Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. The number of Persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division. The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut-in in 1930 than in 1929.

The Bureau of Mines conducted a field investigation of the water quality in inundated underground coal mines in the Northern Anthracite Field, eastern Pennsylvania. Water samples were collected at multiple depths from nine abandoned mine shafts in the Wyoming Basin, ranging from 68 to 650 m (223 to 2,132 ft) in depth and intersecting as many as seven mined seams in a single shaft. The shafts were also monitored for fluid resistivity, fluid temperature, Eh, and pH using downhole instrumentation. The monitoring program showed that the formerly highly acidic mine water is now slightly alkaline. Sulfate concentrations decreased as much as 74 pct in the flooded workings and 54 pct at a mine water discharge from values reported in 1964 and 1968, respectively. These data are consistent with the inhibition of pyrite oxidation and gradual flushing of oxidation products in flooded mine environments. The monitoring program also revealed significant vertical stratification in water quality in five of the nine shafts, each characterized by two easily recognizable zones. The transitions between zones were sharp, marked by rapid changes in Eh, pH, and ionic composition, the upper zones being less contaminated than the lower zones. The development of stratification appears to be a function of shallow localized flow conditions, arising primarily from the relative positions of mine openings and structural features of the coalbeds.

The Leadville district, on the west flank of the Mosquito Range in central Colorado, has produced silver, zinc, lead, gold, and minor metals valued at $512,000,000. The ore deposits are in a sequence of dolomites and quartzites, Cambrian through Mississippian in age and about 500 feet thick, which is extensively intruded by porphyry sills, dikes, and plugs of Tertiary age. The sedimentary rocks and sills dip about 15°E and are broken by many faults, which are predominantly of nearnorth trend and downthrown to the west. The ore deposits are principally blanket or manto replacement deposits, but in the eastern part of the district many veins occur also. The replacement deposits are largely confined to three dolomite units in the stratigraphic sequence. Of these, the uppermost or Leadville Dolomite is the most productive. Most ore bodies are on the underside of porphyry sills and, particularly, beneath sills that occupy unconformities. Many replacement bodies have vein roots or branch from veins. The veins occupy faults and are productive mainly in the section of quartzites and dolomites and included sills. The primary ores consist principally of pyrite, marmatitic sphalerite, and galena but locally contain chalcopyrite, silver minerals, bismuth minerals, and gold. Principal gangue minerals are manganosiderite and jasperoid. The ore deposits have a crude zonal pattern centered around an intrusive center at Breece Hill, which evidently influenced ore deposition thermally. The ore deposits were oxidized to depths of several hundred feet in Miocene time. Bonanza ores mined in the early days were characterized by cerussite, cerargyrite, and embolite. Later, zinc carbonate ores were identified and mined on a large scale. The Leadville district is a complexly faulted and intruded area at the intersection of major fault systems trending N20°W and N15°E in the Mosquito Range. The intensely fractured area evidently localized igneous intrusion and subsequent mineralization. Ore solutions rose on many of the faults in the area, presumably from the same source as the porphyry magmas. Movement on these faults continued into the Pleistocene, displacing ore bodies, oxidation zones, Pliocene sediments, and glacial deposits.

In the design of a modem mill, a stockpile storage system for raw and/or semi-processed ore has become almost indispensable. This paper discusses the benefits of such stockpile storage as well as the various types of belt conveyor stockpiling units available. Particular attention is given to large radial stackers since they offer the greatest flexibility. Stacker control systems and accessory equipment are briefly discussed. Various alternative reclaiming arrangements for stockpiles are reviewed and a discussion of the advantages and drawbacks of each arrangement is included.

THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.

The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

"INTRODUCTION This investigation was undertaken to obtain information concerning the effects of boron in steel and its method of addition, so that boron, which is readily obtainable domestically, may be used to relieve the great demand for those scarce, strategic, alloying elements that hitherto have been considered necessary for the successful manufacture of quality steel.Previous Work Guillet 4/ seems to have been the first to predict that boron-bearing steel might have a possible industrial use when, in 1907, he published results of an investigation into the properties of steel containing 0.21 to 1.51 percent boron.Possibly Walter 2/ was the first to appreciate the fact that extremely small percentages of boron are effective in improving the properties of a steel. His patent, issued in 1924 claimed steels containing boron within the limits of 0.001 to 0.100 percent; furthermore, the specifications disclosed that boron increased the hardenability of steel and refined its grain structure. In 1937, Naton and Piwowarsky 6/ otherwise observed that boron increased the hardenablity of steel."

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

This report describes the washability characteristics of 18 coal samples taken from 11 drill hole cores from the San Juan Basin area of New Mexico and Colorado. The ash content of these coals could generally be substantially reduced by removing the heavy impurities. The coals were characteristically low in sulfur content; only one sample contained more than 1 percent sulfur after removing the sink-I.50 specific gravity material. The coals ranged in rank from subbituminous C to high volatile C; 11 of the samples were subbituminous A. Many of these core samples came from areas where very little fieldwork has been done; consequently, an outgrowth of this work has been an increase in known coal reserves of the San Juan Basin area.

Knowledge of the behaviour of flotation machines had developed and increased considerably over the last few years. Although much work remains to be done on the study of the fundamental processes that influence the collection of hydrophobic particles at an air-water interface, there is enough information to permit the building of realistic models of the gross flotation behaviour of various ores. These models serve as an ideal base for the development of simulation techniques for the steady-state behaviour of entire flotation plants that consist of a large number of individual flotation machines. Simulation techniques have a very real role to play in assisting with the design of new plants and in improving the operation of exisiting plants. Recently, highly efficient data-logging systems have been introduced on flotation plants. These systems are based on the on-line measurement of volumetric flowrate, pulp densities, and metal contents, and they generate enormous quantities of information regarding the operation of the plant. Unfortunately, this information is largely wasted at the present time because efficient data-reduction techniques, although available10 are not in common use. Simulation techniques play a central role in such data reduction because they form the essential link between the fundamental kinetic flotation processes on the one hand and the plant data on the other.

The application of secondary producing methods for recovering additional oil from known fields has been recognized for many years as important to the economy of the nation. One of the most successful secondary methods is waterflooding, which conserves our natural resources by preventing premature abandoment of stripper leases and revitalizing previously abandoned areas. Waterflooding as a secondary-recovery method was introduced into the Midcontinent region in 1931, and its use as such has become widespread. As with most new methods, the most favorable fields and leases received primary attention, whereas those with viscous oil or less favorable sand characteristics were bypassed. "The National Safety Competition of 1938, the fourteenth of its kind conducted by the Bureau of Mines in which bronze trophies known as Sentinels of Safety are awarded to winning companies, has just been completed and the results are presented here.With 345 mines and quarries competing, more than in any previous year except 1931, the contest revealed low accident rates at many of the enrolled plants and, which is even more remarkable, it revealed 113 mines and quarries at which no lost-time accidents occurred during the contest year.The Sentinels of Safety trophies, provided by The Explosives Engineer magazine, were awarded to four underground mines, one open-pit mine, and one quarry. Each employee of the winning plant was awarded a Certificate of Honor by the Bureau of Mines in recognition of the employee's part in helping his company to win the trophy. In addition to the award of trophies, a Certificate of Honorable Mention was awarded to each of the mines and quarries in second, third, fourth, and fifth places in their respective contest groups and also to each mine and quarry that worked 30,000 or more man-hours without a lost-time accident. Ninety-two such certificates were awarded for 1938. Twenty-three other mines and quarries also operated without an accident but worked less than 30,000 man-hours, the minimum required by the contest rules for award of Certificates of Honorable Mention.Previous to 1938, five trophies were awarded annually in the National Safety Competition. For the 1938 contest a sixth trophy was provided by The Explosives Engineer so that open-pit mines and quarries, two classes of operations that previously had been included in one group in the competition, might have separate awards."

The Bureau of Mines evaluated potential availability of domestic nickel from 23 deposits, Evaluations included an estimation of in situ and recoverable resources, applicable mining and processing technologies, and capital and operating costs. Discounted cash flow analysis with a 15-pct rate of return was used to determine the average total cost of production of each operation, Identified in situ resources contain 9.0 million metric tons (t) of nickel; 5.5 million t is recoverable as nickel metal or ferronickel. Demonstrated in situ resources contain 8.2 million t of nickel; 4.8 million t is recoverable as nickel metal or ferronickel. No nickel is available at a total cost of production equal to the January 1983 market price of $3.24 per pound. Analyses indicate that potential annual production can only meet current consumption levels at a total cost of production of $7.60 per pound of nickel, Nickel's availability is contingent on (1) successful adaptability of nickel processing methods to domestic resources, (2) location of a smelting facility, and (3) marketability of byproducts and coproducts. Analyses were performed on the effects of byproduct and coproduct revenues, energy, labor, and transportation costs, and metallurgical recoveries on nickel's availability.

Technical progress in primary smelting has changed the face of the copper industry in the years since the Second World War. Much of this change has resulted from a wide acceptance of flash smelting technology. In addition, research has been directed toward devising converting processes to replace conventional Peirce-Smith converting technology. One major thrust has involved a revival of the old " ", idea of oxygen flash converting of comminuted mattes. This paper reviews the 60-year history of flash converting. Particular attention is paid to Inco's investigations into the processing of white metal containing significant amounts of nickel and, in some cases, iron. Thermodynamic analysis and laboratory experimental results are presented which throw light on the behaviour of nickel and other salient features of flash converting. The possible role of oxygen flash converting in the copper pyrometallurgy of the future is briefly discussed vis-a-vis direct production of copper.

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

This report, the fourth in an annual series, outlines recent trends and developments in the minerals industry. Discussed are new methods, equipment, techniques, and systems used to more effectively extract and process mineral products. Environmental considerations, health and safety standards, price controls, inflation, material shortages, and more dependence on foreign imports were problems faced by the minerals industry. Although productivity increased for most mineral commodities, the annual rate of increase has slowed in recent years, indicating a maturing technological situation. Growing concern for energy resulted in increased interest and research in alternative fuel sources. The primary concerns of metallurgists were pollution control and improved efficiency and performance of metallurgical processes, especially for reduction of energy consumption.
