Major activities of the Bureau of Mines Explosives Research Center during fiscal year 1966 (July 1, 1965 to June 30, 1966) are reviewed briefly. Part 1 summarizes significant accomplishments of the projects that were active during the report period. Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1966. Publications issued after June 30, 1966, are noted where pertinent in foot- notes but are not abstracted. Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

IN an earlier publication' it was shown that the.. shape assumed by a volume of growing austenite is inherited from the prior structure. The matrix grains of pearlitic microstructures are equiaxed, and austenite grows in an equiaxed manner in these prior structures. Martensite and bainite, on the other hand, have an acicular grain structure, and the austenite produced in such structures grows in an acicular manner. In the discussion of this paper' it was pointed out that in cold-rolled tempered martensite, austenite grows in an equiaxed, rather than an acicular manner. The results of an experiment carried out to arrive at an understanding of this behavior are illustrated by the micrographs. Fig. 1 shows the acicular microstructure produced by heating tempered martensite to a temperature within the Ac1-Ac3 range, 1350°F. When tempered martensite is cold rolled, then heated to the same temperature, the equiaxed structure shown in Fig. 2 is produced. A sample of cold-rolled tempered martensite heated at 1350°F just long enough for the formation of a small amount of austenite is shown by Fig. 3 to have an equiaxed (recrystallized) ferrite grain structure. The small particles of. austenite which formed at 1350°F in the equiaxed ferrite matrix are likewise equiaxed. Thus, the equiaxed growth of austenite in cold-worked tempered martensite is not a contradiction of the principles described in the previous paper, for the growth pattern reflects the matrix grain structure existing at the time of austenite formation. "Integrity tests refer to a variety of non-destructive tests (NDT) whose purpose is to measure or determine the quality and uniformity, and some- times dimensions, of cast-in-place concrete foundation elements. The tests are primarily aimed at detecting zones of poor quality concrete, voids, bulges, and/or necking.The non destructive integrity testing techniques in this section most generally used for drilled shaft testing are based on one of two physical principles - stress wave propagation or nuclear radiation. All of the stress wave methods involve monitoring a deliberately created vibration, usually of very low amplitude (strains on the order of ??). Some methods rely on direct transmission of the signal, while others rely on processing reflections of the imposed signal.The stress wave methods are inherently sensitive to vibrations from other sources, especially at frequencies that fall within the range of interest for the particular test being applied. Construction activity near the shaft being tested; such as: demolition jack-hammering, pile-driving, casing vibration, excavation and movement of track-vehicles are all known sources of interference that might render test data useless. The actual effect of such vibrations will vary with the type of activity, soil conditions and distance from the testing. The test operator must be able to recognize such interference, and the contractor should be prepared to cooperate with the testing personnel by stopping or moving the source of vibration. If this cannot be done immediately, testing should be postponed until the work in question is finished and the vibration source moved or shut down.NDT methods are not suitable substitutes for routine "topside" construction inspection as described in the Drilled Shaft Inspector’s Manual. However, these NDT methods do allow measurements of the quality of concrete placed in drilled shafts, which cannot be made from "topside" construction inspection. They should be considered supplemental to routine construction inspection as they do provide an additional level of quality control."

"U.S. Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hours. One of the main concerns with the use of mobile RAs is heat and humidity buildup inside the RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in an occupied RA not exceed 95 °F. To investigate this, the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4 °C (17 °F) and the relative humidity approached 94 percent at the end of a 96-hour test. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the volume-weighted average air temperature inside the RA tent at the end of 96 hours to within 0.06 °C (0.1 °F) of the average measured air temperature. IntroductionIf an accident occurs in an underground coal mine, miners who fail to escape from the mine can enter a refuge alternative (RA) for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration, and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke or even death."

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

Crosshole Sonic Logging (CSL) only evaluates concrete on the inside of reinforcing cages leaving the outside unevaluated unless other types of testing are performed such as Perimeter Sonic Logging (PSL). While there have been some reports of PSL testing having accurately identified anomalies (e.g. Samtani et al 2005), experience by Case Foundation Company has indicated otherwise where false positives were determined with subsequent coring. Numerous cases of PSL false positives are presented as well as a study where a shaft was installed with both inside and outside tubes, and CSL and PSL data were compared. To date, there is very limited data published on perimeter sonic logging, or Gamma-Gamma Logging (GGL) with tubes on the exterior of drilled shafts. Several cases will be presented where false positives were experienced where PSL testing was performed. In addition, a direct comparison will also be presented where a shaft was installed with both tubes on the inside and outside where CSL and PSL data is compared. BRIEF HISTORY – CSL TESTING AND TUBES ON INSIDE The general procedure of Crosshole Sonic Logging (CSL) testing includes attaching tubes to the reinforcing cage to be able to send a transmitter in one tube and a receiver in another tube with which a sonic pulse is emitted from the transmitter and received in another tube. The time taken for the sonic pulse to travel between the tubes is measured and compared to expected values for the known distance between the tubes. Any increase in time from expected values indicates the sonic pulse traveled through a media other than homogeneous concrete such as objects in the path (spacer wheels, steel bracing, etc.), tube spacing, or soil inclusions. However, variations in arrival time can also result from differences in concrete density. The tubes have traditionally been placed on the interior of the reinforcing cage which protects them during hoisting and placement of the cage and reduces wave refraction caused by modulus of elasticity differences between steel and concrete. This allows the concrete within the interior of the reinforcing cage to be evaluated, but the concrete outside of the cage is excluded from traditional CSL testing. As a result, alternative integrity testing has been developed to not only provide different ways to evaluate the integrity of drilled shafts but to also address the issue of evaluating the concrete outside of the reinforcing cage. These alternative testing methods include Gamma-Gamma Logging (GGL), Thermal Integrity Profiling (TIP testing) and Perimeter Sonic Logging (PSL) which is similar to CSL testing but instead of the tubes placed inside the reinforcing cage, the tubes are placed on the outside of the reinforcing cage as shown in Fig. 1.

A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

Bench-scale tests were performed by the Federal Bureau of Mines on lignite and subbituminous coal at pressures to 1,000 p.s.i.g. (pounds per square inch gage) in atmospheres of hydrogen or nitrogen to obtain information concerning the influence of pressure on carbonization of normally noncaking coals. The distribution of gaseous, liquid, and solid products as a function of processing pressure was determined. Except for special experiments, the carbonization was at 940° F. In a hydrogen atmosphere above 400 p.s.i.g., agglomeration of the solid residue (especially with lignite) became noticeable and increased directly with the processing pressure. Although in some instances the solid particles fused together, the mechanical strength of the agglomerate was always low. On the basis of visual inspection, the coals agglomerated in the following order of decreasing intensity: (1) Steam-dried lignite; (2) lignite; and (3) subbituminous coal. Addition of lignite tar in quantities to 25 percent by weight of charge did not increase agglomeration or change the carbonization characteristics of the coal.

"Micropiles are small diameter, bored, grouted-in-place piles incorporating steel casing and/or reinforcements. The omission of micropiles from most United States building codes has resulted in the application of varying standards for design and installation. The ADSC/DFI Micropile Committee has developed a proposed section for the 2006 edition of the International Building Code (IBC 2006) covering micropiles. The proposed IBC 2006 micropile code section is presented, along with comparisons to existing micropile codes and guidelines. A discussion section is provided to clarify sections of the proposed code. IntroductionMicropiles, defined as small diameter (typically less than 12 inches outer diameter), bored, grouted-in-place piles incorporating steel casing and/or reinforcements, are becoming common foundation elements for new construction, retrofits, and emergency repairs. Developed in Europe in the 1950's and used in United States practice since the late 1970's, micropiles are typically not addressed in building codes, particularly in the United States. As a result, micropiles are often reviewed by building officials to a variety of standards, including drilled shafts, caissons, cast-in-place bored piles, and concrete filled pipe piles. None of these adequately address the unique design and construction aspects of micropiles. Therefore, it became apparent to the foundation design and construction community that a micropile-specific code section was required.To that end, the International Association of Foundation Drilling and the Deep Foundations Institute (ADSC/DFI) Micropile Committee appointed a subcommittee in October 2003 to develop and submit a proposed micropile code section for the 2006 IBC. The subcommittee members included the two co-authors, as well as Tom Richards (Nicholson Construction Company), Tom Armour (DBM Contractors, Inc.), John Wolosick (Hayward Baker, Inc.), Allen Cadden (Schnabel Engineering) and Matt Niermann (Schnabel Foundation Company). At the time of the writing of this paper, the proposed code section has been presented at the IBC public hearing during which it was modified slightly. Final adoption (or rejection) will be determined by the IBC at the final action hearing in September 2005. The attached code section is the revised version following the public review hearings."

A simplified energy model for the United States is quantified for a recent historical period. The basic model and calculated quantified structures are used for a number of analytical case studies that estimate midterm and long-range shifts in patterns of energy resources demand and required supply. Historical data series are presented for the years 1947 to 1965 in the form of integrated energy balances by source, form, and consuming sector. In case studies I to XII, conditional projections of historical trends of energy demand and required supply are made for the midterm period 1966 to 1980. The projections are carried out by correlation of major energy components with relevant independent variables such as major economic indicators. Simulations of the medium-range projections to 1980 are carried out by varying the assumptions for the determining variables to produce high-and low-range projections for the midterm period. Case studies XIII to XXII are long term contingency or technological forecasts to the year 2000. These cases assume technological changes or innovations that produce major shifts in the long term pattern of energy consumption and the mix of required resources. The domestic resource base is assessed in its ability to meet projected or forecast demand for energy resources under the midterm and longrun assumptions made in the various case studies. Various energy issues or problems identified from the analyses of the case studies are discussed, and possible alternative approaches to solutions to these issues or problems are suggested.

This report contains the findings of a study to perform a task and skill analysis of roof-bolting operations, with respect to the operational training requirements and to prepare detailed recommendations for the operational training system. The extent of the problem was determined by visiting underground coal mines, interviewing training and safety personnel, observing and interviewing roof-bolter operators, and reviewing present training programs and facilities. In conjunction with the mine visits an extensive literature search was conducted with emphasis on training, mine safety, and accidents involving the roof-bolting operation and roof-bolter operators. A number of training programs and training devices were considered resulting in the development of a recommended training program including training devices to be used and establishing training objectives.

The Homer City Station, jointly owned by New York State Electric and Gas Corporation and Pennsylvania Electric Company is a three unit coal fired station. The first two units were put into commercial operation in 1969; the third unit became commercial in 1977. Units 1 and 2 are subject to the Pennsylvania State Implementation Plan (SIP) emission limit of 3.7 pounds of S02 per million BTU. Unit 3, having started construction later, is subject to the Clean Air Act, New Source Performance Standards emission levels of 1.2 pounds of 50-2 per million BTU.

The effects of adding from 1 to 50 atomic percent (a/o) to vanadium were investigated by the Bureau of Mines. Properties studied included as-cast and annealed hardness, microstructure, fabricability at room temperature and elevated temperature, tensile strength, electrical resistivity, and oxidation resistance at 625° and 800° 2. Additions of small amounts of hafnium resulted in lessened as-cast hardness, decreased electrical resistivity, impaired roll- ability, increased oxidation resistance, and greater tensile strength. Larger amount of hafnium caused greater as-cast hardness, increased electrical resistivity, further impaired rollability, continued increase in oxidation resistance, and lessened tensile strength. INTRODUCTION The purpose of this study was to determine the effect of hafnium additions on the properties of vanadium and to learn if this binary alloy had any special or unusual properties. This investigation is a part of a larger research project in which new and expanded uses of vanadium are being sought. Domes tic vanadium is found frequently in combination with uranium, and because of the demand for uranium as a nuclear fuel, there now exists a surplus of vanadium-bearing minerals and vanadium pentoxide as a byproduct of uranium production. Primary principles of conservation demand that greater use be made of this readily available surplus; finding suitable metals to alloy with vanadium to enhance its properties is one way to increase its utilization. This report is the result of an investigation of the effects on the properties of vanadium when hafnium is added in amounts from 1 to 50 a/o.

The question of the continued suitability of existing foundations arises when the function of the superstructure changes. This can occur when the superstructure is replaced or when the existing structure is expanded, leading to higher loads on the existing foundation. Quite often it is a challenge to define the suitability (with respect to integrity, bearing capacity or both). The lack of information on the existing foundation (such as pile dimensions, installation records, original soil investigation, design calculations, etc.) makes it frequently seemingly impossible to assess whether the foundation or foundation elements can be re-used. The paper outlines the tools available to an engineer to evaluate existing foundation piles for potential re-use. The paper illustrates the application of these tools through a few case studies from The Netherlands, including the evaluation of a 400 years old bridge foundation to address increasing traffic loads.

For more than 20 years, Belgium, leading all the coal-mining countries, has made increasing use of sheathed explosives, which wore first suggested by the late E. Lemaire, predecessor of the author gas Director of the Institut National des Mines. It appears to the author that it will be valuable to show how the use of sheathed explosives has developed in Belgium, how the various difficulties encountered in their manufacture have been overcome gradually, and the tyros of sheathing that have survived and the reasons for their survival.

An inrush of water or mud into an underground mine, or sudden subsidence above mining voids represent low probability but high impact risks in underground mining. About two such incidents involving multiple fatalities or loss of production are reported each year worldwide. On average, Australia experiences one such incident every three to four years. This paper reports the development of a Standard that is intended to eliminate fatalities due to inrushes and subsidence.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. [Internal-combustion engines have been used in Belgian mines for a long tine. As early as 1899, the use of these engines underground was considered, but the general policy was to prohibit such an application unless ministorial permission was granted' in special instances. At that time only gasoline engines were available, and a few of these were installed as stationary engines, although in general they were replaced later by electric or compressed-air motors. However, the number of gasoline locomotives continued to increase. Regulations governing the use of these locomotives soon were formulated and as early as 1920, when a now set of regulations was promulgated, the use of gasoline locomotives in mines could be authorized by the Provincial Inspection Department and no longer depended on obtaining a ministerial decision. Since 1931 this authorization may be given by the Chief Inspector of Mines, Director of the Mining District. Since 1920, safe practices have boon incorporated in the regulations.]

SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F.
