"In this study, rare earth elements were recovered from bastnasite concentrate and waste fluorescent lamp phosphors using supercritical carbon dioxide extraction with a nitric acid/tributyl phosphate adduct. Several pretreatment methods were used to alter the crystal structure of the source materials, and thus improve rare earth element recovery. Pretreatment methods included 1) dry roasting of the source material at 730oC, 2) decomposition with 50% sodium hydroxide solution at 150oC for 4 hours, and 3) decomposition with 12 M sulfuric acid at 300oC for 4 hours. Treated and untreated samples underwent supercritical extraction at 24 MPa and 65oC for 1 hour. Untreated bastnasite and phosphor samples showed <10% rare earth element recovery, but sodium hydroxide digestion resulted in >60% recovery for most rare earth elements. Dry roasting of the bastnasite concentrate was also effective, resulting in >60% recovery for cerium.INTRODUCTIONRare earth elements (REEs) consist of the 15 lanthanides, scandium, and yttrium. Scandium and yttrium are included because they are in the same group as lanthanum, appear in many of the same ore deposits as the rest of the lanthanides, and exhibit many similar chemical properties. REEs are used in a wide array of applications including electronics, magnets, catalysts, glass, and solid-state lighting (Xie, Zhang, Dreisinger, & Doyle, 2014). Because of China’s continued dominance of worldwide REE production, the United States Department of Energy has sought to diversify domestic supplies of REEs (United States Department of Energy, 2011). A key part of this strategy is the development of improved extraction methods for both ores and recycled sources.Supercritical fluid extraction (SFE) is a promising technology for extraction and separation of rare earth elements. Contact with an acid adduct dissolved in supercritical carbon dioxide allows for the rapid extraction of REEs from solid matrices. Supercritical CO2 has several potentially useful properties as a solvent, including high diffusivity and the ability to tune solvation properties by adjusting pressure. Such tunability may have applications in separating the REEs once they have been extracted from the solid phase. Tributyl phosphate/nitric acid adducts (TBP:HNO3) are a particularly promising class of adducts for SFE extraction of rare earth elements. Using TBP:HNO3 adducts in supercritical CO2, several researchers have successfully extracted REEs from their oxides (Wuhua, Pijia, & Yongjun, 2010; Zhu, Duan, Xu, & Zhu, 2009). However, there is a complication in applying this technique to many types of ores and recycled sources: REEs are often locked in refractory minerals which are resistant to acid attack, resulting in limited recovery in supercritical extraction."

Iron ore pellets experience degradation during handling due low energy impacts and stresses. These impacts lead to volume or surface breakage of the pellets, creating fine particles that accumulate along the process. Some of the particles are in contact with the air and are dragged as dust into the workplace or into the atmosphere. The aerodynamic size of the particles allows them to be potentially inhaled by the workers or to be carried to nearby communities. Dust emission becomes critical at specific locations, such as transfer chutes and stockpiles. This work models the dust generation that occurs in an iron ore pellet stockyard using a methodology that combines experiments to quantify the degradation of the pellets to mathematical modelling of the dust emission mechanisms in the stockyard. First, laboratory tests were used to characterise the amount of mass and the particle size distribution of the dust generated by degradation under controlled conditions. Second, the flow over a stockpile of an iron ore pellet company was simulated with the aid of computational fluid dynamics (CFD) simulations. Third, semiempirical equations linked the data generated by simulations and laboratory tests to estimate the dust emission in the stockyard. Finally, results were validated with measured field data, obtained with a novel online measurement tool. Results suggest that the approach is able to predict dust emission with sufficient accuracy and can be used for further implementation in the management of operations and decision making in order to reduce the environmental impact of the process. This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. Long-term production planning in open-pit mines requires the determination of cut-off grade, mining and milling production rates, a mining sequence, mine life and ultimate pit limits. Since these variables interact in a circular fashion, a genuine solution to the problem necessitates their simultaneous determination. A methodology with this capability is described. Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.

An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

Your committee doesn&apos;t assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers&apos; compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers&apos; compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers&apos; compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers&apos; compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

Although the diesel engine is normally considered a tried and proven power source, many new and exciting diesel design concepts are being evaluated in engine development laboratories around the world. Three such programs currently underway at Cummins Engine Company are discussed. The turbocompound engine converts into power exhaust heat energy which is normally wasted. It does this by incorporating after the turbocharger a low pressure gas turbine which is gear driven to the crankshaft. The adiabatic engine has no conventional cooling system. It converts into useful power most of the heat energy normally rejected to the coolant. The series boost turbocharged engine uses seperate low and high pressure turbochargers to increase engine output and improve transient performance. These design concepts make possible increases in diesel engine thermal efficiency from the current 33 to 38 per cent range to the 50 percent range.

Biodegradation of cyanide by microorganisms isolated from solids previously exposed to cyanide has been investigated. Initial sodium cyanide concentration was 300 ppm at pH 10.5. The kinetics of biodegradation were found to be first order with respect to cyanide concentration, and the overall reaction rate constant is k = 0.102 day-1. The activation energy and the frequency factor were determined to be { A }Ea = 5.45 Kcal/mol and A = 1.28 x 10-2 sec-1, respectively. Based on these values, thermodynamic properties of an intermediate activated complex were assessed. All tests resulted in cyanide concentrations less than 0.1 ppm in about 35 days at 250C, whereas at 350C the time of biodegradation to reach this cyanide level was 30 days. Kinetic data were also established to relate biodegradation to amount of inoculum. The maximum theoretically-attainable rate, Vm , and the optimum amount of inoculum, K , were determined to be 4.8 x 10-4 M NaCN/day and 7.5 % of amount of inoculum. With respect to the mechanism of biodegradation, cyanide was shown to decompose to carbonate, bicarbonate and ammonia. Titrimetric analyses revealed concentrations of 5.6 x 10-3, 4.8 x 10-3 M, and 70.2 ppm for carbonate, bicarbonate and ammonia, respectively. The average cell population was determined to be 3.75 x 108 cells/mL.

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

"Construction of embankments up to 34 ft in height for twelve ramps and roadways needed for the New Jersey Turnpike Interchange 14A project required ground improvement. The subsurface conditions, consisting of up to 30-ft thick layer of highly-compressible peat and organic soils, would induce up to 8 ft of primary and 4 in. of secondary consolidation settlements to the embankments over a long period of time. Innovative ground improvement solutions were needed to meet unique challenges posed by the poor subsurface conditions, space and existing utility constraints, aggressive construction schedule, and massive size of the project. A variety of ground improvement techniques were utilized in six different zones of the embankments to limit settlements and ensure stability of the embankments. These techniques included preloading with surcharge and prefabricated vertical drains (PVD), load balancing using light weight fill, and concrete column rigid inclusions (RI). Additionally, augercast piles with load transfer platform were used under an existing bridge with low vertical clearance. An innovative approach consisting of preloading with surcharge and PVDs followed by installation of RI was needed in one of the six embankment zones with the worst, i.e., very soft, soil conditions. The design of the RI was performed by a specialty ground improvement contractor (SGIC) using Plaxis 2D and 3D softwares. The performance of the ground improvement systems was verified and monitored by load tests and instrumentations. This paper presents details of the ground improvement design, construction, monitoring results, and lessons learned, with a focus on the RI.INTRODUCTIONNew Jersey Turnpike Interchange 14A is located within the cities of Bayonne and Jersey City, in Hudson County, New Jersey. The New Jersey Turnpike Authority (NJTA) identified Interchange 14A as an area of mass congestion in need of redevelopment to improve the increasing demand of traffic and roadway safety. The New Jersey Turnpike Interchange 14A project included the construction of twelve (12) new roadways, in addition to the construction of four new bridges. The limits of construction are shown in Fig. 1.The fill height required to construct the roadway embankments varied from 2 to 34 ft. The proposed embankment side slopes varied from 6H: 1V to 2H: 1V. Additionally, mechanically-stabilized-earth (MSE) walls were utilized to retain the embankment fill along some segments of the roadways. As shown in Table 1, the proposed roadways were divided into six zones, based on location, subsurface condition, and embankment height."

Prior to 2006, the filtration unit for leached sludge treatment (filter press) permitted the filtration, washing and drying of cake to 17% (w/w) moisture. That year saw moisture content abruptly increase to 20% (w/w), drastically changing the rheological properties of the cake. The cake became sticky and agglomerated. This led to major disruptions of operations and plant capacity (cake release and cake conveyor problems, complicating the subsequent steps of the process). The conditions for the filtration, washing and drying, were simulated to ease cake unloading without aggravating dust emissions (moisture about 17% (w/w)). All of the laboratory tests yielded a moisture content above 17% (w/w). Therefore, we concluded that the moisture problems were not due to a recipe change in primary material, but to an operational problem in the filter press. Through the laboratory results, the filter press operating conditions (washing ratio, drying pressure and drying time) were optimized to enable a reduction in cake moisture to 17% (w/w).

The U.S. Bureau of Mines (USBM) Diesel Research Program emphasizes the development and evaluation of emission control devices to reduce exposure of miners to diesel exhaust pollutants. Studies by the USBM have shown that diesel exhaust aerosol (DEA) contributes a substantial portion of the respirable aerosol in underground coal mines using diesel equipment not equipped with emission controls. The USBM and the Donaldson Co., Inc., Minneapolis, MN, have developed a low-temperature, disposable diesel exhaust filter (DDEF) for use on permissible diesel haulage vehicles equipped with waterbath exhaust conditioners. These were evaluated in three underground, mines, to determine their effectiveness in reducing DEA concentrations. The DDEF reduced DEA concentrations from 70 to 90 pct at these mines. The usable life of the filter ranged from 10 to 32 h, depending on factors that affect DEA output, such &apos;as mine altitude, engine type, and duty-cycle. Cost per filter is approximately $40.

"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). I. INTRODUCTORY. THE plans for the investigation of fuels and structural materials now being conducted by the Technologic Branch of the United States Geological Survey were, before being decided upon by the Director of the Survey, submitted for consideration to the National Advisory Board, upon which there are nine representatives from the membership of the American Institute of Mining Engineers, viz.: Messrs. John Hays Hammond, Robert W. Hunt, B. F. Bush, and E. V. d&apos;Invilliers (representing the Institute); Messrs. Julian Kennedy and C. S. Robinson (representing the Iron and Steel Institute); Dr. Charles B. Dudley (representing the American Society for Testing Materials); Mr. F. H. Newell (representing the U. S. Reclamation Service); and Dr. Richard Moldenke (representing the American Foundrymen&apos;s Association). It seems fitting, therefore, that a report of these investigations of the past three years should be submitted to the Institute for publication in its Transactions. The above, together with other representatives of the national engineering societies and allied organizations, were invited by President Roosevelt to serve, along with the Chiefs of the several Government Bureaus who have charge of public works and large. fuel purchases, on the National Advisory Board to give advice concerning these investigations. The appointment of this National Board grew out of a wish on the part of the President, the Secretary of the Interior, and the Director of the Geological Survey not only that the appropriations for these investigations be expended in a manner most beneficial to the several branches of the government

Since the beginnings of, the human struggle for survival and improvement, mining has been one of the basic endeavors of life. Until relatively recent times it was classed as an art. Now we are at work trying to, raise mining to the level of an engineering science where it belongs if we are to prosper. It should be self-evident that this goal can be attained only through industrial progress: based on education and research. It is true that our industry, left to itself, will develop a few new ideas and techniques through the years. However, we mining&apos; engineers are relatively few in number compared to the other disciplines, and the rate of our improvement by such "accidental" discoveries is simply tooslow to keep pace with the rest of our technical civilization. It will be evident in the remarks that follow, that the rapid development of mining education, research, and the industry are extremely interdependent, and will be largely controlled by the amount of cooperation, support, and cross-fertilization that can be developed among all three.

There have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards&apos;s improvement on the Watt&apos;s indicator was high speed; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest, of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steamengines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." .Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards&apos;s indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. "In 1969, the Environmental Science Division of James F. MacLaren Limited received authorization from The International Nickel Company of Canada, Limited to carry out a water quality monitoring program in the Lake Shebandowan region of Ontario, where a new base metal mining and milling complex was expected to go into operation in 1972. The objective of the program is to establish base-line water quality characteristics. Fully realizing their corporate responsibility to minimize the effects of the proposed activities on the environment, Inco decided that it would be desirable to establish a program by which any change in the quality of environmental waters will be detected before detrimental conditions ensue, permitting prompt corrective measures to be taken. The program has been in progress for over two years. The waters are sampled and analyzed four to six times per year. Sampling stations are located in Lake Shebandowan and on the adjacent Gold Creek - Matawin River system. On-site analyses and measurements are made of flow, dissolved oxygen, temperature and pH. Samples also are collected for later analysis in the laboratory. These samples are analyzed for a wide range of chemical and biological characteristics. The paper discusses the extent of the sampling program, the techniques utilized and the value of such programs in maintaining the quality of the environment."

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let&apos;s consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. As fibras lignocelulósicas representam vantagens econômicas, técnicas e ambientais em comparação com as fibras sintéticas, como fibra de vidro por exemplo, quando se considera as alternativas de reforço aos compósitos. A fibra natural usada no presente trabalho é a fibra de eucalipto, que é largamente cultivada em território brasileiro. Este trabalho tem como objetivo avaliar uma análise estatística da correlação entre o diâmetro e a densidade da fibra de eucalipto. Para isso, foi aplicado o método de Weibull. O diâmetro foi obtido por meio de medições em projetor de perfil, enquanto a densidade utilizou determinações precisas da massa e do volume de fibras.
