ANNUAL or necessary inspections and investigations of coal mines for various purposes were made possible through the Federal Coal Mine Inspection Act of May 7, 1941, which authorized entry to the Secretary of the Interior through the Bureau of Mines. Primary object of these inspections is to obtain information pertaining to health and safety conditions. Among the purposes for which the data are to be used, are annual reports to Congress, the publication of inspection reports, and the compilation and publication of statistics. The act states that inspections and investigations shall be made by employees of the Bureau of Mines, who shall co-operate with other bureaus of the U. S. Department of the Interior, as well as with the official mine-inspection, safety cr health agencies of the several states and territories. Rock fragmentation size distribution is often used as an important index to account for the blasting effect because it directly affects the subsequent loading, transportation, and secondary crushing. Due to the mismatching of explosive and rock wave impedance, high boulder yield often occurs which affects the blasting effect. In this study, methods of measuring rock acoustic impedance, rock strength point loading, and detonation wave velocity have been used to obtain more accurate input parameters. Then, in the watershed image segmentation technique, the Gates-Gaudin-Schuhmann and Rosin-Rammler distribution functions have been used to analyze and quantitatively describe the rock fragmentation size distribution in the existing muck-pile. Finally, taking the rock properties, explosive performance, blasting parameters, and system characteristic variable into consideration, support vector machine (SVM) regression model has been analyzed on the learning and prediction of samples. The results show that SVM has a good prediction accuracy, high precision, and strong generalization ability. The optimized matching coefficient of rock and explosive wave impedance K ranges from 2.50 to 2.58 times. This study has developed a series of simple, accurate methods for rock properties analysis, detonation wave velocity measurement, and muck-pile model image processing, and a basis for predicting and evaluating rock fragmentation size distribution and optimizing the matching coefficient before carrying out a blasting operation.

Mesh based areal support is commonly applied in South-African deep-level gold mines. It forms part of an integrated support system that can cater for both rockfall and rockburst incidents. The application has been successfully applied over many years. Operations have different geotechnical conditions and practical considerations, which has led to the development of various types of mesh and integrated mesh-based support systems (i.e. meshing and lacing versus welded or chain-link mesh sheets). Typically rolls or sheets of mesh is pinned with rockbolts to the surface of an exposed excavation. Applications vary from hangingwall coverage in a conventional stope gully to complete excavation coverage in footwall drives of conventional mines or on-reef drives in massive mechanised mines. It is however critical to understand the behaviour of the rockmass and apply suitable support systems.

This paper discusses the importance of coal mapping, the rock properties of the roof and floor interface of the coal seam, and the significance of loading and initiating designs in minimising coal damage. Furthermore, the importance of using electronic initiators cannot be emphasised enough. This paper also discusses how a cast blast can be initiated from many locations by mitigating geological abnormalities and thereby avoiding spatial movement of rock shearing in a plane above the coal seam.

This paper examines the combination of unit technologies in a minerals beneficiation train, and explores the inter-relationship between energy input and water consumption for a given mineralogy and product recovery, as these are two critical environmental issues which affect the overall viability of many minerals plants. In particular, we review constitutive relationships for each of the sub-processes of comminution, flotation, and tailings dewatering, and suggest how these might be integrated into a unified hybrid model, with particle size distribution as the key design variable. Such a model can then be used to explore the trade-offs between different performance objectives (be these technical, economic or environmental) as part of a multiple-objectives optimisation exercise. In this way, it may become practical to envision situations in which concentrate grade and recovery are sacrificed, marginally, in order to reduce energy demand in comminution, and improve overall water recovery. This becomes more relevant as the industry commits to advancing the sustainable development agenda in the face of the increasing life -cycle costs and impacts of minerals processing operations, coupled to declining ore body grades, and the desire to maximise recovery of minor and trace elements. Some specific observations for copper are offered.

THE purpose of testing is to determine whether the material in question is identical in all essential respects with similar material which has given satisfactory service. The most common method of securing such information is to select samples as representative of the entire material and subject them to destructive tests. As the welding industry grew, service data were accumulated and tests of welds took on new significance. New tests were devised and old tests modified so as to be more pertinent to welding. Moreover, in some cases the generally accepted procedure of testing by sampling is not accorded the same degree of confidence when applied to welds as in the usual applications. Thus, in instances where great hazard would be involved should the material fail, means of non-destructive testing have been sought with favorable results. Accordingly, tests used today may be divided into two groups, destructive and non-destructive tests.

FOR many years the Homestake Mining Co. has devoted serious attention to the elimination of accidents, and ground is steadily being gained in this direction. In accident prevention work it is line-plunging with perfect teamwork and not the spectacular forward pass that brings progress toward the goal. In both surface plants and under- ground workings we regard "good housekeeping" as a first requisite for safety as well as efficiency. Under this term are included all types of safety guards and protective devices as well as cleanliness and orderliness it working places. Perhaps the most important factor in safety work is to arouse and maintain employee interest. The general morale and contentment of employees is of particular importance.

ACIDIZING, as the terns is used in the petroleum production industry, involves the use of hydrochloric acid in predominantly limestone formations, resulting in the lowering of resistance offered to the flow of oil and gas through the oil-bearing formation, usually with resultant increased production. A number of articles have been written on the chemical treatment of oil and gas wells; a bibliography of these works will appear in Volume 123 of the Institute's TRANSACTIONS (1937), and a few other references are appended to this paper.

The Newell Creek Dam Inlet/Outlet Replacement Project is located approximately 11 miles north of Santa Cruz, California along Highway 9 in the San Lorenzo Valley. This project will replace the existing inlet/outlet works at the Loch Lomond Reservoir by constructing a tunnel using conventional excavation methods while simultaneously drilling three intake shafts to intercept the tunnel from within the city’s water supply. This project will improve the system’s overall operational efficiency and performance, and provide a safe and reliable facility for the City of Santa Cruz’s drinking water supply. This paper discusses the overall project configuration, construction observations, and challenges during construction, including tunnel excavating through the marine sedimentary siltstone of the Monterey Formation, probing and pre-excavation grouting, and the tools utilized to manage the project.

The 2-mile Beach Interceptor Sewer Tunnel was constructed in 1954 to then-current mining and construction standards. Due to its lifespan and deteriorating condition it is now being stabilized and rehabilitated using conventional excavation and ground support. At its southern end, below the prestigious Three Arch Bay community, the original tunnel alignment passes under a historic landslide where the tunnel was sand-backfilled and capped by bulkheads in 1957 due to severe and caving ground conditions. Video footage of the existing 21- inch clay pipe showed that the pipe is severely damaged, which could potentially cause a catastrophic pipeline failure and sewage spill into the Pacific Ocean. This paper summarizes the thorough investigation and design process, tunnel realignment construction and monitoring, and the notable cooperation between all parties to overcome the project risks.

While respirable crystalline silica (RCS) dust that arises in industrial production mostly emanates from point sources and can be well mitigated, the extraction of dust is much more difficult in underground construction, since locally generated dust spreads widely. Analysis of dust measurements shows that RCS values are difficult to predict, and effective dedusting systems are required to comply with permissible exposure limits (PEL) in breathed air. Dedusting systems are effective near the tunnel face, while dedusting of working areas away from the tunnel face is difficult or even impossible. In general, there is little temporal influence on the tunnelling work—except for drill and blast excavation—which makes it necessary to remove the deduster and ductwork from the face area. Concurrent work in the tunnel is affected by the backflowing air mass of ventilation and therefore the quality of this air mass must be considered. The use of personal protective equipment (PPE), e.g., dust filter masks, is considered the least-desirable safety measure available. However, for certain individual operations in the tunnelling process, the use of PPE cannot be avoided, especially if other technical mitigation measures are not possible. In tunnels with small cross sections for example, dedusting systems often cannot be accommodated and PPE must be used instead. This raises the question of whether the use of PPE can be avoided by designing appropriate excavation cross sections and allowing for the implementation of technically engineered mitigation measures. The paper highlights problems with dedusting measures and shows possible ways to achieve OSHA compliance.

Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.

Ultimately, these tools have the potential to automate the design and construction processes and boost productivity, safety, quality, and operational stability. This paper presents ongoing research and applications of artificial neural networks (ANNs), robotics, and 3D technologies in ground characterization, tunnel ground support prediction, risk projection and reduction, and productivity enhancement in TBM operations. Many jet grouted columns were recently installed to create a jet grout-treated soil foundation for an earthen embankment used in a large shoreline stabilization project in the Mystic River in Charlestown, MA. A physical test program was used to determine whether the jet grouting parameters the Contractor selected would meet the design requirements given the local soil variability, including soft river sediments and organic soils. The presence of hydrocarbons encountered in the marine sediments during the test program caused concern that the design strength could not be achieved. The published literature discusses the environmental aspects of jet grouting with hydrocarbons. The literature did not include many studies of the effect on jet grout-treated soil strength for the types and concentration of hydrocarbons encountered on this project. The grout mix, air pressure, and number of passes of jet grouting were varied in a second field test program to determine jet grouting parameters needed to achieve the design strength of columns with hydrocarbons. A geo-probe study was performed to identify the type and concentration of hydrocarbons on the site. With few exceptions, the quality control core samples from the production columns met the design requirements with many strength values far exceeding the design strength. This paper presents the data, and reviews the lessons learned. PROJECT BACKGROUND The Charlestown Bus Garage, located in Cambridge, Massachusetts, is a Massachusetts Bay Transportation Authority (MBTA) bus maintenance facility located on the Mystic River. The site was home to a coal gasification facility before it was developed by the MBTA as a bus garage in 1978. A deadman-anchored steel sheet pile bulkhead wall installed along the Mystic river on the east side of the site supports the site grade at about El. 11 ft (NAVD 1988) (Figure 1).

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.

RECENT announcement of further restrictions on gasoline consumption in the Mid-West and Southwest has focused public attention on current discussions of an oil scarcity. Conflicting arguments are advanced on the one hand that we have plenty of oil and will not need to restrict consumption as soon as transportation facilities are adequate, and on the other hand that a great impending shortage will require most drastic reductions in civilian consumption in order to provide adequate supplies for military purposes. Data can be presented to support both views, the result being that the public is confused and uncertain of where the truth lies. For a nation with about half of the known crude-oil reserves of the world and two thirds of the total production it seems almost incredible to the layman that any shortage can exist. Those familiar with estimates of future demand. however. show increasing concern regarding our ability to meet military demands without further restrictions in civilian use or wasteful production from our remaining reserves. Only by considering such facts as are available and can be made public can a true appraisal be made of whether or not we are faced with a shortage that will amount to a crisis in crude oil.
