whether underground supports such as props, posts and mechanized longwall supports have bearing areas of proper size in relation to the type of ground or floor strata on which they are standing, It is felt that this information provides an approach to eliminate, as much as possible, a potential grave source of error during the selection of roof supports. This would also affect the choice of costly mechanized longwall equipment where it is possible that the size of the bearing area is not as carefully determined as, for instance, the design strength of structural components.

This report gives results of metallurgical investigations performed by the Bureau of Mines on mineral samples taken during April 1959, from Hawaiian bauxite deposits on the islands of Kauai, Maui, and Hawaii. The bauxite samples were tested at the Bureau's Rolla Metallurgy Research Center, Rolla, Mo., to determine if alumina could be extracted. The results were encouraging. Extraction of the alumina by the American Bayer type digest of crude ore samples from Kauai, Maui, and Hawaii recovered 78.8, 73.1, and 70.0 percent, of the total alumina, respectively. These recoveries were increased to 82.8, 85.5, and 79.5 percent by modifying the treatment, which consisted essentially of calcination and weak caustic desilication to provide a residue. The residue was then treated with calcium oxide and digested in a strong caustic solution to extract the alumina.

Precipitation of hydrous manganese/iron oxides in streams can be readily observed in much of the northeastern United States, and is apparently a common phenomenon in other glaciated areas (1,2,3,4). Deposition occurs when Mn-enriched ground or surface water enters the stream environment and encounters conditions of higher Eh and pH. The preferred location for deposition is in shallow, fast-flowing segments of stream; the oxides usually form as coatings on detrital material. The experimental studies of Hem(5) and a considerable amount of work on marine and lacustrine manganese nodules(6,7,8) suggest that given an appropriate substrate, deposition of manganese oxides may occur even when the water is undersaturated in Mn with respect to the oxides, due to catalysis by organisms or by silicate, carbonate, or ferric hydroxide surfaces. Once begun, manganese oxide deposition is autocatalytic (9). Studies of the distribution of oxides in various size fractions of stream sediments indicate that the thickness and prevalence of the coatings commonly increases with increasing particle size in the coarse sand and gravel size ranges. Figures 1 and 2 show a fairly typical distribution of leachable metals over nine size fractions from 62 microns up to 8-16 mm. The leaching solution used was neutral ammonium citrate with hydroxylamine hydrochloride, which effectively removes the oxide coatings without significantly attacking most silicates, carbonates or sulfides. Figure 1 shows metal content as ppm of the total sample; figure 2 shows' the same data as micrograms of metal per square millimeter of surface area.

This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.

The industry appears to be following a path taken by other industries in improving the operation of processing plants, production schedules, grade control and haulage performance. A reduction in the cost of computers and computing has been a significant factor.An attempt is made to forecast the future of computers in our industry. Such developments as time-sharing, mini-computers, and easy-to-understand process-oriented languages will lead to wider usage. Considerable strides have been made in the use of computers for laboratory data acquisition. In general, the implementation of new methods, new techniques and new equipment will require plant personnel to develop new skills. The universities are meeting this challenge by re-structuring curricula and offering special courses. Most vendors of computers already offer special courses within their own facilities at a customer's plant."
