The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916/ and an investigation of Illinois coal-w.ashing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coa 1.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. A general description of the geology of the Southern Coalfield is given. The relationship between the Illawarra Coal Measures, the overlying Triassic and the underlying Upper Marine Series, of Permian age as are the Coal Measures, is briefly explained and thestratigraphy of each is described. The eight coal seams are then treated in slightly more detail as to their thickness, quality, areas of distribution and best occurrences.In the last few years each of the authors has been concerned with one phase or other of the stTucture of the field in detail or in mining operations with the result that it is now possible to name a number of monoclines, anticlines, domes and synclines defined in detail. A minor quantitative study has been made of faults and dykes with regard to form, direction intensity and inter-relationship. It seems probable that with the further collection of data a more detailed study in these matters will be of considerable value to the economy of mining in the Southern Coalfield.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Escalating energy and electricity costs have become one of the biggest expenditure drivers in mining operations. During the last eight years, energy costs have trebled when expressed as a percentage of total running cost in South African mines. Power consumption on mines is controlled by three main strategies, namely load clipping where energy use is reduced for parts of the day, load shifting where energy use is shifted to other parts of the day, and energy efficiency where energy use is reduced permanently.To reduce the operating costs of ventilating and cooling underground mines continuously, system optimisation studies must be completed. A part of this paper describes methods that can be used to reduce energy usage by optimising cooling and ventilation systems during planning and in existing operations using network simulation models that accurately reflect the current and planned ventilation conditions. These models are used to examine various options for improving the overall ventilation and cooling efficiency. Furthermore, an overview of refrigeration and cooling practices, and ventilation strategies is presented.Ventilation-on-demand and cooling-on-demand strategies have the potential to reduce both the capital and operating costs associated with mine ventilation and cooling systems. In addition, it has been proven that modern strategies and energy-efficient tactics are technically feasible.It is also important that the correct equipment selection is made. This must be based on the best technology with the highest energy efficiency. Where equipment replacement is being considered, energy efficiency must be one of the key decision drivers.In this paper a number of studies were presented and from the experience and the data presented it is clear that a large financial benefit is possible through optimising ventilation and cooling during the planning of mines or within an existing operating mine.CITATION:du Plessis, J J L, 2015. "IntroductionDURING the past two decades an enormous amount of empirical data has been accumulating on grinding. These data have been obtained by mill operators on grinding ores with a diversity of characteristics, and generally they have been published. However, whenever an operator, who has started milling on a new ore, has tried to find a case in literature which would exactly fit his particular grinding problem, he has failed. Evidently, something fundamental has been lacking in all these empirical data, and, as a consequence, each new operator has had to undertake his own experimenting, get the best results he can, maybe publish these results, and let it go at that. This, in the writer's opinion, has been• due to the fact that even the ablest and most inquisitive millman has been forced to look on grinding as an art, and so, except very rarely, has not been able to find the time to stop and think; if he did so, it was rather in a philosophic way, that grinding is a fundamental process, a process that takes place in river beds, on the sea shore, etc.Nevertheless, when all the data so far published are correlated and examined as a whole, one is struck with the advances that have been made in grinding. The writer (7) had made such a study in 1949, and, when the correlation was completed, it showed that there was nothing heterogeneous about the accumulated data and that when brought together they were in harmony with each other. The writer's conclusion was that, if grinding criteria were defined and were expressed in such a way as to make integration of any data into basic formulae possible, grinding would be established as a mathematically exact science, and grinding worries of the harassed mill operator would be at an end!The first attempts to rationalize comminution were made by Rittinger and Kick. However, their theories led to endless disputes which did not accomplish much, except possibly clearing the path for subsequent investigators."

Progressively more stringent emission limits and advances in regulations and enforcement have made air compliance more difficult for metallurgical facilities. This has historically required improved collection and treatment of stack sources. Fugitive emission reductions are now increasingly required to achieve compliance. Typically small in magnitude, fugitive emissions have a disproportionate impact on ground level concentrations, can be visible to the public and can influence workplace health and safety. Moreover, these emissions are complex, as they are spread over multiple sources, distance and time and are affected by various activities and conditions. As such it is difficult to find, define and monitor these emissions and their impacts. This difficulty translates to the design of emission reduction measures and operational requirements. This paper presents an overview or ‘heuristic’ of fugitive emissions management for compliance in existing operations. This includes aspects such as the impact of regulations on project scope, approaches to developing a comprehensive emission inventory, considerations for solution development and the plant’s role in sustaining compliance once achieved. Case studies are presented to demonstrate how portions of this approach have been applied.

"Mineral exploration properties are those on which an economically viable mineral deposit has not yet been discovered. Such properties are bought, sold, optioned and joint ventured on the basis of their perceived potential for the existence and discovery of a viable mineral deposit. The intrinsic value of an exploration property is therefore based on the exploration potential. One measure of the exploration potential is the amount that can be justified to spend on exploration for a viable deposit.The appraised value method uses a cost approach to value exploration properties. It is based on the premise that an exploration property is worth the meaningful past exploration expenditures plus warranted future costs to test remaining exploration potential. Results of past exploration work are analyzed in order to retain only those past expenditures that are productive in terms of identifying remaining potential. Warranted future costs comprise a reasonable exploration budget to test that potential."

Investigating blast vibrations typically utilises scaling and attenuation models for prediction of vibration amplitude over a range of charge weights and distances. A number of generalised relationships have been established from many years of far-field data analysis, where small changes in charge weight and ray-path distance are less critical. Under far-field conditions, small variations in local geology or geometry do not significantly affect the vibration scaling behaviour over an expected range of data. In the near to intermediate-field (less than 5 times the explosive charge length), small variations in wavepath and rock mass conditions between a blast and a monitoring point can greatly affect the outcome of vibration modelling. This case is especially true for underground blasting in sublevel open stoping, where the paths of blast-induced vibrations regularly encounter voids and preconditioned ground.

A computer simulation has been developed to estimate the chances of a miner making a successful escape while wearing a SCSR. The model takes into account: (1) training in the use of SCSRs, (2) apparatus integrity, and (3) the oxygen cost of a mine escape. This Bureau of Mines report examines survival odds for a prototypical escape, and illustrates how these odds change when SCSR training is improved.

"The Nechalacho deposit, located in the Northwest Territories, Canada, is a heavy rare earth element (REE) deposit. The main REE-bearing minerals in the deposit are zircon, allanite, bastnäsite, synchysite, columbite (Fe) and fergusonite. Previous work investigated the use of gravity and magnetic separation in the processing of this ore and showed that coarse particles following grinding were enriched in zircon, suggesting the potential for selective comminution. The current work investigates the possibility to selectively comminute gangue minerals and concentrate REE-bearing zircon into coarser size fractions. The ore was ground wet in a laboratory rod mill for various lengths of time (0, 10, 20, 30, and 40 min). The resultant products were analyzed using ICP-MS, to determine the distribution of zirconium and REEs in the different size fractions produced after grinding, and QEMSCAN, to identify mineral phases, mineral liberation and the distribution of minerals. Optimum grind sizes for the upgrading of zircon due to selective comminution were then proposed, and dense medium separation was investigated as a means to further concentrate zircon.It is important to note that this process is not representative of the currently selected process design or recovery for the Nechalacho deposit. Any application of this process to this deposit would require optimization in order to ensure appropriate grade and recovery targets are met.INTRODUCTIONThe rare earth elements (REEs) are the fifteen elements in the lanthanide series of the Periodic Table, as well as yttrium (scandium is excluded in this work). Traditionally, REEs are categorized into two groups: the cerium sub-group of “light” rare earth elements (LREEs); and the yttrium sub-group of “heavy” rare earth elements (HREEs) (Golev et al., 2014). The LREEs comprise the first six lanthanides (lanthanum through samarium) and the HREEs comprise the remaining nine lanthanide elements (europium through lutetium) coupled with yttrium (Golev et al., 2014). HREEs are much less abundant in the earth’s crust and on average are more expensive than LREEs (Seredin, 2010). Of the fifteen REEs, the production of neodymium, europium, terbium, dysprosium and yttrium has been determined to be most critical due to their scarcity, high demand and criticality in many high-technology and clean energy applications, such as in illuminated screens for electronic devices and permanent magnets in wind turbines (Seredin, 2010; U.S. Department of Energy, 2011). These five elements are classified as critical rare earth elements (CREEs) (U.S. Department of Energy, 2011)."

In the Bayer process for alumina production, between 2–35% Al2O3 is lost with bauxite residue due primarily to incomplete dissolution of aluminiumbearing minerals during caustic leaching or the precipitation of sodium alumino-silicate solids. The recovery of sodium and aluminium from the residue, and particularly from the contained sodium alumino-silicates, is becoming an increasingly critical issue from both an environmental and economic standpoint. Lime-soda residue sintering followed by selective leaching has been proposed as a method to recover sodium and alumina. The factors influencing the sintering mechanisms and kinetics, and the subsequent leaching have not been well described to date. In this study, the physical and chemical changes taking place during isothermal sintering of bauxite residue in air, particularly at short reaction times are investigated using scanning electron microscope (SEM) and X-ray diffraction (XRD). The impacts of these changes on the recovery of valuable materials are reported.

Newmont Australia is the operator of the Mt Leyshon mine near Charters Towers, Queensland. Mt Leyshon is an open cut gold mine, which processed on average 5.0 Mt of ore and produced up to 250 000 ounces of gold per year. Mining was completed in early-2001, followed by treatment of low-grade ore stockpiles for a further 12 months. Approximately 250 ha of waste rock dumps have been rehabilitated. Rehabilitation of two of the three tailings storage facilities (TSF) has been completed and the third is in progress. A field performance monitoring system that includes an automated meteorological station, large-scale lysimeters (measurement of net percolation), and in situ moisture content sensors (measurement of moisture storage changes in the cover material) were installed to monitoring performance of the cover systems placed on the waste storage facilities. This paper focuses on the installation and calibration of the in situ moisture monitoring system. The moisture monitoring system provides automated detailed in situ volumetric water content data above and within the large-scale lysimeters. A portable unit that provides spatial in situ moisture content measurements at additional locations on the cover system is also utilised. The paper will focus on installation and calibration of the in situ water content monitoring instrument in the waste rock, coarse cover material, and fine textured cover materials of the tailings facility and waste rock dump cover systems.

From 1895 to 1932, inclusive, 1,0163/ men were killed in and about New Mexico coal mines. Of these, 473 (approximately 47 percent) were killed in the 17 explosions listed in this paper. The second largest explosion of record in the United States, in so far as fatalities are concerned, occurred in New Mexico. The data in this circular were taken from publications of the United States Bureau of Mines and published annual reports of the State inspector of coal mines of New Mexico. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which 5 or more men are killed. A few minor disasters are included, however.

"Evolution Mining is the sole owner of the Mt Rawdon open cut operation, located 75 km south-west of Bundaberg in Queensland, Australia (Figure 1). It is a massive, volcanically hosted, low-grade gold deposit that exhibits excellent characteristics conducive to low cost mining and treatment.In 2014, Mt Rawdon began investigating initiatives to deliver higher mill throughputs without any significant capital expenditure or modifications to the existing processing plant. Various studies have shown throughput increases are possible by applying more blast energy, essentially by reducing feed size through blasting and leaving less work for the comminution circuits (Brent et al, 2013; Ziemski, 2011; Workman and Eloranta, 2003).Given that 53 per cent of energy used on a mine site is consumed by the comminution circuit, with only two per cent being consumed by drill and blast (Smith, 2013), it makes logical sense for a mining operation to align their drill and blast with their processing plant. The term commonly used when exploring this relationship is a ‘Mine to Mill’ program.Over nearly 12 months, various blasting options and Mine to Mill methodologies were tested at Mt Rawdon. Throughout the journey, it was abundantly clear that the Mine to Mill initiative is not as simple as making one technical or physical change and expecting an improvement. Rather, true sustainable improvements demand a paradigm shift across both the mining and processing cultures, where all departments are aligned and working towards the one outcome. This true overarching Mine to Mill mentality, enabled by Vistis™ 250 high energy bulk explosive, ultimately led to a sustained increase in throughput and profitability of the Mt Rawdon operation.Citation:Wallace, G and Morton, D, 2016. The Mt. Wright Underground Mine is located near the town of Ravenswood in North Queensland and is operated by Carpentaria Gold – a wholly owned subsidiary of Resolute Mining Limited. The establishment of the world’s first Sub Level Shrinkage (SLS) mine from a tradition Sub Level Open Stoping operation has proven to be a geotechnical challenge which has required tailored solutions to overcome unique issues. This paper will be broken into two distinct sections that will outline: a brief overview of the mining method and how the SLS method was chosen; and how the SLS is managed and key geotechnical learnings. The story of the world’s first SLS originated from the need of a bulk mining method to ensure the viability of Mt. Wright into the future. Traditional bulk mining methods such as; Block or Sublevel Caving were originally ruled out due to the low natural ‘cavability’ of the orebody and the proximity of the orebody to existing major infrastructure (Decline, Ventilation Rises and Egresses). The first section of the paper will outline the key geotechnical information that helped decide the SLS method in addition to how continuous backfill influenced the design. The second section is intended to address issues that the geotechnical engineers encountered since the inception of the SLS. The feature topic of this section is mining induced stress. Like most bulk mining methods, Mt. Wright had success when the production front was running parallel to the stress (production front being ‘shadowed’ from the stress). This was until a design change, forced by a splitting ore body resulted in this shadowing effect becoming harder to achieve. As a result, rehabilitation and production hole re-drilling become a regular occurrence, which teamed with a strict set of access controls made the production cycle longer and harder to complete. A single stage ball mill-cyclone circuit was extensively tested for its reactions to step changes in three controllable variables: feed rate, water to cyclones, and water to the ball mill. A series of carefully designed tests are to be carried out in order to determine relationships between the various ball mill and cyclone parameters. Cyclone overflow particle size distribution is to be continuously monitored during the tests using an ultrasonic device. Other circuit variables that are to be measured and recorded are feed rate, ball mill mass flow, cyclone feed and overflow densities, cyclone feed sump level, water flows, etc. Once the circuit performance is defined, two types of grinding circuit control systems will be evaluated: (a) mass flow-based; (b) particle size- based. Results obtained by each approach in terms of feed rate and cyclone overflow size distributions are discussed. The high sensitivity of continuous particle size measurements to grinding circuit disturbances is emphasized.

"The study of the physical properties of asbestos minerals requires a careful isolation of the fiber from the wall rock and, at a later stage, a comparison of these physical properties with those of fibers that have passed through the milling and beneficiation processes.The effects of mineral impurities, loss of fiber length and the formation of extreme fines (asbestic and/or associated minerals) often show up in the formation of special asbestos products as well as in the commercial production of asbestos papers, mill-boards, asbestos cement products, plastics and insulation materials, and in the filtration of blood plasma and wines.Numerous test methods have been developed in Canada and in England for use in the asbestos industry. Special treatments of asbestos fibers have been used to improve their physical and chemical properties and to eliminate impurities.Numerous problems connected with the use of asbestos fibers are discussed, such as the effects of asbestos on filtration, surface area, surface treatments using organic or inorganic materials, the surface charge on the fiber, the presence of magnetite and air pollution elimination. Biological studies on finely ground asbestos, when dispersed in 0.9 per cent sodium chloride solution and then sterilized and injected into hamsters, show that by reducing the dose, the tissue damage can be largely avoided. In these experiments, Arizona asbestos fibers were carefully extracted from the wall rock, finely ground, and examined chemically and micros-copically for any mineral impurities that might be present so that any effect on the hamsters would be directly due to the presence of the asbestos. The harsh Arizona fiber induced more extensive tissue response than the soft fiber when tested in hamsters."

The growing popularity of perlite (sometimes spelled pearlite) as a raw material for thermal expansion into pumicelike products in the Western States has prompted a preliminary investigation of the properties of such material and the problems that want solution to put a perlite industry on a firm foundation. The Bureau of Mines is undertaking the gathering of data and the solution of these problems, and the following paper records some of the available information. and the promise of the material, with some comparisons of advantages of the various competing lightweight aggregates that can be made from siliceous volcanic glasses and rocks containing entrapped or dissolved water that causes their expansion on' quick heating to their softening points. This new industrial rock has caught the fancy of the mineral industry in the western States because it has Fume advantages over natural pumice. Chemically, it is typified as rhyolitic in composition, and one may find obsidian, rhyolite, pumice, pumicite, and perlite from the same vant and contemporaneous in origin. The material need not be rhyolite but should be a siliceous or acid lava and contain 2 to 5 percent water still in "solution" in the rock. On quick heating to the softening temperature the material puffs, due to conversion of the contained eater into bubbles of steam. Slow heating causes gradual release of the imprisoned water by decrepitation and. cracking and-results in, very little puffing. Perlite is often in the form of ovoid volcanic bombs formed by explosive eruption of large masses of lava into the air, where they, quickly cool, with escape of little of the contained water, exceptt perhaps for a hollow interior. Since they cool in layers they have an onion-type structure and a pearly luster from interference of light between the. layers, which is' the origin of the name "perlite." Perlite may occur in intruded flows that have been quickly cooled and partly expanded but retained most of their magmatic water content. Obsidian may be the same lava cooled quickly under conditions that prevented crystallization of feldspars and other minerals, leaving the volcanic glass that may or may not retain all of the original contained water.
