This study presents a comprehensive thermodynamic optimisation and sustainability analysis of the secondary copper smelting process for Waste Printed Circuit Board (WPCB) recycling. The study investigates various scenarios with different proportions of WPCB in the input stream, ranging from 0 per cent to 100 per cent. Through thermodynamic modelling using FactSage™ version 8.1, the optimisation process is conducted in three stages. The results of the thermodynamic modelling indicate that the best-case scenario for WPCB recycling is achieved with a 40 per cent proportion of WPCB in the input stream. This case exhibits a maximum copper recovery of 99.93 per cent while minimising the formation of other waste. In addition to the thermodynamic analyses, environmental factors such as the carbon emission index and resource utilisation efficiency are studied. The 40 per cent WPCB recycling case exhibits a resource utilisation efficiency of 93.055 per cent and a carbon emission rate of 0.133. The present investigation highlights the significant benefits of a 40 per cent WPCB recycling scenario through a secondary copper smelting process in terms of base metal recovery and energy efficiency, thus emphasising its potential for sustainable PCB waste management and resource utilisation.

INTRODUCTION Metallic minerals have been formed only through complex geologic processes which took place at certain stages of the earth's histrory. Their concentration, abundance, and distribution are, therefore, restricted geologically, and very small in global scale. Ore is a mineral deposit or mineral concentration from which metals can be economically extracted by the contemporaneous technology. By this definition, several factors should be considered before any mineral deposit is regarded as an ore. The grade of mineral concentration and the scale of the reserve are most important. Demand for the metal and its price are the other factors. Advancement of technology in mining and extraction are also vital. Copper, for example, is now commonly extracted from the ores containing less than 0.3% of the metal. However, in the 1700's the common minerable grade was about 13%, and in the 1900's between 5 to 2.5%. This decrease in minerable grade is a function of not only the demand for copper, but also technological progress in mining and metal extraction in this case. Availability of ores has recently been subject to political factors, which were not the primary concern in the past. The petroleum of the Middle East is the prominent example. The metallic minerals are classified into three categories. The first one is the minerals free from these factors mentioned above. Iron and manganese belong to this category. The second category include aluminum, copper, nickel, cobalt, titanium, lead and zinc. These metals can be provided by the future progress in technology which enables the use of lower grade deposits. The third one represents the metals whose occurrence is geologically limited, and, thus, subject to the political factors. Niobium and tantalium are the example. In this article, I discuss these minerals in detail to give an outline of the factors which brought their concentration, distribution and availability. SELECTED MINERAL CONCENTRATIONS Iron Major iron ore deposits are the features of the relics of ancient continental crusts. They are found in all the continents where the Precambrian rocks expose. They do not occur in the oldest rocks (3,000my old) nor in the youngest ones (600my old). They are sedimentary rocks, normally, exhibiting alternations of bands of iron oxides (magnetite and hematite) or iron silicates (especially greenalite), and bands of silica, variously described as jasper, quartzite and chert. The best known banded iron ore deposits exist in the Lake Superior region of the North America, and their distribution extends at intervals to Labrador of Canada. Other examples occur in the U.S.S.R. Brazil, Venezela, India, the mainland China, and southern and western Africa (Liberia and Guines) (Table 1). Recently large deposits have been discovered in the Hammersley region of the western Australia, and northern and central region of Brazil. These ore deposits were originally formed in shallow seas where simple but abundant life existed. After the deposition, enrichment processes , related to tropical weathering, have brought about wholesale removal of silica to produce the deposits of best quality. Ores with 50-60% iron represent the best products in the Precambrian fields. Since local reserves of this high grade ores approach to exhaustion, benefication processes have been used effectively to upgrade much leaner ores (for example, taconite with 20-25% iron in Minesota, U.S.A.). There are two other types of iron deposits. Ironstone, a sedimentary rock containing goethite, chamosite and siderite, first appeared in early Paleozoic times in the stratigraphic record, and reached its Zenith in the Jurassic. Similar bedded iron deposits are found in the belt from the Cleveland Hills to Oxford in England, and in the "minette" oolitic ores of Alsace-Lorraine in Luxenburg and France. The iron content of these ironstones seldom exceed 30%, but they usually contain calcite and are self-fluxing. They also have phosphorous as undesirable impurity. Because of the grade and impurities, they require more fuel than the Precambrian ores. The third type of iron ore is associated with igneous activity and consists of magnetite and some hematite, and apatite. This deposit is believed to be a product of magmatic differenciation. It occurs in Kiruna of Arctic Sweden. The iron ore, therefore, present no global shortage problem. They extend to considerable depths. Their concentration is largest among the metals. If low grades were treated, the resource can be stepped up much substantially. Manganese Manganese is a ferro--alloy metal, thus, essential to the manufacture of sound steel. Manganese comes from manganese oxide and silicate ores. Many minerals contain manganese, but only a few oxides, silicates, and, in some places, carbonates (rhodecrosite) are mined as ore. The purpose of the study was to 1) examine the social and economic impacts of surface mine blasting in relation to variations in conditions of terrain and geology, population density and type, levels of ground motion and air blast; 2) consider technical, legal and government policy issues; and 3) examine the potential, nature and extent of surface mine blasting impacts and its regulations upon both communities and surface mining companies. Phase One designed the empirical research and technical analyses of Phase Two, focused upon surface coal mining and quarrying in the Eastern U.S. Several broad conclusions are evident: 1) blasting is not the major issue for communities or surface mine companies; 2) while the number of instances of severe cracking or annoyance are relatively small, the impact can be severe for individuals immediately involved; 3) blasting/drilling cost curves tend to rise significantly at intervals below 1.0 particle velocity, in/sec, dependent upon the size of a permit area and the size of a mine; and 4) the legal, complaint, cost and density analyses do not suggest the need for a general lowering of present regulations.

The three types of specifications which are used for micropile work are: ? Performance Specifications: The contractor is permitted control over certain design and/or construction procedures but must demonstrate to the owner through testing and/or certification that the final product meets the specified performance criteria. This method allows and encourages the contractor to provide a competitive and/or innovative micropile design within the framework of the overall design requirements. The responsibilities for the work are shared between the owner and the contractor. ? Open Specifications: These leave the scope and design of the installation up to the micropile contractor. This method is the most common for securing bids on temporary micropile work. The responsibility for design and performance is clearly placed on the contractor. Open specifications are not recommended for permanent applications. This method allows the contractor to select the most economical micropile system. ? Prescriptive Specification: The Owner describes specific procedures that must be followed, but which may not necessarily describe the objective of the work. When prescriptive specifications are used, the owner is responsible for the proper performance of the system. The contractor is responsible for satisfying the details of the specifications. Performance specifications are the most common and best reflect the challenges and interests of micropile technology and applications.

The commercial development of petroleum and natural gas fields has reached its present status within 60 years and is still considered by some operators to be "100 per cent wildcatting." 1 A tendency to drill for gusher production, the production that yields big returns in spite of any mechanical defects in drilling methods, has frequently caused drillers to pass by oil-bearing strata of comparatively small yield and actually to overlook rich oil zones in proved fields; in addition, whole fields have been ruined by water because development methods were never carried beyond a hole-in-the-ground stage.2 Unfortunately, the petroleum industry has no mine dumps or tail. ing piles as at metal mines to yield fortunes through later and bette!' methods of treatment. The wasted oil and gas are gone, as are the time, money, and effort wasted in ill-advised or haphazard drilling. Probably as production costs increase less oil will be wasted, but the need to develop and produce from sands of low yield will become more urgent with the increase in consumption of oil and the decrease in supply. Hundreds of wells are producing steadily as the result of months and perhaps years of careful prospecting and of tests during drilling. The Bureau of Mines has studied the testing and drilling methods used at such wells, and presents in this paper a criticism of these methods and suggestions on future work. The term pr08- pecting here means correct identification and measurement of strata as they are exposed by the drill. The term testing means the determination of the kind and amount of fluid stored within the pores or crevices of any stratum exposed in the hole.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network, and 2)development of , set of digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the model; and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated for their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.

A literature review on quantitative analysis of mine safety studies revealed that investigators use a wide range of statistical techniques for the analysis of mine injury data. Researchers have addressed the various issues of accident causation and prevention through analysis of mine injury data collected from mines. These studies are generally based on historical accident/injury data without considering the injured person/population at risk. In this paper, a public health approach, based on scientific methods of epidemiology, is presented to address mine safety issues. Epidemiology is the scientific study of disease and injury patterns among populations in time and space. Originally, epidemiology was concerned with epidemics of communicable diseases. Then it was extended to non-communicable diseases. Safety researchers found that epidemiologic methods are the best tools for injury research, because the occurrences of injury and the occurrences of disease are quite similar. As a result, some researchers started applying this concept to injury research. This paper presents some of the techniques used in epidemiologic studies and illustrates the application of a case-control study design to evaluate the role of some risk factors associated with injuries in underground coal mines. In this study, the injured persons were identified and, simultaneously, interviews were conducted to find the significant risk factors responsible for occupational injuries in coal mines.

The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S. Bureau of Mines report, IC 8179, "Safety Recommendations for Sensitized Ammonium Nitrate Blasting Agents" (1963).

Unweathered low-grade calcareous phosphate rock of about 20 percent P205 grade was beneficiated by a procedure in which contained carbonates were decomposed by calcination at about 1,000° C. On quenching the hot calcined rock in water, major impurities passed into a slime phase which was mechanically separated from a coarser concentrate fraction. Phosphate rock of two major types was beneficiated in batch-scale studies yielding concentrates containing 31.3 to 38.5 percent P205 at recoveries ranging from 54.8 to 86.0 percent. The samples were from two major deposits in India. Processing information gained was utilized in extending the work to a continuous-flow system, processing phosphate rock at rates up to 157 kilograms per hour. Superphosphate exceeding 16 percent water-soluble P205 was prepared from concentrate derived from continuous-flow processing.

Successful longwall gate entry design requires control of both vertical and horizontal stresses. Vertical, or overburden, stresses are most severe in the tailgate where they are concentrated by longwall panel extraction. Horizontal stresses, which are generally tectonic in origin, can be highly destructive during the development and headgate phases of longwall mining. The goal of this paper is to present the current state-of-the-art in detecting and controlling horizontal stresses. The information presented was collected through site investigations at 45 U.S. longwalls and an international literature review. The paper begins with a discussion of the present knowledge of regional in situ stress fields in the U.S. A review of available underground stress measurements from coal mines is presented, along with data collected by structural and petroleum geologists. The combined evidence indicates that a persistent ENE-EW trending stressfield is present throughout the eastern coalfields. Experience with horizontal stress in longwall mines is addressed next. The paper focuses on the northern Appalachian region, where the effects of horizontal stress have been most evident. Three case histories are discussed in detail, and the solutions each developed are highlighted. Observations made in the Southern Appalachian, Alabama, and Illinois coalfields are also described.

A method was developed for testing the anchorages obtained with 3/4-inch, expansion-type, headed bolt and shell assemblies. The apparatus is a modification of that used in testing -inch-diameter, slotted-type bolts. Four makes of expansion-type shells were used in 64 tests made in sandstone and shale roof. The results show that for 3 makes of shells the anchorage effectiveness is independent of the installed land, and for the fourth make of shell a better anchorage is obtained when instilled at a load of 8,000 pounds. The results also show that deformation of the expansion plug influences the majority of the anchorages obtained with two makes of shells. This deformation causes a larger increase in displacement for a given added increment of load. The data from 48 of the 64 tests were combined to establish a relationship between average displacement and increase in bolt load (above the installed load). This relationship can be used to evaluate the anchorage effectiveness of any 3/4-inch-diameter, expansion-type, headed bolt and shell assembly tested in the field.

The current State-of-the-Practice is grounded heavily on deterministic characterization and assessment of the performance of civil engineering infrastructure. In particular, flood defense systems, such as levees, have been evaluated within the context of the Factor-of-Safety where the computed capacity of the system is compared with the code specified demand forces. Uncertainties associated with the capacity and demand forces render deterministic modeling incomplete. In particular, two structures with the same Factor of Safety can have vastly different probabilities of failure. While efforts have been made to assess levee vulnerability, results from traditional engineering approaches omit important factors because they do not account for uncertainties included in analytical modeling, and natural variabilities, or human and organization factors. This paper utilizes risk assessment methods to advance methods for quantifying the contribution of uncertainties to engineering analyses, and thereby provide additional information to help assess sustainability of geotechnically engineered systems. The probability of failure of a geotechnically engineered system is directly impacted by how well the system is understood, and how uncertainties are incorporated in development of understanding of the system. This paper presents methods to evaluate two types of uncertainties for three potential failure modes of flood protection levees: underseepage, slope (or levee) instability, and overtopping/erosion. These analyses account for two types of uncertainty: 1) Type I – inherent uncertainty, 2) Type II – analytical modeling uncertainty. Human and organizational task performance and information development and utilization uncertainties are not included in these analyses. This paper focuses on the behavior of the flood protection levee system for Sherman Island, a western island in California’s Delta. Sherman Island is of critical importance to California because of the very important infrastructure systems that pass under, on, over, and adjacent to Sherman Island, including: natural gas pipelines, regional and interregional electricity transmission lines and telecommunication facilities, two deepwater shipping channels; and State Highway 160, a link between major transportation expressways. The work evaluates current (year 2010) and future conditions (year 2100) and incorporates variations in capacity and demand arising from projected human response activities and global climate change.

The availability of mineral aggregates for construction purposes is rapidly declining through inadequate resource planning. restrictive zoning and legislation , and competing land uses. The Geological Branch of the Ontario Ministry of Natural Resources has undertaken to provide aggregate inventory reports for all townships designated under The Pits and Quarries Control Act, 1971, and eventually for all towns hips in heavily populated areas. The reports contain maps and recommendations for extractive zoning by municipalities; of necessity only the largest deposits are given priority recommendations. It is intended that these reports should improve the resource planning in areas underlain by large aggregate deposits. The inventory is only possible because a concentrated effort has been made to map the Quaternary geology of populated areas over the last ten years. Future needs require that we develop methods to determine the extent of poorly defined and buried aggregates and that we look for natural alternatives.

"Post-grouted drilled shafts (PGS) are a deep foundation system in which grout is injected at high pressure throughout the tip after the drilled shaft has been installed. Pressure grouting of drilled shaft tips can significantly increase the ultimate capacity and stiffness of drilled shafts. Conventionally constructed drilled shafts usually require higher axial deformation to develop the available side friction and the tip resistance simultaneously. They also tend to have higher tip compressibility and reduced end bearing capacity due to disturbance at the bottom of excavation during drilled shaft construction. PGS foundations have been found to be a cost-effective solution to compensate for this capacity reduction and/or compressibility increase. PGS construction procedure counterbalances tip compressibility and end-bearing capacity reduction. The tip grouting also has a pre-stressing effect over the shaft side friction since the drilled shaft tends to move upwards during the pressure grouting of the tip. After grouting, a bulb tends to form at the pile tip pre-compressing any disturbed material and, in certain cases, increasing the tip area, thus increasing shaft tip capacity.PGS load-settlement predictions using a load transfer approach are presented in this paper and compared with corresponding load test data. The paper also presents the main findings of load transfer analyses that were carried out to investigate the potential different factors that may be contributing to the observed improved performance of PGS over conventional drilled shafts. Results show that the two main factors, that may have a significant contribution on the overall performance of the foundation by increasing its ultimate capacity at any given level of settlement, are the stress-reversal of the skin friction and the formation of a grout bulb at the tip. The grout bulb tip contributes primarily through the increased tip area and to a lesser extent through increased stiffness and strength of the soil in the vicinity of the pile tip."

Most of the iron ore washing plants set up in India consist of sizing of the ore by dry / wet screening, washing and classification by screw classifiers followed by multi-stage hydrocycloning of screw classifiers? overflow. The underflow of the hydrocyclones forms the concentrate which is used for pellets making. As the cut-point of hydrocyclones is generally at 20 microns, relatively lower diameter cyclones in a cluster with parallel feeding are used. This is found to, often, result in choking of the spigots, at times, by extraneous material as well reporting along with the slurry. It is observed to lead to sub-optimum performance of the cyclones with loss of iron values into cyclone overflow and thereafter into tailings. Analysis of data of an operating beneficiation plant (Beneficiation Plant - 1, BP - 1) of M/s Jindal South West (JSW) Steel Limited, Karnataka, India over a period of one year indicated that weight recovery of the concentrate from two-stage hydrocycloning was 45% (with respect to feed to the cyclones) and assaying 63.43% Fe, 4.43% SiO2 and 2.32% Al2O3. CSIR - National Metallurgical Laboratory - Madras Centre (NML - MC), India developed flotation process for processing screw classifier overflow with a view to improve the recovery of ultrafine iron values from it. Detailed investigations at laboratory scale flotation column and on-site pilot plant trials proved that the production of the concentrate and productivity of the plant could be enhanced by adopting reverse cationic column flotation technology. It was established that a typical screw classifier overflow analyzing 60.54% Fe, 5.95% SiO2 and 3.67% Al2O3 could be upgraded to 64.21% Fe, 2.64% SiO2 and 2.20% Al2O3 with 82.7% weight and 84.7% Fe recovery. This translates into an increase of 80% in weight recovery of the concentrate compared to what is being obtained, at present, by two-stage cycloning. It had an added advantage of reduced SiO2 in the concentrate. Thus, SiO2 in the final concentrate could be reduced to 2.64% from 4.43% by adopting column flotation. The concentrate so generated meets the stringent specifications, especially in terms of alumina in it(should be less than 2.50%) for pellets making. Later, JSW Steel Limited set up the flotation plant in BP - 1 based on the process developed by NML - MC and was commissioned in 2010. "The Hollinger gold mine is in the Porcupine area, Cochrane district, in northern Ontario. The adjacent town of Timmins, which has a population of 25,856, lies 490 miles by railway north of the city of Toronto.The property was staked in the late summer of 1909. The original four claims were staked by Benjamin Hollinger, after whom the mine was named. Development commenced in the autumn of 1909 and mill construction in the winter of 1910. A catastrophic forest fire swept the district in 19ll, destroying the surface plant, so that the original 300-ton mill was not completed until June 1912. From that date up to December 31, 1945, 44,280,750 tons of ore have yielded 13,636,796 oz. gold and 2,613,354 oz. silver. The total value of the production has been $363,638,315.0REBODIES AND MINERALIZATIONThe orebodies consist of quartz veins, stringer lodes, and scockworks, with associated pyritized wall-rocks. The width of individual orebodies, as exposed by mining operations, ranges from 1 to 70 feet and averaged approximately 10 feet in 1942. The vein system forms a complex pattern in a favourable zone, which in places is 6,000 feet long and 4,000 feet wide. The deepest level being developed is 5,150 feet below the surface. Few veins are persistent for long distances, although some are continuous for more than 1,000 feet longitudinally and vertically.The host rocks consist of a closely folded series of Precambrian lava flows of Keewatin age. These are schistose and hydrothermally altered, but are believed to have originally been of intermediate to basic composition. The schistosity strikes N.70°E. and dips to the south at 75° to 80°. The structure of the formations is complex, but in the principal ore-bearing zone the general dip of the flows is to the south at a slightly flatter attitude than the schistosity."

"INTRODUCTION What is the primary responsibility for geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer – ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geo-engineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this paper will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face. WHAT IS OUR PURPOSE? A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question above. I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor groundwater levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: SAFETY. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or groundwater. The objective of a hydrogeologist is to ensure the soil or rock around an open pit or underground mine is dewatered; this specific objective will reduce pore pressures which could lead to a possible ground failure. They ensure a working bench/UG level is dry, so operations are not dealing with adverse conditions while mining. A geotechnical engineer is expected to use all available information and engineering judgement to provide design recommendations, so that the mine will not catastrophically fail. Additionally, they will implement the monitoring systems to identify hazards in advance in the event that the design is flawed and people need to be evacuated. We all know that safety is important to everyone; however, our particular set of technical skills play a significant role in ensuring the safety of a large portion of the global mining workforce."

Introductory The Alberta Provincial Government has contemplated a revision of the Mines Act for some time past, and it is understood that a definite decision has now been made to do this at the next session of the Legislature. The Operators' and Miners' organizations of the Province have been asked, or at least have been given the opportunity, to submit their views and ideas relative to the proposed changes. The operators have already drafted out a number of changes which they feel would improve the Act from the standpoint of safety and practicability, and this paper has been prepared so that the general membership of the Rocky Mountain Branch of the Institute, which is composed largely of the operating and certificated officials of the mines, might have an opportunity to discuss, criticize, and improve upon the suggested changes which the operators are putting forward.

"Since 1985, a comprehensive automation system has been installed at the Outokumpu Oy Zinc Plant, Kokkola, Finland. In leaching and solution purification special sample handling equipment, on-line analyzers and instruments, and a computer-based control system with duplicated supervisory stations have been installed. The system has enabled closer control of the process and more efficient use of labor. Since its installation recovery of zinc has improved, and use of zinc dust, steam, and water have decreased. The system has performed reliably. It includes optimizing programs and process study tools, which facilitate improving process performance. An expert system has been built-up to prompt process personnel to take appropriate action on the basis of process data. In electrolysis a similar system, based on extensive monitoring of the process and of production of zinc cathodes, is used to maximize- current efficiency by maintaining optimum conditions in the process. It is planned that in the future the control systems will be integrated and extended to cover the roasting plant and effluent control.IntroductionThe Zinc PlantThe Zinc Plant of Outokumpu Oy Metallurgical Division at Kokkola, on the West Coast of Finland, has grown from a 90,000 t/a plant founded in 1969 to become, with its present capacity of 170,000 t/a, one of the world's ten largest zinc plants. Especially since the completion in 1988 of a thorough modernization programme, it is also among the world's most modern.The Kokkola plant takes its raw materials from Outokumpu's own mines, Vihanti and Pyhasalmi in Finland, and Tara in Ireland, and from outside sources. Concentrates are roasted in two Lurgi fluid-bed furnaces, and the calcine is leached and iron removed by the Conversion process. Following this copper, cobalt, and cadmium are removed, and zinc is refined by electrowinning. The leaching and purification, and the cell-house are automated under computer-based control, and anode and cathode handling in the cell-house are mechanized and fully automatic."
