"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1990, to December 31,1991. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960;1 the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960;2 and the 5-year lists of publications and articles from January 1, 1960, to December 31, 1964,3from January 1, 1965, to December 31, 1969,4 from January 1, 1970, to December 31, 1974,5 from January 1, 1975, to December 31,1979,6 from January 1, 1980, to December 31, 1984,7 and from January 1, 1985, to December 31, 1989.8"

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many. It is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the PortlandMonson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In theMonson Maine Slate Co. quarry (the old Pond quarry) a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

"ZrO2 and Y2O 3-doped ZrO2 gel film were obtained by spin coating of sol from Zr-n-propoxide, n-propanol, acetylacetone, nitric acid, and water on a silica glass as a substrate. ·Dried gel films crystallized to monoclinic, tetragonal, cubic and their mixed phases, depending on the chemical composition of sol, .firing temperature, and coating cycles. ZrO2 films with highly preferential orientation were successfully obtained from a solution containing a large amount of n-propanol. The highly oriented ZrO2 film was found to have high transparency compared with non-oriented 'films. Electrical conductivity of 8 mol% Y2O 3 doped ZrO2 film was also measured.Introduction3 mol% Y2O 3 doped ZrO2, which has a tetragonal symmetry is ·well known to have a strong mechanical property and a high toughness. (1) On the other hand, 8 mol % Y 2O 3-doped ZrO2 is high oxide-ion conducting material and is applied to oxygen sensor, oxygen pump, and solid oxide fuel cell (SOFC). (2) Sol-gel methods using metallic alkoxide are widely applied for synthesizing ceramics such as high-purity fine particles, thin film, and fiber. (3) For ceramics films, many reports have been made on SiO2, (4) TiO2, (5) and PZT. (6) Several case studies have been done on zirconia film based on the sol-gel method, (7) - (11) but very few on preferentially oriented film and on systematic Y zO3 doping. Almost zirconia ceramic· films reported were prepared by means of dip-coating. Kamiya et al. (12) and Ganguli et al (13) converted zirconia into fiber. Sol from Zr alkoxide is usually very unstable, and a stabilizing agent such as glycol or ß-keton is used beforehand (7) (14)."

The microstructure evolution during solution treatment plays an important role in mechanical properties of heat-treated aluminum alloys. In this paper, models were reviewed that can predict the microstructure evolution during the solutionizing process of the aging heat treatment of aluminum alloys. The dissolution ofMg2Si particles has been modeled as a diffusion process of Mg in the a-Al matrix. The evolution of volumetric fraction of fragmented silicon as a function of time and temperature was also considered. The growth and coarsening of silicon particles during the heat treatment was considered. It was found that constitutive equations and required property data for most of the phenomena that need to be considered are available. Several model parameters that need to be obtained from material characterization were identified. Pending the availability of these model parameters, this comprehensive model can be used to describe the microstructure evolution of aluminum alloys in order to optimize the solutionizing heat treatment for energy savings.

In almost all copper mining companies, mine planning is done considering different time frames, leading to long-term (life-of-mine) (LOM), medium-term (first three years) and short-term (first year, monthly, weekly, and up to daily plans). Shorter term plans are usually associated with more abundant information, hence models with lower uncertainty. However, they capture more of the variability found on the geological attributes. In long-term models, usually estimation methods tend to hide this variability, providing smoothed interpretations.Medium and long-term plans consider average values for the parameters and optimisation techniques are applied aimed at maximising the economic profit. Short-term plans, on the other hand, are made to comply with the medium-term promises, maximising the use of the available resources (equipment and processing capacities) and dealing with the variability not characterised in the previous planning stages. This generates an important gap between the short-term and the medium and long-term plans. A case study was made using an important oxide copper mine, where the variability found in the short-term plan has a large impact in the productive process, thus reducing the daily ore grade variability is an important goal. In this paper, this planning issue is addressed by creating medium-term mine plans using mixed integer programming which are compared using the output of a simulation of the daily extraction that is aimed at satisfying the daily constraints of the processing plant, the availability of mining equipment and the variability of ore grade. The result shows the expected gap between these mine planning processes, which suggests correcting some of the parameters used in future medium and long-term plans.

0. C. Ralston and F. Fraas—Dr. Sun and associates have presented an interesting paper not all of which is comprehended by us. The data assembled measure the deflections of particles in an electrostatic field as a function of a number of independent variables and some dependent variables that are not sharply differentiated. These data are all based on a Johnson type machine of definite, well-described geometry, something not often done in electrostatic separation literature. One new fact brought out by this technique is the effect of coal dust on admixed pyrite and quartz. The effects are opposite in character, as should be expected and we do not agree with the authors that these effects are negligible. Fraas' also used a multiple cell "distribution analyzer" and gives in fig. 5 of his paper a straight line plot with no humps or curves. This is not necessarily at variance with Sun's results because Fraas used a larger gap between electrodes and had no evidence of particles adhering to or dropping off the charged electrode. The section of Sun's paper on effect of surface conductivity contains a speculation that the dielectric constant "represents more or less the electrical conductance of the bulk body instead of the surface of the mineral particles." A simple picture of the meaning of the dielectric constant is that it is the specific inductive capacity of a dielectric when used as the dielectric between the plates of a condenser. It is at once evident that the above speculation confuses capacity with conductance—two definitely independent variables. We ask the authors to state in what group or subdivision their garnet belongs; what method and units were used in calculating the data of col. A, table I and their meaning; what was the temperature of the carrier roll and, finally, has any effort been made to investigate the effects of particle shape on distribution in the electrostatic field? S. B. Hudson—I have read this article with great interest. We have been engaged in research work on the principles of electrostatic separation in this laboratory for some time now, and our findings agree with those of the authors in many respects. The article shows evidence of careful and valuable research in the field of electrostatic separation. A "distribution analyser," very similar to that described in an earlier article by one of the authors," was incorporated in an inclined plate-type electrostatic separator designed and built in the Melbourne University laboratory in 1948 for investigation purposes.22 The actual splitting edges were machined from y! in. per-spex, and the paper hoppers were supported on linen thread immediately below the perspex dividers. These dividers fitted into machined slots in a framework to give accurate Yz-in. spacings. The hoppers (staggered) fed directly into a rack of test tubes, which is supported on a vertical pantograph arrangement. The rack was positioned with guides on the horizontal pantograph stand, and this ensured positive alignment when replacing the rack after making weighings. In later work, when much heavier feed rates were used, of the order of 30 to 40 Ib per in. per hr a rack fitted with rectangular metal containers and similarly aligned was used. Some work was done here on comparing the distributions of minerals when passed separately and when passed as a mixture, and it was found that there was quite an appreciable difference in the two results.= However, in our separator the particles do not pass down the plate in a single layer, and this difference is probably caused by collisions of one mineral particles with the other mineral particles. In most of the investigational work here, the change of the center point of the distribution is measured to establish the effect of a variable, such as voltage. Two minerals (zircon and rutile) have been studied rather exhaustively, and it was found that their distributions are very nearly normal. Owing to the sharpness of the distribution curves, the usual method of obtaining the mean or median was inaccurate, and was not used; instead the mean (also the median), calculated on the assumption of a normal distribution, was used to locate the center point of each distribution and proved satisfactory. The effect of polarity becomes very apparent in the plate-type separator where frictional charges play a very important part when using highly resistive minerals such as zircon. With rutile, a comparatively conductive mineral, polarity of the electrode has little effect. "This report is the second of a series dealing with electrical methods of underground communication nd signalling, and is a discussion of some of the factors involved in -applying radio in mines.A previous report2 described the results obtained by the use of the ""T.P.S."" of ground-conduction method of signalling, and outlined in a general way the requirements for a practical mine communication apparatus.The popularity of radio, the development work on new apparatus, a desire to render humanitarian service to entombed miners, and an endeavor to find new uses and applications for radio stimulated many persons to attempt the application of radio to mine rescue purposes. A number of experiments on underground reception from surface broadcast stations have been conducted by different experimenters in various parts of the country and the widespread interest in the subject is shown by the fact that these tests have been con¬ducted in many States, The Bureau of Mines has received information regarding, underground tests in Illinois, Pennsylvania, Arizona, Utah, Idaho, Colorado, Michigan, Wyoming, Kentucky, New York, Connecticut, and in England, Germany, Italy, and Franc.From occasional press notices and illustrations in different papers it may appear that radio communication in mines and in tunnels being excavated is en established fact, and that the method is comparatively simple. The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

"The large low-grade Copper Mountain deposit is located in the northern portion of the Gaspé Cooper Mines property. It is approximately 1 mile north of the Needle Mountain deposit. The orebody outlined to date lies in the top 1,000 feet of the Grande Greve formation. Chalcopyrite occurs in association with pyrite and quartz in small veinlets and numerous fractures. The deposit is immediately adjacent and parallel to a quartz-feldspar dyke and may be associated with a nearby porphyry stock. Stratigraphy, alteration and structure appear to have played an important role in ore deposition."

The Henderson mine has more than 20 years experience and has placed a combined total of more than 400,000 m3 (520,000 cy) of shotcrete and concrete. Over the last 20 years the mine has used a variety of equipment for placing concrete, wet shotcrete and dry shotcrete and is constantly trying to cut costs and increase efficiencies. Henderson has recently received a state of the art wet shotcrete placer, automated its batch plant, fabricated a mobile concrete form jumbo and is soon to receive a new concrete transport truck.

Acousto Ultrasonic-Echo (AU-E) is a technique developed to provide accurate measurements of the refractory lining wear in operating smelters based on the principles of stress wave propagation. The objective of the system is to provide feedback for the continuous optimization of the overall smelter operation. In some cases, the AU-E refractory lining measurements have allowed clients to extend their smelter campaigns and operate safely for several years beyond their planned reline schedule. In other cases, AU-E results inform clients of serious issues within their furnace allowing them to shut down their smelters ahead of predicted failures and possible disasters. This paper presents the results of several smelter AU-E inspections of the hearth and sidewall. These case studies demonstrate how the AU-E results were used to positively affect the smelter operation.

Since the beginnings of, the human struggle for survival and improvement, mining has been one of the basic endeavors of life. Until relatively recent times it was classed as an art. Now we are at work trying to, raise mining to the level of an engineering science where it belongs if we are to prosper. It should be self-evident that this goal can be attained only through industrial progress: based on education and research. It is true that our industry, left to itself, will develop a few new ideas and techniques through the years. However, we mining' engineers are relatively few in number compared to the other disciplines, and the rate of our improvement by such "accidental" discoveries is simply tooslow to keep pace with the rest of our technical civilization. It will be evident in the remarks that follow, that the rapid development of mining education, research, and the industry are extremely interdependent, and will be largely controlled by the amount of cooperation, support, and cross-fertilization that can be developed among all three.

"Environmental risk is becoming more important in debt and equity financing decisions in the mining industry worldwide. Demonstration of good environmental management practices and management systems has a direct impact on the ability of mine developers, operators and investors to raise financing. Based on experience in providing due diligence services, there are a number of factors that are important in assessing financial risks related to environmental issues in either new projects or existing facilities. A frame-work for understanding the importance and priorities of each element of environmental management is presented.IntroductionIn the context of lending money to a corporation, environmental issues represent another aspect of credit risk (Henry, 1989). These issues, because of their nature, represent the potential for large unforeseen expenditures if they are not known or acknowledged and are not being proactively managed. Lenders, other investors and their advisors, are becoming increasingly aware of the potential financial impact of environmental issues. Consequently, they are increasing their requirements for environmental audits to review the environmental issues, management practices and systems when they are considering financing mining and/or metallurgical processing operations worldwide.Many banks have signed the United Nations Environment Program (UNEP) Statement by Banks on Environment and Sustainable Development. Banks in this category include National Westminster Bank, the Union Bank of Switzerland, Deutsche Bank, and the Royal Bank of Canada."

"This paper presents two recent studies on the extent of blast damage after excavation in crystalline rock. The Swedish Transport Administration and the Swedish Nuclear Fuel and Waste Management Company (SKB) are both under regulations to limit excavation damage during construction of tunnels. SKB is also required to limit the Excavation Damage Zone (EDZ), as this could be a potential flow path for radionuclides in the planned repository for spent nuclear fuel. Presented in this paper are investigations of blast damage from three tunnel sites, a road tunnel, an experimental tunnel in Äspö Hard Rock Laboratory and an underground subway depot. As expected the fractures resulting from the bottom charge are both longer and more frequent then those mapped in the column charge. The results show that the requirement to limit blast damage according to Swedish regulations was fulfilled for the column charge at the three studied sites.1 INTRODUCTION The Swedish Transport Administration (TRV) and The Swedish Nuclear Fuel and Waste Management Company (SKB) have both recently completed studies related the extent of blast damage from modern explosives after excavation. SKB studies focused on blast damage from pumpable emulsion explosives for underground construction (Ittner and Bouvin 2015) and hydraulic connectivity in the EDZ (Ericsson et al. 2015). TRV had a broader focus with different types of explosives including blasting for both road cuts and tunnelling with pumpable emulsion explosives. Investigations by means of geophysics were also conducted (Olsson et al. 2015). High demands on perimeter control and excavation damage is usually required for underground constructions with a long operation time, such as public tunnels for transport or underground repositories for nuclear waste. This paper presents the findings of recent Swedish studies and aims to discuss the topic in a broader context."

Minerals Engineering Company (MECO) is a relatively small, promotionally oriented mineral exploration company founded in Colorado in 1948 during the height of the uranium boom. The company has been: 1. in uranium exploration and production 2. a drilling company 3. a manufacturer of Geiger counters 4. a major tungsten producer 5. then dormat for several years and 6. now we are back into exploration on a broad scale. We have been in underground lead and zinc production in the 1970's but we are now involved primarily in "wheeling and dealing" in mineral exploration. The company has had diverse interests in the past and we are presently diversifying to some extent into oil and gas ventures.

The Cresson Deposit is located in central Colorado within the historic Cripple Creek Mining District. The deposit has moved from its initial discovery in 1990 to full production in less than five years (current reserve nearly two million ounces). This accomplishment required a great deal of cooperative teamwork between the exploration, development, permitting and corporate groups. Nowhere was this cooperation more evident than in the construction of the geologic block model. The detailed modeling of gold and its metallurgical characteristics formed the foundation upon which critical financial and design decisions were based.

"More than 400 plants in the world are able to accumulate nickel in their aerial parts at concentrations higher than 10 g per kg of dry biomass. Then, nickel (Ni) can be recovered from the biomass of these hyperaccumulator plants. Agromining is a chain consisting in growing such plants and recovering metal and has been developed thanks to the combined know-how of agronomy and hydrometallurgy. Plants can be grown on serpentine soils, containing rather high concentrations of Ni, on sterile heaps or on contaminated soils. This crop enables us to extract Ni from secondary resources, and to improve soil quality by lowering its metal content. For example, Alyssum murale can be grown at the field scale in the Balkans, at yields corresponding to 110 kg Ni per hectare.Hydrometallurgical processes have been designed from the lab scale to the pilot scale to produce nickel salts: ANSH (ammonium and nickel sulphate hexahydrate), nickel sulphate, acetate, etc. and so on. These salts are used for surface treatment and in the paint and chemical industry. Ni salts are prepared from ashes, after plant calcination. Processes are based on the conventional methods of hydrometallurgy: acid leaching followed by different precipitation steps. These processes will be presented, as well as the pilot scale design. A life cycle assessment has been performed and clearly shows the environmental interest of this approach as a potential part of an anti-erosion strategy. An economic assessment has proved process feasibility and the final step is the launching of a start-up. At the moment, the approach is widened to other metals (cadmium, cobalt) and rare earth elements (REEs)."

Specialist Machine Developments (SMD) is a design and manufacturing company involved in the design of Remotely Operated Vehicles (ROV?s), ploughs, trenchers and mining machines for use in submerged environments. Established in 1971, the company has made over 500 vehicles for subsea use. These range in size from small remotely operated swimming vehicles with a weight of less than a tonne to heavy duty seabed crawling machines with a weight of up to 310 tonnes (in air). Primarily, these machines have been designed for offshore vessel-based applications, but the machines are equally suited to other submerged mining applications onshore. Many onshore deposits can technically and theoretically be mined using currently available submerged mining ROV technology. Similar equipment to that in use subsea could easily be fast-tracked into use to extend the life of opencast mines facing severe hydrological problems. It could also easily be used to mine vertical ore-bodies where the stripping ratio has become uneconomical due to increasing depth. In some cases mining ROVs could even be suitable for use as the primary extraction method for a new mine. Exploration and extraction techniques used in oil and gas gradually developed and moved from land to offshore in the middle of the last century. Are we about to witness a similar shift with other minerals? This paper describes the design concepts of submerged mining equipment, targetted subsea mineral deposits, the suitability of submerged mining ROVs for onshore deposits, limits to their application and parallel research and development activities which will help to accelerate the use of such equipment in the emerging submerged mining sector.

The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.
