Federal and State sulfur oxide emission and ambient air quality regulations have been implemented to fulfill the requirements of the Federal Clean Air Act Amendments of 1970. Primary and secondary air quality standards have been established at levels considered necessary to assure the protection of the health and welfare of the public. Standards of performance under this Act have been established to control the rate of sulfur oxide emissions from individual sources so as to protect and to improve the quality of the Nation's air. The new source standards of performance were made rigorous for large coal burning stationary sources. This has had a severe impact on the electric utilities that operate the coal fired steam electric plants which are the largest consumers of the Nation's coal production. States have taken different approaches in State Implementation Plans (SIPS) as approved by the Federal Environmental Protection Agency. Some states, such as Pennsylvania, have chosen to permit moderate SO2 emission rates from existing sources which are not in critical air basins. All are required to meet primary and secondary air quality standards and to limit sulfur oxide emissions from new large stationary sources to a minimum of 1.2 LBS of S02/MMBTU fired. This re- quires a fuel sulfur percentage of about 0.7 for a 12,000 BTU/lb coal. In an effort to develop strategies and technologies to conform to performance standards while continuing and hopefully expanding the utilization of the Nation's coal supply, the electric utilities, the Federal and State regulatory agencies, and other industries and government agencies are considering several alternatives. 1. Natural low sulfur coal 2. Flue gas desulfurization - (FGD) non-regenerative and regenerative 3. Coal gasification 4. Liquefaction and solvent refined coal 5. Fluidized bed combustion 6. Chemical coal cleaning 7. Physical coal cleaning Of these options, only the first and the last can be considered to be widely used in full commercial practice at this time. FGD has certainly demonstrated technical and operating feasibility and is close to being in full commercial practice but it remains to be seen if the large systems under construction are economically and environmentally optimum.

Introduction Mineral wool may be defined as "rock, slag, or glass fibres made by a process of melting and blowing by steam or air, containing a minimum of oil and unfiberized material" (U.S. Bureau of Standards CS 117-44). The earliest production of the material was in Wales, about one hundred years ago. In the United States, the industry daces from 1870 when a plant, using slag as raw material, was established in Greenfield, New Jersey. It was not until 1897, however, that large-scale production was commenced on this continent at a plant in Alexandria, Indiana, which utilized rock from nearby deposits. Today, mineral wool is manufactured in many parts of the United States and Canada, the plants for the most part being in close proximity to deposits of suitable rock or to sources of slag. In the United States there are some seventy-five producers with a total annual capacity of nearly one million tons of wool. In Canada, in 1946, eleven manufacturers produced about fifty million square feet of batt-type mineral wool insulation material. Mineral wool is, perhaps, the most efficient of all heat-insulating materials and, moreover, it is fireproof, extremely durable, and insect- proof. Its high efficiency is due to the very low thermal conductivity of the fibres themselves and to the fact that the produce as marketed contains up to 90 per cent non-conducting air space. Depending on the degree of compression of the fibres in the manufactured product, the specific gravity ranges from 2 lb. to 10 lb. per cubic foot. The Bureau of Mines conducted laboratory tests to determine the slurry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton ample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol-ids) 0 The resultant friction-'pressure gradients ranged from 0,06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant.. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposition tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, additional water was releas2d; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitability for use as backfill material in active mines.

As freshwater resources are becoming scarce, the use of seawater as replacement of fresh water is appealing in order to make mineral processing operations more sustainable. Since froth stability plays a critical role in determining the performance of flotation operations, there is an urgent need to study the effect of frother dosage and seawater on froth stability. In this study, flotation tests in seawater were conducted to examine the effect of frother’s dosage (MIBC) on the froth stability and flotation performance of low-grade phosphate ore. The stability of the froth layer was assessed by measuring the froth growth velocity and the froth maximum height at equilibrium. Results indicated that the best flotation performance was obtained at 75 g/ton of MIBC where ~ 90% of phosphate minerals were recovered. At this recovery value, the concentrate grade was determined to be ~ 70%. Results from froth stability experiments showed that the stability of the froth layer increased by increasing MIBC dosage. At MIBC dosage of 75g/ton, the calculated values of dynamic froth stability and the froth height were ~ 0.4 cm/sec and 16 cm, respectively.

"Recovery of uranium from the Mk-IV and Mk-V electrorefiner vessels containing a LiCl/KCl eutectic salt has been on-going during the pyrometallurgical processing of used nuclear fuel for 14 and 12 years, respectively. Although austenitic stainless steels are typically utilized for LiCl/KCl salt systems, the presence of cadmium in the Mk-IV electrorefiner dictates an alternate material. A 2.25Cr-1Mo alloy (ASME SA-387) was chosen due to the absence of nickel in the alloy which has a considerable solubility in cadmium. Using the transition metal impurities (iron, chromium, nickel, molybdenum, and manganese) in the electrorefined uranium products, an algorithm was developed to derive values for the contribution of the transition metals from the various input sources. Weight loss and corrosion rate data for the Mk-V electrorefiner vessel were then generated based on the transition metal impurities in the uranium products. To date, the corrosion rate of the 2.25Cr-1Mo alloy in LiCl/KCl eutectic is ""outstanding"" assuming uniform (i.e. non-localized) conditions.IntroductionLow-enriched uranium products are being recovered from the Experimental Breeder Reactor-II (EBR-II) and Fast Flux Test Facility (FFTF) used nuclear fuels by a pyrometallurgical treatment process at the Idaho National Laboratory (INL). The treatment process comprises a set of operations designed to neutralize bond sodium, recover uranium from radioactive fission products, and place the fission products into acceptable waste forms [1-2]. Reactive sodium metal, essential for heat transfer purposes during reactor operations, is readily converted to chloride during the process. Electrorefined uranium products are currently being stored pending a final disposition decision. Treatment of the EBR-II used driver fuel was initiated in June 1996 while blanket fuel processing started in September 1998. These treatment processes continue on the balance of the used fuels."

"SummaryThe results of this investigation indicate that the gold in the cyanide tailing of refractory gold cyanides is occluded in fused •particles formed during roasting. This conclusion was reached following microscopic examination of calcines produced at various furnace temperatures with different atmospheres, and a •comparison with calcines produced by decomposing samples of completely sulphated concentrate under conditions such that the maximum particle temperature varied between 6•50°C. and 1,100°C. This comparison showed that the particle temperature during a normal roast may be several hundred degrees higher than the furnace atmosphere, or that the fusion is associated with a low melting (950°C.) eutectic mixture of FeO and FeS.Because of the unavoidable particle fusion during a furnace roast, and because low particle temperatures are essential for gold extraction by cyanidation, aqueous medium oxidation under high oxygen pressures was studied. Gold recovery from calcines produced by this means was over 98 •per cent •compared with a maximum of 80 per cent from furnace calcines.IntroductionMANY arsenical gold ores are called 'refractory' because much ' of the gold cannot be satisfactorily extracted by cyaniding the raw ore or concentrate. Even when such ores are roasted to oxidize .the iron and arsenic and 'release' the gold, often 10 to 25 per cent of the gold present is lost in the cyanide residues."

DREAMS do come true at times, although it is evidently better to believe in engineers than to "believe in fairies" if most dreams are to be translated into fact. It was a fine dream that David H. Moffat had when he projected a railway directly west from Denver; a dream of opening a new empire in northwestern Colorado, and of quickening transportation from the Middle West to the Pacific slope. But Moffat had been a miner and had become a banker. He knew that dreams, untranslated into works, benefit no one and pleasure only the dreamer, so he employed an engineer, H. A. Sumner, to study and plan the route to be followed by the rails. Previous main lines had run to the north, the Union Pacific, or the south, the Santa Fe. The Denver and Rio Grande, it is true, wriggled its way bravely across Colorado but, in order to reach a point 74 miles in an airline west of- Denver, travelled 281 miles following two canyons and crossing Tennessee Pass at 10,240 ft. In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Knott County is one of the smaller coal-producing areas in the Eastern Kentucky coal field. It contains numerous coal beds, many too thin to support mining over a wide area, Coal produced in the county is from a few rail-shipping operations and many small truck mines. Many smaller mines are working beds whose exact location in the coal-bearing strata is uncertain. Samples were collected from 11 different coal beds, of which the Fire Clay, Hindman, Upper Elkhorn No. 3, and Flag are the most import ant from a product ion standpoint. Known reserves in the Hindman bed. are very limited, and almost the entire production from this bed is gathered from two comparatively, large rail-shipping mines in addition to the four principal beds, samples were taken in the Francis, Haddix, Fire Clay Rider, Whitesburg, Amburgy, Upper horn No. 2, and Upper Elkhorn No. I .beds. Figure 1 is a typical section of the strata, showing the more important coal beds and. readily identifying their location with respect to each other. The bed names as shown are particularly important because of the local tendency to assign several names to the same bed. "Abstract The Deep Mixing Method (DMM) represents a viable solution to improve the adverse geotechnical properties of foundation soils. Differences and the importance of performing pre-construction laboratory and field tests will be highlighted. Comparative analyses and interpretations between the various lab and field stages, along with accumulated information about soil properties and QC results, allowed fine-tuning of the production parameters throughout almost the entire project.Two projects where the US Army Corps of Engineers selected the Deep Mixing Method (DMM) for the required stabilizations, and a third project completed in Italy, will be illustrated:•,?the LPV 111 Project (New Orleans - LA – USA); DMM was used for groundimprovement/foundation strengthening and consequently stabilize and support the burden of the new levee.•,the Rio Puerto Nuevo Project (San Juan - PR - USA); DMM was applied to improve the soils adjacent to a 90” forced sewer main relocation and to improve the soils for the base of a new drainage channel•,the new Italian high speed railway project (Florence Italy); DMM technology was applied to realize a a TBM break in/break out, foreseen originally by jet-grouting.IntroductionThe Deep Mixing Method (DMM) represents a viable solution to improve the adverse geotechnical properties of foundation soils. FTIR spectroscopy has been used for the characterization of adsorbed oleate at the fluorite surface. It has been found that modest changes in the adsorption density at high temperature and high oxygen potential do not provide a satisfactory explanation for the significant increase in the hydrophobic character of the system under similar conditions. Rather, FTIR spectroscopic measurements suggest that chemical interaction between adsorbed oleyl groups occurs at high temperature and/or oxygen potential and accounts for the increased hydrophobicity. Specifically, the intensity of the =CH bond of the adsorbed oleate diminishes at high temperature and/or high oxygen potential. Such a phenomenon was not observed in control tests with the calcium oleate soap. For extensive reaction at the fluorite surface, the presence of a new surface species has been identified. These results indicate that the fluorite surface catalyzes an oxidation and/or polymerization reaction between adsorbed oleyl groups which results in a more hydrophobic structure at the fluorite surface.

When BHP Copper's Lower Kalamazoo Project commenced production in January 1997, two of the four original hoists had been converted to hoist ore from the Lower K level. Conversions on these hoists not only allowed hoisting from a much deeper level, but also created a higher hoisting efficiency and higher capacity as well. Conversions included new drums, new cables, SCR drives and other solid state control technologies not available when the original hoists were installed. Two of the original hoists were installed in the 1950's and the other two were installed in the 1970's.

In this Bureau of Mines investigation a device was developed that permits the determination of the modulus of elasticity of the stress-relief cores obtained in the process of making in situ stress measurements. This determination is made by hydraulically loading the external surface of the stress-relief cores and by measuring the corresponding borehole deformation. The theoretical relationship between the borehole deformation, the applied pressure, and the modulus of elasticity is presented. Also, experimental results obtained from measurements on a simulated stress-relief core made of aluminum and on a limestone stress-relief core are given. Because of the symmetrical loading obtained with this device, the isotropy of the core material can be evaluated. With this device it is also possible to study the effect of eccentricity, that is, the effect within cores in which the inner hole is not coincident with the long axis of the specimen.

My topic, "The Administration of Mineral Rights'.' is possibly an unusual one, as it deals with a subject upon which many of us have a more than passing interest, I thought ?it might prove consistent with the objects of this meeting, more especially as I propose to deal, not with those broad subjects of nation-wide importance which are often the subject'? of learned (and sometimes futile) academic discussion, but rather with problems in their practical light. To the scientist, the important question is What is it? to the technician, Can it be utilized? to the business-man, Will it pay? All three questions are important, and so quick has been the march of business on the heels of science? that the one question follows the other with astonishing rapidity and all three must be considered in the modern management of a mineral estate. A .good illustration of the force of this can be found in the recent advance of our knowledge of the element helium in which we have advanced from a solution of the first question to the last question in the short period of 55 years. It is to be borne in mind, however, that in the administration of mineral rights, the question "Will it pay?:' is of primary importance. What forms a mineral estate ? A former practice in western Canada in selling lands was to sell the hair with the hide. All transactions sold the lands in fee simple, which included all mines, minerals and rights and privileges whatsoever, excluding only the royal metals, gold and silver, which by imputation, though not by specific reference, in deeds. of title are reserved to the Crown. At that time the country was in the first ?stages of settlement and the value of our mineral resources was hardly appreciated and little understood.

Although the Shafter district of Presidio County, Tex., is principally renowned for silver production from the Presidio mine, the occurrence of lead-zinc ores in the western part of the district has been known for at least 50 years, and there has been some production. An area of about 3 square miles in the vicinity of an extending westward from the Presidio mine was investigated in detail by C. P. Ross of the Federal Geological Survey in 1934. In the fall of 1943, A. B. Needham, an engineer of the Bureau of Mines, called the attention of the Geological Survey to the area west of that included in Ross's map, and requested a detailed investigation of that area by the Survey in advance of development by the Bureau of Mines. After a brief reconnaissance by the Survey in the spring of 1944, detailed studies were made by Federal geologists in the summer of 1944, during which about 450 acres were surveyed, on a scale of 1 inch to 100 feet. Recommendations for the exploration of certain parts of the area were made in the accompanying report.

"IntroductionLocationTHE PROPERTY of Aunor Gold Mines, Limited is in Deloro township, Ontario, about three miles southeast of the town of Timmins. It consists of a group of eleven claims located between those of Buffalo-Ankerite Gold Mines, Limited, and Delnite Gold Mines, Limited.GeologyThe ore zone at the Aunor mine consists of a narrow band of fine grained pillowed andesite, irregular bands of 'brown to green carbonated andesite, and lenticular bodies of quartz feldspar porphyry. The zone strikes N.80°E., dips 60 North, and has been traced for 5,000 feet across the property. It varies in width from 0 to 250 feet and is bounded on the north and south by masses of dark bluish-grey tale chlorite schist. These schist bands have widths up to 500 feet.The ore occurs in a series of parallel and branching veins confined to the limits of the zone. These veins tend to terminate and die out on the footwall schist contact, striking generally parallel with the ore zone. In wide sections of the zone, 150 to 250 feet, the veins range in width up •to 3.5 feet and may occur in two or three horizons across the width of the zone, each mineable independent of the other. They tend to dip a little flatter than the general dip of the zone. Where the zone is narrow, the veins are so closely spaced and numerous they can be mined together and in some places the complete zone has been mined from schist to schist."

As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

"Several metal sulfide minerals (such as copper, zinc and iron), generally abundant in precious metal-containing ores, are known to dissolve during the cyanidation process. These unwanted reactions consume a significant amount of cyanide and oxygen, which is required for the extraction of gold and silver. Leaching kinetics of sulfide minerals are very fast in contact with oxygenated cyanide solutions. Therefore, the solution quickly becomes charged with oxidation products that are mostly metal ions, metallo-cyanide complexes, metal oxides and other sulfur species including thiocyanate, sulfides, polysulfides, thiosulfate, sulfites, sulfates, etc. COREM’s Extractive Metallurgy team has been conducting a research program on the improvement of the gold cyanidation process. As a part of this program, the current study aims to investigate the effect of certain operating parameters on the reactions involved during pre-oxidation and cyanidation. The effect of pre-treatment under ozone was investigated using an industrial pulp recreated from process water (charged with thiocyanates) and homogenized flotation tailings material from Agnico Eagle's LaRonde mine. In terms of mechanisms, the ozone treatment provides a complete deactivation of the material surface (characterized by EDTA extraction) and the solution (characterized by Ionic chromatography). This resulted in a lower reactivity of sulfide minerals that led to substantial gains in terms of consumption of cyanide and thiocyanate formation during the cyanidation process. The ozone-pre-treatment edges the classical pre-oxidation treatment (such as oxygen, hydrogen peroxides, etc) providing a quicker deactivation of the sulfide matrix and higher reagent savings in subsequent cyanidation process.INTRODUCTIONThe presence of sulfur in the process of gold leaching by cyanidation is a major drawback to optimizing the reagents consumption with suitable operating conditions. The coexistence of sulfide mineral species, such as pyrite, chalcopyrite, pyrrhotite or sphalerite along with the gold-bearing ore have, indeed, a negative impact on the extraction of precious metals by cyanidation (Bayat et al., 2003), (Azizi et al., 2010). These minerals are known to dissolve with cyanide under alkaline conditions and release in the slurry different kinds of sulfide by-products like polysulfides, thiosel, sulfite and sulfate (Seal II & Hammarstrom, 2003) (Breuer et al., 2008a), (Marsden & House, 2006) (Ghasemian Langeroudi et al., 2013). Once these sulfide by-products are released in solution they react with cyanide to form thiocyanate (Marsden & House, 2006) (Breuer et al., 2008b). The consequence of the dissolution of these cyanicides, is a significant increase in cyanide consumtpion as well as a slow-down of gold extraction."

THOSE familiar with the development of the Horne mine can readily appreciate that more and more accommodation bas been required for underground labour as the mine has grown. A permanent fire-proof change house, 30ft. by 75 ft., was built in 1927 to accommodate 194 men. This was extended ro 30 ft. by 92 ft. in 1928 to accommodate 296 men, and to 30ft. by 110 ft. in 1930 to accommodate 398 men. By 1933 this building was again overcrowded and tentative plans for a new change house were drawn up. However, it was realized that future operations would be centred around No. 4 shaft and a proposed new shaft, and the decision as to the location of the new change house had to be deferred until the area which seemed most suitable for the new shaft had been thoroughly explored underground. In the spring of 1934, the basic idea was accepted of drying the wet clothes in open mesh compartments or baskets located between rows of standard steel street-clothes lockers and built so that the covers or lids would serve as seats or benches.
