Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

Reliability of the liquefaction analysis is based on data plotted as by piezocone, as by deep vibrocompactation monitored tests. The negative porewater pressure, re lated to hydrostatic value, recorded by piezocone, is a good marker of the absen ce of the liquefaction. Systematic measures of the ground settlements, inside the vibroinfixed steel pipe, allow to locate the liquefable strata with loose density. Experimental study of the combined soil improvement by stone columns is carry out in particular in sea bed. The interaxis of the columns for the best efficiency is valued as of the vibrocompactation, as of the drainage effects, especially during earthquake.

Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

When a thin film of volatile matter is deposited under vacuum on a polished coal surface, and the coated surface is examined microscopically in plane-polarized reflected light, colour changes are observed which are characteristic of the various macerals present. The colour changes appear to be mainly due to interference between light reflected at the upper surface of the film and at the film!coal interface. A variety of source materials for the volatile matter required have been tested, including powdered bituminous coal, coal tars, boron oxide, and certain resins. Bituminous coal gave the best results.

Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

The use of phosphate depressants in the cationic flotation of silica from francolite in the Florida phosphate industry is rarely practiced. The occasional use of gelatinized starch derivatives and pH adjustments to assure a slightly alkaline flotation feed slurry pH have been used in some processing plants to improve selectivity. This paper presents a preliminary laboratory comparison of several potential phosphate depressants for use with the flotation of siliceous phosphates. It was found that starch is ideal for floating fine (-35 mesh) silica from phosphate, while sodium tripolyphosphate may be the best for coarser (+35 mesh) feeds.

Automation technologies are increasingly envisaged to improve underground mining productivity. However, the technologies need to be used and adopted gradually in order to get the best benefits. This paper presents the technical and operational aspects of autoguided production vehicles at Brunswick Mine. During 2001 Noranda?s Brunswick Mine has successfully commissioned an automated haulage zone where two optically guided trucks transport ore from a remotely operated chute to two orepasses. Operational advantages include increased system capacity and enhanced safety and comfort for the operator. The data obtained up to now indicate that the system can operate reliably in mine production

The mineralisation consists principally of layered pyrite, phalerite and galena, situated conformably within a sequence of tuffaceous, bituminous shales and dolomitic sediments that include slump breccias. The sediments show little evidence of post sedimentary reconstitution. A volcanic-exhalative-sedimentary origin is postulated for the mineralisation. Attention is drawn to the similarity between the McArthur deposit and the lead-zinc-silver orebodies at Mount Isa. The primitive nature of the sulphides is reflected by their adverse metallurgical behaviour, and it seems that the best prospect for milling and flotation benefication may lie in the production of separate zinc and bulk concentrates

Mine frictional resistance is one of the essential parameters of mine ventilation systems, and it is of considerable significance for the prevention and control of mine risks and accident hazards. Frictional resistance requires a lot of resources and time and has errors. To reduce the errors of frictional resistance, a regression model of frictional resistance is proposed based on the correlation analysis of the affecting factors. Through the comparative test analysis of seven regression methods, it is found that the classification and regression tree method for solving the proposed regression model has better performance than other methods. The least square error criterion is used to calculate and rank the importance of the factors affecting frictional resistance. The results show that the cross-sectional area of the tunnel, the support method, and the presence or absence of devices or pedestrian ladders have the most considerable influence on the prediction accuracy of frictional resistance. The support methods and cross-sectional areas are essential input variables. Through the combination test analysis of the influencing factors, the results show that the regression model does not have predictive ability when the number of input variables is less than 3 and the best predictive performance cannot be obtained using all the influencing factors. The best prediction model of resistance is to combine the shape of the tunnel, the support method, the presence or absence of devices or pedestrian ladders, and the cross-sectional area. The method proposed in this paper does not require a lot of resources and time investment, and the frictional resistance error is small. At the same time, it solves the problem of resistance prediction with incomplete data of influencing factors and provides a compelling new method for obtaining frictional resistance parameters.

The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In this paper, these questions and their possible answers are discussed.I say we can do much more and be ‘more efficient’ in our efforts to remain competitive. Resolution Copper Mining LLC (RCML) is one of the largest undeveloped high-grade porphyry copper-molybdenum deposits in the world, with an orebody at depths of approximately 2000 m beneath post-mineralisation cover. With a vision to develop a large-scale, low-cost operating mine, the project is designed as a micropanel cave with an advanced undercut.In September 2014, RCML began a study focusing on identifying and selecting the best production cases to eventually reach full production (120 kt/d). To achieve this, a methodology was developed that allows the fast evaluation of a large number of production schedules.Dassault Systèmes GEOVIA was commissioned to enhance the Footprint Finder program for batch scheduling panel cave production. The tonnage and grade schedules produced by Footprint Finder were compared to schedules developed using personal computing block caving (PCBC™). The inputs to Footprint Finder were then adjusted to achieve a reasonable correlation with the PCBC™ schedules.The enhanced Footprint Finder program was used to batch-process nearly 54 000 schedules using 20 elevations, 17 shutoff grades, four heights of draw, two different copper grades (modelled and upside), two layout refinements within the existing footprint and a variety of production ramp-up rates to 120 kt/d. The study team developed processes to analyse large amounts of data, to assist in selecting a matrix of the best schedules for detailed assessment using PCBC™. Three hundred PCBC™ schedules were developed.The detailed trade-offs between the scenarios is currently underway with promising results. Open-pit mine planning includes the determination of a long-term open-pit mine production scheduling (OMPS) plan. The OMPS plan is generally a three-dimensional (3D) block extraction sequence that seeks to maximise the net present value (NPV) of future cash flows, while complying with technical and operational constraints. The OMPS problem is computationally complex because it involves the analysis of large datasets, while simultaneously incorporating both multiple hard and soft constraints. The OMPS problem has been solved using deterministic or exact approaches, heuristic, and metaheuristic models. When compared to heuristic and metaheuristic models, deterministic approaches tend to take much longer to solve the OMPS problem when the number of constraints increases. Therefore, this paper presents a metaheuristic model which utilises a genetic algorithm (GA) framework to solve the OMPS problem. The GA-based model was applied to the Newman1 and Zuck Small mining instances, which are publicly available from the online MineLib database. The NPVs for the OMPS plan generated using the GA-based model for the two case studies were compared to the best-known published MineLib solutions obtained using the TopoSort heuristic model at the time of this study. For the Newman1 instance the equivalent annual NPVs were approximately US$6.6 million for the GA-based solution and US$5.1 million for the TopoSort solution. For the Zuck Small mining instance, the equivalent annual NPVs were approximately US$99.8 million for the GA-based solution and US$102.5 mil for the TopoSort solution. These results show that the GA-based model produced comparable solutions to some of the best-known solutions, thus, indicating strong potential application of GA-based models to solve OMPS problems.

Prior to mining, all rocks contained in a mineral deposit must be placed in one of several categories known as ore types. Each ore type describes a different way that the rock will behave in processing. The ore type determines which process stream a particular mined unit will be sent to, sets expectations for process engineers and metallurgists, and forms the basis for recovery predictions and production estimates. At first, ore types are assigned mainly by geologists based on visible geological criteria (dominant ore mineralogy, estimated grade, rock type, alteration type). As metallurgical tests are carried out and process data accumulate, the resulting criteria may be factored into the ore typing process, typically as assays and recoverable metal using the relevant process(es). Other variables may also be incorporated into ore typing at operations if they are particularly important, such as grindability, preg-robbing, gangue reagent consumption, and the presence of especially deleterious minerals such as talc or smectite. The mine operation department may also redefine ore types and/or process destinations based on economic criteria. A “best” ore type is designated that (in theory) best describes how the rock will behave in processing. Codes representing this ore type are entered into the drill hole database, then interpreted on cross sections and level plans, and finally added to the block model. Ore types are iteratively reexamined and adjusted over the life of a project. Major difficulties in effective ore typing are (1) lack of communication between geologists and metallurgists, (2) the imprecision inherent in imposing clean categories on messy natural systems without discrete divisions, (3) the need for ore types to provide useful information for a wide range of processes, (4) difficulties in scaling up laboratory test results to mine production, and (5) conflict among geological, metallurgical, and economic criteria for ore typing.

Froth flotation is one of the most widely used beneficiation processes for fine and ultrafine coals and minerals. Maintaining optimal metallurgical performance in industrial flotation operation is still a challenging task owing to the lack of an effective tool to diagnose the flotation performance in realtime. For this purpose, a number of flotation performance monitoring systems with different working principles have been developed to provide instant feedback for process control and optimisation. In this paper, for the first time, five different flotation performance monitoring systems were systematically compared through an on-site trial in a coking coal flotation plant in Queensland, Australia. The monitoring systems were used to measure (i) gas holdup, (ii) overflowing froth velocity, (iii) overflowing froth height, (iv) air recovery and (v) drag force exerted by overflowing froth, in an industrial flotation column and the outputs of these systems were collected simultaneously at a wide range of operating conditions. For each monitoring system, the best regression model describing the correlation between the system output and the flotation performance was selected from various regression models (eg linear, quadratic, power-law and logarithmic) using the Akaike information criterion (AIC). A comparison of the coefficient of determination (R2 ), residual sum of squares (RSS) and measuring accuracy at 95 per cent confidence level of the best regression models of these monitoring systems suggested that the drag sensor outperformed the other systems at a wide range of flotation operating conditions. The superior performance of the drag sensor was attributed to its distinctive design that enabled intimate sensing of variation of the overflowing froth properties. Furthermore, the drag sensor had the ability to monitor feed ash content variation when the other operation variables were set almost constant.

Since the commencement of its activities in Huelva in 1970, Atlantic Copper has maintained a course of action that has been more demanding than the successive environmental legislations current at different times. As its primary objective it has sought compatibility between the protection of the environment and both its industrial activity and the social and economic development of the area in which its Metallurgical Complex is located. For this reason, since the seventies it has maintained a continuous programme of investments which have allowed it to attain its present environmental situation. As a consequence of the Environmental Policy of Atlantic Copper, in April 1998 it obtained certification for its Integrated System of Environmental Management (SIGMA) according to international standard IS0-14001, and under European Community Regulation 1836/93 (replaced by the 76112001) for the Eco-Management and Eco-Audit System (EMAS). The SIGMA formalises the environmental management practices of Atlantic Copper and engages it to have available a system that can be fully audited. Atlantic Copper was the first European Company in the non-ferrous metallurgical sector to obtain both the UNE-EN-ISO 14001 certification and the EMAS registration. The present paper reviews the actions by Atlantic Copper in environmental matters that have allowed it to achieve its present position. It also describes the coming stages of improvement planned and the modifications to be carried out in the near future, in particular the criteria for the selection of technologies on the basis of the concept of BAT (Best Available Techniques) introduced by the European Union, and always guided by the final objective of converting Atlantic Copper into a reference within the sector, comparable to the best designed and operated installations in the world.

The evaluation of mineral projects involves the identification, mitigation and management of significant uncertainty. Benchmarking is an essential and effective way of increasing confidence and reducing uncertainty associated with input parameters and assumptions. Comprehensive and detailed benchmarking will ensure ?best practice? technologies, methods and systems have been considered and that the appropriate practices can be identified and incorporated into the project. In conjunction with the involvement of experienced industry practitioners, benchmarking is best employed throughout project evaluation to enable early identification of ?errors?, producing more accurate and predictable outcomes. Considerable time and effort is required to gather data and information, which should be benchmarked by the project evaluation team. There is a history of mining projects underperforming, on production, on costs and on return to the investors. The quality of mine plans and feasibility studies, and the quality of the input data is being questioned in many ways. Benchmarking assists sound project evaluation practices, by providing a database of actual results, to validate project inputs and outcomes, ensuring they are realistic and achievable. Benchmarking also provides unbiased, statistical support as the basis for sound investment decision making and ensures well considered decisions are made resulting in a more efficient study process. The evaluation of the quality of projects which are the subject of transactions also benefits from the use of real data obtained from a benchmarking database. Vendors are quick to highlight the benefits of their projects, and conceal the flaws, inflating the value. Buyers will want to quantify the potential of a project through the due diligence process relying on actual results from benchmarking. For the reasons broadly outlined above, benchmarking should be considered as an essential component of effective Project Evaluation.
