PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

Efficient visible light emission from p-n junctions in semiconductors is currently achieved in the four materials, Sic, GaP, ]Ga1-xAs and GaAs1-x,. Recent advances in materials preparation and p-n junction formation are briefly reviewed. The radiative recombination processes in the different materials depend largely on the band structure and the impurity states of each material. The spectral distribution of the emission ranges from the blue in Sic, to green in Gap, yellow in Sic and red in Gap, Ga1-x AlxAs and GaAs1-x Px. The origin of the various processes are discussed. The conversion of the electrical power into optical power and the measurement of the conversion efficiency are reviewed. The currently maximum quantum efficiencies at 300°K are: 3 pct in GaP(red), 1 pct in SiC(yellow), 0.1 pct in GaP(green), 0.2 pct in Ga1-x AlxAs at 66001, and 0.1 pct in GaAs1-x Px at 6800. The brightness and the interplay of the quantum efficiency and the luminous efficiency are given detailed consideration. VISIBLE light generated by the application of a direct current to a semiconductor crystal was first observed by Lossev1 in 1923. Light emission came from naturally occurring junctions in Sic crystals but little was known then with regard to the mechanism of charge transport and light emission. Some nearly 30 years later and with a vastly increased understanding of semiconductors the phenomenon of electroluminescence was studied in more detail, for example in p-n junctions of germanium.2 In these early studies, the efficiency of converting the electron current into a photon current was very low and therefore aroused little interest toward practical application. More recently it became apparent that in certain materials, for instance GaAs, and under certain conditions, the conversion efficiency was not low at all.3 The subsequent discovery of the p-n junction laser4-6 provided the impetus for increased studies of electroluminescence. Light emitted from GaAs occurs in the infrared region of the electromagnetic spectrum and is not visible to the eye. At nearly the same time the use of GaAs1-xPx led to laser action at low temperatures which was visible to the eye.7 Later a red light emitting diode, made from Gap, was reportedS which emitted incoherent radiation at 300°K with an external quantum efficiency of about 1.5 pct. The fact that such efficient devices were obtainable led to a more concentrated effort in the search for highly efficient room-temperature semiconductor light sources. It is some of this later work on p-n junction luminescence with which we will be concerned here. Since our aim is centered on visible light, with hv =1.8 ev ( ?=7000?), only the wider band gap semiconductors are of interest, i.e., Eg 1 1.8 ev. Although many compounds meet this criterion, only a limited number of those are also good semiconductors, i.e. contain low resistance n and p regions. Some of the more promising candidates are listed in Table I. We will only be concerned with light generation from a p-n junction. This limitation excludes essentially the group II-VI binary compounds, although we will briefly review the case of ZnTe and the solid solution ZnTe1-xSex. As we will show they may contain a p-n junction but only of a special kind. Most of the discussion will deal with the four materials, Sic, Gap, Gal-xAlxAs, and GaAs1-xPx. These appear to be at the present time the best visible light emitting semiconductors. In the following sections we will briefly consider: 1) the electrical properties of p-n junctions; 2) some recent advances in materials preparation; 3) the formation of p-n junctions; and then in somewhat greater detail we will consider: 4) the various radiative recombination processes; 5) the measurement and observation of the external quantum efficiency; 6) the luminous efficiency; 7) the brightness of light emitting diodes (LED'S). THE P-N JUNCTION The p-n junction in a semiconductor crystal is the interface between two differently doped regions. More specifically the p region is doped predominantly with acceptor impurities and the n region contains predominantly donor impurities. The energy band structure of a degenerate p-n junction at thermal equilibrium is shown in Fig. l(a). The excess electrons on the n side of the junction are confined to this region by the barrier potential Eg. Similarly the excess holes on the p-side of the junction are confined to the p-region by a similar potential barrier. If we now apply a dc voltage V such that the p region is made positive and the n region negative, the barrier potential EB is reduced by the applied voltage, V and the junction is said to be forward biased. With the barrier potential lowered, electrons and holes can drift toward the p region and n region, respectively, see Fig. l(b). The current voltage characteristics of p-n junctions in most wide band gap materials can be described by the relation: J = Joexp(eV/BkT) [1] where the functional form of Jo is determined by the recombination mechanism. Jo is generally a complicated parameter which depends on a number of different factors including temperature, junction width, bias voltage, and carrier lifetimes. THROUGHOUT its development the science of electronics, like so many other branches of science and industry, has been indebted to the metallurgist. Metallurgy has provided the electronic engineer with conductors to furnish passage for electrons outside of his evacuated tubes; it. has developed tungsten and tantalum wires for emitting electrons and various refractory metals and alloys suitable for electrodes, which receive them and guide them within the tube; finally it has supplied ferromagnetic materials both for shielding electronic apparatus from magnetic fields and for forming highly concentrated fields for deflecting electron. Today I hope to show you that electronics has not been altogether ungrateful for this assistance. More specifically, I wish to indicate the role that the electron microscope, a relatively recent product of electronic engineering, is playing even now in the study of metals. Every metallographer is aware that his standard metallographic microscope will not reveal structural detail involving separations smaller than a certain fraction -at the very best a tenth-of a micron. This limitation, he knows, is a consequence of the fact that the wave length of the light employed for forming the image has this order of magnitude. It is, thus, a property of all light microscopes. To overcome it, a different imaging medium must be employed. The existence of such a medium became evident when it was demonstrated' that electrons were affected by magnetic and electric fields with axial symmetry just as light is affected by glass lenses; these fields, or "electron lenses," curve the paths of electrons reaching them from an object located on the axis of symmetry in such a manner that, at some distance from the lens, a true image of the object is formed, Furthermore, although a wave length may be ascribed to electron beams just as to light, this wave length is much shorter; for electrons accelerated through a difference of potential of 50 kilovolts, the wave length is only about one hundred-thousandth of that of visible light: Actually, the electron microscopes of today resolve detail one hundred times as fine as light microscopes; if the maximum useful magnification of the latter is taken to be a thousand, that of electron microscopes is one hundred thousand. THE ELECTRON MICROSCOPE Since electrons are readily scattered and absorbed by matter, specimens to be observed in the electron microscope must be prepared to be less than one micron in thickness; furthermore, the interior of the microscope must be carefully evacuated to prevent collisions between the electrons and the molecules of the air. Finally, as already mentioned, the lenses are formed by axially symmetric magnetic or electric fields, and not by any material medium such as glass. THIS essay is an attempt to present the elementary facts and ideas concerning the growth of crystals, especially of metals. Freezing, like all heterogeneous processes, is a process of nucleation and growth; it manifests itself in metallurgy primarily in the freezing of ingots. The preceding paper in this volume discusses nucleation; the paper to follow describes ingot solidification. The present paper will treat of the growth of nuclei to large crystals, embracing a long series of phenomena, many of which are familiar to metallurgists.† Crystal growth, it will be immediately noted, occurs not only in the freezing of metals, but in the freezing of all substances; and it is a prominent and familiar phenomenon in crystallization from solutions, aqueous or otherwise, and in crystallization from the vapor phase. It will be necessary to include such systems in this discussion, for so much of value to metallurgists has been learned from their study. Apart from this, so far as metals are concerned, it will be simpler to limit the discussion to the freezing of pure metals and of solid solutions. Other types of freezing-eutectic, peritectic, etc.-will be excluded, though they have much of interest and of importance. BASIC MECHANISM OF FREEZING Ideally, nucleation and growth processes can best be considered from the point of view of isothermal reaction and upon the assumption of random nucleation. In. such an ideal case, nuclei form at random, and at a characteristic rate either constant or changing with time, and grow to spherulites at a characteristic rate, constant or changing with time, Fig. I.. On the simplest assumption, the reaction rate-in this case the rate of freezing-is a resultant of these two component rates. The reaction rate equation may be written in terms of these two component rates. The formation of pearlite from austenite closely approaches this ideal case. The ideal case forms a very useful point of departure in considering real cases. Various factors of reality produce deviations from this assumed ideality. In freezing, the isotropic medium, the melt, passes to the anisotropic solid, the crystal. Crystals are lattices of atoms, and the unit cell is often referred to as a crystal unit. Rosenhain, many years ago, represented the nucleation and growth process on freezing in the manner shown in Fig. 2, feeling, intuitively, that there must be some crystal unit in crystal growth. It now appears that this may be true, though his picture requires much elaboration. The greatest deviation from ideality lies in the nonisothermal nature of the freezing process in metals. To approach this properly it should be recalled that many nonmetallic substances freeze slowly. IN other countries, research involving testing in various phases of ground movement and lessening its damaging effects, as by roof control, is going on more intensively than in this country, as evidenced by official mining papers and general articles appearing- in .Great Britain, Germany, France, and South Africa. One most important bulletin, "Some Aspects of Deep Level Mining on the Witwatersrand Gold Mines with Special Reference to Rock Bursts,"' was published by the Association of Mine Managers of the Transvaal, Johannesburg, under date of June, 1933, though not received in this country until 1.934. Since the deepest mining in the world is being done on the Rand-several mines over 7000 ft. deep and the Robinson mine 8000 ft.-the studies made are of intense interest to all mining men who have to deal with heavy ground pressure. In the discussion following the papers differences of opinions are shown on a number of problems; for example, on the ade¬quacy of sand-filling to prevent rock bursts and whether compressible or rigid artificial supports are best; also whether pressure bursts are due to the doming of strata and collapse of a lag of the dome or to induced shear cracks in the hanging wall. The problem of obtaining some means of warning of an impending rock burst led to testing with height indicators to find whether warning might be obtained by the lessening of distance between hanging wall and footwall. The indicators used are similar in idea but not in detail to the "convergence recorders" developed by the Safety in Mines Research Board of Great Britain for their roof-control studies in coal mines. Success at several Rand mines is claimed in that indicator records give some degree of warning when the lessening of height is rapid, although, on the other hand, when this happens bursts do not always occur.

One such compound which is a dispersing agent for carbon, pigments and other compounds is known in France by the trade name "dispergine" and in the United States by the name of Lomar P W (Jacques Wolf & Co.) Dr. Rey admits that the compound is not very selective and is similar in its action to starch and dextrin.

Outokumpu Mintec started development of the pressure filter in 1991, and the first unit was delivered to Tara Mines Ltd. Ireland in 1992. The filter replaced a conventional disc filter and a thermal dryer. The replacement of the thermal dryer has improved both environmental and working conditions. The filter is currently dewatering 80,000 tons per year of lead concentrate, producing a cake with less than 6 wt % residual moisture.

The Buffalo Head Hills region is located approximately 350 kilometres northwest of the city of Edmonton in northcentral Alberta (Figure 1). The Alberta diamond joint venture consisting of Ashton Mining of Canada Inc., Alberta Energy Company Ltd and Pure Gold Minerals Inc. began exploring for kimberlites in the Buffalo Head Hills region in late 1996. At the time, the Mountain Lake diatreme, located 200 kilometres to the southwest, was the only reported kimberlitic rock in Alberta (Leckie et al., 1997, Figure 1). Exploration efforts since 1996 have successfully identified a new diamondiferous kimberlite province in Canada.

The process of froth flotation as a means of upgrading the quality of coal by removing ash/pyrite and of separating selected mineral(s) from undesired gangue materials is certainly one of the most common unit engineering operations in use today. Flotation has been successfully practiced at the industrial scale for well over 50 years, and if anything, its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation, as a process, has also shown itself to be an extremely flexible process that lends itself well to a wide variety of solid/solid separations. Thus separations can involve very different particle sizes, particle densities, relative weight ratios of materials to be separated, etc., with surprisingly little modification in equipment and operating philosophy required.

AT the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that timè impending. The simplified flowsheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.1 The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopyrite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were, properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) . the very fine sand, and especially the very fine but still granular sulphide particle's, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrass-ment, the increase of capacity required.

Since geologic anomalies are one of the governing factors of instability of underground openings, it is extremely important to know in advance the locations and extent of these anomalies such as faults and weak zones. At an underground coal mine in the Black Warrior Basin, core drilling was conducted to find a fault in an area where they were planning to locate longwall panels and possibly a shaft. Core logging did not provide sufficient information to delineate the exact location, strike, and dip of the fault. However, a high resolution reflection seismic study successfully solved this problem. This experience proved the seismic exploration technique could be used for premining coal exploration by reducing drilling costs and providing more accurate and detailed information about geologic anomalies.

India plans to double infrastructure investments to US$ 1trillion. Despite the challenges in infrastructure project implementation, mining sector remains a key driver of demand growth for commodities in the years to come with a good prospect to grow in future.

The Jualin Gold Prospect is centered on Johnson Creek, approximately 40 air miles north-west of Juneau, Alaska. The property is on the southern end of the Kakuhan Range with Berners Bay immediately to the south and Lynn Canal to the west. The property is accessible directly by helicopter from Juneau or by float plane to the head of a 5.5 mile gravel road that begins on the north side of Berners Bay and terminates at the old workings of the Jualin Mine near the center of the property.

If problems are opportunities in disguise, the mining industry certainly had plenty of "opportunities" in 1975. Considering the industry's generally lackluster 1975 profit record, and in view of the slowdown in inflation, there's some hope that 1976 might be a better year in spite of the increasing risks and uncertainties that plague the mining industry.

On the recent trip from Vancouver to Calgary with the President, Mr. C. C. Huston, and yourself, I had the opportunity of outlining a plan based on the following: Among the aims of the Institute are, obviously, the fostering of the confraternity of those engaged in the technical and management fields of the mining and petroleum industries. This may be achieved in a number of ways, of which, to me, the interchange of ideas and experience between different parts of Canada and different sections and divisions of the Institute appears to be one of the most important. I think you and the membership as a whole are, and have been, well aware of this. The annual tour of the President .and Secretary, particularly their visits to Branches, shows this to be true. The interchange of ideas through the medium of the BULLETIN also illustrates the point; indeed, most Institute activities are directed along these lines. I am convinced that much more could be accomplished if it became financially possible to do so. Many able and fine men are, I think, willing and anxious to give their time and energy to furthering these phases of Institute activity, but it is unfair to expect them to assume as well the financial obligations involved. Specifically, I would suggest that the following could be done if sufficient funds were available:

Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ? Increased sustainability and regulations will extend the control/monitoring of water during the entire mine life cycle representation of the mine water flow system. Minimizing strategic and operational risks ? Social license to operate ? Water-smart mine planning ? Target: water neutral mines ? Benchmarking within and between sites ? Sharing knowledge/technology transfer ? Reporting/communications ? Permitting/Compliance

The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. This paper examines an approach that incorporates the risk of default into the establishment of mine closure and rehabilitation bonds. CITATION:Bowden, A and Byrne, G, 2018.
