Mineral exploration assessment file information has long been considered a useful resource for developing mineral exploration strategies, and one of the most common data sets fled in assessment reports is ground magnetic surveys. The new Earth Resources and Land Information System database (ERLIS) now provides a method for rapidly accessing all references to a specific area through a series of raster images. The ERLIS provides access to the Assessment File Research Imaging (AFRI) database which comprises geo-science mineral exploration assessment file data, Mineral Deposits Inventory (MDI), together with provincial aeromagnetic data from the Ontario Ministry of Northern Development and Mines(MNDM). Conversion of the raster images of ground geophysical data to vector data files together with the concatenation of grids from adjacent claims provides a method for constructing high resolution magnetic regional images. The value of this resource is demonstrated through the construction of a single composite magnetic image derived from eight assessment file grids for an area south of Kirkland Lake, Ontario, within Pacaud and Catharine Townships. The composite grid of magnetic data provides a map with resolution that is not achieved by currently available Ontario Geological Survey airborne data sets. Details contained within the new high resolution image, permit the differentiation of lithologies and their boundaries, fault orientations and the location of alteration zones with magnetic response.

A recent development using XRD techniques, a unique fixed detector, specifically permitting full mineralogical information simultaneously for the first time, specially designed sample preparation and presentation system and Rietveld codes provide a continuous real- time analysis on the true contained mineral polymorphic composition of powder streams such as ore materials, cement, ground clinker or any other mineral stream conducive to XRD analysis. There are several COSMA systems currently operating in the US, Canada, Italy and Australia, proving service and reliability of this concept. The mineralogical information generated continuously in real time is used for automated efficiency, product quality and reduces costs. Quantitative Phase Analysis information is transmitted to the plant DCS via Modbus over RS422 or ethernet. Some limited information is stored in the on-board computers for optional future use at the operator?s option.

In 1965 Hoogovens was looking for additional capacity for burden preparation in the order of 2,5 to 3 million metric tons per annum of some kind of optimal blast furnace ore feed. In principle four solutions offered them-selves for further investigation: 1. purchase of screened ore and/or run of mine ores with the provision of a corresponding ore screening capacity on the blast furnace site; 2. manufacture of sinter; 3. purchase of pellets; 4. manufacture of pellets. After studying the technological, technical, economical and commercial factors Hoogovens decided for the last mentioned possibility. Before taking this decision not only a great number of different mixtures of iron ore were tested, but during a long period in one of the big blast furnaces a number of tests were also executed with purchased pellets from South and North America. It was found, that using 50% acid pellets with 40% basic sinter a coke rate saving of 25 kg per ton hot metal (50 lbs/net THM) and a production gain of 15% could be obtained as compared with a full sinter practice. With some pellets it became clear, that due to properties, commonly referred to as swelling, we got very poor furnace performances; so in studying the production of pellets, pellet quality should be regarded as the most important aspect of the problem.

"Abstract-Exploration in most areas of Canada has to contend with problems posed by glacial overburden. In many areas exploration for gold has been based on the sampling of tills, frequently by deep overburden drilling, and analyses of heavy mineral concentrates. Notwithstanding the significant role that till geochemistry has played in the discovery of some important gold deposits over the last few years, increased appreciation of the nature of the glacial history and stratigraphy and the character of gold within till has led to the recognition of a number of ways whereby the effectiveness of exploration can be improved upon.In order for till geochemistry to be useful in exploration, a number of conditions must be fulfilled, including:1. mineralization, or alteration halo related to mineralization, subcropping at the bedrock /over­ burden interface; 2.glacial erosion and dispersal of a recognizable signature of mineralization into the glacialsediments; 3, preservation of glacial sediments containing this geochemical component (trace metal or mineral) at positions subsequently selected for sampling (normally drill sites); 4. correct identification of specific till units and associated ice movement history; 5. collection of adequately large and representative samples; 6. appropriate sample preparation and processing; 7, appropriate geochemical analyses; and 8. correct data processing and interpretation.While we have no control over the first two geological conditions, and only limited controlover till availability, we can control the quality and thoroughness of sampling, sample identification, sample preparation, analysis and interpretation. In particular attention needs to be focussed on obtaining a large enough sample to be adequately representative, an unbiased sample must be collected, together with appropriate sample processing, analysis, data processing and interpretation. It is considered that by modifying or extending existing approaches to gold exploration the chances of exploration success can be increased. In particular, analyses of both the heavy mineral and minus 63 ?m fractions of till is recommended because gold in till may occur in different size fractions."

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

In present study, partially stabilized zirconia (PSZ) was prepared by CaO doped fused zirconia heated by microwave furnace at the temperature of 1450 oC and holding time of 120 min. The XRD results showed that untreated fused zirconia mainly consists of crystalline compounds of cubic ZrO2 phase; while the roasted one mainly is composed of crystalline compounds of cubic ZrO2 phase and monoclinic ZrO2 phase. It is shown through the optimization of structures of two phases that structure of cubic ZrO2 and monoclinic ZrO2 reject each other, revealing its difficulty in forming coinciding interface and linkage of two phases being of Ca atom. Introduction Due to advantages of zirconia, such as high melting point, chemistry inertia, low heat transmission and so on. Zirconia is always taken as megathermal refractory material[1]. However, in the heating and cooling processes of pure zirconium oxide, martensitic transformation will take place associated with greater shear force and volume change, which severely limits the industrial application of pure zirconia in some areas. Such as: Refractory materials, grinding materials and high temperature insulation materials[2]. Through adding a certain amount of MgO, CaO, or Y2O3 stabilizer, etc.[3,4], the zirconia can change into fully stabilized zirconia, which exists in cubic phase. But this high purity fully stabilized zirconia cracks easily because of thermal stress. Therefore, the thermal shock resistance variation is one of the most important quality indicators of zirconia-based materials. According to the heat treatment, the fully stabilized zirconia can be changed into the partially stabilized zirconia (PSZ)[5], which exists in cubic phase and monoclinic phase and has superior mechanical properties, such as anti-heat, low thermal conductivity, large coefficient of thermal expansion and stability, as well as good wear resistance[6].

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

A brief résumé follows of some of the most recent activities of the Division of Coal-Mine Inspection that have had a favorable effect. on health, safety, and injuries at coal mines: 1. There were approximately 8,510 active coal mines in the United States during 1955. In all, 82,389 regular Federal inspections of coal mines have been made since Public Law 49 became effective in May 1941; 9,823 of these inspections were made during 1955. 2. The Bureau of Mines introduced the revised Coal-Mine Accident-Prevention Course for Supervisors in the coal-mining industry on March 1, 1948. Since that date, 19,455 supervisors and those aspiring to official positions have completed such training conducted by personnel of the Division of Coal-Mine Inspection.

This study is a survey of supply and demand for minerals, metals, alloys, and compounds used by the chemical industries in the Ohio River Basin (ORB) area of Ohio, Pennsylvania, and West Virginia during 1967. Data for the study were obtained from completed questionnaires received from chemical manufacturers and from interviews with officials of chemical companies and mineral producers and distributors. The information includes kind, quality, quantity, values, sources, specifications, uses, and methods of transportation. Results of the study show that of the total value of mineral materials consumed by the chemical industry, manufacture of inorganic chemicals consumed 46 percent; fertilizers, 22 percent; and soaps and detergents, 19 percent. Fifteen commodities accounted for 91 percent of the total value of mineral materials consumed. Five of these--phosphates, potash, salt, sulfur, and titanium dioxide--accounted for 59 percent of the total.

A GREAT deal of time and energy is now being devoted to the study of post-war reconstruction and rehabilitation, in spite of the fact that as yet we have not won the war in which we are presently engaged. If you feel that the study of post-war problems takes our thought away from the problem immediately before us, you may well query, "Well! What has all that to do with winning the war, our most urgent problem today?" The answer has been given by Principal James of McGill University, Chairman of the Cabinet Committee on Reconstruction: "Reconstruction is something which must be thought of in advance, partly for the purpose of recognizing exactly the influence of war-time activities, controls, and regulations on the post-war Canadian scene. Many people are acutely interested in this great problem. It is not that they are not interested in the war itself, or epochal events that are taking place from day to day. They have a vision of that future which they hope will be Canada's, and this vision inspires them to even greater efforts at the present time". The trend of events would indicate that changes, economic and industrial, after this war will be greatly out of line with those that followed previous wars in history, for the present struggle has involved every nation in the world. In the peace that will come, every engineer will have a task in bringing the most desirable order out of the most distressing chaos. We certainly are living in a changing world; we are witnessing geo-graphical and economic readjustments that no other generation in world's history has ever witnessed. And there is an opinion gaining strength in our Dominion, as in other lands, that after this war we shall live in a world in which our process of thinking and our very way of life will have to undergo drastic changes to cope with the new order of things. Sadly our world of today has had to revise the sublime vision that nation shall not lift up sword against nation, while salvage operations continue to beat ploughshares into tanks and the peaceful pruning-hook into a weapon for the deviltry of the commando.

"Any sudden subsurface issue that threatens the stability of existing buildings or infrastructure is cause for immediate investigation and prompt remedial action. Nowhere is this more true than the nation’s dams and levees. A breach of any kind, no matter how small initially, has the potential to be catastrophic and impact a wide downstream area. Addressing the problem quickly and effectively is therefore critical. When a turbid water discharge developed from a rock drainage embankment at the toe of the earthen dam impounding Cannonsville Reservoir, near Deposit, NY, the source of the problem was quickly identified as resulting from an artesian water release from an underlying permeable silty sand and gravel formation during drilling of three exploratory boreholes in preparation for construction of a hydroelectric plant at the downstream toe area of the dam facility. Work was halted, intense 24-hour monitoring was implemented, and as a risk reduction measure NYCDEP began to draw down the reservoir’s total storage at a rate of a billion gallons per day. Input sought from contractors within the geotechnical community helped result in the design and development of a deep well system to control the artesian pressure. Once this primary objective was accomplished, modified compaction grouting was performed at the borehole locations to densify loosened soils, fill any voids created by the discharge activity, and seal off the permeable aquifer. This paper discusses the dewatering program, specialized drilling techniques required, monitoring and verification of pressures within the dam, and the grouting program.BackgroundCannonsville Dam, owned and operated by the New York City Department of Environmental Protection (NYCDEP), is located in Deposit, New York on the West Branch of the Delaware River and impounds the Cannonsville Reservoir. Built between 1959 and 1964, the dam has an impervious central and upstream core zone keyed into the glacial till foundation, a semi-pervious downstream embankment zone, and a rockfill toe and is approximately 2,800 ft (853.4 m) long and 175 ft (53.3 m) high. The dam is formed by two embankment sections. The left section forms the main embankment blocking the main river channel, while the right section is constructed over a topographic saddle or low ridge. Reservoir level is actively influenced by withdrawals through the West Delaware Tunnel, based on water supply need. Under normal circumstances, water is continuously discharged downstream to the Delaware River."

Roof support technology for longwall tailgates has changed dramatically during the past decade. Filling tailgates with conventional wood cribs is becoming the exception rather than the rule. Modern engineered timber support systems and a host of other alternative support products provide far greater capacity as well as stiffer response, thereby allowing the supports to resist roof movement with much less displacement than the soft wood cribbing used in the past. For these reasons, these products can provide superior roof control. In addition, the material handling requirements for support installation have now become a major consideration in the support design and selection process. Products such as conventional wood cribbing that require piece-meal construction of bulky, heavy components have diminished, while prop-type supports and products that can be installed with machinery and pumpable support technologies have grown in use resulting in fewer injuries to mine workers. Now, the opportunity exists to provide the safest, most cost effective support system, through engineering design rather than by trial and error and to optimize the use of the support system chosen. Yet this is rarely done. The key to accomplishing this task is to understand the interaction of the support system with the ground conditions at the installation site. A major focus of the paper is to conceptualize the support and interaction through the use of a ground reaction curve which relates the support resistance to the convergence of the longwall tailgate. The goal of any roof support design is to control the ground deformations and maintain the structural integrity of damaged or broken ground to the extent possible to provide a stable mine opening. In general, deformations will be a function of the stress environment and inherent strength of the surrounding rock mass. However, if the deformations are intimately linked to the stress changes such that the deformation can be controlled by the load resistance or reinforcement provided by a roof support system, then the loading behavior can be described as load-controlled. Conversely, if the deformation occurs irrespective of the installed support (assuming practical limitations), then the loading behavior is described as displacement-controlled. In this case, the deformation can be considered irresistible from a practical standpoint. In this context, the nature of the loading has significant consequences on the support design requirements. Finally, examples using the NIOSH Support Technology Optimization Program (STOP) to develop design criteria using ground reaction data from underground studies and ways to include uncontrolled convergence as part of the design criteria for standing roof supports will also be discussed.

Foi estudado a influência do aporte térmico, de soldagem, sobre a resistência balística de um aço de alta dureza (HHA) temperado e revenido (HHA), utilizando o processo de soldagem a arco. O aço HHA, temperado e revenido, foi caracterizado por análise metalográfica, ensaios mecânicos e ensaios balísticos. Os resultados mostram que o aporte térmico da soldagem teve influência significativa nas propriedades mecânicas da Zona de Fusão (ZF) e da Zona Termicamante Afetada (ZTA), ocasionando mudanças na resistência balística. O melhor desempenho balístico do material soldado foi obtido para a soldagem de baixo aporte térmico.

"A study of processing pyrite cinder and metallurgical slag using “one step” technology in strand grate - rotary kiln is presented, which aims to efficiently recover the valuable metals of iron, lead, zinc and copper. The effect of chloridizing roasting parameters including roasting time and temperature on the removal rates of nonferrous metals was investigated. It is shown that copper and zinc are difficult to remove and lead is removed more easily. The preheated pellets were reduced in a rotary kiln, where zinc and lead can be removed easily and high iron grade and good metallurgical performance prereduced pellets can be obtained. Furthermore, the chlorination and the reduction mechanisms of copper, lead and zinc are discussed. It is revealed that the phases of copper, lead and zinc in slag are complex and ferrite and silicate of metals are difficult to remove.IntroductionAs two kinds of significant secondary resources, metallurgical slag and pyrite cinder contain not only abundant iron but also considerable copper, lead, zinc and so on. Several tens of millions of tons of metallurgical slag and pyrite cinder are discharged in nonferrous metal and chemical industries annually in China [1, 2]. In addition, the accumulated waste slag in storage is more than one hundred million tons, which not only occupies much land but also pollutes the environment [3]. However, because the metallurgical slag and pyrite cinder are treated by high temperature processing, the properties are distinctly different from the properties of natural ores, and iron is in close association with copper, lead and zinc. So, metallurgical slag and pyrite cinder are difficult to efficiently utilize and only a small amount is used as additives in cement, paving, brickmaking and auxiliary additives [4-7]."

The common couplings for joining sections of helical piles with an outside diameter of 6.625 inches and 8.625 inches are square on square, flange to flange, external pipe sleeve, internal pipe sleeve, and welded joint. Each coupling type has advantages and disadvantages in efficiency, capacity, installation, and economics of the installed pile. All these coupling types have been used in the helical pile market in North America for various applications and designs. Many of these applications require on-site testing, but test records are not typically shared with the helical pile industry. Due to the lack of information available for square on square and flange to flange couplings, testing was done to compare the efficiency of installation, load to deflection response, and torque to capacity ratios of external pipe sleeve, square on square, and flange to flange couplings. Field installations and tension tests were performed in non-cohesive (sand type) soil near Caseyville, IL and in cohesive (clay type) soil in Centralia, MO. The data collected during these tests included rotations per foot during installation, installation torque, applied pressure, and deflection. The results of this testing are analyzed and discussed within this paper. The results indicate that the square to square coupling is the most efficient of the designs tested, but this conclusion cannot be fully justified without further testing due to the variability in the data gathered and the small number of piles tested. INTRODUCTION A helical pile is typically assumed to be a medium-displacement pile when its outside diameter is between 4.5 inches and 8 inches and a high-displacement pile when its outside diameter is greater than 8 inches. A helical pile designer has multiple options when selecting a coupling type for medium- to high-displacement helical piles. Each type of coupling has advantages and disadvantages and must be analyzed on the bases of efficiency, capacity, installation, and economics of a project. Typical couplings that are chosen by designers include square on square, flange to flange, external pipe sleeve, internal pipe sleeve, and welded joint. A helical pile must transfer axial, lateral, bending moment, and torsional loads, and the coupling must be designed to effectively and efficiently transfer each type of load. During the installation of a helical pile, the rate of penetration and the disturbance of soil layers play a critical role in the efficiency and torque to capacity ratio (Kt) of the pile. It is common for a coupling to protrude beyond the outside diameter of the pipe section being used. This is necessary for the function of certain coupling types and can facilitate the connection of couplings. However, it causes increased soil disturbance and reduce the rate of penetration due to soil bearing against the protruding portion of the coupling. A helical pile designer typically will work to minimize the coupling protrusion and create a pile with optimal installation efficiency but may choose a design with lower installation efficiency if it offers sufficient economic advantage.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

"The present study reports solvent extraction and separation of zinc from concentrated nickel sulfate solution. In our previous study, Zn and Cd in cold filter cake (CFC, 45-55% Zn, 11-16% Cd, and 2.5-4% Ni) were extracted by alkaline leaching followed by electrowinning processes respectively. The strip solution from electrowinning process, was a pregnant liquor solution (PLS) containing 16.8 g/l Ni and 4.2 g/l Zn. In this work, PLS is subjected to the solvent extraction process for separation of traces of Zn from high grade nickel. The zinc free raffinate containing 16.6 g/l Ni sulfate solution will flow to nickel electrowinning plant for cathode production. Di-(2-ethylhexyl) phosphoric acid (D2EHPA) is the organic phase used in this study. The effects of various parameters such as organic phase concentration (10- 40 % v/v), pH (1.5-3), and temperature (25 and 45°) are investigated. Zinc over nickel separation factor increases by increasing pH from1.5 to 3. The results show that 98.7% of Zn was loaded at25°C O/A ratio of 1, pH 3, and 10% vol. D2EHPA. A 10 M NaOH is used for pH control. However, replacement of pH controlling agent with ammonia solution (25%. v/v) results in interesting observations. Ammonia addition, reduces the solubility of Ni2+ cations in solution. Nickel starts to precipitate from raffinate in a crystalline bluish-green form. The obtained crystals are characterized by XRF and identified to be nickel-bearing analog of boussingaultite, a rare sulfate mineral of nickel with chemical formula of Ni (NH4)2(SO4)2.6H2O. The crystallization rate of crystals is studied. It is a slow precipitation process with 75% in 4 days.INTRODUCTION Annually, many hydrometallurgical processes such as electrowinning, solvent extraction and leaching are applied to waste filter cakes in Zanjan, Iran. These additional processes on filter cakes are critical from both environmental and economic points of view. CFC (cold filter cake) is a toxic but valuable filter cake (45-55% Zn, 11-16% Cd, 2.5-4% Ni, and 0.2-1.5% Cu) produced in many zinc production plants. Our research group at Research and Engineering Company for Non-ferrous Metals (ReCo.), developed a series of hydrometallurgical methods for extraction of zinc, cadmium and nickel from CFC (Moradkhani, & Rasouli 2012). The recovery of zinc and cadmium with alkaline leaching and electrowinning was successfully studied. The strip sulfate solution from cadmium electrowinning unit, contains high concentration of nickel with some traces of zinc impurity. This pregnant liquor solution (PLS) was analyzed and reported to contain 16.8 g/l Ni and 4.2 g/l Zn. In this work, PLS is subjected to the solvent extraction process to separate Zn from nickel (Fig. 1). The organic phase stripping solution containing 4.2 g/l zinc and 200 ppm nickel can be circulated and used in the acidic leaching step. This generates nickel solution with high purity suitable for nickel cathode production."

"GeneralWabush Mines is an unincorporated joint venture of seven steel companies and Pickands Mather & Co. The mining and concentrating facilities are located in southwestern Labrador and the pelletizing and shiploading facilities are at Pointe Noire, 200 miles south, near the town of Sept-lies.The operation is based on a 5 ½ sq. mi. specular hematite deposit with a reserve of 375 million tons of concentrate. Annual production capacity is rated at 6 million tons of pellets per year. The final upgrading process utilizes high-tension separation of silica following wet autogenous grinding, spiral gravity separation and fluo-solids drying. The concentrate is railed in closed cars to Pointe Noire. The concentrate is reground dry and pelletized on Dravo Lurgi travelling grate machines to produce an oxide pellet with 65.5% Fe, 3.0% Si02, 1.95% Mn and 93.5% Tumble Index.HistoryPlant operations commenced in 1965 with a concentrator capacity of 5.3 million tons per year and a pelletizing capacity of 4.8 million tons per year. The original facilities for classifying the crude ore into fine and coarse fractions for storage purposes before reblending as autogenous mill feed were found to be unnecessary and were by-passed after plant startup. Capacity of the operation was increased to 6.0 million tons of pellets per year in 1968. This increased capacity required the installation of an additional160 cleaner spirals in the ore dressing plant, a new 5000 hp ball mill, three balling circuits and increased cooling air capacity in the pellet plant.In 1970, the regrind circuit in the pellet plant was converted to dry grinding and a significant reduction in grinding media consumption and maintenance costs was realized. A ninth grinding mill of 5000 hp capacity was installed to compensate for the reduced capacity in going from wet to dry grinding."

The Bureau of Mines has investigated the availability of copper from 272 deposits in market economy countries. The deposits studied have demonstrated resources totaling 413 million metric tons of contained copper and account for more than 90 pct of the reserve base for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau performed geologic, engineering, and economic evaluations in order to determine the copper production potential of each deposit. At the 1981 copper market price of $0.85/lb, the deposits studied could economically produce an estimated 88 million metric tons of copper (allowing for profit computed at a 15-pct rate of return), primarily from mines operating at the time of the study (1981). At this price, producing mines in market economy countries could economically produce only 2.1 million metric tons of refined copper per year. However, actual 1981 production was 6.2 million metric tons, indicating that many mines continued to operate even though they were unable to cover all production costs. For U.S. producing mines, the estimated average cost of production per pound (including profit at a 15-pct rate of return) was $0.15 higher than the average cost in other market economy countries.
