Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style1-" that curiously personal thingy-in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period-Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

"The localized uniform conditioning (LUC) technique was proposed by Marat Abzalov in 2006. The technique converts conventional uniform conditioning (UC) grade-tonnage curves into single grade values attached to each smallest mining unit (SMU). This is achieved by ranking the SMUs within a panel in increasing order of their grade (based on the direct kriging of SMUs). This ranking is then used to localize the conventional UC grade-tonnage curves for each panel by dividing them into classes and computing their mean grades, which are assigned to the SMUs. The quality of this localization process will depend heavily on the validity of the grade patterns predicted by the direct kriging of the SMUs. Abzalov noted that where the distribution of data available for the direct kriging of the SMU is characterized by strong short-range variability, the advantages of using the LUC approach may be more limited. Consequently, a study was undertaken to determine how valid the predicted grade patterns of a typical Birimian-style gold deposit (with high nugget effect and strong short-range variability) might be expected to be. This was determined by comparing the direct SMU kriging ranking (based on sparse data) with the grade control model ranking (based on close-spaced data and the best available estimate of the deposit). The results showed a satisfactory correlation between these rankings and it was concluded that, although the grade patterns predicted by the direct kriging of the SMUs may be less meaningful for deposits exhibiting strong short-range continuity, there is nevertheless a convincing relationship with the actual (or best available) rankings. Therefore, the LUC technique is still considered to be useful for this style of deposit. We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

The variables involved in a complex process like flotation can be classified as follows: a. Disturbance variables - which are undesired properties of the process input which affect the value of the process output but which are not subject to adjustment. They are the result of changes in the properties of the feed, like changes in head grade, flow rate, fineness of grind, etc. b. Manipulated variables (sometimes referred to as process variables or control variables) -which are those that are adjusted - reagent addition, aeration, pulp level - in order to compensate for the disturbances in the properties of feed. c. Performance variables (sometimes referred to as controlled variables) -which are those whose values measure the performance of the process. They are properties of the process output such as grade and recovery. The function of a control system is to maintain the process performance equal to the control objective in spite of the disturbances by adjusting the manipulated variables. Attempts at developing automatic control systems for mineral processing operations date back to the thirties and in many of these attempts the results were not surprisingly poor and un-stable. The poor results brought indifference and suspicion towards automatic control on the part of operators and management. The reasons for the apparent failure of these attempts were two-fold: a. the lack of adequate understanding of the behavioural responses of the process from the control point of view, and b. the lack of reliable control instrumentation which could withstand the harsh environment in mineral dressing plants. Many operators had accepted the fact that control of mineral dressing could be best conducted manually. In the case of flotation circuits, control had been virtually based on the skill and experience of operators particularly their ability to identify and rectify poor flotation performance aided by results from the laboratory (chemical) analysis of regularly collected samples from strategic points in the circuit which are at best, hourly collected samples.

"Several experiments have been carried out in efforts to evaluate qualitatively a variety of electrolytes for refining bismuth. Most extensive work was done with the basic tartrate, hydrochloric acid, and hydrofluosilicic acid electrolytes. Deposits that are smooth and adherent can be obtained from these three electrolytes if low cathode current densities are employed. All three electrolytes were effective in purifying crude bismuth considerably, with additional purification indicated in each instance by a reelectrolysis step.With the basic tartrate electrolyte best results were obtained when the electrolyte was at 40° C. and contained at least 100 grams of bismuth per liter. An apparent disadvantage was depletion of bismuth from this electrolyte, causing the deposits to become spongy and nonadherent.The hydrochloric acid electrolyte had the greatest tendency to yield rough, dendritic deposits. Best deposits were obtained at cathode-current densities below 2 amperes per square decimeter. A small amount of glycerin helped to produce a smoother deposit, and adding sulfuric acid or methyl sulfuric acid retarded the deposition of impurities. Very good results were obtained in electrowinning bismuth from a bismuth trichloride-hydrochloric acid electrolyte.Smooth and adherent deposits were obtained from a hydrofluosilicic acid electrolyte, with very good refining as regards lead and silver impurities; however, higher reagent costs and slow decomposition of the electrolyte have discouraged its use.INTRODUCTIONMethods of recovering bismuth from ores and byproducts were underdeveloped for many years because of the limited uses for bismuth, the pharmaceutical industry being the chief consumer. In the past decade or so additional uses for bismuth, particularly in the metallurgical field, have brought about increased demand for the metal with the result that bismuth is being recovered from byproducts that were once discarded. In addition to such uses as low-melting alloys, solders, bearings, die setting, etc., some interest has been indicated in bismuth as a possible coolant for nuclear reactors. The advent of ductile bismuth and bismuth-alloy thermocouple wire has contributed greatly to temperature measurement, particularly in the below-zero range."

A numerical modelling back-analysis exercise was carried out at a WA gold mine at which early signs of seismicity (rock noise, scatts from active faces) were becoming apparent as depth of mining increased towards the 500 m mark. Some strain bursting had occurred and it was necessary to discover what the implications of this were for greater depth. The aim of the modelling was to: 1. Establish a correlation between observed ground conditions and model predicted damage, in overstressed areas of the mine. 2. Use this correlation to forecast rock mass damage and ground control requirements for proposed future stoping panels at greater depth. Good correlation has been achieved between observed rock mass damage, and a 3D Finite-Element RS3 model, run in elastic mode. Two candidate stress field orientations were modelled. The model parameter best fitting the observations was the Strength Factor (SF), the ratio of strength/stress. The good match (correlation coefficient of 0.7) between observed and modelled suggests that the elastic approach is justified for the depth range and rock mass properties analysed. The correlation also enabled a link between observed damage and installed ground support performance. Using the linear best-fit between observed and modelled, a forecasting exercise was carried out using the same RS3 model, modified to include future stoping. The resulting damage and ground support categories were obtained from the modelled SF for each proposed stoping level. Also, a series of generic geometries was assessed to investigate the impact of varying stope face lead/lag distance, sill pillar height and stope pillar size, on ground conditions. The key finding of the generic geometries were: • Ground support schemes have been defined for the expected conditions. • All ore drives are expected to have significant damage in the backs and rehabilitation. • Lead/lag distance not to exceed 10 m. • Sill pillar/level intervals of less than 20 m require an increase in ground support scheme. • Pillar sizes for maintaining footwall and hanging wall stability should be at least 10 m × 5 m.

As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

"In the most iron ore beneficiation plants, reverse flotation is the best method for removing silicate gangues from final iron ore concentrate. Many previous studies show, if the major portion of impurities include quartz minerals, the flotation process is simple, but if iron silicates are dominant, reverse flotation is so complicated and mostly not very effective. In this study which was performed on the Sangan iron ore concentrate, the performance using of reverse flotation and magnetic flotation separator for elimination of silicate gangues from the magnetic iron concentrate was investigated. The operational parameters for reverse flotation are considered as: collector and frother types and dosages and also modifiers. But for magnetic flotation separator parameters were magnetic field intensity as well as overflow and underflow water rates. Results showed that reverse flotation has not a significant effect on the elimination of impurities. Because of the silicate gangues of Sangan concentrate including a mixture of quartz and iron silicates (amphibole, pyroxene and feldspar), so downgrading of the SiO2 content for the flotation concentrate was rather low and only average reduces of 20.60% were possible. But the findings of using magnetic separator was more satisfactory. Results of the weight recovery, iron grade and also SiO2 and S grades of final concentrate were better with magnetic flotation device. So at the best and optimum condition, we could reduce 51.01% of the total silicate (SiO2~ 2.19%) along with 74.66% of sulfur content (S~ 0.076%) and concentrate weight and Fe recoveries of 92.04% and 94.51% respectively, final Fe grade of 68.73%.INTRODUCTION Chemical/traditional flotation is one of the most effective methods for separating valuable particles from waste minerals, which is used in most mineral processing industries. In the iron ore processing industry, the major impurities present in iron ore concentrate include sulfur, silica and phosphorus (Bruckard et al, 2015), which are often carried out by reverse flotation methods for the removal of sulfide and oxide impurities (Donald, 1967: Araujo et al., 2005: Ma, 2012)"

There are many scales of innovation in the pursuit of concentrator performance improvement, including paradigm change, inventive change and incremental change. All are important, but the last is low risk, low cost and has a relatively high probability of success, given the right metallurgical skills. Seeking continuous improvement is also essential to ensure that performance does not decline over time due to ore type changes, personnel changes, equipment wear and other factors. When properly implemented, these small gains offer a very high rate of return for the project cost because they are made from marginal, not total, operating costs of the plant. To be effective this approach requires plant trials that use designed structure and appropriate statistics to test the observed differences arising from the old and new process treatments, be they a change in flotation reagent, in grind, pulp density, etc. However the pursuit of small but financially significant performance gains is often regarded as fruitless because of the range of variance in plant data, and the consequent difficulty of ‘proving’ that a benefit has been achieved. Opportunity for improvement is thus sometimes relegated to the realm of the impossible, or at best, treated with skepticism. Operations managers prefer to look for the larger gains, which are easier to demonstrate and prove. Unfortunately, these are seldom to be found; rather, a large gain can be more easily made by executing a series of small recovery improvements that are together equivalent to the ephemeral single large gain. In this paper we advocate a policy of continuing improvement driven by rigorous performance testing protocols and a formal ‘risk analysis’ approach to judging the efficacy of changes implemented in the plant. Following these simple procedures allows rational decisions to be made on the basis of quantifying risk and reward. In particular we consider the choice of hurdle rate for decision-making which best balances risk and reward. It is shown through case studies from actual industrial practice that this approach is practical and delivers significant financial value to the operation.

Mining companies are moving towards automated haul trucks and other equipment. One reason for this is that if automated trucks can operate in a standard pattern over and over again without variation, then human error is reduced, if not eliminated.The challenge for mining production leaders/managers is to ensure operators follow standard operating procedures for load and dump operations, with each operator doing the same thing, every time. However, operators are only human and inconsistent performance is rife at every mine site. The finger may be pointed at the operators for not doing as instructed. The clarity and variability of trainer instructions may be considered causal to the problem. Herein lies the problem. Almost all operators believe they are following the procedure very closely; moreover, they all demonstrate a strong desire to conform to instruction.Using video analysis and feedback, each operator can be shown where and by how much they differ from the benchmark set by their company. Operators, often for the first time, can see definitively what they are doing, compared to industry best practice.The technology utilised by real-time video (RTV) crews measures time, distance and angles. It can overlay the video of the operator at the load site, with video of the perfect pass. Operators are amazed when they see how near to, or how far they are from best practice.The footage and data gathered by RTV assists operators in understanding exactly what adjustments are required to increase proficiency. It also assists load and dump superintendents to identify where in the process they are losing time. When translated to overburden removal or mineral/resource extraction, the result is large production economies without the need for large capital investment in new automated technology.CITATION:Westh, J, Gallagher, L and Rashleigh, S, 2012. Ore roasting has long been used for beneficiation and assay upgrading of different ores. In this process, which is mainly used for sulfide ores, the ore is heated to a high temperature. More specifically, it is a metallurgical process involving gas-solid reactions at elevated temperatures. Some types of Iron ore are weak in magnetic properties. Hematite, goethite and limonite are classified in this group. Unlike magnetite, which shows strong magnetic susceptibility, these ores are hard to beneficiate through magnetic separation route. Many researches have focused on gravity separation and flotation routes for upgrading these ores and these methods have also been utilised in the industry. One of the methods to whose industrial application less attention has been paid is magnetising roasting in which the non-magnetic iron ore is transformed to magnetite which is further beneficiated through magnetic separation. In this study, magnetising roasting tests have been performed on one goethite sample in order to check the feasibility of using this method for this specific ore in industrial scale. It is worth mentioning that high intensity magnetic separation have been performed on this sample before but the achieved results were not promising. Results have revealed that through magnetising roasting magnetite content of the ore could be increased from 1.7 per cent up to about 25 per cent. FeO content of the feed sample was increased from 1.03 per cent up to around 9.25 per cent. Also optimum size distribution for achieving the best results in magnetising roasting for this sample has been determined through this study. The best results were achieved when the ore size was 0–10 mm. The effect of coal ratio, time and temperature on the process have also be studied. A coal ratio of 5 per cent, time of 30 min and a temperature of 850°C were determined to be the optimum conditions. Finally, the technical feasibility of utilising magnetising roasting for this specific ore has been confirmed.

Pit lakes may form when open cut mining leaves a pit void that then fills with ground and surface waters. This often replaces terrestrial ecosystems that existed prior to mining with an aquatic ecosystem, affording an opportunity to improve regional aquatic biodiversity values through targeted aquatic restoration (McCullough and van Etten, 2011). Restoration theory provides guidance when restoring disturbed systems towards landscapes that are of regional value and relevance. But how do we identify a restoration target for a novel aquatic habitat that only exists in the new post-mining landscape? This paper presents a process of first identifying and then surveying local representative aquatic systems, to provide a direction for pit lake restoration efforts and achievement criteria for pit lake relinquishment, using a case study from a sand mining operation amongst wetlands in south-western Australia.The company mines silica sands following mechanical removal of topsoil and then extraction of the ore from below the watertable by dredging. Assessment of wetland and riparian vegetation was achieved through the establishment and measurement of temporary monitoring transects across five natural wetlands in the Kemerton area. Several more regional wetlands were also visited and observations made to supplement and validate these data.Distinct vegetation zonation was found across each wetland, although typically wetland basins were unvegetated or filled with younger woody plants with patchy distributions. Fringing riparian vegetation consisted of few species (commonly the paperbark Melaleuca rhaphiophylla and the sedge Lepidosperma longitudinale), but community composition and structure were variable between wetlands. The pattern of vegetation seen across natural wetlands was best explained by topography and soil chemistry, with low lying wetland areas more likely to experience regular flooding and accumulate organic matter and nutrients.In conclusion, where they are available, regional natural waterbodies may constitute the best valid restoration goal. Nevertheless, the goal may need to consist of a range of closure design opportunities, rather than a single target.

The mill area of PT Freeport Indonesia is located in a valley surrounded by steep natural slope, characterised by extreme topography with mountains rising to above 4500 m within 100 km from the seashore. The valleys are deeply embedded into the mountainous terrain and bordered by steep natural slopes. Vertical or overhanging lime walls are interrupted by steep vegetated screen sections containing accumulated loose material from weathering processes and ancient rock falls and/or debris flows/avalanches. The climate can be best described as alpine subtropical with an accumulated rainfall of more than 5000 mm per year. Occasional snowfalls and superficial freezing above 4000 m elevation leads to heavy weathering of the superficial rock layers and along open joints and fractures. The mill area is a crucial and strategic infrastructure for the entire mining operation which is best characterised as a high density industrial area with facilities including water tanks, power generators, crusher, and concentrating facilities including office buildings and workshops as well as access tracks to the underground mining blocks. Considering the local topography, the restricted space conditions and the number of technical installations, the facilities are likely to be affected and highly vulnerable to rock fall from the surrounding slopes. In order to minimise the rock fall hazard three rock fence barriers area were constructed at the mill area. The 7.5 rock fence barriers were designed with the maximum capacity of 5000 kJ. These are the largest capacity of rock fall barriers ever constructed in Indonesia. The total length of the barriers for the three locations was 126 m. The biggest challenge of this project was the construction of the barrier at West Gulley, which was constructed at 300 m above ground level. For this site, construction access was undertaken using helicopter. This presentation discusses the design of the mitigation structures as well as the construction approach and stages of the barriers. Please note: This paper is abstract only.

The guidelines are applicable to public companies and their consultants reporting diamond exploration results.“The guidelines are referenced in the Companion Policy of NI 43-101 with a statement that disclosure regarding the reporting of diamond exploration sampling results should conform to them.”Reporting GuidelinesThe following guidelines have been recommended by the Diamond Exploration Best Practices Committee established by the Canadian Institute of Mining, Metallurgy and Petroleum. These guidelines are applicable to public companies and their consultants reporting diamond exploration results.In respect of these guidelines, Diamond Exploration Results are results derived from the initial activities undertaken to investigate a diamond bearing prospect or deposit, to generate tonnage, grade and value estimates that cannot be classified as a Mineral Resource or Mineral Reserve. They do not address the earlier stage reporting of geophysical, geochemical or kimberlite indicator mineral results.Public reports of Diamond Exploration Results relating to mineralization not classified as Mineral Resource or Mineral Reserve must address the confidence limits of the result and contain sufficient information to allow a considered and balanced judgement of the significance of the results.The objective of these guidelines is to assist public companies and consultants in making appropriate disclosure of diamond exploration results by reporting in a manner which is:Uniform within the diamond exploration industry; Consistent with reporting from other industry sectors .Comprehensive .Unambiguous .The guidelines are not prescriptive. Materiality is the overriding principle that determines the information that should be disclosed. However, where a company or consultant deviates from the guidelines, the disclosure or technical report should state the extent to which the guidelines have not been followed, and the reasons for the deviation.The guidelines do not in any way replace jurisdictional reporting requirements (For example, the requirement for Canadian reporting issuers to comply with Canadian Securities Administrators National Instrument 43-101 by having technical disclosure endorsed by a Qualified Person as defined in that legislation)."

SOME TIME in the year 1874 or 1875, I conceived the idea that spiegeleisen might be made -in a blast furnace from ores that were not carbonates, and which did not contain both manganese and iron in the same ore. Up to this time, such ores had formed the basis of all the spiegel that had been produced; and all the ferromanganese that was on the market before 1875 was made in crucibles, and cost about 00 per ton, for 80 per cent. Mn. I consulted the great steel metallurgist of the day, Alexander Holley, who listened attentively to what I had to say, and told me he did not think my plan was practical, so I abandoned it for the time being. But I was so stubborn that I could not get the notion out of my head. It seemed to me that a good metallurgist should be able to work the thing out in some way. I had already had some experience in smelting refractory lead ores in Utah, and was young and not lacking in self confidence, so after waiting a bit, I got Anton Eilers, the best all-around metallurgist I knew, and J. H. Bramwell, the best iron blast-furnace man I knew, both intimate friends of -mine, to come to my place in Bartow County, Georgia, and look over things. They remained for several days, and made all the examination they thought necessary; and they also advised me to give up the project, and either to keep the furnace running on car-wheel iron or to blow it out. After my talk with Holley, I improved my plant in several ways. I closed the top of the furnace, put in a hot-blast stove, a steam boiler and a Weimer blowing-engine which gave me blast enough, at a pressure high enough for all the requirements of, the furnace, and which I could bring up to a temperature of 600° to 700° F.

"Although lead, zinc, copper, and iron sulphides have been known for many years in the Bathurst region, the existence of large massive deposits was not known until the discovery of the Brunswick orebody in 1952. This was followed by the discoveries of the Anacon orebody in 1953 and the American Metals orebodies in 1954. There is no question as to the great importance of these large massive sulphide deposits, and no doubt that other sulphide deposits are to be found. The problem, of course, is where and how to find them.The discovery of the Brunswick and Anacon orebodies is attributed to geophysical work. The original discovery of the American Metals deposit is generally attributed to a regional airborne electromagnetic survey.It is generally stated that the Bathurst area is a geophysical camp, and this is essentially true, but in this highly competitive search for orebodies it is obviously impossible for an individual company to cover the entire area by a comprehensive geophysical survey. Some means other than geophysics must be used to narrow the target. The quickest, cheapest, and simplest method is geological investigations.It has been stated that nothing can be accomplished by geology in the Bathurst region, since the camp is largely covered with overburden. This is true only insofar as detailed work on certain properties is concerned. It is not true of the larger regional picture. Outcrops are scarce, but angular float is abundant, and precedent shows that angular float has moved but a short distance from its source.GeologyAeromagnetic maps published by the Department of Mines and Technical Surveys are the best guides to the geology and structure of the area. These maps supply factual information concerning the underlying rocks. When coupled with field investigations, they are very useful in the interpretation of regional geology and the selection of favourable areas. During the procurement phase of a Design-Build (DB) project, design-build contractors must often commit to a fixed price based on limited or incomplete geotechnical information. This lack of information can result in an inaccurate assessment and allocation of project risk to either the contracting authority or the DB contractor. This paper presents a case study of an elevated water tank supported by mixed ground improvement techniques, including Vibro-Compaction (VC), Aggregate Piers (AP) and Compaction Grouting (CG) in East St. Louis, Illinois. An adaptive design and contracting approach provided the best value solution for a complicated set of geotechnical problems, including static bearing capacity and settlement concerns as well as liquefaction induced settlement. Close cooperation between the owner, the tank contractor, the geotechnical engineer and the ground improvement contractor was essential to produce an effective solution. Ground Improvement techniques resolved the geotechnical challenges at the site through adaptive design methods, utilizing progressive rounds of verification and real time data acquisition to achieve performance objectives. This paper details the evaluation of geotechnical criteria, the selection of ground improvement techniques, the adaptive design and implementation of ground improvements, as well as contracting methodologies used to ensure that the best value was provided. PROJECT INFORMATION In November, 2016, CB&I Storage Tank Solutions (McDermott) submitted a design/build proposal for an elevated water tank for Illinois American Water Company (IAW) in East St. Louis, Illinois. The purpose of this tank was to have backup water capacity for power generation. In the RFP, IAW requested two alternate styles of tank: Option 1, a 1250 Million Gallon (MG) Composite Elevated Tank or Option 2, a 1250 MG Waterspheroid tank. Option 1 consisted of a steel tank supported on a concrete tower. Option 2 consisted of a steel tank supported on a steel shaft. The height (determined by IAW) was 140 feet to the top capacity line measured from top of floor slab.

Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

"Cyanide is a leaching agent for precious metals commonly used in gold ore processing. Cyanide exists in various forms (including free, complexed as weak or strong complexes, and as ions such as cyanate and thiocyanate), so its detection, speciation and analysis in processing or environmental samples can be complex. This paper will review best practices for cyanide sampling and preservation in the field, interferences and pretreatment methods required prior to sample analysis and analytical methods that are used for cyanide species. Titrimetric, flow injection ligand exchange, spectrophotometric, colorimetric, potentiometric, amperometric, and chromatography techniques will be discussed and their chemistries, detection limits, advantages and limitations will be described.INTRODUCTION Cyanide is well known to be an extremely toxic species. Accurate cyanide measurement in effluent from mines is critical from an environmental perspective. Its measurement is also an important control parameter in the recovery of gold using cyanidation. Cyanide chemistry is diverse and complex, and cyanide analysis can be challenging as a result of and because of limitations in understanding of analytical methods. Various chemical mechanisms can form or destroy cyanide, and the sample matrix or preservation chemicals can also affect analytical results. These interferences make the collection of reliable cyanide measurements challenging and can start as soon as the sample is collected, during laboratory pre-treatment and during analysis. This paper reviews different methods of cyanide measurement. The basic chemistry of cyanide, best practices for sampling and preservation, as well as various methods of analysis will be discussed.CHEMISTRY The complexity of cyanide chemistry is well known (Beck, 1987; Delgado, Botz, Bucknam, Milasovljevic, & Staley, 2008; Botz, Milosavljevic, & Ward, 2013) and is attributed to the ability of cyanide to undergo: •,Volatilization •,Precipitation •,Adsorption •,Complexation with metals •,Oxidation to cyanate, ammonia, or cyanogen chloride •,Reaction with sulfur or sulfide minerals to form thiocyanate •,Redox reactions leading to the formation of cyanogen and cyanate •,Redox reactions (of some cyano complexes) •,Photochemical reactions (of some cyano complexes)"

THIS paper describes a series of tests performed at the Hollinger mill during the past four years, in which both metal and rubber-lined pumps were used for pumping sand and slime. While conditions will not be the same at other mills, it is felt that the information gained from the tests should be of value to other operators and of assistance to them in selecting the most efficient size of pump and kind of lining for economical operation. For the successful operation of pumps with rubber linings there are certain conditions, which, if recognized at the outset, will save the operator a good deal of work and trouble. First is the necessity of keeping sharp pieces of steel, or anything that might cut the lining, out of the pumps. This can be effected by placing screens in the proper locations. Second is to recognize the fact that the rubber lining of the shell, and the rubber cover of the impeller, are subjected to very different conditions. The shell lining, :being at rest and well supported by the metal case, has a relatively easy job compared ? with the impeller covering, which is subjected to centrifugal force and has a tendency to tear itself away from the metal core. Also, the pulp travels through and past the impeller at a high velocity. These two factors, centrifugal force and velocity of the pulp, would appear to set a limit to the speed at which, for a given set of conditions, it is economical to run a rubber-covered impeller. Therefore, a pump should be large enough for the work to be done. To get the best mechanical efficiency, it must be operated somewhere near the limit of its capacity, but this may not give the best overall cost, because the saving in power, due to the high efficiency, may easily be lost through excessive wear on the lining. It would appear that this condition is more critical in a rubber-lined pump than in one lined with metal.
