"In June 2014, Orange County Flood Control District (OCFCD) completed construction improvements of the East Garden Grove-Wintersburg Channel for a price of $42 million. Instead of the pre-existing traditional trapezoidal levee, the channel was improved with a vertical compact levee. Dubbed Soil-Mix-Sandwich (SMS), this geo-structural and environmental solution for coastal channel improvements, underlain by liquefiable soil strata, was both a design and construction innovation. It employed Deep Soil Cement Mixing (DSCM) within the confines of a hydraulically-pressed (Giken Method) sheet pile duo. SMS was unique because it incorporated both subterranean and supra-dredge-line soil mixing within a very narrow workspace. Its DSCM pattern aimed at optimum densification of the workspace and was confirmed during the construction process. It availed the DSCM sub-contractor (Hayward Baker Inc.) the opportunity to demonstrate the fitness of their huge wet-mixing machinery within a very confined access-area and introduced approximately 70,000 cubic yards of DSCM within a limited 15 foot workspace width that stretched for a mile. The sheet pile duo created a construction-enclosure that became a stay-in-place load resisting system. PROJECT CHRONOLOGY AND LOCATIONAn Orange County Flood Control District (OCFCD) project-report was commissioned to study the East Garden Grove Wintersburg channel (OCFCD facility # C05). The report examined the hydraulic conveyance of the C05 channel and was concluded in 1994 by Williamson & Schmidt. The project-report did not encompass extensive geologic studies; but it provided several alternatives for channel improvement. It recommended a single row of sheet piles as the preferred alternative for the downstream reach.The most downstream reach of the C05 channel is located in an environmentally sensitive area, in City of Huntington Beach, California, USA. Its site includes seismic chasms that surface within the C05-footprint (the Newport- Inglewood tectonic fault). Extensive deposits of liquefiable soil exist beneath the channel. Furthermore, tidal-influence prevails against the channel levee. Implementation of a successful design for channel improvement emerged after several traditional concepts were deemed unacceptable by geotechnical consultants. OC Public Works (on behalf of OCFCD) was in need of a design and construction technique that mitigated many associated risks. From these circumstances, Soil-Mix-Sandwich was born and was referred to in the rest of this discussion as SMS. OC Public Works required the SMS design concept to undergo verification by independent geotechnical consultants. SMS chronology from conception to construction can be summarized as follows:"

The history of Amsterdam has been connected intimately with your professions of geo-engineering and geotechnology, since its very first days. It is good to be aware that you are part of a very old tradition. The knowledge that we need today to build and renew the city has been gathered over a century long process so that we fortunately can stand on the shoulders of the giants before us. During the centuries people living in this part of the Netherlands have always struggled against the water. The same waters that brought the opportunity for a seafaring country to discover the world and to build an empire in the 17th century were a threat to the low lying Netherlands.

The past decade shows record increases in global demand for minerals and metals with an accompanying significant decline in skilled personnel. Mining companies today are examining new technologies to maximize production, reduce costs, and create safer work conditions to deal with this shortfall. Automation of an open-pit mine haulage system is receiving attention as a beneficial option since it provides more consistent and efficient operation of mining equipment, it removes workers from potential danger, it reduces fuel consumption significantly reducing greenhouse gas (GHG) emissions, and it can help optimize vehicle repairs and equipment replacement because of more-predictable and better-controlled maintenance. This paper describes a simulation model under development using the EXTENDSIM software package to examine scale-up issues and constraints of autonomous vehicles in comparison to a manual system. The software can predict and manage Key Performance Indicators (KPIs), such as productivity, safety, cost, equipment failures, fuel consumption, and tire wear under different road and load conditions. By breaking-down the various systems of an autonomous haulage truck and simulating the overall haulage system using a Monte Carlo approach, the model becomes a flexible and powerful tool to use within a mining organization. Direct comparison to a manuallyrun system can be done to show the cost and operational benefits of automation. Project managers can use this tool to guide decision-making about possible application of autonomous haulage trucks at a specific mine site.

The research described in this paper was done to confirm the Upper Group 2 (UG2) PlatMine peak pillar strength formula (Watson et al., 2007), which was determined from a back-analysis of failed and unfailed pillars. Underground measurements were made on a stable pillar that was loaded by firstly reducing it’s length and then by mining the surrounding pillars until pillar failure took place. The pillar was instrumented with suitably positioned strain cells and closure meters, which allowed both the average pillar stress and strain to be determined. The paper describes the methodology applied to identify a suitable position for the instrumentation, as well as the results. A stress/strain curve is presented for a UG2 pillar with a w/h ratio of 2.0, at Booysendal Platinum Mine. The measured pillar strength was similar to the predicted strength using the PlatMine pillar strength formula for UG2 pillars. The PlatMine formula has been successfully implemented on Booysendal Platinum Mine, and about 3 670 pillars have been cut without a single failure. An additional revenue of US$1.3 billion was calculated for the 25-year life of the mine as a direct result of the improved pillar design, given the January 2020 platinum group metals basket price. An extended life of mine and better mining efficiencies will also be realized.

Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

The U.S. coal mining industry consumes approximately 142 billion kWh/a of energy. The U.S. Department of Energy estimates that the industry’s annual energy consumption could be reduced by 49%. This constitutes nearly $3.7 billion of potential savings on coal production costs at 5.3¢/kWh of energy. Additionally, with climate change regulation on the horizon, any benefits from energy savings in the near future are compounded by associated reductions in CO2 emissions. Research indicates that operating conditions significantly affect energy efficiency. Modeling and simulation have been shown to be a cheap and reliable means of evaluating the effects of process interactions and operating conditions. The goal of this work was to apply stochastic process simulation to model the energy efficiency of a typical truck-and-shovel mining system and use the model to evaluate production strategies to improve energy efficiency. The research team conducted energy audits of truck-and-shovel overburden removal and used the results to develop regression models describing truck and shovel fuel consumption. The team then built a stochastic simulation model of the truck-and-shovel overburden removal operation and used it to assess a variety of improvement measures by simulation experimentation. Valid fuel consumption models for shovel loading and truck haulage have been formulated, based on the energy audit results. Valid stochastic process models of truck-and-shovel operations have been formulated to study energy efficiency. The following strategies, in decreasing order of impact, provide the most energy savings for truck-and-shovel overburden removal at the mine: (1) shorten haul roads, (2) increase shovel capacity and (3) increase shovel utilization through optimal truck matching. Additional data will be required to adequately describe operator effects on energy efficiency.

"This paper shows that smooth and accurate feed-hopper level control is essential for consistent cone crusher operation. The objective of the paper is to define the best practices for tight control of cone crusher feed-hopper level. The paper discusses the challenges involved in a delay-dominant level control problem (specifically, dead-time-induced performance and stability issues, mass flow disturbances, process and actuator non-linearity) and proposes five corresponding control structures. The performance of the proposed control structure candidates is evaluated in a simulation study and, finally, a full-scale experiment is conducted for the best-performing candidate. The results of this study emphasize the importance of control structure selection. While the most obvious control structures failed to deliver the desired performance, the best result was achieved by using control structures that eliminate the conveyor transport delay (dead-time) from the control loop. In practice, the control loop dead-time can be eliminated by either using an actuator (variable-speed feed conveyor) that is connected directly to the feed-hopper, or by redefining the process boundaries closer to the used actuator (regulate the circuit mass balance instead of feed-hopper level). The presented control structures provide means to achieve a consistent cone crusher performance and size reduction. This facilitates efforts to improve the plant’s performance and increases the plant’s overall stability."

Statistics Canada record s indicate that in recent years 70 to 80% of the entire Canadian coal production originated from Western Canadian mines, in which about 55 to 65% of the coals are bituminous. Until recently, less than 20% of the latter were extracted by underground methods , the remainder being surface-mined. However, it is estimated that within the foreseeable future up to 80 or 90% will have to be gained by underground techniques. Although Western Canadian coal resources are considerable, they are unfortunately locked in severely distorted, steeply pitching and faulted seams of variable thickness. Consequently, their economic extraction poses serious engineering problems. One possible solution to the problems is to apply hydromechanical methods to underground mining. This is a well-proven method shown to be economically viable under Western Canadian conditions. This paper endeavours to widen the scope of published data on hydraulic coal mining and is based on practical engineering and cost data gathered through contacts with West German designers and operators of hydraulic mines.

"When utilizing high recovery underground mining methods, such as longwall or high-extraction room-and-pillar mining, the movement and deformation of the overburden propagate toward the surface and may affect the integrity of overlying surface streams (Peng et al, 1996). Published studies cite three major mechanisms of subsidence as most likely to impact streams: displacement, slope and strain. While subsidence-induced vertical displacement cause little structural damage to the stream bed, it may create adverse drainage and stream flow issues as the subsidence trough allows for ponding (Dawkins, 2003). Subsidenceinduced changes to the slope, or tilt, of a stream may have adverse effects on water flow. As the stream enters the subsidence trough, the gradient increases providing potential erosion control problems. When exiting the subsidence trough, a reduction of the gradient may inhibit stream flow, causing localized ponding (Peng, 2008). While vertical displacement and tilt both may have detrimental effects to surface streams, the resulting strains have been documented as being the most damaging to surface streams and structures causing distortion, fractures, or failure (Singh, 1992). When stream beds are subjected to high tensile strain, tensile cracks may form at the surface level allowing for the direct loss of stream flow through fissures. When stream beds are located in areas of high compressive strain, rock layers forming the stream bed can fail as the stream bed ruptures, upward, blocking stream flow or having the stream diverted into the fracture zone at the base (Iannacchione, et. al., 2010).Recent investigations on the effects of underground mining on surface bodies of water suggest that to determine the degree of stream impact one must also consider the geologic structure and thicknesses, surface topography, watershed drainage areas, width of river bed and rate of mining. Due to the complex nature and number of parameters affecting surface streams, subsidence modeling tools and software packages should be implemented throughout all stages of subsidence planning, prediction and control. The Surface Deformation Prediction System (SDPS) utilizes the influence function for the calculation of final subsidence deformations with respect to the angle of influence, supercritical subsidence factor as a function of the percent hard rock, edge effect offset distance, and surface topography. Developed more than 25 years ago, SDPS has been continually updated with new analysis and prediction features, providing a reliable and versatile program for subsidence management methodologies. Most recently, the program has been updated to evaluate the effect of varying surface topography in the prediction of horizontal displacements, referred to as ground strain, allowing for the accurate three-dimensional representation of surface deformations in mountainous terrain (Agioutantis and Karmis, 2014). Ground strain has become one of the predominant deformation indices used in the evaluation of potential damage to surface structures (Karmis et al., 1995). Ongoing work with SDPS software seeks to investigate the calculation of ground strain in SDPS and its ability to accurately and realistically predict damage to surface streams due to underground mining operations."

Sensor-based sorting methods to remove waste or for upgrading ore prior to downstream metallurgical processing is becoming more prevalent for mining operations. X-ray transmission (XRT) sorters are a popular choice for mineral processing plants since they can sort a wide variety of minerals. XRT sorters pass high intensity X-rays through particles to generate images of varying greyscale, based on their effective atomic density. The ore sorter then mechanically separates the particles using algorithms based on the images. A popular test currently used to evaluate the amenability of the ore to XRT sorting is to pass the particles through the sorter and obtain the greyscale images showing mineralogical differences. This test provides information on the mineralogical heterogeneity between ore particles for their separation. However, it does not provide an understanding of the actual mineralogical composition of the ore or information pertaining to which other minerals may respond in a similar manner, nor does it provide liberation information. This paper describes a test that combines high resolution X-ray micro Computer Tomography (CT) combined with QEMScan to obtain information about amenability of ore to XRT sorting and to obtain valuable information that can streamline metallurgical testwork programs. This test also provides information relating to particle thickness and associated X-ray attenuation coefficients, desired mineral presence and mineralogical information relating to associated minerals and clays to assist with developing sorting algorithms. Combining the CT and QEMScan can address many limitations of the current method to determine whether XRT sorting technology is appropriate for particular ores. Mineralogy information from QEMScan can identify incidences of; mineral encapsulation, problematic clays, detrimental minerals as well as calibrate the greyscale values of CT data. Additional 3D CT imaging carried out on cores provides spatial information of the minerals within the ore and mineral grades.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

Accurate measurements of the moisture content of iron ore have increasing importance in modern mining operations. Knowledge of the moisture content allows process control actions to be carried out to ensure that the moisture is within prescribed limits, whether this is ensuring sufficient moisture to be above the dust extinction limit or that the moisture level is below the transportable moisture limit for sea shipments. Additionally, controlling moisture within desired limits can allow for greater throughput of iron ore by limiting the amount of water transported. There are a range of options available for operators wishing to obtain moisture data, though there are few demonstrated and proven devices that are able to provide real-time analysis of the full bed-depth of material. Scantech’s through-belt moisture systems are able to accurately analyse the full bed-depth of conveyed iron ore in real time using its unique microwave transmission technology, providing valuable data for operators. Recent advances in these systems have overcome errors associated with the highly attenuating nature of iron ore, particularly for large conveyor belts and deep ore. Furthermore, analysis of different ore mineralogy and its effect on the accuracy of moisture analysis has been examined and quantified. This paper discusses some of these recent results, demonstrating achievable accuracies in spite of changing ore mineralogy. U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

It is becoming evident that traditional methods of econometric analysis are inadequate in estimating-the long-run supply of minerals. Econometrics is limited to extracting estimates from observations of the theory predicts that the least cost deposits will be exploited first.1 The estimation of parameters from past data then must lead to biased projections of the future. Mining conditions in the future will be worse than in the past and it is the impact of the future conditions on cost that we need to know. In this paper we present a methodology for dealing with this problem. We estimate a "cumulative cost" function that yields the long-run marginal cost of mining as a function of cumulative output produced over time.2 This is relatively easy to do for coal mining in the United States where exploration for new deposits is not a major factor in supply. The first step of the procedure relates cost to the rate of output and to the geological conditions of the mine. The second step combines geological information on remaining deposits with the cost function to yield the cumulative cost function. A central theme of both these steps is the interaction of economics with geology. The best deposits are selected first and in each step of the estimation allowance must be made for this fact. The problem of depletion is part of the general problem of structural change. The change through depletion in the nature of the exploitable mineral stock is only one factor that calls for an analysis sensitive to the changing circumstances of the industry. This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system or systems, thus disclosed. Of the several systems initially investigated and evaluated, four Showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

There have recently been executives at major metals companies who have recommended that Greenfield Projects not be pursued. Greenfield includes not only new geographical locations, but also new technologies and new types of feed materials. In the middle part of the 20th Century, two such projects were successfully commercialized to recover nickel from Cuban lateritic ores. One project (at Nicaro) used the Caron ammonia-ammonium carbonate leach and the other (at Moa Bay) a high pressure acid leach. How both of these projects dealt with these Greenfield issues will be reviewed, based on the original reports that described the research and development of the plants. This study will include a review of the critical ore characterization and sorting issues, as well as the extractive metallurgical, product recovery and equipment selection and sizing problems and how they were solved at each stage of project development, from laboratory through one or more pilot scale plants to start up and operation. In one case, a major revision of the plant was made after several years of operation to correct operating, equipment selection and materials of construction problems that hindered economical operation. These descriptions will provide a guide through the complicated and critical issues that in recent times have caused many companies to give up on similar development. Even with the more advanced analytical and computational tools available to today’s mineralogists, engineers and metallurgists, the basic concepts with which these projects successfully addressed their sets of problems are still required. In addition, upper management, now perhaps further removed from hands-on experience than was common then, will see how complicated problems require intense and detailed effort to avoid failure in the field and capital blowouts. Build it and we will make it run, kicking the can down the road and borrowing operating and design concepts incorrectly on technological issues, or nine year olds on a sugar high making financial decisions are not philosophies by which to succeed with Greenfield Projects.

The Bureau of Mines investigated the mineral resources of the Upper Missouri River Basin as a part of a comprehensive water and related land resources study by six Bureaus of the Department of the Interior, coordinated by the Department's Missouri River Basin Field Committee. The mineral resource study covers an area of about 18,000 square miles within the Great Plains physiographic province of central Montana. Exposed Formations in the plains are chiefly flat-lying Cretaceous sediments. Plutonic rocks crop out in the central parts of the mountain uplifts, with steeply tilted Paleozoic sediments exposed around the margins. Oil and gas have been produced from several fields in the study area; total value exceeds $45 million. Coal-bearing formations of Upper Jurassic and Cretaceous age cover approximately 45 percent of the study area. Total production of coal since 1880 has been between 40 and 50 million tons, exceeding $75 million in value. Total metal production has been about $52.5 million. Industrial mineral production from 1925 through 1960, is valued at $24 million.

In practice a sampling solution is a compromise of many requirements: the sample should be representative; the sampling system should also be reliable, less than 95 per cent availability restricts the use of the assayed sample for process control purposes; no sample is the worst sample, and investment costs and installation space/layout are frequently a restriction. For instance, online X-ray analysers for process control introduce a delimitation error by the nature of X-ray physics. Thus only in special cases a relative accuracy better than three per cent relative, as one standard deviation, is achieved. A sampling system for process control needs not to be, as representative, for so many sample properties, as one for composite laboratory analysis samples. Sampling system maintenance is also an important issue. There are many sampling systems in the industry which have been difficult to maintain and are in disuse for lack of resources or incentives to keep them running. Pierre Gy developed the most generally accepted sampling theory. One of the main principles is that all particles in a one-dimensional process stream should have equal chances of being included into the sample. A correctly designed and operated transversing cutter comes close to this goal but has limitations in temporal representativity. For slurries an acceptable solution in many cases is to use a fixed vertical cutter(s) in a position where the slurry is well-mixed by turbulence and other means. For online analysis, reliability problems are mostly related to faulty design or installation of the piping system to the analyser. Properties of material processed, process flow sheet and piping details before and after the sampler have to be taken into account when deciding on which sampling arrangement is appropriate. Guidelines and some solutions to these issues are presented in this paper.

The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

Gamma ray, density, sonic and core logs obtained from two boreholes drilled over a longwall panel in Southwestern (SW) Pennsylvania were analyzed for formation boundaries, log-derived porosities and densities and for rock elastic properties from sonic transit times. Gamma ray (GR) and density logs (DL) were analyzed using univariate statistical techniques and fractal statistics for similarity and ordering of the log data in depth. A Fourier transformation with low-pass filter was used as a noise elimination (filtering) technique from the original logs. Filtered data was tested using basic univariate and fractal statistics, rescaled range (R/S) and power spectrum (PS) analysis to compare the information characteristics of the filtered logs with the original data. The randomness of log data in depth was analyzed for fractional Gaussian noise (fGn) or fractional Brownian motion (fBm) character. A new prediction technique using radial basis function (RBF) networks was developed to calculate shear and Young?s moduli of the formations when sonic logs are not available. For this approach, the filtered logs were used as input to an RBF based upon a combination of supervised and unsupervised learning. The network was trained and tested using rock elastic properties calculated from the sonic log of one of the boreholes. The network was used to predict the elastic and shear moduli of the coal-measure rocks over a longwall coal mine in SW Pennsylvania. This approach demonstrated that it could be used for prediction of elastic and shear moduli of coal-measure rocks with reasonable accuracy.
