WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. Talc is a hydrous magnesium silicate having the chemical formula H2Mg3 (SiO8 ) 4 ; it is often called steatite, soapstone or potstorie, and by the trade names talc clay, agalite, asbestine, and verdolite. The term talc may be used to include all forms of the pure mineral, whereas steatite denotes particularly the massive, compact variety, and soapstone the impure, massive form that often contains only 50 per cent of talc. Merrill 1 says: The name soapstone is given to dark-gray and greenish talcose rocks, which are soft enough to be readily cut with a knife, and which have a pronounced soapy or greasy feeling; hence the name. Such rocks are commonly stated in textbooks to be compact forms .of steatite, or talc, but as the writer has elsewhere pointed out, and as shown by the analyses here given, few of them are even approximately pure forms of this mineral, but all contain varying proportions of chlorite, mica, and tremolite, together with perhaps unaltered residuals of pyroxene, granules of iron ore, iron pyrites, quartz, and, in seams and veins, calcite and magnesian carbonates. When pure, talc is soft, having a hardness of 1, but when impure or when it grades into its varieties, the hardness increases to 3 or 4. Talc ranges in color from pure white and silvery white through gray, green, apple green, gray green to dark green, nlso yellow, brown, or reddish when impure. It is rarely, if ever, found in wellformed crystals, but often occurs in foliated plates or in fibrous aggregates. It is commonly compact or massive or in fine granular aggregates. Several analyses of talc from different regions ·are given in Table 1. Talc has several varieties, the most important of which is Rensselaerite. This variety, found in a small area near Gouverneur, St. La.wrence County, N. Y., is a hard, fibrous, -waxlike mineral having the same chemical composition as talc, but lacking its softness and its peculiar greasy feel. Its hardness and its peculiar fibrous form, even when ground, have made its grinding and separation a separate problem. In addition to the varieties of talc and soapstone, the mineral pyrophyllite or agalmatolite, a hydrous silicate of alumina, with the formula H2Al2 (Si08 ), is also mined and sold as talc. It resembles talc in color, feel, luster, and structure, and may be successfully substituted for true talc for most uses. In this paper it will be considered as one of the commercial forms of talc.

Control of the reheating of ingots is based either on surface temperature measurements using optical pyrometers or on furnace set points and reheat time determined empirically. This paper presents a real-time mathematical heat flow model, named BESTT, which calculates the temperature distribution in an ingot cross section when reheated or cooled. The model runs on a 486 PC in less than one minute for a variety of ingot cross sectional shapes such as circular, square and with some considerations octagonal and heavy-cornered square. Initial temperatures can either be uniform or nonuniform while accounting for temperature dependent thermophysical properties. The model was developed and verified using 718 alloy ingots in box type furnaces. When integrated with on-line pyrometric measurements, BESTT can provide for improved feed back in the reheating control loop. Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

This study evaluates the effects of both short inter-hole and intra-hole delay times on rock fragmentation and throw. Full-scale test blasts were analyzed at a granite quarry in Talbotton, GA. This analysis provides a representative understanding of timing effects on fragmentation in the field, different from previous lab scale studies that negate the effect of geology. Inter-hole delay times between 0 ms and 25 ms were tested on a series of 4 bench blasts and subsequently examined using photographic fragmentation analysis methods.

The Runruno Gold Project is located on the island of Luzon, approximately 200 miles north of Manilla in the Philippines. The mine is an open cut operation and uses the proven BIOX® and carbon-in-leach (CIL) processes to recover gold, and the ASTER™ process for detoxification of the CIL residue prior to discharge to the Residue Storage Impoundment (RSI). Work to date has defined a mineral resource of 1.39 million ounces (Moz) of gold, and the operation will produce 96 700 oz of gold per annum over a mine life of 10.4 years. The BIOX circuit is designed to treat 140 000 t/y of concentrate with a design capacity of 404 t/d of concentrate at a design sulfide sulfur grade of 17% S2-.The Runruno BIOX Plant is the first application of the Outotec BIOX Generation III design principles, focussing on ease of operation and maintainability. During development and implementation, the project team focussed on identifying opportunities to optimise the capital efficiency while not compromising on the operability or overall efficiency of the process or the equipment. The BIOX plant also incorporates the latest developments in the design of the BIOX agitators for more efficient mixing and gas dispersion. This paper will discuss some of the critical aspects and decisions taken during the development and implementation of the BIOX Process at the Runruno Gold Project. The paper will highlight some of the factors affecting the commissioning process as well as the improvements seen through the introduction of the Generation III BIOX design principles. Compositing or regularization of drillhole data is common practice in mineral resource estimation and is deemed a necessary step in producing unbiased estimates of mineral resources and reserves. Commonly, data are collected over irregular distances due to the varying relative thicknesses of lithologies drilled or sampling/assaying strategies. This necessitates data transformation to regular lengths of equal size to ensure that all data have the same sample support. However, there have been few detailed publications on the effect of this process on the composited data that are subsequently taken forward for the estimation process. In this paper, three currently available compositing methods are reviewed and the effects of inappropriate compositing methodologies presented. It is shown through a case study that compositing samples to different lengths leads to changes in the average and variance of the grades in the drillcores in the dataset, which will impact the final estimated value. These differences are exacerbated by breaks or gaps in data where, for a variety of reasons, there has been no data collection or data have been lost. The importance of appropriately treating blank and zero data is also presented. Globally, these differences might be minimal, but locally may be substantial, affecting the efficiency of the estimation and subsequent use of the results in, for example, mine planning and reconciliation. Further detailed investigation of compositing practices is required if the full implications of compositing are to be understood and any induced bias effectively defined.

CPT-based methods considered as complementary tools for static analyses outperform other axial pile bearing capacity predictive methods. Considering soil spatial variability and minor errors associated with procedure and operator, CPT-base methods mitigate the effect of latent uncertainties in pile design. These methods were developed based on different databases and purposes. Hence, several statistical and probabilistic attributes were defined and implemented to assess the predictive CPT-based methods’ performance via CPT and pile databases in terms of the model parameter. These features make a comparison among methods in terms of precision, accuracy, and efficiency. Furthermore, CPT-based methods can be subjected to scrutiny over their backgrounds and how they were developed via reliability analysis. In this regard, a database of sixty-two driven piles and their adjacent CPT soundings were gathered, and six commonly applied CPT-based methods were examined according to criteria other than prevailing statistical and probabilistic ones, including; (a) input variables, (b) soil behavior classification (SBC) (c) model assumption (d) Influence zone, and (e) axial loading direction. According to these introduced criteria, CPTbased methods were classified and appraised via efficiency ratio. Eventually, these reliability-based, statistical, and probabilistic criteria evaluate the understudied methods performance for the investigated compiled database and help designers select consciously appropriate predictive methods according to the site conditions.

Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

Canadian Nuclear Laboratories (CNL) is developing a disposal strategy for radioactive wastes, which contain significant amounts of uranium, cesium, and mercury. There are safety and economic incentives for the extraction of these elements before permanent storage in deep underground repositories. In addition, the actinide elements are also an important component in rare earth element (REE) ores and considered as impurities. Actinides separation from REE tailings is a significant concern in order to manage radioactive nuclides. Reprocessing mine wastes may present significant financial and environmental benefits. Experiments were carried out with radioactive cemented wastes (RCW) prepared at CanmetMINING. For all of the tested RCW batches, solubilisation yields are above 97% for Cs and 98% for U and Hg. Sulphuric acid leaching with potassium iodide improved the solubilisation of Hg by oxidation and formation of the tetraiodide complex (e.g. HgI4 2-, Kf = 2.1030). Cs and Hg were removed selectively by using potassium cobalt hexacyanoferrate (KCFC) and Lewatit TP214 ion-exchange resin respectively. U recovery using the chelating resin Lewatit TP260 was the most efficient. The presence of high iodine concentration improved the U uptake by the resin. The best U elution was obtained using 1 M Na2CO3, which resulted in 99% U recovery. U was then precipitated as sodium diuranate. A counter current effluent recirculation was performed successfully on RCW. The process was also applied to submerged tailings collected from two U mines and an REE ore. During the time period from 1990-2007, 1601 reportable fires occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires were flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The fact that mine fires continue to occur with an alarming regularity reinforces the importance of recognizing and eliminating the potential hazards and the overall need for improved fire control and suppression technology to ensure the best possible outcome during a mine fire. The National Institute for Occupational Safety and Health (NIOSH) is conducting an evolving comprehensive program of research that is addressing mine fire prevention, detection, management and suppression. This paper presents a summary of recent research accomplishments and provides an overview of the next phase of the NIOSH mine fire research program.

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

extremely powerful tools for building predictive and generative models. ML can be used for building highly accurate regression and classification models. But without careful data science and statistical analysis, a regression or classification model could be highly biased and completely wrong – and we may not even realise. An example rock density estimation task will be used to illustrate the potential gains and possible pitfalls in using ML and AI in Mineral Resource estimation. What could possibly go wrong? Nothing! For most simple regression or classification problems, very little. For density estimation, using the global mean may be all that is possible, but the resource classification would need to reflect the uncertainty in global estimation of tonnage. Everything! From data collection and measurement, from selecting ML and AI techniques and designing the analysis workflow to our own cognitive bias. The things that could go wrong are vast and may include but not limited to asking the wrong question, not asking questions, data bias, measurement errors, insufficient data coverage, not collecting the right variables, not collecting enough observations, collecting clustered samples, unbalanced data, filtering out data without reason (outliers), clipping data (outliers), relying on automatic feature selection, including irrelevant variables, excluding relevant variables, geological interpretation, changing context, blindly following best practice, splitting small data sets, subsetting large data sets, using the wrong tool for the task, insufficient budget to complete the analysis, not allowing enough time for testing and experimentation (the science), focusing too much on building the model (the engineering), not learning from the data, our assumptions, our preconceptions, and our skill. This paper will explore the question of how training regression models to predict rock density are affected by gaps in the data (missing observations and missing variables). What could possibly go wrong?

The liquid crystal display (LCD) are currently known by its vast application in electro ? electronic devices, amongst them can be detached the devices of TV, laptops, electronic date, calculators and even though the mobile telephones (mobiles). The mobiles are changed more frequent of the TV for example, this happens due to the technology advance. With the constantly mobile exchange, the batteries, printed circuit board and liquid crystal display accumulation its become an environmental problem. To minimize the environmental impacts caused by mobile telephones residues are considered the segregation process of the LCDs main components, to goal to recover the recycle material. This process involves the use of treatment ore techniques with disc, hammers and balls mills. The process with best efficiency (about 98%) of LCD glass release was the hammers mill. The glass recovered can be used in the glass recycling and the sand substitution in the production of concrete blocks.

Flotation surveying can be an extremely powerful means of determining opportunities for circuit optimisation and benchmarking. The type of survey employed depends heavily on the nature of the information required from the survey. It follows then that the type of survey determines the type of samples required; however, regardless of the type, the success or failure of a survey is often dependent on the correct used of appropriate sampling techniques at each sampling point. For a successful flotation plant survey it is vital that the correct samples be collected at the correct time in respect to the feed and each other. This paper discusses the current best practice sampling methods used in flotation surveying and discusses in detail the ideal sample masses based on theoretical analysis. Getting the best match between truck and haul road requires examination of many factors and their effect on the bottom line. Most mines use a bottom line measure based in some way on cost per ton of material moved. This measure focuses on the two components of truck haulage cost per ton: productivity (or performance) and operating cost. Productivity can be measured or predicted for specific tasks using either field measurement or modelling. Individual tasks can be combined to provide a larger scale, longer term net figure for total mine output. True cost is more difficult to capture as they are time and task oriented and can be influenced by a summation of factors over a truck lifetime. For example, "allocated" costs, such as owning (depreciation) and some repair costs, are spread over long periods of time. Other cost, such as fuel and tires can be tied more directly to certain tasks such as fuel and tire cost. This paper focuses on the more direct, task-oriented factors that affect truck productivity and cost.

"The basic requirement of glass industry for the silica sand is at least 99% SiO2 content. On the other hand, coloring impurities such as Fe and Ti, must be removed. Flotation is the most widely used method for the purification of silica sands from impurities. In this study experimental studies were carried out to reduce Fe content of Mersin (Turkey) district silica sands by flotation. Silica sand sample with a d80 particle size of 1.85 mm was reduced below 0.5 mm in size. Then the size fraction -0.5 +0.106 mm was subjected to flotation tests. In flotation tests, sulfonate-type R801-R825, fatty acid based DER NA 7 (Produced by a Turkish company) and HA110-HA150 a blend of various chemicals produced by Mersin Cam-Is Mining Company (producer of glass raw materials) were used as collectors. Flotation tests showed that sulfonate type R801-R825 collectors provided much better results in acidic medium (pH: 3). The optimum pH value for DER NA, HA150 and HA110 collectors was found to be 7. It was observed that the addition of collector at once caused an increase in the amount of floated product that resulted in a loss of silica to the tailings. In the case of multistage addition of the collector much better selectivity was achieved. As a result of flotation tests conducted under best conditions, a concentrate assaying 0.046% Fe was obtained with a weight percentage of 93.4 when DER NA 7 was used as a collector. In the case of R801-R825 a concentrate was produced with 0.058% Fe content with a yield of 98.4%. On the use of HA150-HA110 the concentrate was produced with 96% weight recovery and 0.052% Fe content."

Along with the immense benefit of modern explosives seismic and acoustic effects caused by their detonation can be disruptive and alarming to many people. Claims range from affecting sexual performance to outright demolition of a residential structure. Regardless of the quality of the blast design and other precautionary measures, the inherent danger posed by the use of explosives often leaves residents searching for restitution. Consequently, many blasting companies today find themselves at the center of litigation. In the event that a blasting complaint proceeds to litigation your case will not be decided on “reasonable doubt” as in criminal trials. Instead, the jury will be instructed to decide guilt or innocence on a “preponderance of the evidence” presented. Even if you are able to present the best and most complete evidence that you have not caused the claim, the jury may rule in the favor

Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

"'Optimisation' has become a catchcry among many mining companies looking to tell the market how mining businesses will be improved and shareholder value increased. Consequently, the term 'optimisation' has been adopted by many service providers as they look to assist mining companies in achieving their objectives. But the explosion of services and products being offered with the label 'optimisation' has created some confusion. Mining companies ask for help in 'optimising' and service providers offer their assistance because they have a product that has the word 'optimisation' in its title. This is of course an over-simplification, but not by much! The authors' discussions in recent years with both mining companies and service providers have uncovered a number of very different definitions of optimisation.This paper provides a framework for identifying the scope and approach of different mining optimisation products and services, particularly the distinction between optimisation of components of the operation and the business as a whole. The different types of business optimisation are discussed, highlighting the failings of the mining industry's typical approach of strategy selection (as opposed to strategy optimisation). Mining business optimisation is discussed as a wicked problem, with the implication of this on how strategy optimisation models should be used and what the objectives of a business optimisation study should be.Case studies are also included to illustrate how fully flexible strategy optimisation models have been applied to assist decision-makers understand the impacts of changes in one part of the operation on the whole mining and treatment process, from geological models to the sale of product to customers.CITATION:Kahler, D B and Hall, B E, 2016.
