Completion of a project requires two separate money-focused activities, namely economic evaluation of the cash flows underlying the project (before financing) and if the economics look promising, how it can be financed. Economic evaluation might be best led by a person with a technical-operating background, whereas financing might be best led by an accountant. Both should be presented in simple language with easy to understand models. Economic evaluation has a sad and bad history because it evolved from the fringes of accounting. Anyone can become a self-appointed practitioner. Some still take pride in mathematical complexity without realising that they distance themselves from the decision-makers and alienate other team members. Today there is no evaluation modelling consistency across the mining industry and this reflects poorly on our discipline. It is not tolerated amongst our peers in engineering and accounting. In 2009 æbest practiceÆ economic evaluation modelling is well defined. It is:easy to follow;tailored to its purpose;transparent;discipline, rigour and consistency;recording of all source data; and hencequick to audit. Mantra: If you cannot readily understand my model you do not have a problem, I do! The task of the economic model is to make the range of business cases underlying the decision easy to understand. Intellectual power is used to simplify the decision to its key issues and risks and to present the full range of possible business outcomes in readily understood terms. Project team members, management and the board must be able to make their decisions with æeyes wide openÆ. A steering committee should be established to develop a set of standards and practices that could be adopted for economic modelling within the industry. The industry needs to purge itself of the undisciplined economic evaluation modelling that now characterises the discipline.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

The advance of science and technology influences the modern economy in countless ways. Older industries must adapt to changes in the marketplace, while new industries are born by applying new technology to meet consumer needs. In light of declining head grades and increased unit costs in the US minerals industry, new technological developments in the production environment are paramount to maintaining a competitive footing in the international marketplace. Micro-engineering research provides the transition between the knowledge base and the application of new technology on the production level. Economic considerations The primary goal of technical development in the production environment is to reduce unit operating costs. Simply stated, this is accomplished by improving operating efficiencies and productivities on the production level. The goal of micro-engineering research in the production environment is to evaluate promising technologies and develop the criteria necessary to apply them in operations. As such, this process is the first step toward innovation and discovery. Generally, the micro-engineering research is followed by macro-engineering development. In the production environment, there are generally more development projects than can be accomplished in a timely manner. Usually, this is the result of financial and human resource limitations. Consequently, it is necessary to prioritize the work such that the most beneficial projects are accomplished first. By performing a discounted cash flow analysis and using benefit-cost ratios (for non-mutually exclusive alter¬natives) or net present value criteria (for mutually exclusive alternatives), the projects can be rated from best to worst. In this way, the financial and human resources can be best allocated to first complete those projects giving the highest returns before moving on to other activities. Moreover, this information is a prerequisite for management to justify additional financial or human resources.

My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

I would like to commend the author on his description of Pinto Valley's plant, and its interesting innovations. The author's discussion of 18 ft in diameter by 21 ft long primary ball mills (the largest wet ball mills made to date) is of considerable importance to those who have been engaged in the field of studying ball mill liner wear as it relates to various grinding installations. While it is stated that the mills have operated on a fixed tonnage and therefore it has been difficult to determine the best liner pattern, calculations from the data in the paper indicates that for mills 1, 2, 5, and 6, the tonnage per hour varies from a low of 223 for mill No. 1, up to a high of 314, for mill No. 2, while mills 5 and 6 calculate 285 and 246, respectively. Analysis of the wear patterns for the single wave liners used in mill No. 1 as compared to the double wave liners in mill No. 2, suggests that the author's data may tell more than he suspects about liner wear to be expected and thus what should be a best pattern selection from what may appear to be only limited hours of operation. [Fig. A] is a reproduction of author's [Fig. 10], to which wear forecast patterns [F-1 and F-2] have been added. Forecasts are based on many previous studies of large diameter ball mill operations over many years of field service. Calculations from the first-wear pattern provide an initial wear rate of only 13 lb of liner per 100 sq ft of shell liner surface per day, or 0.031 lb per to: ground. It is acknowledged that the analysis of iron ores using X-ray fluorescence (XRF) for major and minor elements is best carried out on fusion discs. This method of sample preparation eliminates mineral and particle size effects which can lead to biased results when using pressed powder pellets. However, the fusion disc method is costly as it requires a high capital investment in platinumware, requires experienced operators and uses expensive fluxes. Also, the dilution effect complicates the analysis of trace elements. For many applications, such as exploration and mining control, the method of XRF analysis of iron ores by pressed powder pellet probably provides data of adequate quality. Kumba Iron Ore, an iron ore producer in South Africa, recognises this and carries out most analyses of iron ore by pressed powder pellet and uses the automated fusion method mainly for certification of in-house calibration standards and quality control (QC) samples that are used for validation of pressed powder pellet method purposes. Automated fusion is also used for analysing the composite export shipping samples. All the other exploration, production, despatching and plant operation samples are done by the pressed powder pellet method. Automation of sample preparation procedures should improve the quality of data for pressed powder pellets. To compare the precision of the three methods of sample preparation and XRF analysis, 20 aliquots of a QC standard were prepared and analysed by each procedure/preparation method. The results and statistical data on the most important elements, Fe, K2O and P, are as shown later in Table 2.Clearly the precision is best for the auto prepared fusion discs, as expected, and worst for the manually prepared pressed powder pellets. However, the data generated from the auto prepared pressed powder pellets compare remarkably well against those from the auto prepared fusion discs.

FRED HELLMAN, New York.-My experience with shovel mining has been restricted almost entirely to Chuquicamata as far as operation is concerned. We had there an unusual condition in that the rock is cohesive because of the salts in it, so that you can probably work higher banks than is possible in most places. Recently they have reduced the height of the banks and have found that lower bank affords better working condition than the higher bank. It took two years of experimentation to determine the best height of bank for that particular mine. Each mine should be considered by itself and, to state off hand the best height of bank. for any given mine is impossible. We worked the high banks in Chile without much trouble. We adopted high banks in the beginning in order to obtain the minimum expense in railway approaches at that time. The first plan was for 50 ft.; then to get production started with the smallest possible expenditure of money, the approach to the deposit was changed and the first bank had an ultimate height of about 180 ft. We worked that bank; quite success-fully, but I do not think that it could be done anywhere else.

The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

Without doubt, one of the most frequent and serious ani~oyailces connected with the practical running of a blast-furnace, especially in single-furnace plants, is caused by low steam, in spite of the fact that all boilers at blast-furnaces have grates for burning coal, and that coal is more or less continuously burned upon them, from three to a dozen men being pretty constantly engaged around the boilers as firemen or coal- and ash-handlers. At times, when the furnace is " tight," all available men arc put on to assist the regular firemen; yet sufficient steam cannot be got to keep the engines up to their regular number of revolutions, while the stoves, deprived of the gas which has been sent to the boilers, run cold, so that, when the furnace loosens up and resumes the regular rate of driving, the blast is very considerably below normal temperature, and a "cold," or at best a " high-sulphnr," cast is the result. Again, it often happens that a furnace, running at its best, becomes temporarily a little too hot: the pressure rises; the amount of gas made is diminished; the steam soon commences to go down; and a small scaffold is likely to form before the furnace has been brought back to the proper rate of driving, and thus enabled to take its regular amount of blast. The usual remedy is either to "jerk" the furnace by a sudden, brief intermission in blowing, or to cool the furnace by lowering the heat of the blast; but if the lower blast-temperature be maintained too long, the hearth and descending stock may be cooled below the " critical temperature" mentioned by Mr. Johnson,' and the furnace may go to the other extreme, and become cold. This is especially the case when coal or coke high in sulphur is used.

Since the waste gases of the blast-furnace came to be generally utilized in heating the blast and raising steam, the gradual improvement in the economy of fuel, mainly through the nse of higher temperature in the blast, has impoverished the gases. The increased output per unit of measurement of the furnace, and the increased height of the furnace, have markedly increased the resistance to the blast, thus enormously increasing the duty required from the gases. In other words, a gas reduced in heating power by a further dilution of CO, is required to raise the temperature of the blast to 1800' Fahr., where formerly 600' was a good temperature, and at the same time to raise steam enough to drive the air into the furnace at a pressure of from four to eight pounds in coke practice, and from eight to twelve pounds in anthracite practice, and also pump at least double the water formerly used at furnaces. Hence the necessity for the employment of the best scheme for thoroughly consuming these gases with the least dilution of air, and the use of the best device for absorbing the heat prodnced for the purposes above mentioned. In a former paper before this Society the writer called attention to such improvements as had been made by his firm, by which it was claimed 1400' Fahr. could be maintained in the blast by a less consumption of gas than was required to maintain 900' when using pipe-ovens; and it would not be too much to say that 1600' Fahr. might now be written in place of the 1-400. INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

IN order to make his work easier, every master of any art whatever keeps always to the road that he has learned or that his skill or good judgment has shown him to be the best. Although there are various methods used in making moulds for guns, depending on whether they are large or small, nevertheless almost the same road is traveled in all. You must first know that it is necessary to make a pattern of wood or clay exactly as the gun is to be, with those ornaments of cornices and rings that you wish to be in the bronze. Let us suppose that you wish this pattern to be of wood. You must try to have for this a piece of fir as long and thick as you wish, dry, solid, and well seasoned, with few or no knots if possible. This should be longer than the gun by the length of the head and foot rests where it is pivoted [83v] so that it can be turned as on a lathe. On the end where the mouth is to be it should project out enough so that you can attach a feeding head at the top of the casting. You can make or have this pattern made round, fluted, spiral, or half fluted, as you like best, making the measurements exactly correct with all care and attention. Then two bearing trestles must be fixed firmly in the ground, one at the head and one at the foot, as is usually done with roasting spits and as you see drawn here. This done, if it is fluted, put the cornice pieces at the place where you wish the mouth to be and at the foot where the fire is applied. These are

"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

In view of the good results which have followed the wide discussion of the rail-specifications of the American Section of the International Association for Testing Materials, I now offer for discussion its specifications for steel forgings and steel castings. It is not necessary to emphasize the importance of reaching definite conclusions on these subjects. Engineers, consumers and manufacturers are alike interested in securing good, reliable, uniform steel. In this connection, I would call particular attention to the important paper read by Mr. C. H. Ridsdale, last September, before the Iron and Steel Institute, as bearing on them; and, for convenience of reference in the discussion, I append the Table in Section VI. of his paper, on a Manifestations, Classified mider Heads of Faults of Different Types. appearing after Treatment by the User, for Tracing their Probable Source."* The discussion of these specifications will be practically a continuation of our former discussions on "The Physics of Steel." We have passed through a period in which the chemical composition of steel has received the greatest prominence; but failures of steel forgings and castings of the best chemical composition have shown that we could not control the quality of the finished product by the chemical composition alone. It must be admitted that differences in the physical properties of the steel, greater than those due to small variations in composition,are produced by heat-treatment, both in connection with the mechanical work of forging and otherwise. The present result is a strong tendency to deem the heat-treatment more important than the chemical composition. I think the mean course is the safer. We should give them equal importance; for we know that to produce the best results me must start with a good

EXTENDED discussions, by inviting attention to problems affecting the conservation of natural resources, have encouraged investigations as to their sufficiency, with the general result that the more thorough the examination, the less cause appears for anxiety as to the exhaustion or serious depletion of these resources. The extent of industrial development, the large plants and the enormous volumes of materials required, when compared with conditions a few decades ago, are sufficiently startling to enlist the attention of those who "fear .the pace," and yet in but few instances has real solicitude for the future. been warranted by a knowledge of true conditions. In a former communication, presented 5 years ago,1 I endeavored to emphasize the fact that true conservation represented the best utilization of reserves and not the locking up of resources for future use; a conviction which has become more pronounced as the subject was investigated. Prophecies of the, early exhaustion of mineral resources have raised the question as to our permanent reliance upon these, and encouraged inquiries which have in most cases developed reassuring conditions. But the fact that the future appears less dark than prognosticated cannot excuse wastefulness or improvidence; and detailed study which demonstrates an apparent abundance of natural resources should encourage their best application. In making inventories of resources one is liable to confine conclusions as to availability upon present circumstances and conditions in the past, or to formulate data for the future upon methods which are rapidly being displaced. In reserves which are not reproductive, such as minerals, the possibilities of exhausting the supply are startling if estimates assume that future extensions will follow methods which were less economical than those now employed, or to he used, and we dare not claim that the limit of advanced practice has been attained.

THE casting alloy 88 copper, 10 tin, 2 zinc, commonly known in England as Admiralty metal and in this country as Government bronze, gun metal, or Naval Department composition G, has, at its best, many valuable properties. However, its physical properties are known to vary widely with slight changes in method of manufacture of the castings, such as slight variations in composition, variation in pouring temperature, kind of mold used, method of pouring and gating of molds, size and shape of castings, amount and kind of heat treatment., and so forth.1 The microstructure of castings made from this alloy is influenced by slight variations of composition, rate of cooling, and kind and length of heat treatment. This is best understood by reference to the equilibrium diagram. The part of the diagram in which we are interested and the effect of the thermal equilibrium relations on the physical properties of the alloy 88 copper, 10 tin, 2 zinc, have been discussed by Hoyt, Camp-bell, Primrose, and Rawdon.2 In Fig. 1 is given the equilibrium diagram of the copper-tin alloys. Briefly stated, the relations of composition and temperature changes are as follows. Compositions between A and a consist of but one constituent-the a bronze, which is a, solid solution of copper and tin, rich in copper. On cooling from the molten state these compositions gradually crystallize, at temperatures above 790°, into a mass of interwoven tree-like crystals or dendrites. The cores of the dendrites are rich in copper and the percentage of tin gradually increases as the surfaces are approached. The latest chapter unfolded this summer when the Commodity Tax Review Group released its important report. Whatever sales tax changes, if any, are finally adopted will have profound effects on many aspects of doing business. The capital-intensive mining industry will not escape these effects.IntroductionThe Federal Sales Tax Review Committee, established by the Minister of Finance earlier this year, has published a report that is sharply critical of the government proposals to shift the incidence of federal sales tax from the manufacturer level to the whole sale level (sales to retailers). The Report recommends a continuance of the present manufacturer's tax, for the present, but with significant changes that would increase the tax cost on certain imports, smooth the administrative machinery and make appeals and determinations more open and equitable. For the longer term, the Report recommends a shift of the tax base to the retail level.Reform of the federal sales tax system has been under consideration for several decades. "For optimum smelting results, proper treatment of the feed is needed to ensure favourable conditions for ignition characteristics, heat balance, mass balance with tolerable impurity levels, and overall process economics. Feed preparation consists of physical treatments before drying (blending), chemical treatments before drying, (roasting, if required), drying itself and physical treatments after drying (fractioning, if required).Effects of fluctuation on mineralogy and moisture should be minimized by blending the concentrates in a bedding plant prior to drying. As an alternative to drying, additional treatments such as roasting for impurity removal may be needed for part of the concentrate.Sustainability, energy efficiency, utilization of waste energy, low gas and dust emissions, product quality, availability and occupational exposure reduction are decisive criteria in drying today. These criteria are best met by the Kumera steam dryer, which has the best energy efficiency, zero CO2 emission, lowest operational and maintenance expenses, and superior availability and product quality.IntroductionFeed preparation plays a crucial role in having a smooth smelting operation and also the overall smelting economics in metal production. Therefore, it is of significant importance for all copper, nickel and lead smelter operations in which sulphide concentrates are fed to the primary smelting furnace. Generally speaking, the higher the metal content in the matte after primary smelting, the more important the feed preparation. This is of particular importance in the direct blister (DB) process for copper production and direct oxygen nickel (DON) for nickel production.Bedding is the first stage in feed preparation. This is very important for the sake of smoothing the mineralogical fluctuation in the feed for better smelting control. Its importance increases as the number of concentrates available for the feed mix decreases."

"Significant capacity increases to meet new production demands can often be fulfilled through debottlenecking of an existing production facility, rather than the more expensive option of building new plants and facing new environmental and infrastructure challenges. To achieve that goal, it is important to model and calculate the existing ultimate capacity of each processing plant area, and that of each key equipment sector within the plant areas. This paper describes a methodology of how process modeling tools can be used to simulate the processing steps, how to estimate their existing and ultimate capacities, and how to determine the sweet-spots (minimum cost points) for a plant expansion – leading to a road map of the subsequent debottlenecking project implementation.The debottlenecking technique is presented through a generic work-flow narrative which can be applied to different mineral processing studies, starting with establishment of heat-and-mass balances, drawing a bottleneck diagram, brainstorming capacity increase options, and preparing a cost-capacity curve. Hatch has successfully applied this technique to a number of plant capacity studies, with great benefits to our industrial clients.INTRODUCTIONWith the softening of the metals and minerals prices, and the escalated costs of building new processing plants, it is now economically more viable to improve and debottleneck the existing facilities, rather than build new ones. However, spending new money on old plants requires careful considerations, in order to identify the most economically advantageous incremental steps of improvement and the best potential returns on investment. Process modeling, hand in hand with plant measurements, can identify the best scenarios to balance the three aspects of plant capacity (nameplate, utilization and yield), both at the global and the individual system and subsystem levels."

SINCE the discussion on steel rails in America has forcibly drawn attention to the value of chemical analysis, if not as a necessary stipulation, at least as a guide to control the usual mechanical tests, some doubt has been thrown upon the accuracy of the analytical results obtained by different chemists. To any one having the least acquaintance with chemistry, it is quite clear that if exactly similar results are to be obtained from the same borings of steel, exactly the same methods must be used by the different analysts. Hence the necessity (if complications are to be avoided) of establishing what I may call standard or normal methods, to be used both by the inspectors and by the chemists at the works. Remembering that the application of chemistry to steelrail inspection is yet in its infancy, it is of great importance to possess a perfect acquaintance with the best methods in use. Being myself a grateful pupil of Professor Eggertz, of the School of Mines in Sweden, it occurred to me, two years ago, that I could not do better than start a laboratory of my own, and engage one of his pupils, Mr. Troilius, for the purpose of analyzing the steel borings from mechanically-tested rails, so that I might thus obtain without delay thoroughly accurate determinations. Moreover, in order to carry on the operations in perfect accordance with the methods used at the steel works in England and Germany, where I had to control the manufacture, I deemed it desirable to allow Mr. Troilius to go through a course of training at these works; and I gladly seize this opportunity of expressing my grateful acknowledgments to several works in England and in Germany for affording every facility for such an exchange of information as mas found necessary in arriving at the best analytical methods to be used.
