The environmental and economic impacts of a significant dependence on fossil fuels are affecting the future of sectors such as of mining. These impacts are prompting the Australian Government to seek solutions for reducing its dependence on fossil fuels more generally, such developing clean energy and improving energy efficiency. However, limited research has been undertaken to assess the potential synergies between clean energy and mining in an uncertain global future. This paper analyses current energy use by mining in Australia and reviews the drivers and opportunities for energy efficiency and cleaner energy technologies to be coupled to mining under three future scenarios. Linkages between mining and clean energy are investigated for three global scenarios for mining and metals to 2030, developed by the World Economic Forum (WEF), namely Green Trade Alliance, Rebased Globalism and Resource Security. These scenarios are applied to assess how they could change the barriers, opportunities and trade-offs required for the development of a more sustainable energy sources by the minerals industry in Australia.

Adaptive management can be described as a structured, iterative process of robust decision making in the face of uncertainty, with a goal of reducing uncertainty over time through system monitoring. Adaptive management is a tool which can be applied to not only change a system, but learn about the system (Holling, 1978). Adaptive management has been used in ecosystem management for years and guidance is provided in a variety of handbooks and publications. Adaptive management can be applied to industrial facilities and mines through the use of an adaptive environmental management plan (AEMP) and associated practices. The goal of this paper is to provide an explanation of how the plans and practices support regulatory agency approvals and permitting, span the life-cycle of mines, manage uncertainty, and assist in addressing mining impact and legacy issues. AEMPs and associated practices are useful tools to address the uncertainties in identifying, evaluating, and managing impacts of proposed new and modified mining facilities undergoing environmental review. Once a proposed project is approved, the AEMP continues as a living document, being informed, revised, and adapted by the operations. The AEMP can serve as an ongoing management tool for describing and evaluating environmental impacts, continuing in operations into post reclamation. If initiated during planning and environmental review of a project (and in some locations such as the United States [U.S.], the preparation of an Environmental Impact Statement (EIS)), the AEMP becomes a basis to identify, monitor, and manage potential project environmental impacts. Development of an AEMP for an operating mine is also beneficial since there are generally developing and ongoing environmental issues at those facilities as well. Over time, the AEMP is adapted to changing requirements and conditions including those anticipated and unanticipated. Ever increasing scrutiny of mining projects and the complexities of the EIS process highlight the uncertainties inherent in impact predictions. In making the momentous decision of initial project approval, these uncertainties can discourage the regulatory agencies? actions and create stakeholder anxiety and controversy about a project. A well-designed AEMP can support the decision to approve an EIS and enable a project to move forward. Additionally, an AEMP can inform financial assurance estimates and revisions over the life of a mine providing all parties including the citizens of the surrounding communities with greater confidence that potential environmental impacts and risks will be well managed.

This paper identifies potential technologies for Carbon dioxide abatement from the mining and metal industry with special reference to the Aluminium industry. Mine reclamation could contribute to this effort to successfully reach the greenhouse gas (GHG) emissions reduction commitments for a nation. An overview of GHG production by the mining and metal industry together with a review of principles used to set the context in which specific options for GHG reduction are described. Options for GHG reduction in the mining and metal industry include reforestation, Addition of soil amendments or neutralizing agents, CO2 capture and storage, initiatives towards energy reduction, waste heat recovery and alternative energy use. An analysis and quantification of the potential GHG reduction of potential carbon sinks and sequestration options for the mining and metal industry are provided. Cost estimates for different options are provided. The paper also identifies sources that could fund research regarding GHG reduction options. The paper concludes with recommendations.

"Atlas Copco is introducing a new patented method for full-face boring. This paper presents the basic principles of the boring action and discusses the present experience regarding performance and costs. The Atlas Copco ""Full-facers"" are designed for hard-rock applications, although they are successfully boring in soft ground without major changes. The unique patented boring principle referred to as the 'Undercutting Method' permits these machines to bore, economically, in harder ground than machines based on the 'crushing principle'. This is mainly due to considerably lower cutting-tool costs, as the tungsten carbide tips only are in contact with one-third of the bored volume. The remaining rock is 'undercut' and peels off from a slight back pressure.The undercutting method also permits boring of non-circular headings and Atlas Copco has already manufactured two machines for rectangular drifts. This concept could revolutionize development work in mines employing trackless equipment."

The Norman B Keevil Institute of Mining Engineering, or the Department of Mining Engineering (the Department), at CanadaÆs University of British Columbia (UBC) is addressing the integration of sustainable development concepts into mining education and research on behalf of industry and society. Over the past decade, the DepartmentÆs education and research model has been evolving to incorporate collaborative and multidisciplinary strategies, where sustainability initiatives are taught in classes, supported in research and discussed in a voluntary collective of mostly graduate students û the Sustainability Working Group (SWG). The SWG has brought together a diverse array of disciplines from academia, industry, government, non-governmental organisations (NGOs) and mining communities. The operational mechanisms and structure of the SWG have enabled momentum to be gained through several multidisciplinary educational and research networking initiatives. It acts to attract new students with diverse backgrounds, foster innovative research, develop relationships and networks, and create the space to discuss progressive ideas and projects. The original cohort of SWG graduate students laid the foundation for sustainable research initiatives within the Department at UBC. Novel research has incorporated topics such as: community resilience, artisanal small-scale mining, sustainability indicators and corporate social responsibility, environmental assessment and impact benefit agreements and the recycling of waste. Propelled by the support of the Department and inspired by the works completed, a host of new graduate students have embarked on their research quests to integrate sustainability principles into their projects. Such projects include: social impacts and benefits of mining, artisanal small-scale mining, community health, the production and transport of mine pollutants, mine waste management, mineral process plant design and the evolution of community education and mine policy. This paper reports on the departmentÆs continuing research and development towards an understanding and evaluations of the ongoing contributions of mining to sustainable development.

The general history of piling is traced up to the present time with regard to the evolution of methods and materials. The processes have been strongly influenced by developments in basic equipment and industrial change. It is noticeable that in the twentieth century more progress has taken place than in the many previous centuries. It has been strongly influenced by the general development of Soil Mechanics. Test loading is probably the most effective way to assess the success of designs and many empirical relationships have been challenged through it. As we approach a new century it appears that it will be an age of rapid equipment development, with much enhancement of understanding of what has been done. Processes of automatic construction and testing will becoming commonplace. These changes will narrow the limits of conventional scatter that have come to be accepted and to a large extent will be driven by political efforts to curtail energy consumption, to raise standards of quality and reliability, and to conserve the environment. 1. Ancient history. Piling is an ancient art. Its first mention in history is from Herodotus, the first person to commit an account of his times to the written word in the years 557 to 479 BC. He evidently had a strong interest in engineering matters because he wrote of building, brick making, reinforced brickwork, river training, canal building, bridge construction, tunnelling and its acoustic detection and piling. The piling reference comes from Book 5 at paragraph 16.

"INTRODUCTION Mica is found in Georgia from the Fall Line in the central part of the State to the Valley and Ridge Province in the northwest. During the past 3 years, Georgia has been one of the chief producers of dielectric mica in the United States. Since January 1945, when prices were reduced, mining has decreased until practically no sheet mica is being recovered at present.The main mica-bearing regions in the State may be classified into three districts: The Thomaston district comprising Upson, Lamar, and Monroe Counties; the Ball Ground district, comprising Cherokee and Pickens Counties; and the Hartwell district, comprising Hart and Elbert Counties. There are numerous mines and prospects in all of these districts. All have been visited from time to time by engineers of the Bureau of Mines and by members of the Federal Geological Survey. The Federal Survey has made detailed maps and reports on all of the most important ones.This report will deal with five of these properties on which the Bureau of Mines has diamond-drilled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. A resource document, prepared for the Royal Commission on the Health and Safety of Workers in Mines, which outlines aspects of occupational health and safety in the Canadian metallurgical industry has been expanded to provide examples of some practical solutions. General process descriptions are provided in conjunction with some of the major potential hazards associated with each step. Emissions to the working environment, particularly around converters, are discussed. Newer metallurgical processes, the role of automation and other advances in the metallurgical industry are described with respect to their impact on the work place. The role of staff and unit employees in providing safe working conditions in the complex metallurgical plant of today is outlined and the need for close cooperation within the human sector emphasized. The technology is available and is being applied to integrate the complex process requirements with realistic regulations to control emissions and provide a safe, healthy environment in metallurgical plants.

The Bureau of Mines investigated the White Mountain mercury deposit, in the Kuskokwim River Basin, to better determine the extent of mercury mineralization and to encourage its development by private industry. A program of diamond drilling, augering, bulldozer trenching, and sampling was carried on during four field seasons, from 1960 to 1963, inclusive. Significant amounts of cinnabar, with only trace amounts of arsenic and antimony, occur in dolomite over an area about 4,000 feet long and 1,500 feet wide. The deposit differs from other mercury deposits in the Kuskokwim River Basin by the absence of silica-carbonate and rhyolite intrusives. Small-scale mining was started in 1963 as the result of Bureau investigation and continued during the summers of 1964 and 1965. The investigations indicate that open pit mining might be the most feasible method of working this deposit.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Land disturbed by surface mining in Colorado and other western states has increased substantially over the past several years and is likely to increase even more in the future. This study was initiated to provide basic information on hydrologic and erosional characteristics of regraded coal spoils in Colorado as an aid for planning future reclamation activities. Eleven of twenty-one surface mines licensed in Colorado were sampled during the summer of 1980 and 1981. Mines not sampled included mines which had not progressed to the point that reclamation had begun, and mines where operators denied permission to sample. All coal regions were sampled with the exception of the San Juan Coal Field. Physical and hydrologic characteristics of regraded coal spoils in Colorado were determined using standard field and laboratory procedures. Field sampling included characterization of sites (slope, vegetation density, proportion of surface rock, bare soil, etc.) and infiltration measurements using a l-meter square drop former raining on a 1/2 square meter rectangular plot frame. Core samples collected in the field were analyzed for saturated hydraulic conductivity, bulk density, organic matter, moisture retention and texture. The erosion potential of each site was determined using the Universal Soil Loss Equation (USLE). Results of the sampling indicate that infiltration rates vary widely both within and between sites. However, definite trends with respect to coal fields are apparent. For example, the Green River (Yampa) coal region had a wide range of sampled infiltration rates (1.2 to 5.1 cm/hr). However, most of the sites clustered towards the low end of the range. The North Park (Marr Strip) also was rated at the low end of the infiltration range (2.0 to 3.0 cm/hr). Average infiltration rates for the Canon City and Uinta Coal Regions were at the high end of the range (4.9 to 5.5 cm/hr). Multiple correlation analysis of infiltration rates vs. site characteristics showed that infiltration rates were most closely correlated with the depth of wetting, the amount of mulch cover, and site slope. The depth of wetting was highly correlated with the depth of the topsoil and the bulk density of the spoil. In general, the topsoil at all sites appeared to be highly permeable to water intake but once saturated, subsequent infiltration depended upon characteristics of the underlying spoil. Vegetation cover affected infiltration on individual mine sites but was not as pronounced as topsoil characteristics or mulch. Erodibility of topsoil and spoils, as determined by Wischmeier's "K" factor, ranged from 1.34 to 0.56 tonnes/ha. (topsoil) and 1.25 to 0.66 tonnes/ha. (spoils). Definite trends in erodibility are evident. The Green River (Yampa) Coal Region displayed consistently higher erodibilities (1.34 to 0.75 tonnes/ha.) than other coal fields (0.72 to 0.56 tonnes/ha). Lowest erodibilities were observed in the Uinta, North Park, and Raton Mesa Coal Regions (0.56 to 0.62 tonnes/ha). Erodibilities of underlying spoils showed similar trends as the topsoils. Erosion potential (the product of soil erodibility and rainfall erosivity) was detennined using calculated ?K? factors and rainfall erosivities (R) taken from Clyde (1976). Results show that the Delagua coal field, Raton Mesa Coal Region had the greatest erosion potential due to the high rainfall energies in the region, while the North Park and Uinta Coal Regions had the lowest potential erosion.

The current mining operations at Newmont Boddington Gold Mine (NBG) commenced in 2008, and commissioning of the processing plant started in the latter half of 2009. Metso Process Technology and Innovation were engaged to assist NBG with commissioning and project ramp-up through the implementation of a comprehensive ?Mine-to-Mill? Process Integration and Optimisation project. This methodology entailed extensive data collection which included drill and blast audits, ore characterisation, comprehensive comminution circuit surveys and review of operational data to assess the limitations within the current mining and processing operations. The results of these investigations have been used to define the operating base line of both the mining and processing areas and identify improvement opportunities. The use of modelling and simulations, utilising actual production data, has allowed for multiple scenarios to be evaluated, minimising the requirement for actual trials and thereby minimising impact on the operation. Improvements implemented to date include: the introduction of routine rock strength measurement for inclusion in block models, modifications to blast design improving ROM fragmentation and downstream comminution process performance, and changes to improve performance of secondary crushing and grinding circuits. Close cooperation between the mine and plant personnel is playing a significant role in overcoming the challenges presented to this operation and further improvements are targeted for the second full year of process plant operation.

Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

A modeling, simulation and optimization study of a complex industrial fluorspar beneficiation plant (Kadipani, Gujarat, India) with fourteen/ten flotation banks is carried out to find an optimum/near-optimum circuit for the given quality of feed ore. The phenomenological flotation model developed by Mehrotra and Kapur (1974) is used for circuit optimization. Two different optimization problems are formulated and solved. The first optimization problem involves a single objective function, which uses available plant data to estimate the feed-characterizing parameters, i.e., the flotation rate constants, by minimizing the weighted sum-of-square errors between the computed and plant values. The second optimization problem involves two objective functions to obtain several simplified circuits. The number of non-linking streams and the overall recovery of the concentrate, i.e., the acid-grade product, are maximized simultaneously in this problem. The single-objective variant (SGA-II-mJG) of the binary-coded elitist non-dominated sorting genetic algorithm with the jumping gene adaptation, NSGA-II-mJG, is used for the first problem, while NAGA-II-mJG (Guria et al., 2005 a) is used for the second problem. Simplified circuits with a few split streams are proposed on the basis of the present optimization study, which enhance the recovery of the acid-grade product without affecting its quality, for a given total volume of the flotation cell-bank. Even though the optimal solutions have certain drawbacks, they suggest a meaningful direction in using an iterative fitting of parameters to such optimal circuits, followed by re-optimization. "Air-sampling results suggest drill operators working inside environmental drilling cabs at an open-pit gold mine in Nunavut, Canada, are at risk of exposure to asbestos and silica (quartz). The authors installed RESPA® CF Vortex HyperFLOW® units, which showed promising results under laboratory conditions. The goal was to evaluate the effectiveness of these units under actual working conditions. Personal and area air sampling was conducted in drilling cabs with and without the unit and a Wilcoxon rank-sum test was performed to compare the results. Particulate concentrations were significantly lower in drill cabs with a unit installed than in those without.RÉSUMÉ Selon les résultats d’une campagne d’échantillonnage de l’air, les foreurs travaillant dans des cabines de forage environnemental dans une mine d’or à ciel ouvert du Nunavut, au Canada, risquent d’être exposés à l’amiante et la silice (sous forme de quartz). In an open-pit gold mine in Nunavut, Canada, drill operators are routinely exposed to asbestos (primarily amosite) and silica (quartz)—two naturally occurring substances in the ore that is to be drilled (Table 1). Inhalation is the primary route of exposure for these two hazards, which are associated with respiratory health effects such as asbestosis and silicosis, respectively. In addition, asbestos and silica are classified as human carcinogens by the International Agency for Research in Cancer (2001, 2011). Given the toxicity of these two agents, it is imperative that precautions be taken to minimize the risk of exposure of the mine’s workforce. To address this matter, the mine has an exposure-control plan, which includes the provision of personal protective equipment, personal hygiene facilities, training, and a medical surveillance program. Furthermore, the mine performs occupational exposure assessments or air sampling on a regular basis because the morphology of the ore changes rapidly with respect to asbestos and silica content."

Mine workers using diesel-powered equipment experience the highest occupational exposure to diesel particulate matter (DPM). This problem could be aggravated in underground stone mines due to their unique ventilation challenges with the large openings for airflow. Hence, adequate ventilation in these mines requires a combination of effective ventilation planning and delivering needed air quantities using auxiliary fans and stoppings. To meet this challenge, the National Institute for Occupational Safety and Health (NIOSH) developed the Air Quantity Estimator (AQE) software as a mine planning tool to help underground mine operators estimate the air requirements necessary to dilute DPM in the main air stream to statutory levels. The major parameters required for the calculations are the engine’s horsepower, DPM emission rate, the percentage operating time, catalytic converter efficiency, and filter efficiency. In efforts to provide major updates to this software, this study describes the recent development of a revised version of the Air Quantity Estimator (AQE 2.0). With the revised version, users have access to a comprehensive database of over 40,000 pieces of equipment, can define their specific target DPM level, and can create specific equipment for a customized database, in addition to having an improved easy-to-use interface. The software output provides an estimated total airflow necessary to dilute DPM based on the projected emissions, and the user can generate a related results report. The results also provide the mine personnel with a tool to identify vehicles that are high DPM contributors and could further be used to optimize the ventilation requirement by making changes to the percentage operating time of the engine. This software provides the mine with a user-friendly tool that could help reduce the DPM exposure of workers.

DURING the past year, as in the preceding ones, prices continued to fall, production to decrease, and more mines were closed. Much attention is being given by the industry to suggested plans for betterment of its position, and if the scheme recently brought out for consolidation of sales agencies into district agencies is loyally carried out, it cannot but help to improve conditions. The progress in the anthracite industry is shown in the report of its chairman, E. H. Suender; changes in coal preparation are outlined in the report of J. B. Morrow, chairman of Committee on Coal Preparation, while increased mechanization of the western mines is described by Eugene McAuliffe, chairman of the Committee on Machine and Strip Mining. In spite of the depression, interest in the Coal Division has been increasing, its meetings have been well attended, and its committees are active and have been doing excellent work.

Reducing the contribution of heavy- and light-duty diesel-powered equipment to concentrations of aerosols and gases is essential to industry’s efforts to improve air quality in underground mining operations. The results of this study demonstrated a potential of control strategies based on retrofitting existing power packages with diesel oxidation catalyst (DOC) and diesel particulate filter (DPF) systems and repowering existing systems with advanced power packages to reduce contributions of diesel-powered vehicles to concentrations of diesel aerosols and criteria gases in underground mines. The implementation of viable exhaust aftertreatment systems and advanced diesel power packages could be instrumental in the underground mining industry securing a clean, economical and dependable source of power for mobile equipment.

TO my mind the National Bituminous Coal Act so far has proved one of the unhappiest experiences that has ever befallen the bituminous coal operators of the United States. Viewed in the light of its ugly consequences everyone should recognize this measure for what it is -a weird thing as unreal as a page from "Alice in Wonderland." Indeed it might be another stanza to the tale of the Walrus and the Carpenter, with the coal operators in the role of the unfortunate oysters who were taken on that memorable ramble. It is time that coal producers open their eyes, jerk themselves out of any lingering hypnotic optimism about the price-fixing provisions of this law, demand the repeal of these corroding clauses, and then set about remedying as best they can the disastrous effects of this retromingent scheme to regulate the coal business.

Productive and beneficial use of reclaimed surface-mined land is a concern of industry, government, and the general public. An investigation was conducted of current mined-land planning practices to aid in the development of a procedure for evaluating postmining land use potentials. This investigation considered both the industry and public planning approach to mined-land planning. It included a detailed review of the impact of regulation, factors that determine land use, and current site planning methods employed by the mining industry. The methods of this investigation included three in-depth case studies of surface mines in the eastern, central, and western United States. A site planning pro-cess has been developed and applied to the surface mine case studies to evaluate the economic, environmental and social impacts of postmining land use alternatives. In add it ion, guidelines are proposed to enhance the cooperation between local land use planners and surface mine planners, as well as to improve comprehensive planning with regard to mineral resources at the local and regional level.
