Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. A study was initiated to examine the ways in which a number of foreign countries classify and regulate metal/non-metal mines which experience problems due to naturally-occurring flammable gases. Twenty countries were selected for study, and useful information was obtained from sixteen of these. Nine countries were visited (five of them twice) to hold meetings with representatives of government mine regulatory agencies and mine operators, and to visit mines encountering methane and other gases (carbon dioxide, nitrogen). In the later stages of the study seven gassy metal/non-metal mines in the United States were visited so as to provide a basis for comparison, and hence the evaluation of both the U.S. and foreign gassy mine regulations. In addition to obtaining copies of the mining laws and regulations of a number of foreign countries, nine foreign gassy mines, and the seven in the United States were documented in as much detail as possible. All this information is presented, along with appropriate conclusions and appendices. The study took two years and three months to complete.

In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

"Natural fibers, as a class of material, are attracting the interest of engineering sectors owing to specific advantages such as comparatively reduced cost and lower density as well as environmental benefits associated with renewability and biodegradability. For industrial applications, thermal properties, among others, are required. These are major requirements, especially in the case of an insulating natural fiber. In the present work, thermal properties of the curaua were investigated by photothermal techniques, i.e., the open photoacoustic cell and a method based upon the monitoring of the temperature evolution as a function of time. This investigation, in tum, permitted to evaluate two important thermal properties: the thermal diffusivity and the specific heat capacity of the curaua fibers. Indirectly, by means of simple mathematical relations, the thermal conductivity was also obtained. The results were compared with other materials and characterize the curaua fiber as an efficient insulator.IntroductionMaterials are gaining attention in recent years owing to their benefits for the environment as compared to synthetics. Being biodegradable, yearly renewable and recyclable, the natural planted-based are considered fully sustainable [1]. In particular, their life-cycle, from growing to industrial processing, absorbs as much C02 as it is emitted and makes them neutral with respect to greenhouse gases responsible for global warming [2]. Typical examples of these environmentfriendly materials are the lignocellulosic fibers that have been used in simple items such as ropes, baskets, textile, modest roofing, etc, since the beginning of our civilization [3]. In the past few decades, these natural fibers have been extensively investigated [ 4-1 O] as a possible reinforcement phase of polymer composites in substitution for synthetic fibers. In fact, engineering application of lignocellulosic composites are today in the market, especially in the automobile industry [11-13]. Out of the hundreds available natural fibers, only part of them exhibits superior properties to be qualified for composite reinforcement."

The steepness of the slopes of an open pit mine has a substantial influence on the financial return of the mine. The paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice pitwall profiles are often planar in crosssection and the profile in between ramps especially tend to be planar and defined by a constant inter-ramp angle. Sometimes rock layers exhibiting different strengths require the inclination of the profile to vary with depth, but the inclination across each layer is usually constant. Here instead, a new geotechnical software, OptimalSlope, is employed to determine optimal pitwall profiles of depth varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and Factor of Safety (FoS). Bench geometries (bench height, face inclination, minimum berm width) are imposed in the optimization as constraints which bind the maximum local inclination of the sought optimal profile together with any other constraints such as geological discontinuities that may influence slope failure. The obtained optimal profiles are always steeper than their planar counterparts (i.e. the planar profiles exhibiting the same FoS) up to 8 degrees depending on rock type and severity of constraints on local inclinations. The design of a copper mine is first carried out employing planar pitwalls, secondly adopting the optimal pitwall profiles determined by OptimalSlope. The adoption of optimal slope profiles leads to a 34% higher net present value and reductions of carbon footprint and energy consumption of 0.17 Mt CO2 eq and 82.5 million MJ respectively due to a 15% reduction of rockwaste volume.

Cobalt, nickel, and manganese can be recovered quickly, cleanly, and selectively from cobalt-rich manganese crust by leaching in dilute acid solutions in the presence of hydrogen peroxide. Common selective precipitation methods can then be used to recover these metals from the leach liquor. The leaching reaction produces only oxygen as a byproduct, and the waste residue from leaching was tested and found to be non-hazardous under existing EPA specifications. The leaching process is effective in either fresh water or seawater. This research is a part of the Bureau of Mines program to identify the mineral resources of the Exclusive Economic Zone and devise methods for recovering their valuable components.

Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.

In this study, the influences of the green evaluation variables on the characterization of microwave shaft furnaces were systematically investigated. These variables include: resource consumption, environment impact, production cost, processing time and quality of microwave shaft furnaces. A greenness evaluation index, evaluation system and evaluation model of microwave shaft furnaces were established. The analytic hierarchy process and fuzzy comprehensive evaluation were applied to the evaluation process. Resource consumption and environment impact had a statistically significant effect on the green evaluation of microwave shaft furnaces. The results indicated that green evaluation techniques can be applied effectively and efficiently to the process manufacturing of microwave shaft furnaces.

The overall slope angle (OSA) of pit walls plays a crucial role in the financial return of open pit mines. The work showcases a novel design methodology where non-planar geotechnically optimal pit walls with an OSA steeper than what is used in current design practices are employed without compromising mine safety, i.e. the optimal profiles are featured by the same Factor of Safety (FoS) than their traditional design counterparts. In the current design practice, pit wall profiles are often designed to be planar in cross-section and the profile in between ramps especially tend to be defined by a constant inter-ramp angle.

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine or the expansion of an existing mine can range from nine to 24 months, or even longer. The time frame will vary depending on whether an environmental assessment (EA) or an environmental impact statement (EIS) will be completed Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. In this paper, a two-year natural resource baseline study by Homestake Mining for the Ruby Hill Mine, Eureka County, NV, is used as a case study to describe how a properly designed and executed natural resource baseline study streamlined the NEPA process.

The mineral Industry, following the economy as a whole, experienced little growth in 1992. However, with modernized plants, efficient workforces, and lower operating costs, the industry is well positioned to take advantage of possible improvement in the national economy during 1993. In addition to the significant 1992 events highlighted below, important events, trends, and issues within individual mineral industries are addressed in the commodity sections that follow. The value of processed materials of mineral origin is estimated to have been about $310 billion in 1992. The value of U.S. raw nonfuel minerals production in 1992 is estimated at approximately $32 billion, a 3% increase over 1991. The value of domestic minerals production has increased in all but 4 of the last 32 years.

Newmont USA Limited owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006 (House, 2010). Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix had no process option to treat transition and oxide copper ores. This meant that potentially revenue generating ore would be mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a runof- mine (ROM) heap leach pad and solvent extraction/ electrowinning plant (L-SX/EW). This paper will discuss the eight years of successes and challenges with developing the copper L-SX/EW plant and achieving commercial production of copper cathode.

As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.

From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

Initiated and financed by the Canadian Space Agency, Micro-Rover Platform with Tooling Arm (MRPTA) project has targeted the development of a robotic system with remote control and autonomous navigation capabilities for testing a large variety of analogous planetary missions. Although developed for planetary exploration, the navigation system is highly suitable to such areas of application as construction and in mining. Autonomous navigation system is capable of moving the platform to predefined position(s)/orientation(s) while continuously mapping the terrain, assessing its traversability and choosing most appropriate path to follow. Designed according to the JAUS (Joint Architecture for Unmanned Systems) framework, the system consists of several interconnected components. Following components are of particular importance: Pose Estimator (PE), Terrain Evaluator (TE), Map Manager (MP), and Path Planner (PP). The PE uses a minimal sensor configuration consisting of an azimuth gyroscope, inclinometer and wheel odometry. The PE provides reliable pose estimates in spite of pronounced slippage by employing extensive use of fused data. The TE uses a nodding laser scanner which continuously sweeps the area in front of the platform and constructs a ?traversability grid? (TG) of the surrounding area. Multiple TGs are constantly constructed along the platform motion path are combined into a terrain map maintained by the MP. The PP uses this map to compute a motion path Obtained path is executed by the motion controller and remains current until it is contradicted by the most recent map ? at which point it is re-planned. This paper addresses integration issues, lessons learned and also outlines the possible applications for construction and mining.

A laboratory fixed bed reactor was used in a study of generating clean thermal energy from coal fine refuse-limestone agglomerates. The major operation variables, including Ca/S mole ratio, agglomerate size, air flow rate and temperature, which affect the rate of sulfur fixation and combustible material utilization, have been examined. The test results show that 70 percent or more of sulfur fixation and 100% of combustible material utilization can be achieved depending upon sorbent, agglomeration, and combustion conditions. The coal fine refuse limestone pellet combustion process (CLC process) requires a simple flowsheet to convert coal fine refuse as a clean solid fuel, while meeting the strict air quality standards for SO2 emissions into the atmosphere. The CLC process is an attractive method to clean up coal slurry impoundments to protect our environment.

Since crushing of rock to a smaller size is an integral part of almost any mining and quarrying operation, a study was carried out to identify and develop improved techniques for alleviating a major cause of accidents and work stoppages arising when an oversize luck or boulder lodges in the throat of the crusher. The configurations and operations of various crusher types is described, sources of boulders in the mining operation, and a detailed review is made of mining, quarrying, and construction regulations for all states, Canada, and the Federal Government for applicable provisions. Representative mines were visited and other operations contacted for their boulder handling techniques where it was found that blasting techniques used included mudcapping, bombs, and blockholing, often done very crudely and inefficiently with poor practices and various mechanical systems were used such is hooks of, overhead cranes, impact hammers, and grapplers. Safety analyses of all methods pointed out the hazards associated with blasting in the open and the dangers of entering a crusher. Boulder blasting can be done in a safer fashion if a planned step-by-step procedure is followed, and inherently safer blasting products such as exploding bridge wire blasting caps and improved blockholing techniques. In general, though, the installation of a suitable mechanical system such as an impact breaker will prove safer and cost effective even in a smaller mine or quarry.
