In the wake of the financial crisis that affected world markets in 2002, there has been an increasing international focus on corporate governance. Various corporate governance codes of practice have been introduced, such as the Sarbanes-Oxley legislation in the USA, the Combined Code in the UK, and King III in South Africa. This focus on corporate governance has increased since the most recent financial crisis in 2008, the effects of which are still being felt world-wide. In the mining and minerals industry, reliable metal accounting is essential to sound corporate governance and is also becoming a focus of increased attention and concern, particularly as the figures generated by the metal accounting system feed directly into the financial accounts of mining companies. Mass measurement, sampling, and analysis provide the input data for the metal accounting system and sound corporate governance requires that the procedures used are based on best practice and that the data generated is accurate and handled correctly, transparently, and consistently to produce the accounting reports. The AMIRA Code of Practice for Metal Accounting has been widely adopted in the industry as a means to achieve this, and the compilers of the Code have conducted numerous metal accounting audits at operations, both in South Africa and abroad. In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.

Early in 1977, Amoco Production Company and Houston Chemicals, a subsidiary of Pittsburg Plate Glass (PPG) Industries, started producing iodine commercially in northwestern Oklahoma. This is significant because it is the first plant in over 40 years to be built in the United States with iodine as its sole commercial product. With the exception of a limited amount of iodine produced by Dow Chemical in Michigan, the United States is dependent upon imports from Chile and Japan for its iodine needs. The two million pounds of iodine produced annually from the Woodward plant will supply over one-third of the United States' requirements. Routine analysis of subsurface brines by the Formation Water Lab at the Amoco Production Company Research Center in Tulsa, Oklahoma, revealed unusually high concentrations of certain potentially economic minerals. Investigations determined that, of the minerals in question, iodine appeared to offer the best potential. The brines in question are located in the Morrow sands (basal Pennsylvanian) at a depth of 7,175 to 7.400 feet, in an area where Amoco has been active in a gas play for the past 20 years. The regional iodine concentration ranges from 10 to 700 ppm and averages around 300 ppm with the project area. The project is located 8 miles north and slightly east of the town of Woodward, where the well-developed, porous, and permeable sands of the Woodward trench contain large volumes of brine.

This chapter reviews the steps which should be taken from the time it is decided to consider autogenous grinding in the development of a new ore deposit or the expansion of an existing plant up until the purchase of the new autogenous mills. In this case the term autogenous includes semi -autogenous, secondary pebble mills, and lump milling as well as fully autogenous grinding systems. Also, both wet and dry grinding alternatives have been included. Before the test program it must be decided how many bulk samples are required to properly assess the autogenous grinding possibilities of the deposit. Also, a decision must be made on where and how the samples are to be ground i.e. pilot mill at site or in established location, wet and or dry grinding, etc. In the test program itself, certain fundamental data must be obtained. The testing should include enough work to determine whether fully autogenous or semi-autogenous grinding should be used and what type produces best power efficiency. Also, all the other pertinent data should be collected such as power; tonnages; feed, charge, and product sizing; circulating loads, etc. If a secondary mill is required to produce a final grind the decision on whether a pebble or ball mill should be used may require additional test work. Finally, the concentration of the mineral may play an important part in selection of the circuit and should become a part of the final testing once the grinding has been established.

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.

Greater automation of facilities is probably the best hope of the mining industry in its efforts to surmount continually rising labor costs. Underground mining, with its inherently low unit labor output, is especially vulnerable to rising costs, and here maximum automation is becoming increasingly important. One area of such operations that has been receiving a great deal of investigation is that of ore haulage and hoisting, two steps that often account for 10-35% of underground operating costs. Innovations and experimentation by mining firms and manufacturers over the past few years have resulted in larger, faster and more efficient tramming and hoisting equipment, but the White Pine Copper Co., at its operation in the Upper Peninsula of Michigan, is preparing to start up an entirely new concept in haulage later this summer. Known as the Dashaveyor System, it consists of individually powered modules (cars) that run on tracks inside a rectangular tube or on an open trackway at predetermined speeds up to 50 mph. At White Pine the Dashaveyor will be used to carry ore (crushed underground to -10 in.) from the mine to the concentrator. Dr. James Boyd, president of Copper Range Co., which is a 25% shareholder in The Dashaveyor Co., has indicated that if the Dashaveyor meets the expectations for surface operation, it will also be used underground for ore transport in place of the several miles of conveyor belts currently in use (Business Week, July 29, 1967).

Rank the dust knockdown (airborne capture) ability of six different types of water spray nozzles, Approach A fixed quantity of dust is released into a large, closed chamber in a laboratory. Water sprays are turned on inside the chamber and their effectiveness on the dust cloud is evaluated from the rate at which the dust disappears. This method better simulates dust suppression underground than methods tried earlier. The results of the laboratory test were confirmed by conducting tests on a full-scale mod-el continuous miner face where dust levels were measured in the return airway. Results of the Closed Chamber Tests The graph indicates that atomizing nozzles provide the best use of water for dust scrubbing. However, use of these nozzles is limited by their susceptibility to damage and clogging. Hollow-cone nozzles perform almost as well as atomizing nozzles. Test results also indicate that full-cone, venturi-assisted, and flat-fan spray cones are about two-thirds as effective as hollow-cone nozzles. The least effective were venturi nozzles designed for moving air. The most significant advantage of hollow-cone nozzles over other nozzles tested is reduced clogging due to larger orifice size. The hollow-cone nozzle used in the test and depicted by the graph was type BD-3 manufactured by Spraying Systems Co., Wheaton, IL. This nozzle is already used on many continuous miners. Stratiform lead-zinc mineralization in the Soldiers Cap Group and Kuridala Formation of the Mount Isa Inlier is closely associated with iron-rich sedimentary units or "iron formation", and has many similarities to the Broken Hill deposit in New South Wales. Both the Soldiers Cap Group and the Kuridala Formation have been intensively explored for deposits of this type since the early nineteen- seventies. A mineralized belt of at least eight significant prospects has been identified, of which the Pegmont deposit is the largest and best known example. In most cases the mineralized horizons contain banded galena and sphalerite within a gangue of predominantly quartz-garnet- pyroxene-amphibole rock, sometimes containing a variety of other metamorphic silicates, and apatite. Chemically, the mineralized horizons are distinguished by higher than usual levels of one or more of total Fe, MnO, CaO and P205. Interpretation of patterns of mineral- ization within the belt is based on the Pegmont deposit, where a model of base metal sulphide deposition within restricted basins of iron-rich chemical sediment has been developed (Stanton and Vaughan, 1979). Broadly, the model envisages the deposition of higher grade lead-rich mineralization in the basin centre position, lower grade zinc- rich mineralization in a basin intermediate position, and much weaker copper-rich mineralization in a basin edge position. These three positions reflect a laterally continuous arrangement of silicate microfacies within the original iron-rich sediment.

in Cast-Iron. It has been generally accepted that the presence of silicon in cast-iron leads to the formation of graphite; and this has been explained by saying that the silicon lowers the solvent power of iron for carbon at and somewhat below the freezing-point, so that, in the presence of silicon, the iron is unable to retain in solution or combination the whole of the carbon with which it has united while molten, and therefore expels the excess of carbon in the form of graphite, during and immediately after solidification. Probably the best way to study this question would be to examine pure cast-irons, i.e., those containing nothing but iron, carbon and silicon, which at the same time should have been saturated with carbon when molten. But the data for such a study are not at hand; so we must turn to commercial pig-irons as they are made in the blast-furnace, and before their composition has been changed by remelting. Much evidence has been offered of late, tending to oppose the theory of the action of silicon above set forth. Some of this evidence will be examined here. 1. Mr. Bachman's Results. In particular, Mr. F. E. Bachman† has published a collection of analyses of cast-iron, in which the proportion of graphite at first appears to be nearly independent of the proportion of silicon present. During the discussion on the Preparation and Utilization of Sniall Sizes of Anthracite (page 613 of present volume), several inquiries were made concerning the use of the McClave grate, which was mentioned by Mr. Coxe as having proved satisfactory in the generation of steam at his collieries, and also at a large number of industrial estal)lishments in Scranton and elsewhere. For a more satisfactory repIy to such inquiries than could be furnished in the oral discussion, I have prepared the following paper to be included in the published proceedings. And, as the use of the fuel under consideration necessarily requires the employment of a blower to change the fire, from a condition giving an incandescent radiant heat only to one giving a hot gaseoua flame as well, I shall add a description of the McClave Argand blower and its method of action. The grate and blower combined form a complete and effective system fcr burning small fuels, such as anthracite culm, birdseye, buckwheat, bituminous slack, etc., in boiler and other furnaces; while the grate alone is now extensively used with the larger sizes of hard and soft coal in furnaces where blast is riot required. THE behavior of mixtures of immiscible liquids in porous solids is of rapidly increasing interest to those engaged in the production of petro-leum. The operation of artificial water-floods and the control of natural ones immediately raise questions concerning the fundamental nature of such processes. Moreover, it is now recognized that often water occurs dispersed throughout the rock from which the oil issues into the well,1 and thus tends to move toward the well simultaneously with the oil. The work reported here is a laboratory investigation of the simultaneous, steady-state flow of oil and water through the same column of uncon-solidated sand. It is thus directly related to the situation in which water occurs in oil-producing sands; it may have less direct implications for the displacement of oil from sands by water. However, it is to be clearly understood that the experiments to be described were performed pri-marily to obtain information of a more or less fundamental nature, and are not an attempt to reproduce, on laboratory scale, any part of an oil field. The dynamic behavior of a system in which oil and water are flowing simultaneously through sand is best described in terms of its "effective permeability" to either phase. For incompressible fluids flowing through a system of uniform cross section, the effective permeabilities to the two phases, in darcys, may be defined by the equations:

NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. Mr. Weeks used the words " original inventor " in the sense (as he explained in one place) of first inventor, and neither asserted nor believed that Bessemer's con-

BELL,* Montreal, Canada (written discussion?).-Mr. Hardinge's "hammer" theory is, I believe, a sound one; but, unfortunately, at the very place in the Hardinge mill where there should ,be a large number of small "hammers," there is room for only a very few. The results in Mr. Van Winkle's paper seem to indicate that the practical development of the theory can best be accomplished by stage crushing, using cylindrical mills. It would be very interesting to know if any stage-crushing experiments have been made at Inspiration with Marry mills. Mr: H. Kenyon Burch says:1 "The Marcy mill also proved to be a most excellent intermediate crusher, handling as high as 800 tons of 3-in. feed and under, to pass an 8-mesh screen without return of oversize." It seems reasonable to suppose that a large part of this output would be a finished- product; consequently, if it were possible to send the oversize from two of the primary mills to one secondary mill using balls of small diameter, a considerable saving in power might be realized, provided it were not necessary greatly to enlarge the secondary mill. It does not seem reasonable to suppose that fine material can he crushed as quickly or as efficiently in a primary ball-mill as in a re-crushing mill especially designed for that work. Experimental data, of course, are essential in deciding questions of this kind.

The future of coal mining is bright - only if we realize and then manage as though we are competing in the world marketplace. Accept it or not, our market is global. We tend to think our problems are caused by the uncontrolled foreign production of coal, and the uncontrolled drop in coal prices. I submit that our problem is not the world pricing structure - part of our problem is our on-site cost structure - our productivity. We are the world's best at getting out the tons - that is, production. Most mine managers thrive on that. What is in serious doubt is our productivity - our ability to produce tons of coal in a cost effective manner. Please think about the difference: ? Production is tons of coal. ? Producitivity is decreasing the cost per ton of coal. Our future is bright, only if we can increase our productivity by trying different and new ways to manage our businesses and our people. Unlike the easy successes during the 60's and 70's, success in the decades ahead will depend on our ability to achieve greater levels of productivity. If mining and other old line smoke stack industries are experiencing difficult times in 1986, three years into an economic recovery, what will happen when the economy cycles downward? In the summer of 1908, R. B. Cochran, Superintendent of the Compania Metalurgica Mexicana at Sierra Mojada, Mexico, presented to the Department of Geology and Mineralogy at Case School of Applied Science an interesting series of silver-, copper-, and lead-ores from the Veta Rica mine. These ores contained several interesting minerals which were associated in a somewhat peculiar manner, so that I was impelled to make a closer study of their occurrence. The investigation has brought out several new facts concerning the geology of the district and the geological occurrence of the ores, and therefore has seemed worthy of record. Two papers have been published previously about the region, one by Chisml in 1887, and the other by Malcolmson² in 1902. These articles, however, treat of the district more from the stand-point of the metallurgist and mining engineer, and not much attention is devoted to its mineralogy and economic geology. 11. Geographical Location of the District. The Sierra Mojada is situated in the extreme western part of the State of Coahuila, near the Chihuahua boundary. It is reached best via the Mexican Central railroad from El Paso, Tex., to Escalon, Chihuahua, a distance of 494 miles. From this point, a branch line, the Mexican Northern railroad, runs 78 miles in a NE. direction to the mines, which are its northern terminus. The railroad was built about 1890, practically on account of the Sierra Mojada mining-district.

This report describes magnetic field measurements in the Helvetia Coal Co. Lucene #8 Mine for purposes of deriving a mapping of the magnetic field strength covering the major haulageways which contain conductors. The measurements were performed by Terry S. Cory, P.E. under U.S. Bureau of Mines purchase order P0372716. Assisting in performance of the measurements were personnel from the Bureau of Mines, PMSRC, and Helvetia Coal Co. Acknowledgement is given to Engineer Tom Strong of Helvetia Coal Co. who accompanied the measurement team and who lended support in performing the measurements and in supplying valuable engineering information for use in evaluation of the results. The results of the testing at medium frequency show that coverage of the entire mine area containing conductors can be achieved employing wireless radio techniques whereby radio signals are coupled into and are carried by these conductors. These results confirm earlier qualitative testing of the Collins Mine Wireless Radios in this mine. These results, performed over the frequency range 71-2890 KHz, illustrate the effect of frequency on the radio propagation with the conclusion that the best overall coverage is obtained at frequencies approximating 1000 KHz. This report presents all the raw data and the reduced data in the form of magnetic field strength contour maps. Sufficient information is provided to enable independent reduction of the data. A summary of observations which can be made directly from the contour maps is given.

Accurate knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these components. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccuracies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in consideration of the uncertainties thus made apparent, presents new X-ray data obtained with the first three members of this group. Copper-phosphorus System Heyn and Baurl found that in slowly cooled alloys phosphorus forms a solid solution with copper up to about 0.175 per cent. Huntington

Despite the importance and usefulness of basicity in metallurgical slags, the optimum quantitative expression of it has remained elusive, partly due to the fact that the precise concept of basicity has not been properly clarified. The two basic approaches to the concept of basicity are the Lux-Flood, which perceives basicity in terms of the activity of the free oxide ion, aO2-, and the Lewis, which perceives basicity in terms of the ability to donate negative charge. The former has been almost universally adopted in the area of metallurgical slags, while the latter has been increasingly accepted in the field of glass chemistry. In this paper, some difficulties of the Lux-Flood approach are pointed out, including the need for indirect measures of aO2-, which have proliferated in recent years. Accordingly, it is suggested that the Lewis approach has a good deal to commend it, and that the quantification of it in terms of optical basicity is the best measure of basicity available, which should therefore be more widely applied in metallurgical slags than it currently is. The fact that there are intrinsic problems in evaluating the optical basicities for the transition metal oxides is acknowledged, and a new scale is recommended. The patterns of iso-optical basicity lines in ternary systems are shown to agree well with the pattern of iso-activity and iso-capacity lines under appropriate conditions.

Recovery performance may be measured in absolute terms or in relative ones that relate the actual mining outcome to what was expected. Consideration is possible in terms of the control exercised by the operator. The eventual mineral output is the only figure known with complete certainty. The paradox is that, while performance is judged against the sampling, the reverse also applies. The R/Efactor and its four component factors are the best overall measures of performance. The choice of equipment for sampling and mining is very important. The sampling process may introduce errors and the sample density may lead to poor mining block selection. The resulting recovery performance is most visible on a regression curve. Changes in the cutoff grade must also be taken into account to avoid unrealistic production targets. Estimation methods incorporating different mathematical assumptions and techniques may cause over-or underestimation of the grade and volume. If the selective ability of the mining equipment does not match the size of the reserve blocks, the performance will be compromised. The treatment plant efficiency, the throughput rate and the degree of bedrock clean-up also affect performance. The maximization of throughput does not yield the optimum results. Marine conditions, which are outside the operator's control, affect not only operational availability but also performance. Examples are provided from actual operations for various commodities, showing the relative magnitude of the different effects upon performance.

The northern Bowen Basin has a very large resource of coalseam methane gas-in-place - 136 TCF(7ohnson and White, 1988). The gas is pipeline quality, being 98-99 per cent methane with traces of carbon dioxide and higher hydrocarbons. The largest resource of natural gas within the coalseams of the northern Bowen Basin is contained in the Moranbah Coal Measures (75 per cent). The next most important resource is in the combined upper Fort Cooper (16 per cent) and Rangal (nine per cent) Coal Measures. The far northern parts of the basin have low gas contents due to the combined effects of limited extent of the coal measures, shallow depth and low rank. Reserves per well are more than double that of the best coalseam methane wells in any basin in the United States. In some areas of the Moranbah Coal Measures, the gas-in-place estimates exceed 225 million cubic metres per well (80-acre spacing). A distinction is made between resource base, as determined from this basin assessment, and the deliverability potential. Parameters used to estimate gas-in-place (coal area, thickness, density, rank and depth) can be adequately extrapolated from areas of high- to low- data density. Parameters affecting methane production (permeability, gas depletion factor and critical desorption pressure) cannot be generalised. Exploration and development programs must rapidly develop a predictive capability for these factors, on a local scale, through geological modelling and confirmation drilling.
