This Bureau of Mines publication identifies areas having sufficient coal reserves to support synthetic natural gas (SNG) development and summarizes those areas having the highest potential. Capital requirements, mining and coal cost factors, water availability, and coal-quality data pertinent to SNG production are presented. Evaluation of individual coal reserve blocks was based upon coal and water requirements of the Bureau of Mines Synthane coal gasification process.

There is recent evidence that high frequency screening can be a viable alternative to hydrocyclone classification for a wide variety of grinding applications. However, since high frequency screening is a relatively new development, the decision to use screens generally must be based on full scale screening tests of a slurry material of interest. In this paper the authors employ mathematical simulation models as an aid to evaluating the use of screens versus hydrocyclones for closed circuit fine grinding. This approach is validated in a pilot plant study and then demonstrated for the design of full-scale grinding circuit, including classifier cost comparisons. For the case of maximum production rates versus product size, without a constraint on fine product solids densities, results indicate that screening with Derrick sandwich type cloths can give higher grinding circuit production rates with more narrowly sized products than when hydrocyclones are used. These results are explained in terms of the bypass and Sharpness Index of the respective classifier partition curves. Classifier cost comparisons for the full scale circuit show that although the installed cost of screens is substantially higher than equivalent capacity hydrocylone operations, even modest increases in circuit capacity caused by screens; can significantly reduce total grinding costs.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

THE UTILIZATION by the Bureau of Mines of infrared and ultraviolet-visible spectrometry in connection with coal research has led to some basic improvements in methods, including a calibration method, a quantitative assessment of infrared spectral energy sources, and the development and perfection of infrared filters and cells. The adoption of a micropipet method to flush organic samples into absorption cells permits the investigation of vapors from organic liquids and the identification of volatile organic compounds. The spectral method has been used to investigate the infrared spectra of metal chelates, the charge-transfer complexing properties of aniline and nitrobenzene, an infrared method for determining the presence of methane in coal-mine air that has been adopted for use in enforcing the regulations of the National Coal Mine Safety Act, and atmospheric pollution including smog and odor-causing oxidation and decomposition of organic materials. Correlation of spectra and structure of organic compounds, particularly aromatics, was studied.

This Bureau of Mines report presents three methods for designing bulkheads to impound water underground: (1) thin and thick plate design; (2) South African plug design; and (3) single and double bulkhead seal design. Related areas critical to the long-term effectiveness of underground water impoundments are also addressed. These include bulk-head anchorage, concrete specifications and placement, the grouting of permeable strata, and the sizing of barrier pillars. A case study involving hydrostatic tests conducted on a single bulkhead seal constructed in the Safety Research Coal Mine of the Bureau's Pittsburgh Research Center is presented in an appendix.

The U.S. Bureau of Mines awarded a contract to Morrison-Knudsen, Inc., to evaluate the use of roadheaders in underground mining operations. Road-headers were found to be widely used in mines as construction support units, as development miners, and as stoping machines. However, road-headers were found to have mechanical and electrical problems, to suffer reduced productivity when integrated into the mining cycle, and to create dust problems. Also high capital costs and low utilization and avail-ability cause high amortization costs per ton. This report identifies the roadheader operating problems and offers suggestions for improved mechanical and electrical design as well as manufacturer and owner responsibilities for improved availability. The development of a complex integrated excavation and ground support sys tern is no t warranted until the roadheader itself is made much more reliable.

Determining the change of stress in rock based on measurements of the deformation of a drill hole is a procedure that is increasing in popularity. A closely related procedure involves the applicat10n of this principle to determine the existing stresses in a rock medium, by cutting free (core drilling) an annulus containing the drill hole. In this Bureau of Mines report, expressions are derived from which one can calculate the stress ellipsoid--the three-dimensional change of stress, or the existing three-dimensional stress field, as the case may be. Study of these equations shows that the stress components in three dimensions can be determined by measurements in only two drill holes, and yields general principles that are useful in planning an efficient program of drilling and measurement. Procedures are given for calculating the least squares estimates of the stress components and their standard errors, and for evaluating or comparing calculated values by means of standard statistical inferences.

This old district is a major zinc and lead source and minor copper and barite source. Ores are chiefly in the Galena Dolomite and in limestones and dolomites of the Decorah and Platteville Formations, all of Middle Ordovician age. Locally, deposits have been mined from Lower Ordovician dolomites and Upper Cambrian sandstones. Small deposits of lead, zinc, and iron sulfides have been found in Upper Ordovician Maquoketa Shale and in Lower and Middle Silurian Edgewood, Kankakee, and Hopkinton Formations. No post-Precambrian igneous rocks are known in the region, and the granitic and metasedimentary Precambrian basement rocks unconformably underlie the district at depths of 1500 to 2000 feet. The strata are gently flexed and faulted, probably largely the result of gentle compressive and rotational adjustments in the underlying crystalline basement, especially along lineaments between basement blocks. Folds of three orders ·of magnitude are recognized, and many related reverse, strike-slip, and normal faults of small to moderate displacements are present. Zinc-lead deposits are commonly linear, arcuate, or elliptical in plan. Most ore occurs as vein fillings in fractures and as breccia fillings and lining vugs, but some is in bedded replacements and impregnations of wall rocks. The ore is in shears, small reverse and bedding- plant faults, joints, and solution-slump structures related to intermediate and small folds. The main primary minerals in their general sequence of deposition are quartz, illite, dolomite, pyrite, marcasite, cobaltite(?), sphalerite, galena, chalcopyrite, millerite, barite, and calcite. Wall-rock alterations include solution of the carbonate rocks, silicification, dolomitization, clay alteration, and sanded dolomite. Oxygenisotope, trace-element, lead-isotope, and sphalerite- stratigraphy studies are in progress. Fluid inclusions in sulfide and gangue minerals are filled with concentrated brines at 120° to 40°C. Sulfides are directly replaced by supergene minerals above the water table at 50 to 100 feet in depth. In this relatively cool climate and limestone environment, smithsonite is in pseudomorphs after sphalerite; solution transport and redeposition of supergene minerals are rare. Ore genesis is postulated by rising hot-water solutions-a mixture of heated connate, magmatic, and meteoric waters.

The U.S. Bureau of Mines has attempted to use ultrasonic signal travel-time measurements to measure loaded roof bolt strains. The strain measurements are then related to roof bolt loads through equations or empirical calibrations. Such techniques offer the potential of accurate, rapid bolt load measurement that does not disturb the anchotage. This report presents 6e research findings for a specific type of ultrasonic measurement instrument using a pulsed-phase-Iock-Ioop technique. This technique measures signal travel time indirectly by measuring frequency changes. A complete development of the applicable theory and detailed derivations of key equations is presented along with empirical laboratory and field results. The differences between anticipated and measured behaviors are analyzed and discussed. The report identifies problems encountered in applying pulsed-phase-Iock-Ioop technology to roof bolt load measurement and provides potential solutions to many of them. A key assumption of pulsed-phase-lock-loop theory is that driving and reflected signal frequencies will always be equal. Findings showed that not only were actual frequencies not equal but they were not stable or simply related. Reflection wave shape also was not stable. The ramification of these findings and ways to minimize their adverse effects are presented.

In December 1975, a report entitled "An Evaluation of the Accuracy of the Coal Mine Dust Sampling Program Administered by the Department of Interior" [1] was prepared by the Analytical Chemistry Division of the National Bureau of Standards (NBS), in response to a request by Senator Harrison A. Williams. Chairman, Committee on Labor and Public Welfare. The report attempted to evaluate the adequacy of (1) the personal sampler unit used to measure the coal dust concentration in the mines, (2) the procedures used by the Department of Interior (DOI) to analyze the dust samples obtained from mine operators, and (3) any recent studies made by the Department or private industry concerning the coal dust sampling equipment. Recommendations in the report of NBS included continued research efforts by the appropriate organization to correct the personal sampler deficiencies and to consider the use of area or stationary samplers as a supplement to the personal samplers. Concurrent with the NBS report cited above, the General Accounting Office (GAO) also issued a report in December, 1975 [2], suggesting that improvements are still needed in coal mine dust sampling programs and procedures relating to penalty assessments and collections. Among recommendations made by GAO, the following paragraph specifically called for actions by the agencies involved:

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. This investigation (Bowles, 1990) involves consideration of technology utilized by three separate fields of metallurgy and materials science: 1) The recovery of metals employing the use of solvent extraction, 2) The fabrication of materials using powder metallurgy, and 3) The use of composite materials in fabrication of engineering materials. The research considers each of the processes in order to realize the benefits of each. In light of the fact that materials have an intended use -it does seem plausible to simplify the process required between "mother earth" and final use. For instance, a primary copper producer that already employs a solvent extraction and electrowinning process could produce value added products directly. Part of the existing extractant flow could be diverted into a pressurized hydrogen stripping process in order to produce specialty composite powders. Innumerable methods have been employed for the recovery of metals; solvent extraction, the one considered in this study, was used due to the possibility of it providing a pure powdered metal. The use of solvent extraction in the recovery of metals has gained wide acceptance and its use proves beneficial in many applications (Ritchey and Ashbrook, 1984). Pressure hydrogen stripping of solvent extractants may provide the benefit of flowsheet simplification compared to conventional solvent extraction followed by electrowinning. It may also provide the benefit of direct production of high purity metal powder (Demopoulos and Distin, 1985).

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

The endlessly changing pattern of mineral supply and demand offers opportunity to the alert and can bring disaster to the unwary. The discovery of ore bodies, the invention of extractive processes, the provision of new transport facilities, the political stabilization of underdeveloped areas, and many other changes can increase supply dramatically. Such new outpourings of mineral wealth from ore bodies bring fortunes to their developers, and consumers frequently find their competitive positions decidedly improved by new and cheap sources of supply. On the other hand, operators of marginal properties can find competition from newly opened high-grade mines intolerable. Consumers that have depended on the products of nearby, high-cost mines may find new, remote, low-cost supplies advantageous only to their competitors. The invention of new prospecting methods can have spectacular effects. Shortly after World War I the discovery rate of petroleum pools began to decline. The leading prospecting technique of that day, the projection downward of surface reflections of geologic structure, was proving less rewarding. Prophets foretold an oil shortage in the near future. But at that very moment scientists were perfecting the application of seismic waves to reveal underground oil-bearing geologic structures. As these geophysical methods were put into commercial use the whole outlook changed-the problem of the 1930's became how to cope with the surplus from discovery, not how to meet the ever rising demand. Many lead mines were being abandoned as unprofitable about this same time because the penalties charged by smelters for the zinc in the ores and concentrates more than counterbalanced the payments for lead and silver. For more than 10 years coke-oven technologists have been investigating the expanding properties of coal on a scale larger than that afforded by laboratory test tubes. Koppers 4/ was among the first to realize that coals can not be differentiated satisfactorily with respect to expansion in coke ovens by the simpler test-tube methods; in his first method 80 grains of fine coal were coked in a cylinder heated from the bottom, so that the zone of fusion (plastic layer) advanced from the bottom to the top. The scale of test was too small; it has been modified by other investigators, but without significant improvement in practical application of the results. Somewhat later Koppers and Jendne 5/ experimented with a small-scale coke even, one wall of which was movable, in which the layer-coking in a coke oven could be simulated closely. This oven was heated from both sides. Their results with this oven showed a peak in the time-pressure curves near the end of the coking, period when the two plastic layers, advancing from opposite walls, meet. They also found that although the smaller oven was heated from one side only and did not show the Pressure peak characteristic of two-sided heating, it still gave results entirely too high. Russell built an oven similar to the movable-wall oven of Koppers and Jenkner and compared results obtained in it on Beckley expanding coal with these obtained on the some coal in the Altieri 7/ small-scale apparatus. Both tests were conducted at the same constant pressure, but heating was from two sides in Russell's oven and from one side in the Altieri tester. Russell found that the two types of test gave comparable results under constant pressure conditions even though the heating procedures were quite different. He showed later, however, that a "borderline" coal 8/ that contracted in the Altieri tester at constant pressure developed a peak pressure of 4 pounds per square inch in the movable-wall oven heated from both sides at constant volume. He concluded from this that testing at constant volume gave results more accurately indicative of dangerous expansion tendencies than those at constant pressure. He also found that heating from both sides in this oven gave higher pressure than heating from one side only.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

This paper comprises a general outline of all of the developments, including the history, geology, mining, milling, power and transportation installations, at the gold mining operation of La Luz Mines Limited and the copper mining operation of its wholly-owned subsidiary, Rosita Mines Limited, both located in north-central Nicaragua. The low-grade, gold-bearing ore-bodies of La Luz Mines, contained in highly fractured and folded Lower Cretaceous sedimentary rocks, were from 1909 to 1928, mined and treated by primitive methods by the La Luz and Los Angeles Mining Company. The abandoned property was acquired by La Luz Mines Limited in 1936, and was equipped with modern machinery and put into production in 1939. Between 1939 and 1948, the daily rate of production was in-creased from 300 tons per day to 2,-000 ton per day. The ore reserves available for open-pit mining were depleted in 1954. Since then, the entire production has come from under-ground operations.

The principle of time domain reflectometry (TDR) is being used by the U.S. Bureau of Mines to monitor strata displacements induced by mining. The Northwestern University TDR Signature Analysis (NVTSA) Program was developed under contract with the Bureau to allow for visual comparison of three TDR waveforms quickly and easily. This program is interactive, and on-line help is available. The Northwestern University Remote Control TDR Data Acquisition System and Modification of Tektronix SP232 Host Application Program (NUMOD) was then developed to allow acquisition of TDR wave-forms from a remote cable tester via modem. The NUMOD system utilizes commercially available software while the NUTSA program is available from the Bureau. This report begins with a discussion of TDR principles followed by a description of the NUMOD system. An interactive example of signature analysis is then used to demonstrate features of the NUTSA program.
