THE incandescent gas mantle is of considerable interest from the standpoint of temperature measurement because it presents a series of apparent contradictions to the established laws of radiation on which are based some of our best methods of temperature determination. One of these contradictions is that the mantle of least brightness (of the commercial thoria-ceria group) is the one having the highest temperature; this, though explicable without any violation of radiation laws, was long a stumbling block to the understanding of the performance of the mantle. Another anomaly is that the energy radiated by the mantle decreases with the rise of temperature, thus apparently invalidating total radiation methods of pyrometry, based on the fourth-power law. The discussion of methods of measuring mantle temperature which follows, is largely taken from an extensive study of the physics of the Welsbach mantle. 1 The incandescent gas mantle consists of a skeleton of refractory oxide of very light weight and open structure, formed by the ignition of a cotton or silk "stocking" previously thoroughly impregnated with salts of certain rare earths. The mantle of commerce is a mixture of approximately 99 parts of thorium oxide with 1 part of cerium oxide. This mixture, discovered largely by accident, gives luminous radiation many times greater than that from either of the constituents taken alone. It is customary to speak of the thoria as the "base" and the ceria as the "colorant," and the commercial mantle represents one of a family in which an oxide of low emissive power is employed as a base, which will assume a high temperature, while a small amount of some other oxide of high visible emissive power is added, which will reduce the temperature of the mantle but little. This is, in general, the most efficient- way, from the standpoint of visible emission, to utilize a substance of high emissive power in the visible spectrum. ONE of the most important contributions to the art of electrolytic zinc production has been the aluminum cathode. This has been used in all major production since its commercial development in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experi¬menting on the extraction of zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained British Patent No. 20073. The reason for this dominant position of aluminum as cathode material in zinc sulphate electrolytes is its unique surface, to which electrodeposited metals usually do not tightly adhere. The metal must be of high purity for best results. It is possible to develop a starting-sheet method by which thin electrodeposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as are the copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a few hours of deposition, and thus special arrangements must be made to compensate for this abnormality. Reasons advanced for the ease with which deposits may be stripped from the aluminum surface are: (1) presence of a permanent oxide coating on the metal, (2) failure of aluminum to alloy with the deposit, (3) differences in coefficient of expansion, (4) high position of aluminum in the electromotive series of metals. Of these reasons for nonadherence, which may have some application in general deposition, probably the oxide coating has the greatest bearing on the subject of zinc deposition. This paper contends that optimisation of energy resources through active control and predictive simulation modelling is possible, and that such monitoring leads to large savings in the electricity costs of hot mines (where refrigeration has to be employed). In addition, active monitoring and control can positively affect the establishment of a safe, healthy and productive working environment. In the entire optimisation process certain guidelines were set to ensure that the requirements of the Mine Health and Safety Act were met (South Africa). Varying the quantity of air supplied underground by means of variable speed drive (VSD) fans is one of the crucial factors in the interactive approach towards the optimisation of ventilation, as is refrigeration and the pumping requirements associated with refrigeration. This article highlights the interaction between the amount of air supplied and the effect it has on refrigeration requirements underground. This article also considers the effect that this would have on contaminant control. Various tools are available for ventilation and cooling design for mining. A lot of these tools are based on the assumption of steady state conditions and do not take into account instantaneous changes in conditions, day-to-day, or hour-to-hour (such as for temperature and contaminants). They also do not take into account the optimisation of energy resources related to the creation of the acceptable underground conditions. With these tools worst-case and best-case scenarios are identified, and strategic decisions are made accordingly. Currently, the amount of the fresh air, the velocity of the air, and its general temperature in the mine are only changed when one production phase changes into another (or when unacceptable conditions occur as a result of poor design or neglect). This means that during a specific production phase (which can last for several months), there can be an oversupply, or undersupply, of energy resources, which will obviously affect the concentration levels of the various contaminants (through under or oversupply of air).

IT has given me great pleasure to read, in the papers recently pub lished by this Society, the discussions on the subject of Technical Education, which were developed at the joint meeting held at the Franklin Institute in June, 1876; and since it was impossible for me to be present, I desire to improve this my first opportunity of adding the weight of my testimony and experience to what has been so ably presented by others. It is a subject about which the people need to be kept agitated, that their views may expand with the demands made for a higher and more thorough education. It is the public at large, the capitalist, the manufacturer, and the laborer, who are to be benefited more or less by this elevation of the standard of our professional schools, and it is but just, therefore, that the schools should look to them for the means with which to accomplish so de sirable an object. It is no doubt to the interest of a metallurgist to employ a skilled laborer who will prevent waste by properly proportioning his ma terials ; by regulating the supplies of air and fuel; by arranging his plant in the most economical manner, arid by disposing of his products to the greatest advantage. The engineer is benefited by selecting for an assistant a person able to determine the values of his factors of safety for the same materials in different forms and positions, avoiding expensive suits for damages and cost of reconsiruction; he should be able to so locate a road as best to fulfil the requirements of a through traffic, arid yet develop local industries. But I need not multiply instances to show what all will readily concede, viz.: the advantages of a theoretical education ; that was fully demonstrated at the previous special meeting, but it is still an open question whether the practical instruction should precede, accompany, or follow the theory.

The remarkable strides which have been made in recent years in the art of petroleum refining are not fully apparent until we attempt to compare the scientific status of the industry today with the basic conditions existing a decade or so ago. The spotlight has played so strongly on the development of cracking that many of the wonderful steps brought about in other departments have crept upon us unawares. A number of causes have contributed to this highly accelerated rate of progress. Constant effort by both companies and individuals to obtain the honors and prizes rewarding new discoveries has played its usual important part in our industry as in others. Competition has applied its continuous pressure on the refiner to reduce costs and losses and increase the proportionate yields of the higher-valued fractions. Advances in the engineering professions and growth in chemistry and allied sciences have contributed much. But there are other factors which deserve particular mention. The rapid development of the internal combustion engine, with the rigorous quality requirements and large quantity consumption of both fuel and lubricants has been a tremendous influence in adding impetus to natural progress. The teaching of petroleum principles and practices in many of our best universities and technical schools, and the calling into the industry of ever greater numbers of scientifically trained men to supplement the efforts of the practically trained operators, as well as to apply at close hand the fundamentals of science as a life work, has had and is having an incalculable influence. Important Improvements Let us consider briefly some of the most important improvements: First, distillation, which constitutes the greatest single phase of refinery operations, even with cracking excluded; that phase of distillation being handled as an individual subject in this symposium. Today we are distilling crude oil and redistilling by-products at a rate very much faster than was possible with the lesser knowledge of the art which we possessed

Machine loading of coal into mine cars is increasing rapidly. Particular reasons for its use frequently apply to certain localities, but in general, it is profitable to install mechanical coal-loading equipment: (I) when existing hand-loading contract rates prevent further cost reduction; (2) when the height of the coal bed requires that either top or bottom must be taken to place cars in rooms; (3) when labor shortage or limited house-plant capacity prevents the production of desired tonnage ; (4) when tonnage requirements are in excess of possible hand-loaded production from developed areas; (5) when working places are scattered and it is possible to concentrate production, and therefore supervision, by the installation of mechanical equipment; (6) when rapid development is essential. Having decided to install loading equipment, the problem then arises as to what type is best adapted for a particular mine or coal bed, the choice lying between mobile track equipment, pit-car loaders, scrapers, shaker conveyors, belt conveyors and drag conveyors. MajoR FactoRs Influencing Choice of Equipment In determining the type of equipment to be used, the following major factors must be studied: Grades.—Adverse grades, while permitting other types of loading equipment to work successfully, may prevent the success of a shaker conveyor installation. Thickness of Bed.—The thickness of coal governs the choice of equipment. A machine that requires 5 ft. of head room should not be selected for a 3-ft. bed where otherwise it would be unnecessary either to brush top or to lift bottom. Nature of Pavement.—Soft or scaly bottoms are unsuitable for the use of any type of digging loader, shaker conveyors or scraper loaders. nigging loaders and scraper loaders scale the bottom, mixing it with the coal and causing preparation difficulties; shaker-conveyor drives frequently work themselves loose, destroying the conveyor alignment and creating maintenance problems. At this Symposium on Gold which is sponsored by The Metallurgical Society of AIME and the International Precious Metals Institute many distinguished authors will present the latest developments in the metallurgy of gold and in operating practices at mines and in refineries. It seems appropriate then, as the introduction to this volume to recall some of the history of gold and the metallurgical developments which have been accomplished, especially during the past 100 years and some of the people who have contributed so much to the metallurgy of gold. Of all the elements gold has been the most sought after since the earliest times. Perhaps the quotation from Virgil's Aeneid best describes man's desire for gold but Pliny the Elder also put it very well when he wrote in 79 A.D. that "Gold is the first of man's follies, silver the second". This quest for gold has markedly influenced man's history and through the efforts of the early philosophers and alchemists to turn base metals into gold the foundations for modern chemistry were laid. The pages of history literally teem with references to gold. Gold is the first metal mentioned in the Bible and was the source of Croesus wealth as well as the death of King Midas whose touch turned everything into gold. And of course almost everyone has heard of Jason's Argonauts and the golden fleece. They are the subject of one of the many drawings in Agricola's De Re Metallica published in 1556. The Argonauts were probably prospectors seeking the source of the placers in the region near-the Black Sea. The time was about 1200 B.C. and the placer miners recovered gold by trapping the particles in sheep's fleeces placed in sluices. After drying, the fleeces were shaken to recover the gold. Gold is not hydrophilic, or wetted by water and thus the oils in the wool aided in collecting the particles. Here we have perhaps the earliest reference to surface chemistry and the basis for concentration of gold by flotation.

Discussion of the paper of IRVING A. PALMER, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1447 to 1460. L. S. AUSTIN, Salt Lake City, Utah.-With the union of the Guggenheim interests and the American Smelting& Refining Co. in 1900, competition among the lead-smelting companies appeared to have been largely eliminated. This condition prevailed for but a short time, owing to the erection of smelteries by competing companies. Naturally, as competitors, the older companies endeavored to keep improved methods to themselves, not realizing, it would appear, that such knowledge could never be bottled up, but would drift into the common field of practice. Of late it has begun to be felt that more is gained than lost by adopting a franker and more open policy. The line, however, is drawn in. giving details of costs, which, fully known, it is felt, would be taken advantage of by a rival. As Mr. Palmer says, steady and substantial progress has been made, and latterly, I may add, the improvements have been radical. Sintering by the Huntington-Heberlein method or with Dwight-Lloyd machines has effected an important saving over reverberatory roasting, the cost being, say, 50 to 75c., as compared With $2 per ton by the older method. Moreover, the .large use of a sintered product has resulted in doubling blast-furnace tonnage. However, the change has not been an unmixed blessing, as in the machine roasting little time can be given to the breaking up of the blende, and it has been impossible to decompose largely the zinc sulphide, so detrimental in later blast-furnace treatment. The satisfactory roasting of the blende is still an unsolved problem. Nor is this all. For the best reduction it has been found that a part of-the change should be crude (unsintered) ore, indicating that the already fused material is only too ready to change to slag, thus lessening the opportunity for better reduction.

Limestone replacement and contact metamorphic orebodies are 80 irregular that sampling and estimating are far less. exact than in more regular types of deposits; both the mineralized masses and the lenses of ore within them are extremely irregular. So much development work is required to find the ore that the expense of blocking out great tonnages is prohibitive; furthermore, the rock near these orebodies is so heavy that drifts or raises cannot be kept open for many years without excessive repairs. As a result, few mines in limestone have more than three years supply of ore in sight. As most of the ore, is developed by stoping— not by drifting, raising, or drilling—estimates of ore developed do not indicate the total amount of ore that may be expected; they simply indicate the relative condition of the mines. But even if they are to do this, they must be made according to a fixed plan, intelligently carried out. The estimates of ore in the Calumet & Arizona Copper mines, Warren District, Ariz., have been of much value to those who plan the mining and development work. This paper describes the methods of sampling and estimating used in these mines. Sampling Samples are taken in various ways and depend on the condition of the working and the purpose for which the sample is to be used. Drifts, crosscuts, and raises are sampled by channels or by taking a grab off each mine car as it is filled. Stopes are usually sampled by drill holes or by taking a representative sample off each mine car; the latter, or chute, sample is by far the best sample. All workings are studied periodically by an engineer, who makes graphic and detail notes of the geologic structure, as shown in Fig. 1. The daily car tally and assay of each particular working is added to the same sheet opposite the material it represents. These sheets make a permanent record, showing the exact boundaries as well as the grade of ore in all workings.

The so-called Rocky Mountain region is here made to include Colorado, Idaho, Montana, northern New Mexico, Utah and Wyoming, an area of great distances and relatively sparse population. Conditions of distance, transportation and markets have had their retarding influence on devolopment and production but the increase in facilities and markets in recent years has provided additional incentive for more thorough search for new productive areas and the more complete development of the known fields. The low prices of crude during the past year have offset, to a certain extent, the desire for increased production and much of the effort has been directed therefore to outlining new areas rather than to attempts to increase production from known fields and thereby add to the already sufficient supply above ground. During the year just closed the Rocky Mountain region has seen consistent efforts to outline new areas and these efforts have been reasonably successful. In this area a very large part of the land is government property, and by cooperation between the government, the private owner and the company it has been possible to carry on development in a scientific manner, providing for the maximum recovery of valuable products at least cost and at times when prices were best. Due to the fact that in the Rocky Mountain region costs of exploration and development are relatively high because of natural circumstances, it has been the policy of operators to drill test wells only on structures where they controlled a large proportion of the land. Even community lease programs have been effected in certain areas, thus obviating the necessity of offset drilling and the attendant uneconomical and even wasteful production. Oil production in the Rocky Mountain states has shown a slight increase during the year, the average daily production for November being 78,124 bbl. as against an average in January of 76,681 bbl. The total production during the first 11 months of the year, according to the U. S. Burcau of Mines, was as follows:

The photograph, Fig. 1, shows the apparatus a little less than half size, consisting of a filtering-flask fitted with rubber stopper through which passes a bent glass tube, and an extraction-thimble fitted with rubber stopper through which passes a glass tube of 0.25-inch bore. Both tubes are connected by a short piece of rubber tubing. A section of a thimble is shown in the photograph ; the tube extends to within & in. of the tapered end. The object of using the thimble is to remove the acid from the beaker after all the copper has been precipitated. Time is saved, the copper is not exposed to the acid alone, and there are none of the losses attending ordinary filtration. I have accomplished these results by means of a piece of perforated platinum fastened in the end of a (0.25-in. bore glass tube and a filter-mat of asbestos, but after my supply of proper length fiber became exhausted I could not replenish it even after purchasing 14 lots from four different dealers. The above apparatus may be used to remove at least seven-eighths of a supernatant liquid from a settled precipitate without disturbing the latter. The application of the thimble is best shown by partly outlining the assay for copper, as follows: Dilute the acid solution of copper and other sulphates to 150 cc. in a 200-cc. Jena beaker, place on a hot plate, add 2 drops of concentrated HCl, then place a strip of aluminum in the beaker (this may be bent or straight, as desired). Connect the apparatus, as shown in Pig. 1, with a filter-pump having a strong suction. When the copper is precipitated, remove the beaker from the hot plate and insert the extraction-thimble alongside the strip of aluminum. The acid solution will be drawn through the porous tube. Discussion of the paper of FRANCIS S. PEABODY, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 125, May, 1917, pp. 775 to 781. THE CHAIRMAN (CARL SCHOLZ, Chicago, I11.).-Coal wastage is undoubtedly one of the most prominent topics before the coal operators of the United States today. Even those who have been in the business only 25 years, like myself, know that the exhaustion of coal is something that should and must, be curbed. If it is not, before long we shall discover that the great coal resources of the country are not what we-thought they were; we have been so accustomed to work at the best and thickest coal alone, that it will be difficult for us to realize one of these clays-and that (lay is not far distant-that we are no longer the rich nation in coal that we thought we. were. In this connection I feel obliged to attach a little blame to the Geological Survey for misleading the people. There are several members ,here who assisted in that work, and I am going to ask them to defend themselves. The Geological Survey deals with coal seams of much less thickness than we could now expect to, mine, particularly with the present high wages, excepting at a prohibitive cost. The Geological Survey, in its estimates, does not discriminate between thick and thin seams, but simply estimates our resources at so many hundred thousand billion tons of coal. I believe they include seams from 15 to 18 in thick, but you all know that a vein below 3.5 or 4 ft. is not considered economical to mine at this time. R. V. NORRIS, Wilkes-Barre, Pa.-Mr. Peabody has evidently been thinking almost entirely of Illinois conditions, with which I regret to say I am absolutely unfamiliar. In some West Virginia mines the total recovery at present is considerably over 90 per cent. and extraction-, as high as 97 or 98 per cent. are claimed.

Selective mining played a major role in saving a mine and a communityÆs existence as well as creating a working culture that is the model for all KumbaÆs mines. The successes that resulted from selective mining led to receiving KumbaÆs highest award (it was the Gold Medal Breakthrough project of 2003) as well as the productivity award at the National Productivity Institute award ceremony in 2004. Kumba was established in November 2001 (previously Iscor Mining). The new company identified Mineral Resource Management (MRM) as one of its key drivers and an initiative was launched to define MRM in the Kumba way. Best MRM practices at the Kumba mines were included in the definition. Selective mining was born out of this initiative. One of the key principles of good MRM practice was identified as: æThere must be a balance in the operational processÆ. This principle was applied with great success at Thabazimbi Iron Ore mine in the Limpopo province, South Africa. The emphasis of this paper will be to show how value can be unlocked throughout the whole mining value chain. In the past (up to 2001) the mine went through a number of crisis situations: planned production performances were not reached, the stripping ratio was extremely high with two new pits, the product beds were not of constant quality, slope failures were big risks, flooding could and did cut off half of the ore supply, and restructuring demoralised staff.This paper focuses on: selective mining throughput drivers, and selective mining and its role in achieving this balance.The results were dramatic, with huge improvements in production results, stockpiles, plant yields and product bed specifications. The mine was brought into balance and a self feeding loop was created with positive spin-offs up to this day.

Proper use of fi ring pattern vis-à-vis the blast requirements can provide optimal blast performance in terms of fragmentation. Further to this, each fi ring pattern has its own characteristic, for instance, although V-type and diagonal fi ring pattern provide same Se/Be ratio, the V-type fi ring pattern increases the opportunity for in-fl ight collision amongst broken rock fragments during their movement. Similarly straight V-type and skewed V type fi ring patterns (V1,V2 etc.) have their own characteristic strengths and weaknesses. In this light the present paper highlights the application of three different types of fi ring pattern on two different type of sandstone overburden benches of a large coalmine in India. The study reveals that Firing pattern infl uences the effective spacing to burden ratio at the time of detonation. By changing the fi ring pattern, effective burden (Be) changes and the ratio of effective spacing (Se) to effective burden (Be) during the fi ring is also subject to change in comparison to drilled spacing to burden ratio (S/B) Hence, the Se/Be ratio vis-à-vis fi ring pattern must be used to design the blast rounds. The results have been derived on the digital image analysis based fragment size characterization, excavator performance and evaluation of powder factor values on blasted muck piles. Skewed V- type fi ring yielded the best results in comparison to straight v-type and normally practiced diagonal fi ring pattern on the moderately strong sandstone benches, whereas, the existing diagonal fi ring pattern appears to be satisfactory on weak (weathered and gritty) sandstone benches. The presence of geological anomalies has also been investigated.

9.1-1. Description and Basic Function. A conventional railroad haulage system for a surface mine performs the function of transporting the ore and/or waste out of the pit to a crushing plant or dump. Trains consisting of a locomotive and gondola or side-dump care suitable for loading by power shovels are used. Gondola cars are restricted to hauling ore as a rotary dumper is required to unload them. Side-dump cars are more versa- tile, being satisfactory for carrying both ore and waste; but because of their additional dumping mechanism they are likely to be more expensive to maintain (12). Also they weigh up to two times as much as a flat-bottom car of the same capacity, and, therefore, fewer cars can be hauled per train. Standard-gauge track is most commonly used. Track systems incorporate temporary track of low quality in areas where moves are frequent and permanent track of high quality on main lines. Rail haulage enabled open pit mining to establish its reputation, for efficiency. Prior to World War II it was the principal type of transportation used in large pits. Other successful surface mine haulage methods have been developed since that time. These have served to supplement railroad transportation, permitting selection of a method that is best adapted to the peculiar requirements of each mining project. 9.1-2. General Applicability and Controlling Physical Conditions. For handling rough rock, the shovel-train system is unexcelled (6). The ideal application is in a physically large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. If, in addition, a high production rate is to be maintained, railroad haulage will probably afford a lower cost per ton transported than will any other haulage method. Relatively gentle

The others are July, January, September, April, November, May, March, June, December, August and February." -Mark Twain Although the preceding chapters describe the type of preliminary evaluation frequently performed in the mining industry, it has been assumed that input data are known with certainty-clearly an enormous simplification. In reality, estimates of ore grade, mining cost, metal price, etc., are subject to varying degrees of uncertainty due to the inability to predict the future with much precision. Management would probably not, for example, be equally attracted to two projects each offering a 20% DCFROI-one for a new gold venture in Nevada and the other for an undersea manganese nodule operation in the Pacific. The high risk with the latter investment tells the obvious; there is more to investment decision-making than a deterministic analysis using "best estimates" of input parameters. The science of decision theory normally distinguishes between decisions under uncertainty, where probabilities of various outcomes are unknown; and decisions under risk, where such probabilities can be estimated. The first case is rarely en- countered in practical capital investment analysis in mining, so the remainder of this chapter focuses on that class of problems where rational probability distributions for the future states of input variables can be estimated. RISK IN MINING Risk in the context of this chapter is the unforeseen deviation of individual cash flows from expected values for a capital project. "Froth flotation is an exceedingly complex physicochemical process. The convenience of distilling much of the complexity of the bubble-particle interactions into a single parameter has led to the continuing popularity of the classical ‘induction time’ to quantify the threshold for bubble-particle attachment to occur. Despite this popularity and the simplicity of the concept, there is no single universal method of evaluating the induction period. In this paper, we begin with a critical review of the available techniques for estimating the induction period. These are: back-calculation from experimental (micro) flotation tests; pushing a particle toward a stationary bubble (or vice versa) using an atomic force microscope (AFM); pushing a bubble toward a stationary bed of particles in the ‘Induction Timer’; pushing a bubble toward a stationary solid surface using the ‘integrated thin film drainage apparatus’ (ITFDA); and dropping particles onto a submerged stationary bubble using the ‘Milli-Timer’ device. Each one of these methods has advantages and disadvantages, and the best choice depends on the application. In the experimental section, we present quantitative comparison of the induction periods estimated using two different techniques, namely the Induction Timer and the Milli-Timer. The same particles were tested in each device, under the same conditions. It was found that by tuning the operation of the particle pick-up device, similar estimates of induction period could be obtained to the estimates made by direct observation with the Milli-Timer. In the former device a bubble is driven toward a particle bed at a controlled rate, whereas in the latter a particle’s motion is governed by the hydrodynamics. The potential to match these presents an intriguing prospect for better understanding the bubble-particle interaction, and the possibility to ‘calibrate’ the simpler Induction Timer against direct observations."

"Over the last 50 years disposal of uranium mill tailings has evolved from dumping untreated tailings into the nearest depression to depositing chemically-stabilized tailings into highly engineered management facilities. This paper describes the evolution of disposal methods and the criteria which have determined the development path followed. Remediation techniques to bring older and now unacceptable tailings deposits into satisfactory compliance with today's· regulations are reviewed.With the closure of the uranium mines in Elliot Lake, Ontario, considerable effort is being made on decommissioning the tailings areas by developing long term maintenance of water covers. The innovative methods being used to develop these water covers are detailed. Methods now under development in Saskatchewan for subaqueous deposition of high density or paste tailings for permanent disposal in mined out open pits are described.SummaryThe technology for uranium mill tailings disposal in Canada has evolved considerably over the past 51 years. This evolution has been driven by an improving understanding of how best to safely and permanently store tailings, in conjunction with stricter environmental protection regulations. Old sites are being decommissioned in situ, but may require long term care and maintenance. The use of water covers is an important technique in eastern Canada to prevent intrusion, radon evolution and, for the Elliot Lake tailings, acid generation. The major drawback of water covers in any above ground disposal method is the requirement that a long term maintenance and monitoring plan be put into effect for each site.New higher grade mines in Saskatchewan will increasingly use disposal in mined-out pits using the pervious surround method and/or paste tailings technology as a method to permanently dispose of these wastes and to permit “walkaway” after a few years of monitoring."

INTRODUCTION An understanding of the role of water in controlling the stability of rock masses is central for a rational approach to the subject. The presence of water can hinder mining opera- tions in two ways: 1. excessive discharge 2. excessive pressure It should be noted that if the rock mass is very tight, excessive pressures can exist without large discharges. Alternatively, if abundant water is available and the rock mass is open, then substantial discharges can occur under quite small pressures. The problems associated with excessive discharge are usually well understood by the mining engineer. Vehicle mobility is inhibited, some areas are flooded and hence become inaccessible; at best, a costly nuisance exists. The methods of solving these problems are also well-known to mining engineers. They generally involve tapping the source of the excessive discharge and channeling it away in such a manner that any hindrance to the mining operation is minimized. The effects of water pressure on the stability of rock masses are less obvious and the following will be devoted solely to this aspect of the problem. The manner in which water pressures enter into the consideration of stability is made clear by an understanding of the concept of effective stress. THE CONCEPT OF EFFECTIVE STRESS The simplest mechanical model for the problem of rock slope stability consists of a rough, rigid block sliding down an inclined plane under the influence of gravity. This is illustrated in [Fig. 1]. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: " ' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe"-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be proportioned to your accuracy. You should not try to be precise in matters that do not admit of
