This report presents 900° C BM-AGA carbonization and related data for coals from the principal beds of Nicholas, Randolph, and Webster Counties, W. Va. Thirty-three samples from nine coal beds in three counties were car-bonized at 900° C in the l8-inch-diameter BM-AGA retort, data from which have been correlated with industrial production. Host of the samples were chemically suitable for metallurgical use, and their coking properties were satisfactory. Except for four of the Lower Kit-tanning samples, the ranges of constituents in the coal seams were 1.8 to 9.0 percent ash and 0.4 to 1.1 percent sulfur, values within the range of accept-ability for metallurgical coals. Coke strength indexes were normal for Appalachian coals of similar rank, and the tumbler stability indexes of the coke ranged from 35 to 57.

ABSTRACT Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage organizations to work together, executing such risk assessments comes with challenges. This paper focuses on one trona mine’s experience in the development and implementation of a field level risk assessment program to help its entire organization understand and manage risk to an acceptable level. Through a transformational process of ongoing support and communication, Solvay Green River fostered a culture of trust and safety grounded in risk assessment, safety interactions, and hazard correction. The application of consistent risk assessment (RA) tools was critical to create a participatory workforce that not only talks about safety, but actively identifies energies that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s process of RA implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks. As discussed, consistent efforts to establish a participatory risk management program are worth the initial struggle to ultimately reduce incidents. INTRODUCTION Work-related health and safety (H&S) incidents often account for lost days on the job, contributing to organizational/financial and personal/social burdens [1-2]. Accompanying research demonstrates that risk and ambiguity around risk contribute to almost every decision that individuals make throughout the day [3-4]. In response, understanding individual attitudes toward risk has been unquestionably linked to predicting H&S behavior [5]. Although an obvious need exists to identify more comprehensive methods to assess and mitigate potential hazards, some argue that risk management is not given adequate attention in occupational H&S [6]. Additionally, research suggests that a current lack of knowledge, skills, and motivation are primary barriers to mitigating workplace risks [3-6]. Therefore, enhancing knowledge and awareness around risk-based decisions, including individuals’ abilities to understand, measure, and assign levels of risk to determine an appropriate response, is increasingly important in hazardous environments to predict and prevent incidents. This paper focuses on tailored approaches to field level risk assessment (FLRA), measurement, and common barriers to participating in such activities. The authors use a trona mine in Green River, Wyoming, as a case study to illustrate how the organization overcame widespread and site-specific challenges to implement a proactive risk management program. By discussing the mine’s tailored FLRA program, this case study contributes to the literature by first, providing examples of critical components that need to be in place to ensure successful risk management and second, context for continuous quality improvement that can foster a higher level of trust and empowerment on site."

The past several decades have seen the rapid expansion of multinational mining companies? exploration and production activities around the globe. This trend has resulted from a number of factors, including increased demand for resources as a result of worldwide economic growth, the diminishment of known and proven reserves, rising commodity prices, technology improvements, and the liberalization of investment regimes in developing countries with significant natural resources. With those opportunities, however, come associated risks and significantly increased legal compliance obligations that may be imposed by various bodies. That includes domestic regulations, as well as foreign civil and criminal laws with extraterritorial reach. A failure to adhere to those laws can have dire consequences, including substantial monetary fines and penalties, severe damage to a company?s reputation, and even jail time for individual company employees.

The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

A centrifugal float-and-sink test procedure has been developed by the Bureau of Mines to reduce the time for the gravimetric separation of coals finer than l4-mesh from as long as 24 hours to less than 1 hour. Comparative tests indicated that centrifuging a minus 14-mesh Pittsburgh-bed coal for 20 minutes at 1,500 revolutions per minute produced results that compared favorably with static float-and-sink test results. Standard deviations of the mean recovery and ash content of the float obtained centrifugally ranged from 1.31 and 0.04 percent, respectively, at 1.30 specific gravity to 0.21 and 0.05 percent, respectively, at 1.60 specific gravity. As in static separations, retreatment of the products separated at low specific gravities was required.

The unprecedented demand for capital investment in the mining industry today has intensified management's interest in every known technique which will help to reduce operating costs and increase production. One proven approach leading to the accomplishment of this objective is well known in the mining industry and is gaining added prestige, particularly where keen competitive conditions exist. This approach is in the area of incentives applied to mining productivity. An investigation of many incentive plans now in use throughout the mining industry revealed a predominant number of conventional type plans, Most of these plans are designed to reward the hourly-paid employee on the basis of percent over and above a standard hourly or daily ton rate, By contrast, this search failed to divulge any incentive plan solely and independently developed for production management employees. This does not mean that such plans in the mining industry are nonexistnet, but it does indicate that production management incentive systems are scarce or are being kept under wraps.

A new analytical approach for characterizing and improving the performance of ball milling is presented. Individual ball mill circuit design and operating variables can be related to overall circuit performance through two distinct parameters for classification and breakage. The ball mill circuit functional performance equation is presented. Applications in the industrial plant and in the research field are discussed.

Three legacy coalbed methane production wells have been converted to injection wells for a one-year carbon dioxide (CO2) injection test to evaluate the potential for CO2 storage in the coal reservoir and the potential for enhanced gas production at offset wells. The injection reservoir is composed of 15–20 individual coal seams with an average thickness of 30 cm (1.0 ft), spanning a depth range of approximately 240 (800 ft) to 670 m (2200 ft).The monitoring program for this test includes gas and water sampling of the three injection wells, three dedicated monitoring wells and approximately 20 offset production wells. Key technologies used for monitoring the study area include time-lapse GPS and interferometric synthetic aperture radar (InSAR) acquisitions for surface deformation measurement, a 28-station buried passive microseismic monitoring array, real-time downhole pressure and temperature sensing and perfluorocarbon tracer fluids, which will be injected with the CO2 stream. The schedule for the monitoring program includes pre- (baseline), during- and post-injection data collection. This schedule will allow data to be analysed for time-lapse changes and trends, which are important for understanding the migration of gas and fluid phases in the reservoir – including CO2, methane, other hydrocarbons and water – and for observing the changing distributions of reservoir pressures and stresses.The results of the monitoring efforts for this study have implications for monitoring mining operations. The combined use of GPS and InSAR geospatial data to evaluate elevation changes across and beyond the study area may prove to be an accurate option for measuring surface deformation, including mining-induced subsidence, in unstable terrain. Long-term microseismic monitoring using high-sensitivity instruments has several applications in mining operations, including rock stability monitoring, production monitoring and miner location detection during emergencies. "Studies have shown that the roof in coal mines is nearly twice as likely to fail at intersections as at entries due to enlarged roof spans, stress redistribution and other factors. However, the relative stability of intersections in a mine varies, and an improved understanding of what factors impact roof instability can lead to efficient, proactive mining practices that both enhance stability and mining efficiency.A study was undertaken at an underground longwall coal mine to develop a model to predict the stability at the intersections of entries and cross-cuts. The statistical analyses relied upon observational and measured data regarding the development of tension cracks, seepage, intersection geometry, mining practices, geological attributes and geomechanical factors at 783 intersections. Each intersection was given a NIOSH roof. Common data mining techniques, such as multivariate linear regression, multinomial logistic regression, decision trees and probabilistic neural nets, were considered and evaluated to establish correlations and associations between stability and the other variables. Two of the more successful techniques were Decision Trees and Multinomial Logistic Regression. The analyses showed that a number of factors impacted stability:• Overburden thickness (impact on stress concentration magnitudes)• Initial opening area (impact on stress concentration magnitudes)• Sulfur content (depositional environment & impact of mechanical properties, leaching effects)• Intersection type (impact on stress concentrations)• Gob distance (impact on stress concentrations)• Presence or proximity of a particular sandstone (impact on mechanical properties)• Roof bolt type and diameter (impact on reinforcement)Some factors showed no statistically significant relation to stability. These included:• Total area• Supported areaSeepage was a more problematic variable in assess. Seepage is associated with instability, but it is not clear whether seepage occurs as a consequence of instability, for example, through the creation of tension cracks, or whether the intersection has been excavated where water already exists and has degraded the rock prior to excavation, leading to greater instability.Seepage appears related to the geology of the roof rock mudstones, not the sandstones. Tension cracks in the intersections occur preferentially where the Sulfur content is below 0.9%. The Sulfur may relate to mechanical differences in the roof rock, and where the Sulfur is low, the roof is less stable, there are more tension cracks, and seepage is greater. This suggests that the weaker mudstones may be more prone the development of tension cracks, not because these rocks are more brittle, but possibly weaker.2-way and 3-way intersections appear to have less seepage than 4-way, although very few intersections overall have any seepage. This is similar to the roof stability, in which the 2-way and 3-way are more stable. 2-way and 3-way intersections have fewer-than-expected tension cracks, while 4-way have more than expected. These results suggest that four-way intersections are weaker and more prone to tension crack development, also suggesting that increased seepage results from weaker roof conditions, rather than the converse. Thus seepage appears to be mostly a consequence of instability rather than a cause and is higher where there are 4-way intersections, mudstone geology and external loading factors like depth of cover and proximity to gob that promotes crack development. The study also indicated that a better understanding of the mudrock facies could reduce uncertainty."

The work clone during the fiscal year 1937 will also be summarized.

Explosives are probably the most widely used and most mysterious large scale' mining tools of modern times. The post black powder explosives were primarily nitroglycerin-based straight dynamites, ammonia dynamites, blasting gelatin, gelatin dynamites, ammonia gelatin dynamites, etc. Of these, the strongest and highest velocity explosive used in industrial operations is blasting gelatin, which is nitroglycerin colloided with a nitrocellulose of medium nitrogen content in proportions which give the product a plastic character, or about 93 to 7. Many variations of the basic groups above were developed by substituting ammonium nitrate and/or sodium nitrate for some of the nitroglycerin. The nitrates being insensitive to caps required a certain percentage of nitroglycerin to sustain detonation in smaller quantities or diameters. Paralleling the development of industrial dynamites was the development of more expensive, highly sophisticated explosives which were developed for specific military purposes. Such explosives as Amatol, RDX, Composition A, Composition B, Composition C, Lead Azide, PETN (Pentaerythritol Tetranitrate), Tetryl, Pentolite, TNT, etc., were primarily military explosives. Amatol, which is a cast mixture of ammonium nitrate and TNT (Trinitrotoluene), and identified by percentage of AN versus TNT as 50-50 Amatol, 80-20 Amatol, etc., was a favorite World War I explosive. RDX, or Cyclonite, was widely used in World War II. Also used during WW II were compositions A. B, and C, which were mixtures of RDX (Cyclotrimethylene trinitramine), TNT, and other nitrotoluenes. These high explosives, along with nitroglycerine, are exact chemical compositions or mixtures of exact chemical compositions which are individually explosive, or in other words, individually capable of explosive chemical decomposition when properly initiated. These chemical decompositions result in the formation of simpler compounds and/or large quantities of common combustion gases, and large amounts of energy in the form of heat. Of these, the most powerful is RDX which, based on the ballistic mortor test, is 1.5 times as powerful as TNT. Chemically, the decomposition of TNT releases about as much energy as the reaction of ammonium nitrate and fuel oil.

The Bureau of Mines performed laboratory research into the effects of a barium-based fuel additive (the "postflame" type) on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of types certifiable for use in underground mines. Test parameters consisted of additive concentration and engine loads, speed, and air intake restriction. DPM emissions, including condensed volatiles, were measured gravimetrically. Also measured were gaseous emissions including carbon monoxide, nitrogen oxides, and hydrocarbons. The fuel additive was effective, reducing DPM up to 75 pct, when used at a concentration of 0.09 wt pct (one-fourth of the concentration recommended by the manufacturer). The additive was most effective at the highest fuel-air ratios, reducing DPM from 400 mg/m3 for untreated fuel to 120 mg/m3. At light loads, 25 pct of full rated, no DPM reductions were measured. Based on these results, the additive is recommended for use in diesel fuel, at a concentration of 0.09 wt pct, to power underground mining equipment as long as certain conditions are met: that a beneficial DPM reduction is verified, that the minimum required quantity of additive is used, and that potential adverse effects such as increased nitrogen oxides are checked.

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

The Bureau of Mines investigated the in situ vertical component of the rock stress in the rib of the haulage drift on the 6100-level of the Star mine, Burke, Idaho, using the flatjack and borehole deformation methods. The estimate of the vertical component of stress about 2 feet into the rib at a station along the haulage drift on the 6100-level of the Star mine by the flatjack method is approximately 5,875 psi, whereas the borehole deformation procedure at this station yielded a value of 5,500 psi for the same depth into the rib. The test zone is approximately 5,625 feet below the surface.No attempt was made to extrapolate stress estimates beyond the depth of the flatjack installation.

"Fracture mechanics plays an important role in studies of geologic materials such as rock and coal. Yet fracture data are scarce for rock and most limited or unreliable for coal. A testing system was developed which can apply mixed mode loads to a crack tip in many rocks and geologic materials. It is possible to subject the test specimen to pure mode I, various mixed modes and a nearly pure mode II fracture load. The system is currently used to study the mechanics of fine fragment formation in various coals. Experimental measurements include KI and KII' fracture velocity and acoustic emission.INTRODUCTIONA major research program at The Pennsylvania State University is directed to understanding the fundamental mechanics of fine fragment formation in various coals. The program represents an effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners. The principal source of the respirable coal fragments is the cutting operation which forms and liberates the particles by a fracture process. Present understanding of the mechanics of the events which form and liberate these particles is meager (Cook, 1982).Current knowledge of the fundamental mechanisms of coal dust generation and entrainment in terms of the underlying fracture mechanics is critically needed to improve and possibly control the processes involved. Whether the cutting operation is done with a 'continuous miner' cutting machine, a plow or a longwall shearer, it is fundamentally a problem of mixed-mode crack propagation. When a cutting tool interacts with coal, it causes numerous cracks to propagate through the intact material. Numerous larger fragments are broken free, but another quantity of undesirable fine fragments is also created. The formation of these respirable fragments may be a direct result of the crack propagation process; hence, a thorough understanding of the fracture mechanics of coal is required to minimize production of the unwanted fine fragments.In most rock engineering applications, the rock material properties are of secondary importance to the rock mass properties; however, for rock fragmentation and rock cutting problems, it is rock material properties such as fracture toughness which are of prime interest (Bieniawski, 1980). Several rock cutting and rock failure theories have been proposed, but it is only very recently that fracture mechanics concepts have been successfully applied to the study of rock cutting mechanics. All cutting models seek to predict the cutting forces and the cutter geometry necessary to cause rock breakage and chip formation given some fundamental mechanical properties ~f the rock. Such models have wide applications in drilling, tunnel boring and mining problems. Nelson et al., (1985, 1986) has provided a very useful correlation between the laboratory measured fracture mechanics properties of rock and the performance of the disk cutters on tunnel boring machines."

"Coal and coal byproducts produced annually contain a sufficient amount of rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-adsorbed elements associated with clays, and chemically bonded elements within the organic coal matrix or host mineral. Researchers at three universities collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. Leaching followed by solvent extraction was found to be the most effective to recover the REEs from coarse middlings materials collected from multiple coal basins, as indicated by recovery values exceeding 80 percent. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. IntroductionRecent studies initiated by the National Energy Technology Laboratory showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts (Ekmann, 2012). According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region consisting of areas within the states of West Virginia, Kentucky, Pennsylvania, Virginia, Alabama and Tennessee, with a total capacity of 166,495 t/h, or more than 1 Gt/y (Fiscor, 2014). If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry would become a significant producer of REE concentrates as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the production cost."

This program was conducted to demonstrate the unique advantages of suppressing methane ignition in underground mines by use of Energy & Minerals Research Company's thixogel fire extinguishing system, which stably suspends dry powder extinguishing agent in thixotropically gelled liquefied gas extinguishant. As anticipated, the project demonstrated thixogel system advantages of: 1) capability to disperse state-of-the-art powders in thixogelled Halons; 2) non-agglomerating stability for dependable expulsion; 3) stability in storage for long shelf life; 4) virtually in¬stantaneous dispersion; 5) expansive cloud formation; 6) reach and re-forming around obstacles; 7) at least twice the extinguishant effectiveness; and 8) compatibility of use with Fenwal bottles and MSHA canisters. Thus, it should prove a superior explosion/fire suppressant for coal face cutters and triggered barriers, as well as for motorized equipment, electrical equipment and the like.

The purpose of this paper is to present the methods used in ground water control and the considerations that affected the development of these techniques. Production at Knob Lake is currently proceeding at depths which may be as much as 200 feet below the original standing water table. In order to produce a more saleable product and to improve operating and maintenance conditions, it is necessary to depress the water table below the mining level. Considerable success has been achieved by drilling deep wells in strategic locations and installing vertical tur-bine pumps at depths of up to 400 feet. This method is especially suitable for operation under severe winter conditions and has reduced the detrimental effects by a far greater extent than other methods of water control, Spring runoff is handled in open sumps, but all other water from four mines, with flows exceeding 16,000 g.p.m., is pumped all year 'round from about thirty-five wells. Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012.
