Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way or substitutes are pushing the mined products out of the market. An example of the latter is the increasing replacement of coal with natural gas and renewables in power generation in the United States [1]. According to the model of the product lifecycle, the global hard-coal mining industry has reached a stagnation phase [2]. The trend is obvious. Coal use peaked in 2013 [3], and the coal demand of China has been slowly decreasing since then [4]. Coal consumption in the United States saw a 16 percent decline from 726 Mt (800 million st) to 608 Mt (670 million st) between 2015 and 2019. In addition, according to the U.S. Energy Information Administration, it will not rise again [5]. The decline is attributed to complex market dynamics, from low gas prices because of the “shale gas revolution” [6] to federal environmental regulations like the Clean Power Plan. Moreover, important players like the United Nations and the European Union have already begun to describe pathways toward decarbonization. Increasing competition between coal-mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries, like France, Spain or Germany, are only forerunners of this development — their centuries of coal production have passed. The concept of sustainable development (SD) is fundamentally based on a model of progress in which ecological, economic and social dimensions should be developed equally and positively. Questions arise, such as: How can SD be a corporate goal in a phase of decline? How can former mining regions sustainably progress to a better future? The steps Germany has taken to handle the coal decline in a sustainable way and the lessons learned from this process are described in this paper.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. As a result, both companies and professional societies, such as the Australasian Institute of Mining and Metallurgy, will have to develop ways of improving mining geologists’ inter-disciplinary and broad knowledge.CITATION:Sykes, J P and Trench, A, 2014. The results of designing, constructing, installing and operating a ventilation monitoring system throughout an entire commercial coal mine is presented. Measured parameters were airflow, methane, carbon monoxide, temperature, relative humidity and differential pressure. A central computer provided for automatic system operation. Preliminary tests of two remotely controlled ventilation regulators were performed in conjunction with the monitoring system.

The U.S. Bureau of Mines is conducting investigations to improve design methods for mining volcano-genic massive-sulfide (VMS) type deposits in environmentally sensitive regions. This study was conducted at the Greens Creek Mine, which is typical of many VMS-type deposits throughout southeast Alaska, and served as a case history for computer modeling and structural analysis. Results indicated that the finite-element design method provided reasonable comparisons with both the anticipated regional stress regime and the measured deformational response of the underground accessways. Investigators concluded that reasonable accuracy can be expected for stability analyses of proposed mine design scenarios at this mine using the results of this preliminary study.

Mine exploitation is a broad subject whose focus is the technical skills or efforts needed for the extraction of mineral from a known ore body. Mine exploitation can be considered the very core of the mining engineering discipline. It begins at the conclusion of the exploration and development stages of mining and ends when the ore body is exhausted and the mine (or mines)closes and is reclaimed. Section 8 on mine exploitation is comprised of seven chapters: (1) classification of mining methods, (2) mine surveying and mapping, 3) systems engineering, (4) computer methods, (5) labor relations and training, (6) management and administration, and (7) mine closure, sealing, and abandonment. Each chapter focuses its efforts towards providing detailed and useful information for the engineer on basic mine exploitation principles. The information can be applied to a broad range of mining problems without regard to mineral type or mining method.

The U.S. Bureau of Mines contracted a study to determine the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian Region. All relevant published literature pertaining to the occurrence and control of surface and groundwater in underground coal mines was reviewed and organized into a bibliography. The impacts of mine water with respect to health and safety, production, environment, and costs were assessed. Sources of water inflow into underground mines were described. A summary description and evaluation of techniques that can be used to reduce the amount of water entering underground coal mines was prepared. A review of engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings was conducted. Major emphasis was placed on the identification of the geologic and hydrologic con¬dition of the site, onsite inspection of the methods used and an evaluation of their technical and cost effectiveness.

Wood cribs are used extensively by the mining industry to stabilize mine openings. While the cost per crib is relatively low, their extensive use can result in annual mine costs of over $1 million. In an effort to improve the utilization of these supports and to reduce ground control hazards, the U.S. Bureau of Mines has developed engineering methods to assist mine operators in wood-crib design and employment. Design and employment criteria are established based on the strength, stiffness, and stability of the crib structure in relation to the load conditions imposed by the mine environment. Models have been developed based on full-scale tests in the USBM's Mine Roof Simulator that compute the capacity of wood cribs of various configurations and material constructions as a function of displacement of the crib structure due to roof-and-floor convergence. These models permit the comparison of the loading characteristics and costs of employment of different crib designs, and in conjunction with roof behavior models, provide a means to determine the optimum design and employment strategy.

Lifetime achievements of Professor Reddy ’s teaching, research and scholarship in the field of chemical and materials science and engineering are briefly described. He has devoted his entire career in the introduction and application of process engineering principles to the quantitative description of materials processing reactions, and industrial operations. He has formulated quantitative methodologies based on first principles of thermodynamics, phase equilibria and kinetics to: design of slags and fluxes for production and purification of metals and alloys; development of Reddy-Blander model for a priori prediction of impurities capacities of melts; development of novel ionic liquid electrolytes for materials processing; development of new theories for alloys and molten salts; design materials for fuel cells and capacitors; use of thermodynamic approaches to predict physical properties of materials; industrial energy waste separation and remediation; and thermal energy storage. He is a scholar and mentor, and has made numerous scientific and service contributions to the society and metallurgical and materials engineering education.

The safe evacuation of miners during an emergency in the shortest amount of time is one of the most essential features of a mining operation. Despite advancements in mine evacuation research, the usage of mine vehicles during evacuation has not been considered. The majority of recent studies have been done on miners’ evacuation on foot. Mathematical formulations including Minimum Cost Network Flow (MCNF) models, Dijkstra's algorithm, Floyd-Warshall algorithm, and Ant Colony Optimization models have been used to solve mine evacuation problems. These models, which concentrate on determining the shortest escape routes during the evacuation, have been found to be computationally expensive and may not offer the best solutions in some cases. The goal of this paper is to incorporate light vehicles in the evacuation process using a mixed-integer programming approach. The methodology aims to minimize the total time required to evacuate the mine, ensuring minimal exposure of the miners to the adverse conditions that triggered the evacuation.

The mining industry has made strides in planning for operations to be safe for the workforce and public, to protect the natural environment, and to maximize value for shareholders. However, many of the techniques used to accomplish these goals are based on estimated models of mineral content, production efficiency, and economic performance. The industry has begun to recognize the need for understanding the uncertainty in these models, how it affects their decisions, and what the potential impacts are for each project. The challenge has become how technical professionals can effectively communicate the impact of this uncertainty and its importance to both technical and non-technical audiences. This paper presents mining engineers (and other technical professionals) with traditional and modern principles of data visualization and technical communication that can assist with communicating the effects of uncertainty in the mine planning process.

The 1963 Lignite Symposium was held on the University of North Dakota campus, Grand Forks, N. Dak., April 30-May 1, 1963, under the cosponsorship of the University of North Dakota and the Bureau of Mines. This symposium, the third in a series, had as a general objective the dissemination of information concerning advances in technology and utilization of solid fuels, with emphasis on lignitic coals. Approximately 150 representatives of industry, government, and educational institutions from 21 states and 3 Canadian provinces were present at the symposium. Those attending were welcomed by Marling J. Ankeny, Director of the Bureau of Mines, representing the Bureau, and Dean T. H. Clifford, Vice President of the University, representing the University.

Over 500 industrial, academic, and government representatives from Europe, Canada, and the United States attended the first large symposium ever held in this country on fly ash utilization and technology, March 14-16, 1967, at Pittsburgh, Pa. Sponsored by the Edison Electric Institute, the National Coal Association, and the Bureau of Mines, the symposium featured 27 formal presentations by leading reports from the United States and Europe on all major phases of fly ash production, utilization, and research. Representing the three sponsoring organizations were Edison Electric Institute, James D. William- son, The Dayton Power and Light Co.; National Coal Association, James R. Garvey, Bituminous Coal Research, Inc; and Bureau of Mines, Harry Perry. Symposium chairman was John H. Faber of the Bureau of Mines. Gerard C. Gambs, Consolidation Coal Co., addressed the opening session. Moderated by Mr. Garvey, President and Director of Research of Bituminous Coal Research, Inc., the opening session was devoted to a discussion of the nature of the fly ash problem, including availability, specifications, and limitations on its use. Subsequent sessions covered Fly ash marketing, fly ash utilization in concrete and masonry products, specialized uses, and recent developments in basic fly ash research. Others serving as session chairmen were Oscar E. Manz, Associate Professor of Civil Engineering, University of North Dakota; Mrs. Katharine Mather, Chief, Petrography and X-ray Section, Concrete Division, U.S. Army Engineers Waterways Experiment Station; Mr. Williamson, and Mr. Perry.

Voyageurs National Park in northern Minnesota, and a 30-mile radius area of influence on the United States side of the International Border, was examined for hardrock (nonferrous metallic minerals and diamonds) mineral potential and environmental sensitivity by the U.S. Bureau of Mines. The investigation also included an analysis of current Metallic Minerals Leasing Rules of the State of Minnesota, and the probable effects of changes proposed to the current rules by the State of Minnesota in order to "encourage mineral exploration and development." The study has determined that the proposed changes to the Minnesota State Leasing rules will have minimal, if any, impact on the likely, foreseeable levels of mineral-related activities in the State as a whole, and particularly, in the area of influence to the Park. Voyageurs National Park management was advised on the extent and character of the proposed rules changes, and on those items of concern meriting a specific and timely response by the National Park Service.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

A study was conducted to determine the amount of transportation equipment required to move 1.2 billion tons of coal in 1985. The Federal Bureau of Mines has investigated a majority of the various practices associated with coal transportation and has gathered information on the regional origin-destination patterns, methods of movement, equipment stocks, rate structures, and operational capacities of the most important modes of coal haulage currently in use. Models employing this information were developed to establish the origin-destination pattern for 1985 coal shipments, estimate practical tonnage capacities for selected coal hauling rivers, develop modal shares for both unconstrained (by river capacity) and constrained cases, and present a range of coal transportation equipment requirements for given sets of constraints. Projected transportation shares for rail ranged from 63.7 to 72.3 percent, and for river, from 8.8 to 16.4 percent. Other coal transportation modes (truck, conveyor, Great Lakes, and tidewater) are expected to retain their historic shares of coal traffic. Equipment estimates were made for 1985 rail and water transportation based on 1973 average and best practice. Average practice estimates ranged from 675,000 to 710,000 hopper cars (100-ton) and 3,100 to 5,940 barges (1,400-ton equivalent). Best practice estimates ranged from 126,000 to 142,000 hopper cars and 1,750 to 3,450 barges. Full implementation of 1973 best practice by 1985 is unlikely.

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. A survey of 80 coal producers was conducted to determine the extent and scope of respirable dust control research for underground coal mines and the current methods employed to control respirable dust. Results of the survey showed that proper face ventilation and an adequate water spray system are sufficient to comply with mandatory standards in room and pillar mining. Difficulties still exist with longwall equipment, auger miners and buring machines. In these cases, known dust control techniques are not sufficient to obtain compliance. Present state-of-the-art face ventilation and water systems were discussed in addition to the sampling program.

DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964.
