THE Asientos-Tepezala district is in the north of the State of Aguascalientes, about 30 miles north of the city of Aguascalientes, the capital. The district is reached by a standard-gage railway on the west side through the junction, Rincon de Romos, which is on the main line of the National Railways of Mexico from El Paso to Aguascalientes. The terminal is Tepezala. On the east side a narrow gage connects Asientos with the junction, San Gil, on the main line, Asientos to San Luis Potosi. Tepezala on the west side of the Asientos hills is about 2 miles from Asientos on the east side. The area between the two mining centers is separated by a low subued divide which forms the central part of the hills. The district is in a group of isolated hills surrounded by characteristic bolson plains. The hills rise above the surrounding plains about 6500 to 10,000 ft.; the highest peak is Alta Mira. The two mining districts lie somewhat upon the flanks of the hills at about the same elevation, 7200 ft. The district is an old one and has been known since early in the 17th Century when the mines were worked by the Franciscan Monks. Their mining operations which were limited to the oxidized ore above the water level, consisted chiefly in extracting silver from the Santa Francisca vein. To judge from the old workings and the remains of surface plant, the operations were on a large scale. By modern mining operations since about 1900, the various mines of the district have been one of the principal sources of ore for the smelter located at Aguascalientes.

This paper presents a new process for producing industrial magnesium sulphate using waste water from titanium white plant and magnesium oxide from calcinations of magnesite ore as raw materials. With the laboratory experimental equipment, the waste liquid and magnesium dioxide react effectively at ambient temperature and under atmosphere pressure. Via the press filter, a clear liquid predominately containing magnesium sulphate is obtained. It is further evaporated and crystallized by cooling, separated by centrifuge and dried. Consequently a high quality of industrial magnesium sulphate is achieved as the final product. In the course of process, as the majority of valuable component (SO42-) is recovered in the final product, most of impurities from waste acid is being removed into the by- product. With the simple operational process, it is possible for titanium dioxide plant to resolve the environmental problem completely and benefit from the industrial magnesium sulphate product as well. The filter cakes containing valuable elements such as Mg, S, Fe, Mn, V, Ti are by-product proposed to be used for manufacture of agriculture fertilizer particularly for peanut planting.

DURING the war the mineral industry, and metal mining in particular, extended itself more than any other to attain the limit of its productive capacity. Likewise, probably no other industry went quite so far toward jeop¬ardizing its own economic future through depletion of material reserves. Once we looked to Europe for most of the manufactured goods we needed. Our own limited mineral requirements were easily supplied from mines near the Eastern seaboard. With expansion and industrialization, our mineral needs increased in proportion, and the centers of mining activity moved westward to Michigan, Wisconsin, Minnesota, and the Tri-State district, where seemingly inexhaustible high-grade deposits of iron, copper, lead, and zinc ores were opened and rapidly developed.

Investors and other stakeholders are increasingly concerned about the quality and quantity of sustainability disclosures as well as the extent to which such disclosures correlate with sustainability practices of mining firms. This is because disclosure policies vary widely across firms in terms of extensiveness, materiality, and disclosed topic. In this paper, we conduct a preliminary examination of the relationship between sustainability performance and disclosure. We use sustainability performance indicators such as water and energy use and the Sustainability Accounting Standards Board’s (SASB’s) standards to evaluate disclosures. Our preliminary results show that some measures of sustainability performance (energy use) are negatively correlated to the amount and quality of disclosures while others (water use) are not. Thus, investors should not judge sustainability performance based solely on the amount and quality of sustainability disclosures. In addition, our results suggest that firm size and ownership as well as institutional membership could impact the strength of correlations between disclosure policy and sustainability performance

Since 198 1, Federal mining law has required every miner working in underground coal mines to have a self-contained, self-rescuer (SCSR) available for use in emergencies. Some miners that have escaped from fires using SCSR's have reported that they had to remove their mouthpiece to talk during escape, thus compromising the protection afforded by the SCSR. If miners are in thick smoke during an escape, they may have trouble if they become separated from their group. The visibility can be so poor that separation can occur at very short distances. To address this problem, two-way, FM radios were built into the SCSR to improve the ability to communicate should the miners be separated over relatively short distances. The SCSR prototypes built and used in testing included both two-way radios and improved mouthpieces. Comparison studies were conducted using combinations of the new and old mouthpieces, and trials using the radio or not using the radio. Subjective judgments indicate that communication ability was significantly improved using the prototype devices. Communication problems have been encountered with teams using standard voice- powered communications systems. Mine rescue teams perform rescue and recovery work under extremely hazardous conditions, life lines are a standard part of mine rescue team equipment. Leaky feeder and quasi-leaky feeder life line communications systems provide significant improvements over standard systems. These improved systems allow all members of the team to communicate with each other and their base of operations. These innovations will significantly enhance the safety of mine rescue operations.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. The sizing of a starter dam for a Tailings Storage Facility (TSF) involves balancing many competing demands. It should cost as little as possible, be high enough to store tailings until the first raise can be constructed, it must be able to contain water safely, and it must be designed in such a way that the long-term integrity of the higher raises are not compromised, among other things. In addition to these demands there is the complication of the behaviour of the process plant, and the tailings during commissioning. Variations in slurry density, excess water in the TSF, initial settled density of the tailings, reliability issues, and beach slopes above and below water can all impact the way the tailings beaches are developed and ultimately impact the ability of the starter dyke to contain the required volume of tailings and water.The conventional approach to the design of a TSF starter dyke is to begin looking at the elevation required for a set of deterministic design parameters, find ways to reduce the size or volume of it as much as possible to reduce cost, and then possibly look at the sensitivity of some of the input parameters. This paper discusses a stochastic modelling approach for starter dykes that allows a wide range of design inputs to be simulated quickly, with an envelope of possible results produced. The sensitivity to different parameters can also be examined to understand which design inputs have the biggest impact on the required dyke sizing. By integrating the 3D TSF modelling tool Muk3D with GoldSim, it will be demonstrated how a wide range of scenarios can be evaluated and how that information can be used to make better decisions about the selection of design options.CITATION:Cooper, C A and Suter, G A, 2018. Mr. President, and Members of the Rocky Mountain Coal-Mining Institute-Gentlemen : I appreciate the distinction of addressing this representative body of men upon a subject that lies so close to the heart of each one of us, and which is one of the principal objects of our gathering here today, in this beautiful city-so beautiful, with its grand and glorious mountains looking down upon us, that its charm makes us almost forget the men we left toiling "underneath the ground." But that object-the safeguarding of our coal-miners, who spend the greater part of their lives delving in the bowels of the earth-is the cause of our gathering from the "rock-ribbed" States of Utah, Wyoming, New Mexico, and Colorado. And, as I look about me, my eye lights on the face of many an old-time friend- on some with whom I have walked for more than thirty years; so, whatever the merit of this little talk of mine, it cannot be said that it was made by a "tenderfoot." You must not for a moment think that I shall attempt the impossible task of completely covering so comprehensive a subject as '(Accidents in Coal Mines,' and take much more time than has been allotted me, or would be advisable for me to consume. So I shall confine myself, as briefly as possible, to some of the most common causes of accidents, and the possible means by which these disasters may be diminished. For a great many years the cause of mine accidents and their prevention have been the subject of grave thought and investigation by both national and state governments. As early as 1835 Great Britain appointed a royal commission of talented men, possessing special knowledge in the conduct of coal- mining, also eminent authorities in science and its application, to search into these matters. Pulverized high- volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure - gasification pilot plant equipped for steampickup feeding . The pilot plant operated satisfactorily at relatively high steam- to - coal ratios , but steam- to - coal ratios could not be reduced much below 0.5 lb / lb without condensation of steam or softening of the coal . Carbon gasified , gas composition , and coal and oxygen requirements were essentially the same as for a pilot plant equipped with a fluidized coal feeder . Average results from the pilot plant equipped for steam- pickup feeding were coal requirement , 37.3 lb/M ( 1,000 ) scf of CO + H₂ produced ; oxygen requirement , 358 scf /M scf CO + H₂ produced ; and carbon gasified , 87.7 percent .

An important aspect of the project evaluation process is the achievement of a clear and quantitative understanding of the primary drivers influencing project value and risk. A business scenario-based approach is required to ensure that the project meets value and risk hurdles over the short, medium and longer term. Adopting an optimising approach can aid significantly in the development of a project concept into a business that is optimal and sustainable in the longer term. Through the application of case studies, based on work performed with various mining organisations during the last five years, this paper will demonstrate how project value and robustness can be optimised. Experience has demonstrated that applying this approach results in significant value improvements and risk reduction û primarily by application of a rigorous, fact-based analysis and optimisation process that rapidly increases management team understanding and insight of key driver of value and risk.

Mining project developers are committed to taking on all the challenges and obligations of financial risk management. It is interesting that our current models of project finance have not changed markedly in principle for some 700 years, yet the rules which prepare the way for effective project assessment and subsequent loan management still do not seem to be well understood by project or corporate developers. Probability and gravity fill the opposing trays of the golden balance of financial risk. Understanding the relationship between these opposing, but intimately related elements is critically important for successful risk management. It is important to move beyond the qualitative approach and use quantitative methodologies to measure the financial impact of the occurrence of each major risk. We live in a world where the only constant is change and thus it is not surprising that a bankerÆs life is still governed by assessing, measuring and pricing risk. Banks are attracted to funding well managed companies with strong cash flow projects. But we are more risk averse compared with the credit appetites of late last century. This attitudinal shift has resulted in tougher term sheets for the early 21st century, encompassing more conditions, warranties, undertakings and stronger cash sweep provisions. Banks require well balanced portfolios to achieve an acceptable spread of risk, thus there is a more restricted market for small company lending than that available to large multi-project corporate entities with less concentrated risk profiles. Because of this focus, junior company debt finance remains comparatively expensive and especially so for more challenging geographical and political environments.

Inquiries and instructional work on the determination of the number concentration of dust in atmospheres known or suspected to contain pneumoconiosis (silicosis and asbestosis) - producing particulate matter indicate a need for a description of the impinger method used by the Bureau of Mines. The impinger method consists of the collection of dust in a liquid medium and the counting under the microscope of the particles in a known portion of this liquid. The dust-collecting device is called an impinger. The dust in the air drawn through this collector at a known rate impinges at high velocity upon a smooth surface under a bubbling column of liquid. The dust is either picked up from this surface by the liquid or removed from the air as it passes through the liquid.

It can systematically assess if the control and management systems designed for protection of sensitive ecosystems are adequate. The results of the assessment can help to identify key elements in the project that pose higher risks due to uncertainties in design. These assessments can then be used to make recommendations to further manage and reduce risks as the project is developed. QUALITATIVE RISK ASSESSMENT The general principles of a risk assessment are well summarized by Kaplan and Garrick (1981): "In analyzing risk we are attempting to envision how the future will turn out if we undertake a certain course of action (or inaction)." Fundamentally, therefore a risk analysis consists of an answer to the following three questions: What can happen? (i.e. what can go wrong?) How likely is it that that will happen? If it does happen what are the consequences?" Risk assessments can be performed using various levels of sophistication depending on the amount and accuracy of data available. A qualitative risk assessment uses descriptors throughout to express the level of risk. The definitions of the descriptors are presented in terms of the magnitude or concentration of contaminants. The results of a qualitative risk assessment can be used to: a)Document the evaluation and decisionmaking process. Although differences of opinion may exist about the definitions of the descriptors, the process is well-documented; b)Express the relative risk associated with specific activities or design elements; and, c)Select those failure modes or release mechanisms that may result in significant risks. These mechanisms can then be further developed in quantitative risk assessments. A qualitative risk assessment can be performed in a systematic approach using four steps (Van Zyl, 1987): A qualitative environmental risk assessment can be used to describe the risks associated with the development of a new mine and to make an evaluation of the adequacy of its design for environmental protection. The relative magnitude of risk associated with selected failure modes and exposure/consequence scenario assessments is the final result of a qualitative risk assessment. These failure modes are based on site specific areas and components, and mining and construction phases. The four steps of a risk assessment (hazard assessment, exposure assessment, consequence assessment, and risk characterization) are used in the development of a qualitative risk assessment. Relative magnitudes (using a five point scale of negligible to high) for each step, can be quantified in a qualitative risk assessment. Development of the descriptors for the relative magnitudes in each step is a very important part of a qualitative risk assessment. The success of a qualitative risk assessment depends on the adequacy of the information base and the subjective judgements made in each step. The quality of the risk assessment is, therefore, dependent on the experience of the assessors. A mining project in a sensitive coastal environment is presented as an example to demonstrate the application of a qualitative risk assessment. INTRODUCTION Environmental impacts from mining operations have been a significant factor in the last century. This was especially the case prior to the development of a better understanding of environmental processes and the potential impacts of acid rock drainage (ARD), and associated heavy metals, or the uncontrolled disposal of tailings and waste rock (Smith, 1987). Much care has been exercised over the last two decades in designing and operating mines to limit the environmental impacts as far as possible. All new mines are specifically designed with mitigative methods to manage such potential environmental impacts. Attention is directed to ARD impacts, safe disposal of mine waste rock and tailings, transportation and storage of chemicals and fuels, and final reclamation. A qualitative risk assessment can be used to address all project systems and activities that may potentially pose a risk to the environment.

"OUT IN BRITISH COLUMBIA, we have a legendary creature called ""The Sasquatch,"" a large ape-like creature which, according to those who claim to have seen it, somewhat resembles the Abominable Snowman of the Himalayas. Through the years, the legend bas been perpetuated by hunters and prospectors who return from remote wilderness areas with fantastic tales about hairy creatures, twice the height of an average human being, who leave 2-ft-long footprints in the soft forest floor. However, the existence of this creature bas never been proven and the attitude in British Columbia circles is that the whole thing constitutes either a great discovery or a giant hoax, and is about equally unbelievable either way.The Sasquatch, however, is not the only giant in British Columbia. If you find the Sasquatch story un-believable, you'll fi nd it just as hard to believe what is happening in the mining industry out west. We have opened four new mines so far this year (1967), another mine is expected to be brought into production before the end of the year and any mining man will tell you it's just the start of a mining boom which will continue for many years if metal prices are maintained and the federal government sees fit to discard the taxation changes pro-posed in the Carter Royal Commission Report regarding mining."

The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, devel reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mechanics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.

The choice of the appropriate delivery process for a project is often not adequately thought about. The industry needs to be prepared to break its preconceived mind-sets on delivery procedures. Industry should also be prepared, on a project by project basis, to commit to a critical review as to how the assessment and then selection of the best procurement method can best optimize the project outcome for both client and contractor. Conventional standards and biased reliances and experienced based preferences should be challenged. To achieve this requires a paradigm shift in attitude to both the process of tendering and the evaluation of tenders. Tender and contracting practices are dynamic and have moved away from solely cost based assessments. Tendering contracts arise imposing changed duties upon owners. Traditional contract delivery models have shifted, reflected in part by the trend towards relationship contracting. The categories of contract options are not closed. Many are but hybrids of other time-tested models. This paper considers options available for any brownfield or greenfield project. The principles outlined are translatable to supply, upgrade, operation and maintenance arrangements.

The aphorism that provided the title of this paper is probably a couple of hundred years old, but it still expresses a fundamental truth in the metals industry. This truth will be illustrated through a brief review of the major developments in the extractive metallurgy of the oxidized ores of nickel - the "laterite" ores. While the details to be discussed are for the most part specific to nickel, a close parallel with other commodities - particularly in recent years - will be apparent even to those whose interest in nickel itself is slight. Thus it is hoped that this paper will be stimulating, at the least, to anyone who is concerned with the implementation of process improvement, "Invention" in the present context means any change from "conventional" process technology that shows a reasonable chance of reducing costs, increasing revenues, or both, in the production of a commodity. This can be anything from a simple rearrangement of flowsheet steps to a completely different basis for processing. And the result may reduce costs by more efficient use of energy or labor or reagents; may increase revenues by better recovery of the primary product or by introducing the recovery of previously ignored by-products; may insure sales volume (and thereby cash flow) through higher product purity or an improved product form. "Necessity" is the perceived need to attain at least one of these classes of results. This perception of necessity, however, varies widely from management to management and from project to project.

In the 1990s, LiFePO4 (LFP) was discovered as a cathode material for lithium ion batteries and was successfully used in the variety of devices such as power tools, E-bikes and grid accumulators. New challenges associated with use of lithium ion batteries for automotive applications demand higher performance and operating requirements, yet these requirements need to be achieved at affordable cost and without compromising vehicle safety. The advantages of LFP as a cathode material include thermal stability, limited environmental impact and potential of low cost as compared to the cathode chemistries containing cobalt. Currently, solid state and hydrothermal processes are used to synthesize LFP at the industrial scale. However, they require multiple, time-consuming steps and costly precursors. Recently, a melting-casting process to produce LFP cathode material was investigated. The motivation behind this new process is the great flexibility of raw materials including chemical makeup and particle size, and the use of lower cost, commodity chemicals, with the benefits of increased kinetics in the molten state and energy efficiencies leading to overall process cost savings. Also, if successful this process could represent a novel application of conventional casting. Melting lithium-, iron- and phosphorus-bearing precursors in near stoichiometric ratios and casting LFP material that forms around 1000 °C requires fewer processing steps.

Pyrrhotite (Po) is widely considered to be the most significant mineral in the self-heating of sulphides. It is therefore desirable to determine the amount of Po in mineral samples. This is commonly accomplished through x-ray diffraction (XRD) or quantitative evaluation of materials by scanning electron microscopy (QEM-SEM). This paper introduces another quantitative method based on Mossbauer analysis that requires limited sample preparation and has the additional potential to detect the sulphur/iron ratio within Po. The technique is explored using pentlandite/pyrrhotite mixtures.
