It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. Water vapour refrigeration (systems using water as the refrigerant) could potentially be used to provide chilled water at underground locations in mines, as an alternative to conventional refrigerators using refrigerants such as R-134a. The use of water as both the primary and secondary refrigerants is attractive in concept since direct-contact heat exchangers could be used, yielding higher coefficients of performance. The disadvantage of water is the very high specific volume of the vapour at low pressures, which leads to great challenges in compressor design, as has been reported previously in the context of slurry-ice plants for mine applications (Ophir and Koren, 1999). Steam ejectors have long been known as alternative compression devices for refrigerators, but no work has been done previously on the possibility of using ejectors powered by high-pressure water, which is readily available in mines from long pipe columns in vertical shafts. This paper presents the results of a laboratory investigation into the use of high-pressure water as the motive fluid in an ejector refrigerator. No previously reported liquid ejector system has achieved subcooling of the process fluid, ie a reduction in fluid temperature within the evaporator to a level below that of the motive fluid. In contrast, the present work demonstrated that subcooling could occur at motive water pressures above 5 MPa. Mine cooling applications were considered and it was concluded that while this concept would not be feasible as a mine-wide cooling source, there could be specialised applications where it would be beneficial. One application would be to cool backfill and thereby reduce the heat load at the working face. In this case the best performance would be achieved by using the ejector in combination with an energy recovery system such as a Pelton turbine or a three-chamber pipe feeder.

This paper was prepared as a supplement to the general review by Dr. N. G. W. Cook. His analysis of the problem in terms of the strain energy involved in making the excavation is excellent. It will contribute much towards a clearer understanding of rock behavior and control. Several of the practical applications described herein can be directly related to Dr. Cook's theories and conclusions, and are based on the very same principles. CONTROLLED BLASTING IN ROCK EXCAVATION Generally speaking, the natural rock is a relatively strong and competent structural material, if we conserve its inherent good properties and perhaps reinforce its weak spots. The difficulty often lies in blasting out the tunnel or chamber without damaging the walls and roof we wish to have remain afterwards. Much progress has been made in the last five years in better understanding the controlled excavation of rock. The specialized techniques known as smooth wall blasting and presplit blasting have now developed from the status of curiosities of rock excavation to the point where these techniques are specified in contracts drawn up for such rock excavation projects as tunnels, underground pourer houses, etc. These techniques have been well described and discussed in previous publications; there is no need to reiterate here. It might be well to point out that recent research has demonstrated the effect that inherent rock stress may have on presplitting in certain directions. Material can be presplit most readily parallel to the direction of maximum compressive stress, and this may not always be in the direction desired. Inherent rock stress measurements by stress relief over coring, etc., may have important value in deciding how to best presplit proposed excavations. The purpose of this report is to supply the Coal Classification Committee' with information for use in the formulation of a system of classification of coals according to their uses. Consideration is given here only to the nonferrous metallurgical operations that consume relatively large amounts of coal or coke; i. e., the smelting of copper, lead, zinc and aluminum. For all of these uses, coal of certain definite qualities is desired. Geographical location, however, often determines whether these qualities can be specified. In some instances the preferred qualities must be specified, regardless of cost. In others, quality may be sacrificed for lower cost, although the best quality consistent with cost is usually the determining factor. These considerations will be outlined in the following discussion under the various uses, which, however, will illustrate the impracticability of preparing definite specifications for coal used in the majority of the nonferrous industries. Coal and Coke in Copper Metallurgy From the standpoint of coal consumption, copper smelting and refining operations are the most important of the nonferrous metallurgical uses of coal. As nickel ores treated in the United States and Canada are associated with copper, the first step in their recovery is really a copper-smelting operation; accordingly, the following considerations under copper smelting apply equally to nickel. Copper Smelting in Reverberatory Furnaces.—For a long time, rever-beratory copper-smelting furnaces were fired with lump coal burned on grates in a fire box. Later, lump coal was displaced by pulverized coal or oil burned directly in the smelting chamber. Recently, natural gas has been used in several plants, although producer gas was used for this purpose at Great Falls as early as 1903.2 Requirements for coal used in

ANDES, lying south of Chuquicamata and north of Braden on the western slope of Chile's cordillera, can best be described as a big well-managed copper-mining enterprise without any peculiarly outstanding features. In point of copper produced, since output started in 1927, it ranks fifth among the Porphyries, being exceeded only by its two Chilean contemporaries and by Utah Copper and Morenci in the United States. Even so, there is little to distinguish it from other properties. It does not have the phenomenally rich ore (better than 2 per cent copper) that characterizes Braden; and it is not in the same class as Chuquicamata whose ore has the excellent tenor of around 1.7 per cent, nor has it Chuqui's immense tonnage of proven ore reserves and potential ore resources. One might say the operations are standard in that there are no basic or radical departures from established practice. A letter from New York supplying me with sundry pertinent facts for which I had asked, makes this comment regarding the answer to one inquiry: "omitted because it is the ordinary equipment found in any well-run mine." The substance of that remark applies generally to the other operations, plants, and facilities. One interesting fact that helps explain this situation should not be overlooked. Until the "new" Morenci in 1942, Andes was the last of the Porphyry copper mines to come into production. It did not do much pioneering because other companies had, of necessity, charted the way in many particulars. The face of project evaluation is changing continuously, making it ever more critical to get a clear understanding upfront of the objectives, decision-making processes and criteria of the project proponents. Requirements are usually significantly different for emerging æjuniorsÆ compared with long established major mining houses and companies in developing countries compared with western companies. Requirements are also different for different types of evaluations, such as due diligence studies compared with feasibility studies of æownedÆ projects and there are often key misunderstandings around the use of the term æbankableÆ. Further, it has become increasingly important with increasingly remote and lower quality resources to understand risk relativities such as infrastructure compared with the core processing facilities. This has also driven the need for more trade-off studies to determine the best balance between critical issues, such as optimisation of the interface between mine and processing plant, capital versus operating cost and automation versus labour. In every project evaluation, it is also critical to consider emerging trends and changing requirements and standards such as sustainability and community interface. Finally, the inescapable drive to reduce time to market has driven changes such as increased use of more standardised designs and innovative approaches to the transition from project development to execution. This paper begins with a brief review of the different objectives and risks of each project development stage to establish a framework for subsequent discussion of the different requirements of different types of companies in different locations, different types of evaluations and different types of projects and project components. This is followed by a review of changing requirements and standards and some innovative developments in sustainability and community interface are presented. Finally, the paper outlines a number of developments in the area of operational readiness planning that focus on minimising the time to achieve maximum return on investment.

A series of studies of the corrosion of tin is under way in the Metals Research Laboratory at the Carnegie Institute of Technology. The complete program includes examination of the corrosion properties of high-purity tin and the changes produced in these properties by the addition of varying amounts of alloying elements. Other studies of this subject have been made recently under the sponsorship of the International Tin Research and Development Council, but these researches have been confined largely to the weakly acid environments commonly encountered in the canning industry.' There is little information available regarding the corrosion of tin under alkaline conditions, but such data would be of value, for a large amount of the metal is used under such conditions. The potential measurements to be described were made because they seemed to offer the most rapid method for obtaining a general view of the conditions to be encountered in such service. These experiments will also serve to establish a technique that will be of value in further studies. It must be emphasized that the results reported are those of controlled laboratory experiments and that the conclusions drawn cannot yet be applied to service conditions; rather, they point to the directions in which more exhaustive experimental work may be done to best advantage. Experimental Procedure The first work was devoted entirely to the problem of obtaining reproducible results from a series of potential measurements. Only the methods finally adopted as standard will be described here, except when the variations from these have furnished results of interest. The cell used is shown schematically in Fig. 1. There are two general classes of problems in connection with electric furnaces. First, those relating to the best utilization of the electrical power inside the furnace; second, those connected with the bringing of the electrical power to the point where it is to be utilized. Referring particularly to the latter class of problems, many calculations have been made, covering a wide variety of furnaces, to check the electrical capacity and power factor found from test. The following analysis, made for the purpose of determining the maximum capacity and approximate performance of a new furnace, to operate at 160 volts on a 60-cycle circuit, may be of interest. The first characteristic necessary to determine is the inductance, since this is the factor that limits the amount of power which can be put into the furnace. Inductance is calculated from the dimensions of the furnace, according to formulas of the U. S. Bureau of Standardsll as follows. Formula 99, for mutual inductance, is: M = 2l [log 2l/d-1 +d/l] Formula 103, for self-inductance, is: Both of these formulas are approximations which are nearly correct when 1 is great compared to d or R. 1 = length of circuit, in centimeters, d = separation between the conductors, in centimeters, R = geometric mean radius of conductors. After the completion, in 1905, of the Hammond Mining and Metallurgical Laboratory of the Sheffield Scientific School, Yale University, it became necessary to secure and assay a large assortment of ore-samples, and to arrange the results in such a manner as to admit of use with the least amount of work on the part of the instructor. At first, pulp-samples, together with their respective assays, were secured from the mines, smelters, and public aesayers, but this practice did not prove satisfactory. It was not only difficult to secure a suffciently large supply of material, but it was also impossible to secure the proper assortment required for instructing students. It involved considerable work for the donors to select the samples and furnish a record of the assays, and also for the instructors to examine each pulp and determine its character. Some of the samples did not contain a sufficient quantity of pulp for the student to check his work in case his first assay did not correspond to the record. In order to increase the number of samples and to vary the character of the material, pulp-samples were later mixed with barren rock and with sulphides, but this method also was unsatisfactory and has been discontinued. At present, small lots of ore are secured by gift or purchase from engineers, public assayers, and the managers of mines, mills, and smelters. These lots weigh from 10 to 100 lb. each, and are rarely finer than 0.25 in. in size. The larger samples permit of a careful study by the instructor in order to determine the best method of assaying to be followed. The subject of classification is so broad that this discussion is confined to what the author believes is of prime importance in connection with proper grinding and classification. The years past have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjustment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less power, steel and maintenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representative concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion. The equipment of a laboratory in which students are to be trained for practical work in metallurgical chemistry presents many difficulties not encountered in the fitting up of a commercial or works laboratory. At an industrial plant the chemical work required usually demands the frequent repetition of a comparatively limited number of methods. In a steel-works laboratory, for instance, by far the larger part of the work consists in making determinations of the usual impurities found in iron and steel; at a smelter the great bulk of the work is confined to the analysis of ores, slags, mattes, and fuels, which involve the frequent application of perhaps not more than a dozen different methods. In a laboratory of this character, therefore, those operations most frequently applied may each have a certain section set apart and fitted permanently with such apparatus as best facilitates the carrying out of this one operation. The work of a commercial or custom laboratory is perhaps more varied than that of a works laboratory, but the couditions are similar in these respects, that there is usually no great need for economy of space, and that a few skilled workmen are employed to carry the determinations through from beginning to end without interruption. On the other hand, the laboratory of a technical school should be planned on such a scale that a comparatively large number of students may work at the same time, and each desk should be equipped for general metallurgical analysis. In most institutions for technical education the student's program is so arranged that his day is divided among several subjects in the course of study; only a few consecutive hours being devoted to one subject, or spent in one laboratory. A series of laboratory tests was conducted to determine the limits of practicability in regulating the weights of various cement slurries. It was found that slurry weights of 12 to 19 lb per gallon could be obtained by adding bentonite to decrease the weight and barytes ore to increase the weight. It was also found that barytes ore was not usable in all cements. LIGHTWEIGHT CEMENT SLURRIES INTRODUCTION During the drilling and completion of oil wells the magnitude of the hydraulic pressures exerted on certain formations is critical. In many cases considerable care must be exercised to prevent drilling mud weights from becoming too high, and in those wells where loss of circulation is a problem, the use of normal weight cement slurries will generally result in lost returns during casing cementing operations. While mud weights can easily be controlled, it is necessary to exercise care in the selection of weight reducing additives for cement slurries in order that slurry weights may be reduced sufficiently to prevent the loss of a large portion of the cement to the thief formations without seriously affecting the setting properties of the cement. EXPERIMENTAL RESULTS An extensive search revealed that a large number of materials .that might have been otherwise practicable as a weight reducing additive were not acceptable for use with oil we cements because the imposition of pressure on the slurries caused the additive being tested to be compressed or to absorb water from the slurries, resulting in negligible decrease in the slurry weight. This search for lightweight additives disclosed that bentonite, a material very commonly used for reducing the weight of drilling muds and cements, produced the best results without undue harmful effects on the properties of oil well cements. (written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Some months since, in the Johannesburg gold-fields of South Africa, the attention of the author was directed to certain statements to the effect that the gold-contents of foul or extremely dilute cyanide-solutions could not be effectively precipitated in practice by the usual zinc-method. Such statements caused all the greater surprise, because it is well known that this difficulty is not encountered in other wellknown districts, as, for example, in New Zealand, where solutions containing less than 0.05 per cent. of KCy are regularly reduced in practice to below 1 grain of gold per ton, while in Mexico and the United States almost equally satisfactory precipitations are not uncommon. As a result of these representations, however, the author visited several plants at work in the Transvaal, and noted that while at some few mines the precipitation was really excellent, at others the effluent, after treatment, was much too high in bullion-contents. An investigation into the causes of these unsatisfactory results disclosed the fact that more attention to the close packing of the zinc-shavings in the extractor-compartments tended to improve the results, even with the most dilute solutions. The function of the zinc being one of surface, it stands to reason that a compartment well filled with zinc would be more effective than a half-filled one. Moreover, the quality of the zinc was inferior. This should be in long, tough, thin, light threads; light enough to ignite readily, and tough enough not to disintegrate easily into a slime. The coarse shavings too frequently employed appear to give the reverse of the best practice ; they are brittle, contain less surface, and take up more room. What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. The ore deposit of the Buckhorn Mines Co., Buckhorn, Nev., is peculiar in being a shallow kaolinized mass of material with basalt walls, and having apparently no direct connection with any of the usual gold-bearing rocks. The average ore contains 16 per cent. water of hydration, and the cyaniding of this hydrous clayey material offered unusual difficulties as compared with an average Nevada quartz ore. The orebody was thoroughly developed; then the mill was built according to the latest cyanide practice, with such changes as were thought to be demanded by the peculiar nature of this ore. Upon starting the mill, the ore proved more difficult to handle than had been anticipated. It is hoped that an account of how these difficulties were met may prove of interest to anyone having a clayey ore to handle and to the profession in general. Geology The Buckhorn orebody lies along a north and south fault plane of perhaps 1,000 ft. dislocation, that can be traced for miles; but the only other known mineralization consists of similar ore in the Murphy mine, a mile farther north. The east or hanging wall is hard and smooth, being a typical fault plane. The best ore is along this wall, gradually grading down toward the west until at 30 to 60 ft. it is too low-grade to mine. The country rock on the west consists of alternating layers of hard and soft basalt and basalt scoria, pitching toward the mine. One of these basalt layers on the hillside a little above the mine is marked, for 3 or 4 miles in length, by a line of springs which seep out along it. Perhaps the meeting of the surface drainage, passing down these basalt layers, with the fault-plane solutions explains the formation of the Buckhorn orebody.

In the construction of internal-combustion engines, the cooling of the combustion chamber and pistons is of great importance. In certain types of engines, the adequate dissipation of heat from the bearings is also important. One of the important factors affecting heat dissipation from these parts is the thermal conductivity of the material used. A search of the technical literature shows that, in general, the thermal conductivity of the elements1 has been determined accurately by a number of investigators. The data on the industrial alloys are, however, meager. For an investigation of these alloys, the thermal-conductivity apparatus described in this paper has been constructed at the laboratory of the General Motors Research Corporation. It is desirable that an apparatus for work of this nature should give fair accuracy of results with a convenient form of specimen and a reasonable rapidity of operation. A summary of the different methods of determining thermal conductivity is given in the first volume of the " Dictionary of Applied Physics," pages 429 and 470. The method selected as best satisfying these conditions is that of Griffith, on page 443, with the addition of a guard ring similar in principle to the method used by Berget (P. 445). Briefly, the method consists of heating one end of a bar T, Fig. 1, electrically, measuring the amount of heat transmitted through the bar by a flow calorimeter J fastened to the other end, and measuring the temperature gradient along the bar. Recently Hiller1 reported results on the impairment of the strength of quartz glass rods through wetting, indicating that there was general agreement with the prediction of the Griffith formula in that for the liquids used the rods were weakest in water i.e. the liquid which probably had the greatest free energy of immersion. The Griffith equation predicts that the tensile stress necessary to propagate a crack of length c is where ? is the interfacial free energy, E Young's modulus. Since for a solid immersed in a liquid of surface tension ?L and contact angle 8 at the solid-liquid-gas contact, ?s - ?SL = ?L cos ? where ?s is the surface free energy of the solid. Hence comparison between ?L cos 0 and strength impairment should be possible. In a study of the usefulness of the Kuznetsov pendulum2 as a means of studying rock drillability we have determined the effects of various liquids on the pendulum hardness of Bavarian limestone. The pendulum used had diamond points (Burgess Vibro-graver), a period of 1.14 sec and a total on sample weight of 1191 g. The decline of the pendulum oscillations was recorded by a light beam on light sensitive paper carried on a kymograph. Rehbinder's expression relating hardness to amplitude attenuation as a function of time can be written In A = - (1/H) t + In Ao where A, A, = amplitude at time t and initial amplitude respectively, H = hardness parameter, and t = time. The line of best fit to the experimental points was determined using the IBM 7090 electronic computer, the computer also gave A, by extrapolation to zero time. The results for the various liquids tested are given in Table I and Fig. 1. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases.
