The unique and irregulator distribution of working places in a mine always poses the two questions: - which and how much production equipment is to be used, - what production can be expected. Since the development of analytical methods would be impractical for such cases, a lot of computer programs has emerged in recent years trying to simulate the productiom process and thus find the best answer. The usege of a simulator has its dark side well felt by the author(s) of such a program: the credibility and the confidence of the customer. Using the simulator means to respect and to incorporate all the restrictions imposed by the narow underground space, methods of production, safety regulations etc., which can turn out to become a major programming effort. If the program is not properly structured, it will be used for a single special' case only, and never again. In this paper the structure and internal mechanism of the simulator is described for which the author believes that can easily be adapted to conditions of various underground and open pit mines. MINSIM tries to reach the following rather ambitious goals: 1) Estimation of the production before opening the mine, or a part of the mine. 2) Training the personnel to make decisions. 3) Making the daily time schedules for the entire fleet of the equipment units.

Industrial growth and survival in today's competitive world means both economic efficiency and technological superiority. Superior technology includes not only exploiting the best methodologies and techniques presently available, but also a continuous search for and development of, better ones. In practical terms this translates into an investment of substantial sums of money. Of course, even a relatively small investment will not be justified if the fruits of the project cannot be secured to the investor and the inventor alike. There are at least three ways to protect new or improved technology. If the improvement reaches the height of an invention, "patenting" usually is the preferred mode of protection. If, however, the improvement is novel and valuable but does not satisfy the requirements of the patent laws, one may then consider "trade secret" agreements as a means of obtaining appropriate return for the investment made so long as the improvement is capable of being maintained in secret and cannot be "reverse engineered." If one develops a new and useful organism and seeks immediate protection from infringers, current thinking is that the copyright law may afford such protection simply by publishing the genetic code. Here is one instance where you may publish without perishing! This paper will endeavor to highlight the pros and cons of various legal mechanisms and their applicability to the frontiers of technology.

While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

INTRODUCTION Controlled ground freezing for mining and construction applications has been in use for over a century. Despite the great technological evolution which has occurred during this period, ground freezing is still used on projects today with much the same basic technology as that used originally over 100 years ago. Major developments have occurred in the separate fields of frozen soil mechanics, refrigeration, and heat transfer analysis. However, except for a few projects in Europe and Asia, these developments have not been combined to upgrade ground freezing techniques to their potential level. In view of this situation, it is believed desirable to examine the art of ground freezing in light of recent technical developments, together with highlights on some of the apparent advantages, disadvantages and economics of the various alternative approaches. The purpose of this paper is to attempt such an examination, with particular emphasis on the practical application of presently available technology. GENERAL ADVANTAGES AND DISADVANTAGES Ground freezing may be used in any soil or rock formation, regardless of structure, grain size or permeability; however, it is best suited to soft ground rather than rock conditions. Freezing may be used for any size, shape or depth of excavation and the same physical plant can be used from job to job despite wide variation in these factors.

A novel approach is suggested for the solution of planning and development problems in the coal, mining industry. The formation of coal measures depends to a significant extent on sequential geological processes and events which are probably best defined in a "system of processes and responses." The great number of variables in such a system is a characteristic feature of geological environments. Research work over the past two decades, in particular, has successfully established analytical procedures for the identification and definition of relevant and irrelevant variables for mining developments in specific geological situations. Such situations are typifiable within the regional geological setting of coal deposits. Scale gaps can be bridged by reliance on common symmetrical attributes and pervasive geometric features. Depositional processes and their resulting attributes are responsible for the development of mechanically significant rockmass "defects" and anisotropies; such features have to be identified and assessed for the selection of colliery design criteria. It is suggested that the procedural frame- work of systems engineering analysis is a most appropriate tool for the assessment of those geological features that can influence the mechanical behaviour of the "floor-seam-roof" system in "high technology" mining operations of the future. RECENT developments in iron alloys containing nitrogen have indi-cated that this element may exert a considerable influence on the proper-ties of the metal. This influence is not always in an undesirable direction and the indications are that nitrogen should be regarded as an alloying element, the amount of which should be subject to control, rather than as an inherently deleterious impurity. In controlling this element in liquid iron to the best advantage, it is necessary to have a reliable background of fundamental data pertaining to solubilities, rates of solution and chemical reactions of nitrogen in liquid iron. Obviously, the first step in such an investigation is the determination of the solubility of nitrogen in pure iron, and this has been the object of the experiments described in this paper. The solubility of nitrogen in solid iron has been measured by Jurich,1 Sieverts,2 Martin,3 and Iwasé4 and the agreement among the first three inspires confidence in their results. No accurate determinations of its solubility in liquid iron have been recorded though several investigators have obtained approximate results. The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

THE time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be .detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit-on that basis it would utterly fail- but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require -the same amount of endurance as does army work, and the placing of men with physical limitations in the work for which they are' capable permits a higher average of physical fitness for the work requiring physical excellence.

WHEN mining operations were first instituted in the mines of the Miami Copper Co., at Miami, Ariz., the relatively hard character of the ground in the western section of the property made it seem advisable to use a wide shrinkage stope and pillar system. The system as finally evolved was applied to the mining of 2,300,000 tons of ore by the use of stopes and pillars each 50 ft. in width. Development, mining and extraction of this reserve has been continuously in progress since 1910, and the final stages of extraction are now reached. A complete survey of all phases of this system can therefore be made. Modification in working methods was obviously necessary, and the system to be described is believed to be typical of the best features. DEVELOPMENT The preliminary work had three main objectives: The opening of a haulage level, the construction of a drawing-off level, and the driving of sublevels for use in stoping. In addition to these, some extra sublevel drifting was necessary to determine exactly the boundaries of the orebody, the general outline having been determined by churn drilling. This development was based on the requirements of stopes 50 ft. wide, with pillars 50 ft. wide between each stope. The length of these units varied from 200 to 500 ft.

"The cost effective and sustainable production of high purity rare earth elements is still challenging. The most commonly used method, known as solvent extraction, is very complex, needs many steps to separate the rare earth ions in a high purity, and causes a lot of environmental problems. An alternative method is the utilization of a separation column filled with adsorbent material. Within the column the desired target substance can be selectively separated out of a multi component mixture in one step. To find out if an adsorption material is suitable for the separation with a column, a characterization of the adsorbent material is necessary. In this paper are described the usage of modified activated carbon (oxygen and phosphorous modification), Di-(2-ethylhexyl) phosphoric acid (D2EHPA) impregnated Amberlite® XAD 7 HP and Lewatit® VPOC 1026 as adsorption materials. Several adsorption isotherms and process conditions are determined to characterize the selectivity between the adsorption materials and different rare earth ions. With these isotherms the mass specific rare earth ion retention for the adsorbent materials can be calculated. In addition to the isotherms the best working parameters are investigated e.g. pH-value and the time for equilibration. Finally, the separation factors between two rare earth elements are determined. The separation factor shows how successful a two element system can be separated."

It may at first appear doubtful that any further ideas can now come from such a well-trodden soil, when we consider that the ground of the subject has been so thoroughly gone over in many of its phases and that observations have been recorded in technical journals, ever since the days when Luckow and his cotemporaries brought the electrolytic deposition of pure copper to the position of an exact scientific method. Certain facts, however, which seem worthy of note, have come under the writer's observation during an extended use of the method in a large refinery, involving frequent tests of refined Lake and electrolytic copper, and thousands of assays of native copper concentrates and tailings. This work has required a careful study of the conditions suited to the assay of refined copper, and of ores and tailings— conditions which must be varied for each particular case to secure the best results. Especially is this true when we come to the exact determination of pure copper in the high-grade refined metal of the present day. Very slight traces of impurities (especially tellurium, selenium, bismuth, tin, arsenic and antimony) seriously injure the properties of copper, notably its electrical conductivity. The mining industry has recently been. - experiencing a difficult period. Escalating costs, lower grades and deeper level mining, are a few of .the reasons' why interactive graphics or CADD (computer aided design and draughting) systems are increasingly being used. CADD systems which support powerful and flexible mining applications have great potential for making all forms of mining more efficient and effective. There are many application programs which address almost every aspect of mining. Most of these programs originated to satisfy a particular need. Graphics and other features were added until they, reached a point where they were commercially viable as a mining package. Because of their evolution these packages, lack many CADD-type features. Today there are powerful personal computers (PC's) and engineering workstations running the best CADD systems available. These systems, support hundreds of applications in almost every discipline. Mining was until recently not well supported by interactive graphics vendors because of the highly variable nature of mining and the lack of common standards. Users of CADD systems have experienced the benefits of CADD and come to expect similar features from graphic mining packages. Several developers of mining packagers have either attempted to include some CADD features or make their packages compatible with one or other CADD system. Mining can benefit greatly From a combination of interactive graphics (or CADD) and the right mining application software.

In 1999, 2,087 unplanned roof falls were reported from 841 mines. Nearly 55% of all mines reported at least one roof fall, and nearly 17% of the mines reported five or more falls. In order to investigate the variables that contribute to roof falls, the National Institute for Occupational Safety and Health (NIOSH) compiled a national database of roof performance from 37 coal mines. Geotechnical factors and their effect on roof fall rates were compiled from over 1,500 miles of drivage. The factor that is the best predictor of roof fall rate is the Coal Mine Roof Rating (CMRR). For a low CMRR (#30), almost all cases have high roof fall rates. Conversely, high roof fall rates are rare for strong roof rocks (CMRR $ 60). Roof fall rates were also higher in deeper mines, probably because of greater stresses. Intersections were much more likely to fall than roadways, and four-way intersections were more prone to fall than three-way intersections. In a controlled comparison of the effect of increasing bolt length on roof fall rates, it was found that longer bolts reduced the roof fall rates in 11 of 13 cases. A relationship between the roof fall rate, the intersection span, and the CMRR was also found. Finally, a systematic method for tracking roof performance and geotechnical variables was demonstrated.

It is well known that certain silicates such as the feldspars and beryl can be readily floated from quartz at a low pH value using a long chain cationic collector in the presence of a fluoride.1-3 However, the mechanism whereby the fluoride activates feldspars and beryl is not known. Indeed, only a few authors have even speculated about possible mechanisms.1,3,4 As a first approach to the problem, it is perhaps best to look closely at the interesting character of hydrofluoric acid and how it dissolves silica and silicic acid. Hydrofluoric acid, unlike hydrochloric acid, is a weak acid with a dissociation constant of about 3.53 x 10-4 at 25°C.5 The reason for the weak acidic character of HF lies in the very small size of the fluoride ion.6 The pKa value is 3.45 which means that at pH 3.45 half the HF is present in molecular form and half in ionic form. The anion present is probably HF2.-6 At pH values below the pKa value, molecular concentration increases rapidly at the expense of the HF2- anion. It is known that HF readily attacks glass, silicates, quartz and silicic acid. The equation usually cited pertaining to the first step in HF attack of silica is6-'

Drying is a unit process which has numerous applications in metallurgical process industry. Kumera Technology Center, being a worldwide equipment and process supplier, has developed sophisticated solutions for both direct and indirect drying. In conventional direct drum drying, the energy is taken from combustion of fossil fuels, requiring energy input and emitting considerable amount of off gases. In modem copper smelters, thermal energy from the off gases is recovered in waste heat boilers making the steam available. Using that steam as the energy source for concentrate drying, the total volume of off gases can be considerably reduced and releasing of harmful combustion gases into the atmosphere can be avoided. Kumera Technology Center has recently developed and promotes a new steam drying process for drying of copper concentrates. In the development of the new dryer, Kumera's approach has been to combine the best properties of both the steam dryers and the drum dryers. In the design special attention has been paid to overcome problems of excessive wear and clogging and to reduce the required maintenance operations. In this paper the environmental issues and energy consumption related to both direct and indirect drying processes are discussed. The estimated operation costs and emission levels are compared, based on calculations and the data collected from industry. Batch laboratory-scale beneficiation tests were conducted on four high-iron phosphate samples. These samples included sedimentary ores (Tilemsi Valley, Mali and Tahoua, Niger), a sample from an igneous phosphate deposit (Matongo, Burundi), and a fine-grained phosphatic iron ore processing residue from Chile. The Matongo phosphate deposit occurs as a thick (up to 80 m) residual blanket of P205-enriched soil over solid parent rock (carbonatite and associated rock types). Although the Matongo deposit is an igneous deposit, ore from the deposit can be subjected to beneficiation treatments commonly used to treat sedimentary rocks. The beneficiation flowsheets designed to process these diverse ore types involve attrition scrubbing, size classification, and flotation. At the best flotation conditions tested, phosphate concentrates assaying 32.0%-39.0% P205 and 1.0%-1.5% Fe2O3, were obtained at 64.2%-82.2% overall P2O5 recoveries from run-of-mine (ROM) ores containing 9.2%-28.6% P205 and 5.9%-16.1% F,20,. A cleaner phosphate concentrate assaying 33.1% P205, 1.8% A1203, and 3.3% Fe2O3 at 53.4% overall P205 recovery was obtained from the phosphatic iron ore residue that originally contained 4.5% P205, 8.0% A1203, and 17.6% Fe2O3.

ACCURATE knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these compo-nents. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccu-racies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in considera-tion of the uncertainties thus made apparent, presents, new X-ray data obtained with the first three members of this group.

A steadily growing body of evidence indicates that earthquake ground motions can cause failure of rock slopes that are otherwise stable under static loading conditions. As a result, the economic optimum working slope angle is reduced when earthquake shaking is considered in surface mine design, especially in regions of high seismicity. When designing surface mine slopes to withstand seismic motion it is as important to consider the probability of experiencing various levels of ground shaking as it is to consider the characteristics of the ground motion. For most slope designs, simple probabilistic techniques such as extreme value or maximum likelihood techniques are appropriate. These techniques, however, should be applied in such a way that a probability value is assigned to characteristic ground motion parameters at the mine rather than to nearby earthquake magnitudes. Several techniques have been developed to analyze rock slopes subjected to dynamic loads. Most of these techniques do not adequately account for the ground motion parameters of concern. The best technique appears to be one that utilizes actual earthquake time histories. A simple technique that calculates block displacement for any input accelerogram, using a linear acceleration approximation between time steps, has been developed that accurately accounts for rock block response. Results using this technique indicate that the following factors are important for assessing rock slope stability in earthquake regions:

A formalised approach to risk management has been regulated in the United Kingdom (UK) since the Construction (Design and Management) Regulations 1994 (CDM) came into force in 1995. These regulations have recently been revised in 2007. In response to a series of significant claims around the world the UK insurance industry published a code of practice for risk management of tunnels in 2003, and that was followed by an international version in 2006. Probably one of the main contributions of this new approach is the recognition that health and safety risks can best be addressed early in the process, initially by the owner and then by the designers. One of the aims is to achieve elimination of risks by good design. The advantage of a risk-based approach to tunnel design is that all risks are considered explicitly, and any residual risks in the design are communicated clearly to the construction team. This paper looks at the implementation of this formalised approach to risk management with reference to the A3 Hindhead Project. The design has been undertaken in accordance with the requirements of the CDM regulations, and also in compliance with the Joint Code of Practice for Risk Management of Tunnel Works in the UK. An outline of the risk-based design process used is provided, including examples.

In 1961, a research program started at Columbia into the mechanical aspects of flotation,* and certain ends are now in view. The purpose of this note is to explain these tentative conclusions in the hope of stimulating discussion and eliciting new data, especially industrial data, with which to test the views expressed. The variables presently under consideration are impeller rotational speed, N, volumetric air rate, Q, and impeller diameter, D, the latter being the parameter chosen to designate cell size. THE GRADE AND RECOVERY SURFACES With a given ore, chemical treatment, and flotation machine, both grade, G, and recovery, R, are functions of N and Q. The GNQ and RNQ relationships are best viewed in terms of three-dimensional surfaces (Fig. 1) which are experimentally determinate.2 TO maintain grade at an acceptably high level, it is necessary for N and Q to lie within certain limits, and similarly with recovery.
