PRESIDENT AND GENTLEMEN : I have been invited to meet you here this evening to extend to you the cordial greeting of the regents of the Smithsonian Institution, and to assure you that they are most happy to have it in their power to place at your disposal this beautiful hall, dedicated to science and art. This National Museum is the property of the United States, of which the regents of the Smithsonian are simply the custodians, and the board has delegated to its secretary, Professor Baird, the right to extend its use to the National Academy of Sciences and like kindred societies, among which we are glad to class the Institute of Mining Engineers. It is eminently fit that you should meet here at this, the nation's capital, under a roof partly your own, devoted to natural sciences, and in the shadow of the Smithsonian, founded for the exclusive purpose of collecting and diffusing knowledge among men. Of all the workers employed on earth no single class seem to me more worthy the respect of their fellows than those who seek beneath the surface for the useful minerals and metals which contribute so largely to the wealth and comfort of mankind. In no branch of human industry does intelligence come so immediately in contact with labor. THE purpose of these conferences has been to find some basic principles to guide us in the chaos which confronts us, to arrive at elements of a national policy. None such exists, nor, as a matter of fact, have there been any concerted efforts by the public or the mineral industry to evolve one. In the absence of such a policy the administrative agencies of the government can hardly be expected to be consistent or really effective in their handling of mineral problems, domestic or foreign. Basic Facts MINERAL reserves are unequally distributed among the nations. The principal world supplies are grouped around the north Atlantic, and nearly three-fourths of the world's total is controlled politically and commercially by English-speaking people. No one nation has a complete supply of the minerals necessary for modern industry; specialization, reciprocity, and large-scale movements between the nations are inherent in nature's unequal distribution of them. The principal sources of supply are relatively few compared with the nations to be served-a fact which determines broadly certain natural outlines of the world flow. National isolation with regard to minerals can be accomplished only through backward steps in industry and lower standards of living even in the nations possessing the most of the mineral supplies. A certain measure of unified commercial control, international in scope, is a natural consequence of the limited number of the large sources of supply. Mineral supplies for the world as a whole are so large that there is little need for concern about early exhaustion, but every nation has important problems of early exhaustion of particular minerals, which must affect their policies.

Coal produced in underground mines is transported to the surface by means of conveyor belts throughout long roadways. The combustion of belts puts a large number of employees at great risk. Underground collieries differ from other underground mines -due to the combustible nature of the product. The most prevalent cause of belt fires in underground coal mine is spontaneous combustion due to oxidation of the coal, which also enables the conveyor belt to burn over time. In 2014, a belt fire in an underground coal mine in Manisa-Soma, Turkey caused 301 fatalities. A study has been conducted on this accident for approximately 3 years, consisting of combustion tests in a purpose-built research gallery, comparison of the test results with mine records of the accident, and CFD modelling of the mine environment. The intensity of the fire was sufficient to redirect the air flow underground, causin large amounts of toxic gases to fill almost the entire mine in approximately 15 minutes. It is recommended that CFD analysis be used in planning emergency action strategies in underground mines.

There is currently in the mining industry, as well as in other industries, a movement seeking to increase investments in decarbonisation processes to help combat global warming. Among some initiatives taken is replacing diesel-powered mobile equipment in the mines with electricity-powered equipment, such as electric off-highway trucks or even belt conveyors in the mining operation. Samarco is a Brazilian mining company that since its conception has used a conveyor belt mining system in its mining operation, using only a small number of trucks to complement the mining process. This mining process that combines conveyor belts and trucks has brought environmental gains for the company since the environmental impact of conventional truck-only mining is greater than that of the combined system. To measure these gains, a medium-term mining plan was developed in which two fleet scenarios were detailed. One scenario contemplated a high level of detail of belt mining seeking its maximisation, while the other considered the operation performed 100 per cent by trucks, eliminating the use of conveyor belts. Through the comparison of these two scenarios, it was possible to make an inventory of atmospheric emissions and greenhouse gases for each one of them considering data such as types of equipment, diesel consumption, total distance travelled and energy consumption. The results showed that the fleet scenario with conveyor belts results in periods with up to 15 per cent less greenhouse gas emissions and 37 per cent less total particulates compared with the truck-only scenario. Therefore, the results confirm the environmental benefits of the method and the need to look for ways to even expand it in future operations through a study to identify the potential areas in the long-term mining plan.

In the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed, and who has performed the research have all changed significantly over these decades. Although there are a lot of subjective ideas concerning these changes, and there is a fair amount of anecdotal "analysis," there has been no actual study of these trends to verify the facts. The period studied is divided into six five-year periods for the purposes of comparison. Some of the trends analyzed are as follows: ? Co-authorship ? Research areas ? Research sponsors ? Recycling and decarbonisation current metallurgical processes is key for our planet’s future and in both cases, digital twinning will play an important role. However, the various modelling techniques being used for digital twinning require a lot of input values on variables such as viscosities, diffusion coefficients and surface energies that need to be known as a function of temperature, atmosphere and composition, but which are not widely available, such as in databases, for molten slag phases. The need for more accurate data on physical slag properties is clear and will be extremely relevant for making more realistic and quantitative simulations. Some of these properties are difficult to determine, which is inherent to the very high pyrometallurgical temperatures. Therefore, this work focuses on some aspects related to determining electrical conductivities, viscosities and surface tensions of slags via a combined experimental-modelling method. Besides experimental work, molecular dynamics (MD) simulations can be used to investigate oxidic slag physical properties. With MD simulations, one can follow the time evolution of a system (consisting of atoms or molecules) by integrating Newton’s equation of motion. The input for an MD simulation mainly consists of a force field as well as initial positions, velocities and mass of each atom. The determination of the transport properties in existing literature of MD simulations in oxidic systems, is typically based on incorrect assumptions. For example, to determine the ionic conductivity, the frequently-used Einstein-Stokes equation fails to take into account all ionic types and neglects correlated motion. Furthermore, the viscosity determination via the Einstein-Stokes formula also assumes independent motion of the different ions. This paper gives a brief overview of the opportunities and challenges related to the use of MD simulations for oxidic slag systems.

The nature and distribution of radiation-induced defects (RIDs) in quartz from the Maw Zone, a yttrium- and rare-earth-element-enriched sandstone breccia complex exhibiting intense hydrothermal alteration, have been investigated by electron paramagnetic resonance (EPR) spectroscopy. EPR spectra show that detrital quartz in sandstone, from five diamond drill holes intersecting the Maw Zone and one above the crest of the so-called Quartzite Ridge, contain only background-level RIDs, indicating that Ubearing fluids were absent in this area. However, close to the sandstone-basement unconformity, in hole WR-194 immediately west of the Quartzite Ridge, the concentration of RIDs in detrital quartz is significantly above background but at least an order of magnitude lower than those at the Key Lake and McArthur River deposits. Widespread drusy quartz at the Maw Zone, which signifies intense hydrothermal alteration, is associated with hematite-, sulfide- and carbonate-bearing mineral assemblages, which exhibit complex crosscutting relationships. EPR spectra of drusy quartz in all three types of mineral assemblages are low in RIDs as well, supporting the EPR evidence that fluids at the Maw Zone did not carry significant U. These EPR results suggest that, in spite of intense hydrothermal alteration and favorable structural geology, the Maw Zone is unlikely to host any significant U mineralization. Moreover, this study shows that the EPR technique is potentially a useful exploration tool, capable of determining whether individual alteration zones in the Athabasca Basin were associated with U-bearing fluids or not.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

The Kwinana Industrial Area (KIA) is by far the largest and most diverse industrial processing region (with supporting industries) in Western Australia. As with elsewhere in Australia (and globally), the KIA is facing sustainability challenges on various fronts, such as increasing water and energy scarcity, climate change, an aging workforce, and growing community expectations. Through the Kwinana Industries Council (KIC) the industries within Kwinana are working closely on common issues in the KIA, including the sustainable development of the region. Over the past decade, significant progress has been made by the industries towards the improvement of the sustainability performance at the company and regional level. Given the ever increasing sustainability pressures, there is strong desire to address sustainability challenges in the KIA, through a pro-active and collaborative industry approach. A sustainability roadmap is being developed to assist the KIC and its industry members with strategic decision making on the long-term sustainability of there. At the heart of the roadmap is a set of key performance indicators for each of seven priority themes or focus areas (water use, by-products produced, greenhouse gas emissions and energy use, economic performance, environment, community impacts and sustainable workforce). Aspirational targets and subsequent strategies are being developed for those activities where the KIC has an influence and can make a positive impact. The indicators and their targets enable constructive stakeholder discussions (eg with government and community) on emerging local issues and possible future directions for the KIA. The paper will report on the development process and the preliminary results of the sustainability roadmap for the KIA, including a historical perspective on milestones achieved so far and future aspirations.

Sunrise Dam Gold Mine is a large open pit mine 730 km NE of Perth, Western Australia. Contract mining commenced in the open pit in September 1996 in lake clays and saprolites with the first fresh rock mined late 1999, and the underground starting the first decline in October 2003. By May 2007, over 150 million cubic metres of material had been mined and the pit was 360 m deep with 80 m remaining before reaching the planned final depth in early 2008. A final cut-back in the northwest will commence in late 2007 with open pit mining in the Mega Pit expected to conclude in late 2010. The challenges of developing the pit can be divided into three phases:Soft materials û mining was in multiple staged pits and cut-backs in lake clays, saprolites, weathered material. The varying characteristics had a significant impact on mining methods and slope stability. Structural û mining was gradually exposing more fresh rock and the drive was to understand how major structures and lithological contacts impact on local and large-scale stability. This had a significant influence on mine design and scheduling. Slope angles û achieving the final slope angle is critical. This is done through application of high standards of final wall establishment and proactive geotechnical hazard identification and management. This includes dealing with the rapid rate of descent, interaction with underground excavations and managing rock fall risk. The paper discusses each of these phases, highlighting the geotechnical controls implemented to date, looking at their success and impact on mining.

During the past six years, most states have promulgated water quality regulations which contain numerical aquatic life standards for heavy metals. In addition, the Environmental Protection Agency (EPA) promulgated national water quality standards in 1992 which also include numerical aquatic life criteria for heavy metals. Numerous wastewater discharge permits have been issued by the states and EPA to industrial facilities which include low microgram per liter heavy metal limitations. In many instances, the limitations are below detection limits or treatability limits using state-of-the-art analytical methods or treatment technologies. This paper will discuss options for conducting studies, including the use of water-effect ratios, metal partitioning coefficients, and recalculation procedures to develop site-specific metals criteria and higher permit limitations. The installation of expensive metal treatment systems to remove trace metals may be avoided if higher permit limits are indicated by the site-specific studies.

FMC Corp. achieved a significant cost reduction at its Green River, WY soda ash operations using a new proprietary solution-mining and processing technology. In phase one of the program, trona ore is dissolved, recovered and processed with the new technology. It is then fed into an existing refining plant, replacing dry mined and calcined trona ore. Phase two produces a final high-purity product. It also increases capacity by 635 kt/a (700,000 stpy). Both phases were completed under budget and ahead of schedule. This $120-million expansion project uses a new process and a new team to derive soda ash in a more cost-effective and environmentally friendly manner. The team successfully introduced solution-mining technology - with a liquid solution injected into previously mined sections of the mine. This shift in techniques signified a new era for soda ash production. The project is an example of teamwork at its best. For it to be successful, FMC had to work within several different areas inside and outside of the company. Engineers, contractors, mechanical operators and technical people were needed who could blend in with FMC's existing in-house team.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Lime-based neutralisation has long been the remediation treatment of choice for acidic mine pit waters. While suited to the attenuation of acidity, lime-based neutralisation may be difficult to implement efficiently due to variation in quality and the partial loss of neutralisation efficiency due to armouring. Large volumes of gypsum-bearing sludge may also require mechanical dewatering and transfer to final voids prior to resumption of in-pit mining or closure. Thus, operational costs may be substantially higher than primary neutralisation alone. Lime production also results in large greenhouse gas (CO2) emissions.Hydrotalcites (HT) are a class of Mg-Al layered double hydroxide minerals with the composition Mg6Al2(CO3 )(OH)16.4H2O. A range of other divalent and trivalent cations may also readily substitute for Mg (eg Cu, Ni, Pb, Zn), Al (eg Fe, La, Ce) and metalloids/oxyanions (SeO42-, AsO43 -/CrO42 -, MnO4-) for CO3 into the hydrotalcite structure. A common feature of acid mine pit waters, often overlooked in assessment of potential remediation options, is the frequent predominance of divalent and trivalent cations as a consequence of partial decomposition of both ore and gangue minerals during in-pit wall rock leaching. Thus, given the presence of substantial divalent and trivalent cations in acidic mine pit waters, an opportunity exists to exploit and in effect work harmoniously with the prevailing pit water composition to form a polymetallic hydrotalcite.The utility of hydrotalcites in the remediation of acidic mine pit waters lies in their ability to incorporate a wide range of contaminants; instantaneous formation, often in a single step; simple post-treatment solute composition; rapid settling; low sludge volume; and the potential to form ore-grade precipitates potentially amendable to reprocessing to (partially) recover remediation costs. Examples of hydrotalcite formation as a method to remediate contaminated acidic mine pit waters at laboratory-scale to full-scale will be presented.CITATION:Douglas, G B, 2015. Whither lime? In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

The U.S. Bureau of Mines has investigated the recovery of metals from copper industry wastes by sulfuric acid leaching in a semi-continuous, bench-scale system to solubilize arsenic, copper, and molybdenum. Leach residues contained approximately 40 wt pct PbSO4, suitable for processing at a lead smelter. Arsenic and molybdenum removal from leach solution was examined using solvent extraction with tri-n-butyl-phosphate (TBP), and copper was subsequently recovered by cementation. Bleed electrolyte from a copper refinery was determined to be a viable source of acid for the initial leach stage.

Until mid-1982 the Mines Gaspe copper smelter consisted of a fluid bed roaster, a reverberatory furnace, two Peirce-Smith converters of which only one was blowing at any one time, anode casting facilities, and a single contact sulphuric acid plant treating both roaster and converter gases. Reduced concentrate supplies have led to the shutdown of the roaster and, as a result, it was necessary to adapt the converter and acid plant operation to the new operating mode: green concentrate smelting with resulting lower matte grades and acid plant treatment of off-gases from only one blowing converter. Therefore, modifications were carried out to existing equipment and methods of operation and control. This paper describes the result of work done to obtain steady, maximum strength, converter off-gas flow and an efficient acid plant operation. Topics covered include: optimization of converter operation, tightness of hood and off-gas ducting, improvements in acid plant/converter communications and modifications of acid plant operation and control to cope with the fluctuations in converter gas flowrates and strengths.

Ti-48Al-2Cr-2Nb-xW (where x = 0, 0.5, and 1 at. %) powders were consolidated by hot isostatic pressing (HIP). The consolidated samples were solution heat treated above the a-transus followed by stepped cooling to room temperature. Selected samples were subsequently aged at 950 °C for up to 72 hours. The post-heat treatment microstructure was examined by optical and electron microscopy. It was found that increasing holding time above the a-transus generated a more homogenous microstructure. Utilizing the stepped cooling sequence, especially with a transition temperature of 1270 °C, massively transformed gamma (Ym) was diminished. Aging caused coarsening of the fully lamellar microstructure in the 0%W and 0.5%W samples while almost no coarsening occurred in the 1 % W sample. Precipitates began to form during aging in samples containing W. The precipitates at the lamellar interfaces are fine and have a needle like shape, while precipitates at the lamellar grain boundaries are coarse and circular in shape. The size and number of the precipitates depend on aging time and the level ofW content.

The treatment of iron-hydroxide-containing water from ground water and surface water is achieved by a combination of the process steps of flocculation and subsequent mechanical dewatering. The aim is to create solid pellet structures by extending the structure forming flocculation process with a build-up pelletizing process which can be transferred directly into a drying unit. A Taylor-Couette-reactor (diameter of the inner cylinder – 40 mm, gap width – 5 mm) was used for these experimental studies. To produce the necessary flow profile the inner cylinder was rotated at a speed of 230 rpm. The iron hydroxide-containing suspension (dry matter content: 2 mass %) was added simultaneously with the addition of a cationic high-molecular flocculant in various flocculant dosages and residence times of 5 to 15 min. The pellets were examined for parameters such as geometric dimensions, dry substance content and dewatering behaviour. As the results show, there is a direct relationship between the residence time and the geometric dimensions of the pellets. After a residence time of 5 min, round pellets with an average diameter of 6 mm were formed. With an increase in the residence time up to 15 min, a compaction of the pellets could be observed, which resulted in an increase in the dry substance content of 8.0 to 11.2 mass % on average. After completion of the pelletizing process, the pellets were mechanically dewatered by filtration. By applying this innovative wet pelletizing of iron-hydroxide containing suspensions in a Taylor-Couette-reactor, it is possible to carry out the process of flocculation combined with the pellet formation with simultaneous pellet compaction in a single process step. The resulting pellet structures are distinguished from conventional floc structures by an improved water discharge capacity. After classification the pellets can be marked directly as easy-to-handle bulk material, suitable as feedstock in percolation columns for the purification of contaminated fluid streams

The pellet qualities primarily depend upon the thermal profile and gaseous environment during induration. During the induration of the pellet, it undergoes physical as well as chemical changes. Physical changes are mostly due to sintering and chemical changes are due to carbon burning inside the pellet. The effect of carbon on sintering is investigated on a single pellet scale using an optical dilatometer. Sintering is a complex process that involves transportation through various mechanisms. Sintering is quantified in terms of sintering ratio and the kinetic parameter, exponent ‘n’, under isothermal conditions is deduced using the power law equation. The value of n can be used to estimate the sintering mechanism at different isothermal temperatures. Also, the activation energy is calculated using the empirical Arrhenius equation. The activation energy of 0 per cent coke and 1 per cent coke-containing pellets are 531.0 kJ/mole and 552.6 kJ/mole respectively. The order of magnitude of activation energy suggests the same mechanism in both cases. Although the mechanism of sintering is the same, 1 per cent coke-containing pellet sinters more at any isothermal temperature.
