Agnico-Eagle started sinking the Penna Shaft in 1995 with a hoisting plant capable of hoisting 1800 t/d from a 2240 m deep shaft. Exploration success led to the installation of a hoisting plant capable of extracting 4500 t of ore and 1800 t of waste per day from a depth of 2210 m. The introduction of a new rope selection factor, permitting a safety factor of 4.0, represented the breakthrough required for a cost-effective project. This paper describes the process taken to introduce the new rope selection factor and its impact on the original plant.

The work to be described is part of a comprehensive research on the influence of impurities on the properties of lead. The author had previously compared an electrolytic lead containing less than 0.002% total impurities with a commercial lead containing 0.008% impurities (excluding oxygen) and had shown that the former recrystallised more readily than the latter under the same conditions of cold work and annealing. This difference in properties was attributed to the difference in purity. Electrolytic lead containing only 0.0005% total impurities has been prepared and cast in vacuo. Some interesting effects have been obtained by working and annealing this lead, and by adding silver to it. The preparation of this lead, and the effects obtained thereon, are described in this paper. The success in providing adequate ventilation to the active faces of a coal mine for all methods of mining depends upon good face control and the air distribution and control system. A good system provides overcasts, air locks, regulators and bleeders so that an adequate flow of air will be confined to the working places with least opportunity for interruption, and that a flow of air is maintained, however small, across the worked out area to the bleeder and away from men and equipment at all times. In gaseous mines, it is just as important to satisfy effective bleeding as it is to satisfy the air volume requirements in the operating splits. The two requirements go hand in hand. Although not complicated, ventilation and methane drainage in longwall mining in a gaseous mine require careful forethought and adequate facilities to make them safe.

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1992-93 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Beaver Creek, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 28. 1993. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. THE proposition to make pig-iron from magnetic concentrates and cobbed ore with charcoal-fuel weighing from 12 to 20 lb. per bushel is, on the face of it, not inviting; but the successful work that has been done under these adverse conditions warrants a permanent record in our Transactions, especially as it furnishes a comparison with, coke blast-furnace practice under similar conditions. The record of the furnace-practice is briefly summarized as follows:-The charcoal was made of hemlock, pine, spruce, balsam, maple, beech and birch woods. All the concentrates containing from 62 to 65 per cent. of iron would pass in. screen, of which about 34 per cent.. would pass an 80-mesh sieve. The cobbed ore, varying in composition from 32 to 47 per cent. metallic iron and from 23 to 32 per cent. of. silica, would pass through a I-in. ring, of which about 25 per cent. would pass a 1/8 in. screen. The furnace was blown in October 20,1903, with charcoal which was supposed to weigh when dry 18 lb. to the bushel. Some charcoal similar to this was stored in the stock-house for about a year and was then found to weigh 12 lb. per bushel. During the first 10 days of the blast, the furnace produced 362 tons of pig-iron, using 200 bushels of charcoal per ton of iron. From November 1st to 12th, the volume of the blast was increased gradually from 2,808 to 5,460 cu. ft. per minute, with practically no increase of output. The silicon-content of the resultant pig-iron averaged 0.75 per cent., with sulphur about 0.035 per cent. The discovery of ore at Wabana was quickly followed by the mining of the ore beds where they outcropped in the land areas. The third phase, as at present carried out, consists of extensive submarine operations, which were commenced in 1908, by driving a pair of slopes out under Conception bay, opening. the mine for a distance of a mile and a half from the shore. Two other slopes, now driven just beyond the shore line, are being sunk to the submarine territory where, it is generally recognized, huge reserves of ore lie under the bay. The process of erosion of the land, the solution and re-disposition of its iron-bearing minerals in thick beds of ore have been considered elsewhere, but these bear small relation to the physical forces which have acted upon the ore-beds since the deposition of the strata. These physical changes are made manifest by jointing and cleavage and faulting. The discussion of these, the relation they bear to each other, and to the folding of the strata, is the purpose of this article. For the benefit of those who may not be familiar with the formation in which the ore occurs, I include a general summary of the geology of Be!! island and its environs; also a description of conditions that prevailed during the period of deposition, so that the reader may appreciate some of the later changes that took place during or subsequent to its emergence from the sea, and the folding or tilting of the strata to the position it now occupies.

At the International Society of Explosives Engineers Annual Conference held in Nashville, Tennessee in February 1995, a Seismograph Standards Committee was established. The purpose of this committee was to develop objective performance specifications for vibration measurement instrumentation and field use practices. It was also understood that due to geology, temperature, and moisture in the soils, it is not possible to design and build an instrument to give results which are absolutely comparable for ground vibration. It was, however, considered essential to standardize instrumentation by which vibration can be measured under closely defined conditions so that results obtained by users of seismographs are always the same within stated tolerances.

A uniquely mineralized area extends from northwestern Canada through Alaska into eastern Siberia. Some of the metals found there are relatively rare in the conterminous United Stales. Among these are cobalt, the platinum-group metals, and chromite. Geologic evidence suggests that cobalt and the platinum-group metals may be present in deposits that could constitute nationally important reserves. Chromite in potentially minable deposits is known, but it may be relatively less abundant. Limited reserves of these metals have been delineated, but most of the favorable terranes and reported occurrences throughout the vast expanse of Alaska remain unexplored. As part of the mineral studies mandated under the Alaska National Interest Lands Conservation Act, the Bureau of Mines' Alaska Field Operations Center and the Bureau's research centers at Albany, Oreg., and Reno, Nev., are cooperating in a long- range program to investigate occurrences and delineate reserves of cobalt, the platinum-group metals, and chromite in Alaska. Studies of other critical and strategic minerals will be phased in during succeeding years, as ongoing projects are completed. This first in a series of annual reports summarizes available information about deposits and past production of cobalt, the platinum-group metals, and chromite, and describes current and planned Bureau investigations of these minerals.

The Skorpion Zinc Mine and Refinery is situated approximately 25 km north of Rosh Pinah, south-western Namibia. The supergene zinc oxide deposit at Skorpion is hosted in a volcano-sedimentary succession within the para-autochthonous Port Nolloth Zone of the Gariep Belt. Rock types hosting the ore deposit include altered and metamorphosed volcaniclastic and clastic sediments, limestone and rhyolite. At Skorpion, the metallurgical process is unique and the plant design requires minimal fluctuations within a selected feed grade. In addition, the presence of limestone inter-fingered with ore in some areas of the deposit results in dilution problems which may increase gangue acid consumption and therefore processing costs. Hence, selective mining is necessary to ensure the delivery of suitable ore to the processing plant, in order to keep the overall operating costs at a minimum. A complex control system is in place and is capable of a high degree of selectivity. The paper describes the grade control system in place at Skorpion Mine which ensures that the qualities of the blocks planned for mining and the material being mined meet the stringent process requirements of the refinery, i.e zinc grade, gangue acid consumption and deleterious elements that may impact on the efficiency and costs of the metallurgical process. The African continent has been the most prolific producer of gold since mining began. Although most of this gold has come from South Africa, other countries have also been important contributors in the past. There is currently little production outside South Africa, Ghana and Zimbabwe, but the gradual globalisation of the industry over the past decade has resulted in growing interest in the region which bodes well for its future development. Bulkheads, also known as hydraulic seals, are used to seal abandoned workings and protect adjacent active mines from explosion and control unwanted inflows of water from poorly sealed shafts, water-bearing strata, and abandoned mine areas or gobs (1). At coal seam outcrops, bulkheads have typically been used to prevent access and to control acid mine drainage. Bulkheads have also been installed at outcrop openings located within the footprint of an embankment dam, or within the reservoir of an impoundment, to prevent stored water or slurry waste from flowing into active or inactive underground mine workings (2). Components of MICON Bulkhead Seal MICON bulkhead seals in mining applications refer to seals designed to impound liquids or slurry. The MICON bulkhead seal is comprised of two concrete block walls set in the front and back and a polyurethane/aggregate core (Figure 1). The two walls are usually dry-stacked, surface-bonded walls constructed with solid load-bearing concrete blocks (ASTM C90) or concrete building brick (ASTM C55). The surface bonding material used in the wall construction must be MSHA-approved. The type of stone, if any, used to fill the space between the walls is not essential. However, MICON generally uses No. 57 limestone in 50 lb. bags, specified to moisture control, shrink-wrapped and palletized. The polyurethane foam used in the construction of the bulkhead seal is engineering specified and formulated by density based on the optimization of cost, seal core thickness, required adhesive strength, the use of stone filler and other required physical properties.

The pumping of abrasive and sometimes corrosive slurries is normally carried out at modest heads (say 100 ft) with specially designed centrifugal pumps. When heads become higher than this, two or more pumps are used in series but ultimately the system requires staffed pumps with consequent increase of costs. The only other type of pump suitable for high heads is the Ram pump but this is notoriously subject to wear. The paper describes a novel application of the so-called "lock hopper" principle to continuous pumping of slurries. The pump itself is never in contact with the abrasive slurry nor is it subject to head or capacity limitation. It works by displacing slurry with the clear fluid component of the slurry (in most cases water) through cylindrical vessels fitted with plug valves to control the discharge and filling operations. Two such vessels are used and the scheme is completed with a liquid clarifier which allows the pipe flow to be maintained continuously. The paper describes experience on the prototype unit used to discharge tailings from a coal washery in Scotland. A tentative evaluation is also made of the economics of this pump against conventional equipment.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

Pachuca tanks are used widely as reactors for treating gold slimes, and for alumina digestion and uranium leaching. In some designs, slurry mixing in the tank is achieved by introducing air at the base of a draft tube, which is the full height of the tank. A buoyant air-slurry mixture rises in the draft tube and is discharged at the top. The slurry flows back through the bulk of the tank volume. Little information is available to predict the relationship between slurry flow rate in the draft tube, and the volume of air added at the base of the tube. Most current designs are based on the energy balance proposed by Lamont 25 years ago. Recent two-phase flow theory is used to develop a momentum balance for the flow in the draft tube, and a new, accurate design equation is derived. Bubble slip, frictional (wall) losses, entrance losses, and acceleration effects all contribute to the pressure gradient in the draft tube. None of these factors may be neglected under typical operating conditions. The new design equation accounts for all of these factors, and finds good agreement with Lamont's experimental example. Also, the new equation demonstrates that it is uneconomical to operate the draft tube with high airflow rates.

Construction of the North Hollywood line of the Los Angeles Metro System required crossing the Hollywood Fault as the twin transit tunnels extend into the San Fernando Valley. The Hollywood Fault is considered active and represents the largest active fault that the North Hollywood Redline extension will cross. The feature is a thrust fault with the north plate overriding the southern plate and creating the Santa Monica Mountains in the process. South of the fault lies the alluvial valley and Hollywood. North of the fault are the Santa Monica Mountains which rise locally to more than 1200 feet. The average overburden at the seismic section is about 300feet and is overlain by Runyon Canyon Park, a municipal park with environmentally sensitive areas. The actual fault plane was anticipated to lie within the southernmost120 feet of the 600 to 700-foot-wide fault zone. The special seismic section constructed for the tunnels consisted of an enlarged cross-section with special lining, drainage and finish features that will facilitate the restoration of metro service in case of a major event occurring on the Hollywood Fault. The discussion will address the geology, the procedure used to define the design event and predicted displacements, the unique design features as well as the construction methods used and the instrumentation and the results obtained.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

As tunnel boring machine technology has expanded, so has its range of application. Tunneling machines (TBM's) are tackling tasks today that fifteen years ago were considered "inappropriate". A case in point is incline/decline TBM boring. An incline or decline bore presents peculiar design considerations that differentiate it from a horizontal bore. This paper reviews those design considerations as they apply to TBM's, backup, muck handling and other tunneling subsystems. In addition, several abbreviated case studies are presented. By the review of real life tunneling techniques as well as design considerations, the "appropriateness" of TBM incline/ decline boring today becomes apparent. INCLINE Introduction In contemplating the impact of incline versus horizontal tunnel boring system design, the obvious consideration is gravity. Up-hill boring can be quite different than horizontal boring. Muck, water and machine weight all tend to slide down the incline. In addition, hydraulic and lubrication systems if unaltered, will find their fluids pooled in the lower corners contentedly ignoring such higher elevation items as gears and bearings. In most of the literature, the hydrocyclone is viewed as a black box in which only global variables are present and where the equations are obtained by curve fitting. Recently some work has appeared where the Navier Stokes equations are solved numerically in the hydrocyclone geometry. However, in all of these works the air core surface, which has an important influence on the hydrocyclone dynamical behaviour, is modelled as being a cylindrical surface of fixed radius. In this work, we model the surface of the air core as a free-boundary which has to satisfy a jump condition, the Young-Laplace equation, relating the physics to the geometry. Based on this model, we are able to explain, qualitatively, some phenomena that have puzzled research workers in the field for many years, and can show, through the air core behaviour, the influence of material parameters on the performance of the hydrocyclone.
