This paper describes the use of rock index property testing to obtain rock properties that a.re useful in the design and construction planning of an underground development for civil engineering or mining projects. The index properties discussed include (1) point load; (2) Schmidt hammer hardness; (3) abrasion hardness; and (4) total hardness. The first two index properties correlate to uniaxial compressive strength and Young's modulus. Discussions are given on the relationship to rock mass properties and the integrated use with semi-empirical, geotechnical design methods. The latter two properties correlate to construction performance parameters and some experience is cited. Examples of data are presented from an index testing program carried out on siltstone, sandstone and limestone rock core samples from a deep borehole drilled in the Paradox Basin of Utah for a nuclear waste repository site investigation.

"The Several approaches were tried for developing an electrochemical route for producing high purity silicon from molten salts. K2SiF6 and metallurgical grade silicon were used as the source of silicon. Molten LiF-KF and pure KF with additions of K2SiF6 were used as electrolytes at temperatures from 550 - 900 oC. Silicon was cathodically deposited and anodically dissolved in the fluoride electrolytes. High electrorefining efficiency was obtained for many elements after electrolysis experiments at constant potential or constant current. The main challenge was to reduce the contents of boron and phosphorus. Another difficulty was to remove inclusions of solidified electrolyte. The lowest energy consumption was estimated to be ~ 3 kWh/kg Si, while the best current efficiency for Si deposition was found to be ~ 95 %.IntroductionSilicon is the most important material for photovoltaic power generation devices because of high feasible efficiency, low ecological impact and slow degradation. Development of a new and less expensive route for producing silicon of the desired quality is necessary in order to make solar cells competitive. Electrochemical routes may be an alternative possibility, and many laboratory studies have been reported over the past few decades. Most of the studies have been performed in molten salts, chloride or fluoride, at moderate temperatures so that solid silicon was deposited at the cathode. The production of high purity silicon has shown an annual increase of about 25 %, due to the increasing demand of solar grade silicon (SoG-Si). For future increased use of solar energy it is important to develop alternative, more energy efficient and cheaper processes for SoG-Si production compared to the Siemens process.Common silicon sources have been SiO2 and K2SiF6 for electrowinning and MG-Si in the case of electrorefining. A serious challenge is to find an oxygen evolving anode for electrolytes containing dissolved oxides. Especially at moderate to high temperatures and in molten fluoride electrolytes this is a difficult task.Many experimental results have been reported in molten chloride electrolytes. Nohira et al. [1-3] and Chen et al. [4] cathodically deposited silicon by electrodeoxidation of solid SiO2 in molten CaCl2 by potentiostatic electrolysis. An alternatice approach is to use electrorefining of low-cost metallurgical grade silicon (MGSi) to produce SOG-Si. In previous studies [5], an MG-Si anode was used, and silicon was successfully electrodeposited on a molybdenum wire in a CaCl2 based melt. It was found that the anode was strongly passivated due to the precipitation of silicon. Also, some deposits detached from the molybdenum wire because of the poor adherence to the cathode.Considering the Cu-Si alloy which has a good segregation effect for some impurities, and should not passivate, could be a good candidate anode for electrorefining. "In a very real sense, Butte, MT is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site.One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot smelter operated from 1881 to 1910, moving Upper Silver Bow Creek to the south and depositing approximately 283,000 m3 (370,000 cu yd) of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 171,000 m3 (224,000 cu yd) of contaminated material. As part of the Superfund remedy, the U.S. Environmental Protection Agency (EPA) proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place, which set the stage for a series of studies that continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. History of the Parrott Mine and tailingsPlacer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery led to a stampede of placer and lode claims. One of the first lode claims located was the Parrot lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow, and it was not until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine.The Parrott Mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the district’s rich copper ore. In 1885, the employees of the Parrot smelter bought the Butte Reduction Works, another smelter. In 1885, dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Fig. 1).By 1890, the various smelters in Butte rendered Butte’s air quality as suffocating (Fig. 2). An 1889 funeral procession was rumored to have gotten lost in the thick smelter smoke and somehow ended up at the Centennial Brewery. A city ordinance was passed late in 1890 in an attempt to control smoke. The Parrot smelter employed approximately 500 men by 1890. Through the 1890s, the tailings produced grew from approximately 91 t/d (100 stpd) to more than 181 t/d (200 stpd). Copper values in the tailings were initially as high as 4 percent, but as the processing improved that was reduced to 1.5 percent."

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company's. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.

ORIGINAL experimentation in specially designed arc-melting furnaces and a comprehensive review of technical literature have helped with an understanding of electric arcs as used in metallurgical applications. Results relevant to the distribution of electric potentials and currents, temperatures, pressures, the consumption of electrodes, the identities of particles participating in electrical conduction, and the modes and mechanisms of discharge are presented and discussed. Present knowledge of high-current arcs is insufficient to test pertinent theoretical suggestions. However, the chief doubts concern the identities and the liberation or formation of current-carrying particles. It seems that either (1) novel formulations of existing concepts are needed, or (2) essentially new concepts must be recognized to explain observations. An analysis of the situation has led the authors to favor the latter possibility and to suggest the existence of supplementary conducting particles. The conduction of current by the streaming of charged agglomerates is postulated. Another outgrowth of analysis is an equation for the arc potential as a function of current densities in the arc. In lieu of conclusions, the potentialities of practical applications and specific needs for fundamental clarification are summarized.

CONSIDERABLE interest has always been taken in Safety-First and First Aid at the Sullivan mine. Even during the early days of development, Safety-First committees periodically held meetings, while lectures in first aid were given to any employees interested in the work. In 1929, a Safety Department was organized, and all accident-prevention and first-aid work was put in charge of a full-time Safety Engineer. An extensive programme has gradually been developed, the value of which can best be indicated by the reduction of the accident rate from 18.4 shifts lost per 1,000 shifts worked for non-fatal accidents and two fatalities for 1927, to 3.24 shifts lost per 1,000 shifts worked and no fatalities for 1936. SUPERVISION All work connected with accident prevention or first aid is under the jurisdiction of a central committee, known as the Accident Prevention Committee, which meets regularly once a month. It consists of all superintendents, department heads, foremen, and shift bosses, and is presided over by the Safety Engineer. At these meetings, the accident records of the previous month are reviewed and all accidents carefully analyzed and discussed. All proposed changes in the safety rules or in the accident tprevention programme are taken up and passed upon. Complaints or suggestions from the Safety-First Committee and the Employees Co-operative Committee, dealing with safety, are discussed and passed upon or a subcommittee is appointed to investigate and take any action found advisable. The question of underground ventilation and dust control, which recently has become a very important problem, always receives considerable attention.

The object of this paper is to present for your consideration some of the present-day trends of safety practice in the coal mines in the United States and Canada. Coal mining at its best is a hazardous occupation. Men must be experienced miners in order to appreciate the existing hazards and must remain ever conscious of them if they are to work safely. The question is often asked whether our efforts for increased safety are showing results. So often it appears that strides are made for a period of a few years in the reduction of fatalities and lost-time accidents only to have all ground lost by an unfortunate year, after which progress is commenced again only to have a repetition of the same thing. Table No. 1 is an answer to this question. It shows the fatality rates over the last two decades in the coal mines of the United States and Canada. These are given in divisions of five years. The general trend is noticeably downward, exceptions being due to explosions or disasters which claimed an unusually heavy toll of life. These last are certainly not as common today as they have been in the past. It is only reasonable to suppose that this trend towards a lower fatality rate is the result of well directed safety effort. Reliable statistical organizations have offered figures to the effect that only 15 per cent of all accidents can be eliminated by the use of mechanical safeguards. The state of mind of the man involved, or his attitude towards safety, commonly called 'safety-consciousness,' is the controlling factor in the prevention of 85 per cent of our accidents.

"Numerical simulation on the fluid flow in a Flow-Control Mold (FC-Mold) were performed. The motion of inclusions were calculated. With FC-Mold, the flow pattern and surface velocity become more symmetrical, and at higher casting speed the velocity of liquid steel in the top region of the mold was largely reduced with the highest velocity of the meniscus reducing from 0.65 mis to 0.4 mis, and the meniscus shape became flatter. With FC-Mold, more inclusions approached to the surface of the slab and the amount of inclusion in the center of mold became fewer. Larger inclusions were easier to remove, however, the EM filed of the FC-Mold could hardly improve the removal of inclusions from the molten steel.IntroductionElectromagnetic brake technology is an effective method to control the flow pattern within continuous casting mold, together with other casting parameters, nozzle design and mold geometry [1-5]. Due to the interaction between the applied magnetic flux and the conductive molten steel inside the mold cavity, a force is generated in the direction opposite to the jet flow, which can decelerate the high speed steel jet from the SEN ports. The potential benefits include fewer surface and internal defects, fewer inclusion especially at higher casting speed. However if used imperfectly, electromagnetic forces can have opposite effect [6]. Numerical models are the best tool to optimize electromagnetic flow control. In the current study, numerical simulation was performed to investigate the flow field in a continuous casting FC-Mold, and the effect of different operation parameters on the flow, surface level and velocity in FC-Mold were discussed."

"Limonite is a collective for iron hydroxide argillaceous materials. It is very difficult to be treated due to the wide variation in specific gravity and magnetism and the high argillization rate in the course of grinding and beneficiation. The iron ore in Huangmei, Hubei, China is the typical representative of limonite. If the limonite is processed using conventional physical beneficiation methods (e.g. magnetic separation, gravity separation, flocculation-desliming-flotation, or a combined process of the three), it can only be obtained an iron concentrate grade of 51.98% and an iron metal recovery of 86.64%. However, the technique of flash magnetic roasting-magnetic separation can improve the concentrate grade to 61.03%, iron recovery to 91.17%. This paper describes the tests of recovering limonite by flash magnetic roasting in detail.IntroductionLimonite (mFe2O3, nH2O)[1] is a general designation for hydrous iron hydroxides and argillaceous matters. Limonite is hard to be separated because of its complicated geneses, comparatively weak magnetism, nonuniform grain size and being easily slimed during grinding. So most small and medium enterprises sell deslimed limonite product which was dealt with just by simple methods of washing, magnetic separation or gravity separation and so on. In recent years with the iron ore prices soaring, significant progress was made in mineral processing research of limonite. Laboratory research and industrial test results showed that flocculation-desliming-flotation process and roasting-magnetic separation process are the two best methods to recover limonite till now. To compare these two methods, roasting-magnetic separation process is superior to flocculation-desliming-flotation process in aspects of beneficiation indexes and industrial stability."

The main objective of this work was to investigate the effect of binder addition on the geochemical properties of surface paste tailings. Nine leaching columns were prepared following different disposal configurations: non-cemented, non-cemented with cemented layers, and cemented .The proportions of cement by total paste weight were between 0 and 1% for a whole column; the maximum amount of cement in a single layer was 2%. The material used was a sulphide-rich tailings coming from a Canadian hard rock polymetallic mine. The columns have been flushed once a week during 30 weeks. The recovered leachates were analyzed for pH, Eh, conductivity, and a wide range of elements. The drainage rates were monitored during the initial disposal as well as after each column flush. The results show that binder addition can improve the whole environmental performances for some of the studied disposal configurations. The disposal configuration consisting of intercalation of three 2% cement paste layers within non-cemented layers (0.66 wt.% of cement for the whole column), and the configuration with 2% cement added only in the two bottom layers (0,44 wt.% of cement for the whole column), showed the best results in terms of water quality and drainage rates.

Pile compression load capacity prediction methods are divided into four categories for purposes of discussing their reliability compared to static load test results. The categories considered are: 1) static analysis, 2) driving formulas, 3) wave equation analysis, and 4) dynamic measurement and analysis. It is concluded that any method of static analysis that works for the geological deposit in question may be satisfactory. However, any given method can be quite wrong when applied to other deposits of soil that are different in terms of their engineering and geological characteristics. Dynamic formulas are found to be theoretically unjustifiable. The ready availability of the wave equation analysis for microcomputers eliminates the need to utilize dynamic formulas. The wave equation analysis is found to be the best analytical method for making predictions both for design and for construction control. Dynamic methods of measurement and analysis are found useful, but have limitations that have caused troubles on many projects. Two case histories are presented that show the limitations of dynamic measurement and analysis, and of the wave equation analysis. Soil deposits exist that defeat both the wave equation and dynamic measurement techniques; static load tests are currently the only method of proving the load capacity of piles in such soils.

"We have tried a new method to fabricate cobalt oxide films onto porous films directly by an electrodeposition method at low temperature. The porous substrate films (membrane-filters and paper) were placed between a LiOH solution and a CoSO4 solution and treated under electricalcurrents of ~1 mA/cm2 using carbon cathode and anode. Effects of temperatures, flow rates and electrical currents have been investigated. As a result, we found that the LiCoO2 films and Co3O4 films were successfully fabricated on paper and/or porous PTFE filters at 120 °C, while CoOOH films were deposited at 80 °C. Furthermore, LiCoO2 films did not cover whole the substrates, but was fabricated just over the anode. The chemical reactions of electrodeposition were also considered from these results.IntroductionRecent agreements on global environment require rapid progress of low energy and low waste processings for the fabrication of thin films that succeed to the mass production with the high consumption of the fossil fuels (such as physical vapor deposition°, chemical vapor deposition2), dip coating with firing3) etc.). The total energy consumption in aqueous systems should be the lowest among all these processing routes, because a much lager excess of energy is necessary to create melts, vapor, gas, or plasma than to form an aqueous solution at the same temperature4)The ""Soft Solution-Process"" (SSP) was one of the best concepts to realize the low energy and low waste fabrication of inorganic materials. 5) Generally speaking, SSP gives similar results to any other processing using fluids (such as vapor, gas plasma) and/or beam/vacuum processing. However, the total energy consumption of all these possessing routes should be the lowest in aqueous systems, because a much larger excess of energy is necessary to create melts, vapor, gas or plasma than to form an aqueous solution at the same temperature (Fig. 1). This idea can be easily demonstrated, using the simple example of BaTiO3. The energy diagram for the formation of BaTiO3 from various precursors is shown in reference 4. The driving forces (AG) for representative synthesis reaction of (1), (2), (3), (4) and(5) are 38, 727, 3685, 17 and —14kcal/mol, respectively at room temperature. 6' 7"

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

Introduction To discuss all the technical details of incorporation laws, security laws, underwriting procedures, codes, and ethics-as laid down by varous associations -would be impossible in the time which has been allotted to me. My remarks, therefore, will be made in a very general way and will naturally be coloured with experiences which my firm and I have had. There is a common expression that "money makes the mare go". I hardly have to mention here that the best prospect in the country is of very little value unless its prospects can be developed-and this requires large capital expenditures. The art and problems surrounding the raising of this money is a long and interesting story. Since by its very nature mining is risky, the appraising of its risks in the many phases of its development programme is continuous. Very few men-if any-and very few corporations -if any -can afford to take all the risk of mining. Because of taxation policies-and the very scheme of present-day living -the truth of this statement can be seen throughout the whole industry by a close examination of the records. Since this is so, it is essential that the mechanics of distributing risk on a sound, and equitable basis be known to those engaged in the business and to the investor or spectator who proposes to risk his funds in the industry. Perhaps the greatest stimulant to modern business activities has been the creation of corporate bodies. It is evident, from the number of charters being granted by various jurisdictions, that this method of doing business is becoming more and more important. A limited company -or corporation-can be defined as a fictitious person existing solely in contemplation of the law.

Introduction A shaft sinking operation carried out at the Viking Yellowknife mine in the spring of 1947 presents certain features, especially as regards speed of sinking and low cost, that may be of interest to Institute members, and especially to those who are not familiar with conditions and costs in the Northwest Territories. After collaring, the inclined, two-compartment shaft was sunk 130 feet by four miners in twenty-eight days at a direct cost of only $53.19 per foot. All things considered, this is a remarkable performance, even if it does not actually establish a record. The property is at Morris lake, some forty-five miles north of Yellowknife. Formerly owned by Athona Mines (1937), Limited, it was acquired by the then newly incorporated Viking Yellowknife Gold Mines, Limited, in 1947. Surface work and diamond drilling in 1946 disclosed a number of veins and masses of quartz in a sill of diorite which lies conformably within sedimentary rocks. The sill strikes N.30°E. and dips at 70° to 85° southeast, and has a mean width of 40 feet over its explored length of 3,000 feet . Both the quartz and the diorite carry gold and are mineralized with pyrrhotite and lesser amounts of galena, sphalerite, chalcopyrite, and arsenopyrite. Of thirty-five holes drilled in the mineralized zone, the core from twenty showed visible gold. Sampling of drill cores indicated several ore shoots in the north and central parts of the sill. Assays, however, were somewhat erratic, possibly due to the fairly widespread presence of visible gold, and it was decided that the deposit could best be explored by underground sampling. Accordingly, late in 1946, plans were laid for the sinking of a shaft.
