One of the major challenges to management in the mining industry today is the establishment and maintenance of positive and dynamic programs for cost control and cost reduction. To meet the challenge, management must have a good cost system. There are various types of cost accounting systems in use today: some companies check their, performance by comparing the costs incurred during one period with the costs incurred during previous periods, while others compare the current costs with estimated costs which the company considers desirable. A third type of system is a standard cost system which provides predetermined allowances for the various cost elements and operating activities. Such a system, based on sound standards, can be established to fix responsibility for cost performance in each segment of the operation; recognize the impact of volume or rate of activity by establishing a standard volume and evaluating departures: take into consideration fixed and variable costs and their dissimilar behaviour at varying levels of operations: and provide consistent and equitable yardsticks for measuring performance.

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

A GEOLOGICAL study seeking to determine, for economic purposes, the value of the Sydney coalfield as a source of coal supply. Limitations of the coalfield come under two main heads: (a) Areal extent of the undersea coalfield. (b) The distance from shore at which coal can be mined at a cost of production permitting its profitable sale. Conclusions reached are that the areal extent of seams below the Phalen seam is of. small economic importance, and that non-persistence of these seams in full thickness and quality in the undersea extension of the coalfield will put an end to profitable mining before any limitations connected with distance from the shore-line become operative. With respect to the Phalen seam, non-persistence or deterioration of the seam will become effective in the western part of the coalfield, and less certainly in the eastern part of the coalfield, before operation of limitations by distance from shore. In the central portion of the coalfield, the seam probably persists in commercially workable thickness and quality to beyond the limit of mining set by distance from the shore-line. With respect to the seams above the Phalen seam between the Mountain fault on the extreme western boundary of the coalfield and the assumed termination of the deposition area on the eastern extremity of the field near South Head of Morien, there appear to be only such limitations as arise from engineering approach, distance from shore, sufficiency of strata cover between the sea-floor and the upper coal seams, and quality of the coal (with certain reservations as to the continuity of the upper seams under Sydney harbour and in the Sydney Mines-Little Bras d'Or district). Some of these seams have fragmentary land outcroppings from which their persistence seaward is assumed, and there may be other and still higher seams in the strata column which are entirely submarine.

The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). An important problem in the efficient conduct of industry is that of helping the individual employee to formulate an attitude toward his work which will result in the reduction of accidents and the promotion of safety. Perhaps nowhere is the need greater for this type of Psychological training of carefully selected men than at oil refineries whore both the raw materials and the finished products are highly inflammable and explosive in nature. However, the refinery organization usually is well adapted to educational safety activities - much more so than in the producing, pipe line, and marketing departments where the personnel are more or less scattered; but the same general principles of conduct hold true in any industrial organization. This problem of directing the attention of the employees to their specific tasks or helping them to control and frequently eliminate hazards engendered by adverse mental attitude or emotion is met most satisfactorily by carefully selecting applicants and placing them at jobs for which their ability, best fits them. The subsequent training of these carefully selected employees to assure their most effective work in accident prevention mu be accomplished in a variety of ways, such as by personal supervision and instruction, inspections, drills, and by the studied use of well thought out safety pamphlets and posters. This procedure is simple in outline and not original in scope, yet the importance of selecting and training the personnel has, not been generally accepted by the petroleum industry until recent years. In 1926, the Bureau of Mines, while making a study of accidents in the petroleum industry, found that medical examinations of prospective employees were not receiving unanimous endorsement by all companies, and the point was stressed that the selection and allocation of employees was a problem requiring serious consideration in the petroleum industry.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

Coals may be divided into six classes-anthracite, semi anthracite, semibituminous, bituminous, subbituminous, and lignite. The first three cla~ can be distinguished by dHferences of composition, particularly the proportions of fixed carbon and the ratios of the fixed carbon to the volatile matter in the cools. The last three classes can be distinguished by di:fferences in physical character, chiefly in color and in manner of weathering. Lignite is brown, not black, and has generally a woody look, but it weathers in much the same way as subbituminous coals. On exposure to the air lignite slacks or crumbles. The lumps check and fall into small irregular pieces that exhibit a decided tendency to separate into extremely thin plates. Hence lignite deteriorates greatly during storage or long transportation. The most characteristic feature of the composition of lignite is a large percentage of moisture. '!his high moisture content reduces the fuel value of freshly mined lignite, and the partial evaporation of moisture, on expooure, causes th6 fuel to check and fall to pieces. Consequently, attempts to increase the efficiency of lignite as a fuel involve reducing its percentage of moisture and increasing its ability to endure storage and transportation. Both these results are accomplished by briquetting.

One of the most intensive of material rivalries is the confrontation between zinc die castings and plastic injection moldings. Pressed hard by the plastics industry, zinc die casters are learning how to make parts with less material yet without sacrificing quality. The key to this new trend is the technique of Thin Wall die casting. The obvious benefits of Thin Wall are lighter weight and lower cost. Again, obviously, these are the very selling points that put plastics into many appliance and automotive parts formerly made of zinc. One of the factors that has been most conducive to the outstanding growth of plastics has been the increasingly prevalent concept that "adequate" properties are sufficient, especially if there are cost advantages. Most of modern design today is oriented around the reasonable life of a product, rather than indefinitely extended life. This is simply an acknowledgment of the existence of a design environment that pervades many areas, reflecting the life-cyclic desire for change. Too often, so-called "weight-saving" materials end up being very costly - not only in production, but in durability and dependability. Change for the sake of change usually doesn't effect a change for the better. In the majority of cases, the best bet is to design in traditional materials and minimize the material needed, while maximizing the efficiency of the production process. Component prices of products to be produced from either plastics or zinc must be studied in detail to determine which material will produce the lowest cost of manufacture. It is not uncommon for two parts, similar in appearance at a casual look, to have a considerable difference in energy requirements and production costs. Detailed cost estimates of the advantages of each material should therefore be prepared for zinc and plastic parts before the final design and material selection decisions are made.

A blast fragmentation model is developed based on the gamma function to describe the run-of-mine fragmentation distribution. The model presented is aimed to benefit from simplicity in application and also to be efficient in description of the fine to coarse part of the blast rock fragments. In fact, the gamma based model (KC-KUM), gives a unit distribution curve, which is made up of two separate equations, covering different fragment sizes in the muck pile. The generated values of the fines to central part of the equation and the central to coarse part of the equation are connected at the 40 per cent grafting point. For validation, eight production blasts, which were specially designed for this purpose, were carried out at an iron ore mine (Jalal-Abad iron ore mine/Iran). Results achieved by KC-KUM and two of the most well-known models. Kuz-Ram and Swebrec, are compared with measured data. Moreover, to assess the models’ efficiency in presenting the best distribution curve, a Logarithmic error method is chosen. Based on the achievements. KC-KUM has the least deviations by the least absolute log error of 0.52, whereas the values obtained for the Swebrec and Kuz-Ram models were 0.79 and 1.34 respectively. Furthermore, the models were applied to predict X80 for 12 production blasts carried out at Gol-e-Gohar iron ore mine/Iran. These predictions were compared with the results from these trials. The coefficient of determination (R2) and root mean square error (RMSE) are calculated. Consequently, the highest R2 was obtained for KC-KUM at 0.837 with the least RMSE of 11.31. On the other hand, R2 and RMSE are equal to 0.832 and 20.19 for Swebrec; and 0.813 and 19.75 for Kuz-Ram respectively. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. "INTRODUCTION.Luring the year 1923 a complete survey was made of the condition of research in the reduction (milling) and concentration of ores and nonmetallic minerals - that is, up to the stage where the ores or concentrates were ready for hydro- or pyro-metallurgical treatment. This survey was carried on under the general supervision of L. A. Lyon, assistant director and chief metallurgist of the Bureau of mines, in cooperation with the milling committee of the American Institute of mining and metallurgical Engineers, the Massachusetts Institute of Technology, and the University of California. Other institutions, including the National Research council, were of assistance and outlined recommendations during the study.While this report is on ""ore dressing"", it contains short sections on coal and clay. The mechanical handling that these minerals undergo is ""dressing"", so that ore dressing is inclusive of metallic and nonmetallic minerals. ""milling"", in its broadest sense, includes with ore dressing certain other metallurgical treatment which the report is not designed to cover.The survey revealed that considerable experimentation is being carried on great cost to the mining industry, but that the research is in general poorly coordinated while companies and firms are adequately taking care of routine tests and the mechanical features involved in their own operations, no comprehensive study of the fundamental principles of ore reduction is now in progress or contemplated. Many industries, besides mining, are interested in the preparation of materials for final treatment, rendering this investigation of value also to them. This class of fundamental research is neglected by industry unless there is some agency which can bring together at least a majority of this interested in a cooperative effort. It can not be effectively handled by a single company; and, moreover, no company can be expected to bear the whole burden of an investigation to benefit the entire industry or a number of industries hence there is need for concerted study within reasonable limits. Furthermore, co-operation eliminates duplication, which is largely a waste of effort and capital."

The rapid development of transportation facilities in Japan focused the attention of this country on the possibility of converting the existing coal resources (of which there was an abundance) into liquid fuels, for which there was a constantly increasing demand. Previous work had indicated that this could be accomplished by utilizing one of two processes - the Bergius process, in which high temperatures and high pressures were employed to effect direct liquefaction of the coal, and the Fischer-Tropsch process, in which an indirect liquefaction of coal was accomplished by the production of liquid hydro-carbons from hydrogen-carbon monoxide mixtures. This report describes some investigations into the latter process, which was first developed by Fischer and his colleagues in the Coal Laboratory in Muhlheim, Germany, in 1923. By 1932, these investigators had achieved a 60-percent theoretical yield (152 ml. of liquid hydrocarbons per cubic meter of 2H2:ICO synthesis gas) by using a precipitated Co-Th02 catalyst.3/ At the same time (1932), Dr. Kita of Kyoto Imperial University and Messrs. Fujimura and Tsuneoka obtained 145 ml. of gasoline (C5+) per cubic meter of synthetic gas by using a Co-Cu-Th-U catalyst. 4/ This report is a description of the experimental results subsequently obtained at the Fuel Research Institute, Kawaguchi City, Saitama, up to 1935.

Important reserves of nickel ore occur in the Levies district in Oriente, Cuba. The area is mountainous and mostly covered by heavy vegetation. The ore bodies comprise surface tracts of nickeliferous laterite underlain with decomposed serpentine of ore grade. The Cuban Nickel Co., a wholly owned United States Government corporation, owns a plant for leaching the nickel from its ores at Nicaro, Oriente, Cuba, Between December 1943 and March 31, 1954, 5,902,225 short tons of ore was treated, with a recovery of 116,206,519 pounds of nickel (52,711 metric tons). In 1953, 1,330, 224 short tons of ore was mined and 27;"3,129 pounds of nickel produced. The Cuban Nickel Co. also owns a townsite, with the necessary facilities, mining equipment, and 11 miles of railroad. Ore for the plant has been produced from the Ocujal-San Juan claims on lends owned by the Nicaro Nickel Co., a sub¬sidiary of Freeport Sulphur Co. The Government enterprise is man-aged by the Nickel Processing Corp. The Cuban Nickel Co. has denounced mineral concessions and has purchased other claims from private owners.

Literature concerned with management and supervisory training was reviewed and analyzed from the perspective of relative effectiveness of various training methods for improving knowledge and awareness, changing attitudes, improving problem solving skills, improving interpersonal skills, and improving on-the-job performance. Conclusions were drawn relative to each method and the current state of the field of management and leadership training. A 168 item annotated bibliography is presented.

DC plasma-arc technology using a hollow graphite electrode (cathode) has been successfully implemented in the primary metallurgical industry in South Africa up to the 30 MW scale. Mintek has applied its expertise base, established over the past fifteen years, to testing the treatment of metallurgical wastes such as carbon- and stainless-steel plant dusts, lead- and zinc-containing slags, and residues from the base-metal industry. Favourable results have been achieved, and disposable products were produced. The evaluation of numerous wastes indicates that recovery of zinc as metal gives the best economic return from these sources. Direct recovery via a splash condenser or electrolytic zinc extraction from fume are the two preferred alternatives under review. In both instances dehalogenation is an important issue, but can be achieved by suitable treatment processes. The Enviroplas technology provides a flexible, commercially viable approach to the treatment of a wide variety of wastes. Mintek, together with its associate Pyromet CC, are installing a plasma- arc pilot-plant facility with both an ISP lead-splash condenser of about 5 t/d condensed zinc capacity and a combustion chamber to burn zinc vapour to zinc oxide. This will demonstrate the suitability of the Enviroplas technology for treating specific metallurgical wastes, so that customized industrial plants can be engineered based on large-scale testwork.

The 2006 Sago, Darby, and Aracoma mine disasters in the United States (US) forced the US government to implement the 2006 MINER Act and additional regulations that require all US underground coal mines to install and maintain refuge chambers to manage entrapment emergencies, in particular, fires and explosions. However, there is a debate on whether barricading in refuge chambers is a good strategy to survive such emergencies. Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes merits and problems of using refuge chambers and self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. The authors found that the use of refuge chambers may not be the best strategy during extensive fires or when multiple explosions happen. In these situations, mine rescuers are unlikely able to extract miners who are sheltered in chambers and conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as Level 1 Emergency Exercises required in the Australian State of Queensland. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

Roofbolts with expansion anchors have been used at White Pine for more than twelve years, but always with an understanding that their performance was not entirely satisfactory. Some bolts fell out, some were obviously loose, and, when roof failures did occur, very few bolts actually broke. Obviously, there was an anchorage problem. A program was started in May, 1967, to define the problem and to solve it. This paper describes briefly those parts of the program which led to the development of a roofbolt assembly which performs much better in the medium-hard rocks at White Pine. As a result of the changes, significant improvements were found in the torque:tension, tension loss, and pull tests.

A GREAT deal of work has been done at Britannia during the past three years in improving and standardizing rounds for development headings, and the results obtained have been very gratifying. The round which has recently been adopted as a standard for all drifts and cross-cuts has, in some instances, doubled the average length of break formerly obtained. It has also increased the footage of advance per labour shift and reduced explosives' consumption. At the present time, with a shortage of skilled labour, more control is necessar7 in directing the drilling of rounds. The use of a standard round has been o great assistance to the foremen and shiftbosses. NATURE OF GROUND Most of the ground encountered consists of a moderately silicified chlorite schist, known locally as G.M.S (green-mottled schist). It cannot be termed hard ground, because a three and one-half inch Leyner will drill at an average rate of twelve inches per minute. Due to the abrasive nature of the ground, the gauge of the steel wears rapidly and in most cases one set of steel is needed for each hole. The ground is not 'free breaking and holes must be spaced correctly to obtain a maximum break. DEVELOPMENT OF STANDARD ROUND FOR THREE-SHIFT OPERATION Late in 1940, a development programme was started involving 7,000 feet of drifting, 6 ft. By 7 1/2 ft. In cross-section, in two headings. Plans were drawn up to advance the headings on three shifts. Equipment used in the headings was as follows: D.A.35 Leyner?machines, Eimco Model 12B mucking machines, nine one-ton end-dump cars, one Mancha Little Trammer on the longest heading, 20-pound rail, 4-in. 15 compressed-air line, 15-in. Fan pipe connected to 5 h. P. Coppus fan. Diamond-drill cross-cuts, 16 feet in length, were cut every 250 feet. Switches were installed at these cross-cuts and they served as passing points for the cars. One siding seventy feet in length was cut in each heading at approximately the half-way point. The cycle of operations planned was to muck out, drill, and blast each shift. Previous performance in this type of ground indicated that a daily advance of 12 feet to 14 feet might be made. However, if a better type of round could be developed, an increased daily advance would be possible. A study of the time available for each operation in a net working shift of six and one-half hours indicated that the maximum depth of round that could be mucked, drilled, and blasted each shift would be six and one-half feet. When this maximum depth was decided upon, the next problem was to develop a satisfactory round. Due to ventilation difficulties and to the short net working shift, the whole round had to be blasted at one time. In other words, no blasting of the cut-holes could be done.
