A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

"SYNOPSISRecent developments in the use of the Bartles-Mozley table and the Bartles CTS screen are described for the gravity preconcentration of fine heavy mineral and metal particles present in low grade pulps. The B-M table is a relatively new device used for the recovery of particles of up to 100 micron size down to 5 microns or in the case of gold and platinum, down to 1 micron. The CTS screen is a wet screening device used for feed preparation ahead of the Bartles-Mozley table and will size effectively down to about 300 mesh. Results and operating data for a number of different materials are given including outline flowsheets; the effects of the major variables on the performance of the table are briefly discussed. The potential of the B-M table to treat a variety of different ores, coal, tailings, and waste products are considered. The utilization of the B-M table in association with other unit processes to improve overall results as well as to improve the economics of design and performance of plants are also mentioned.INTRODUCTIONA number of new gravity concentration devices have been developed in recent years for the recovery of fine heavy mineral and metal particles but for reasons which include low capacity, high capital or operating costs, competition from other and better processes, the absence of simplicity or reliability in operation etc., only a few which include the Bartles-Mozley table, have been proved to be of commercial application.The name of the machine is derived from the inventors name, Richard Mozley, who developed the B-M table at the University of Bristol in England. Introduction Copper and cobalt oxide mineral deposits formed by the atmospheric weathering of near surface sulphide deposits are commonplace in the Democratic Republic of Congo. The most common route for the extraction of these metals is a hydrometallurgical one in which the base metal oxides are dissolved in sulphuric acid and then concentrated further by solvent extraction. However, as many of these deposits are relatively low grade (i.e. 0.5-1.8%Co and 2-4% Cu) and can also contain large amounts of acid consuming gangue minerals (i.e. dolomitic, micaeous, and/or siliceous), the hydrometallurgical route becomes uneconomic due to the excessive acid leaching costs. Some means of pre-concentration ahead of leaching is then desirable to improve the process economics. Apart from the small scale mining (Pan. Afr. News Agency, 2000) handpicking, although not easy, oxide concentration by flotation has been suggested. For the flotation process, the two most common approaches are controlled potential sulphidisation (CPS) and the fatty acid flotation method. The preferred method is dictated by the nature of the mineral makeup of the gangue. Being secondary deposits, the gangue associated with these ores is often complex and can play a significant role in the overall flotation efficiency. Laboratory flotation experience gained from the testing of a number of different ores of this type has revealed that it is not possible to prescribe a set method for the flotation of various ore types. Each ore needs to be analysed very carefully before and after laboratory flotation on an individual basis in order to arrive at an acceptable flotation technique Laboratory flotation testwork was carried out on three different samples from the DRC in attempts to isolate some of the more important variables affecting the flotation of copper and cobalt oxide minerals from these weathered deposits. This paper describes some early results achieved and experiences gained with these different ores ahead of a more detailed flotation test program which will follow in the near future on receipt of a significant quantity of a more representative sample. Controlled Potential Sulphidisation (CPS) was used in an attempt to achieve acceptable recoveries of both copper and cobalt.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

An investigation was male of ground response to pillar retreat mining in a 1.7 meter thick seam at 108 meter depth at a site in northern West Virginia. This paper describes mining-related stress changes and movements at nine level, displacements within the overburden, ground surface subsidence and groundwater level variations. Subsidence approached 40 per cent of the nine height ad continued more than a year after mining. Water levels declined la certain deep-lying strata.

The energy supply in the 21st century is still secured by coal. According to estimates of the International Energy Agency (IEA), coal will have the same importance as oil for the world-wide supply of energy until 2030. Coal is also an important element of EU policy, its future use is closely linked to effectively addressing the environmental challenges it poses. Hard and brown coal represent approximately 80 per cent of European Union (EU) reserves of fossil fuels and coal utilisation can co-exist with the development of power generation based on renewables. Europe is the world's third largest consumer of coal behind China and the United States.The Czech Republic is poor in energy resources except for coal. Brown coal is relatively abundant (mineable reserves estimated at 1800 Mt, output 48 Mt/a) and significant quantities of hard coal (mineable reserves 900 Mt, 13 Mt/a), much of it suitable for coke production, are also present.Severoceske Doly (SD Company), the biggest Czech coal mining company (22 Mt/a, 48.6 per cent Czech market share) and one of the biggest in Europe, reinforces despite the last deep crisis in the Czech and European economies its long-standing stable and strong market and financial position. From 2009, the SD Company co-owns, with partners, a brown-coal mining company MIBRAG (21 Mt/a). SD Company invests in large mining equipment (eg new giant spreaders and bucket-wheel excavators, extension of overland belt conveyors), rebuilds and upgrades mining and processing installations, auxiliary and other machinery. We should see the investment we make today in tomorrow's mining and reclamation as an opportunity and not as a burden. They enable to make our position more resistant in the longer term. Projects focused on the environment and operational safety went hand in hand with these efforts.R&D activities relate to technical innovations, improvements of mining equipment, research and evaluation of conditions for extracting coal seam and/or overburden and mitigation of environmental impacts, utilisation of coal in new products. The company spends considerable amounts on reclaiming affected land and creating a new post-mining landscape.Our dialogue with influential stakeholders in the region where we operate contributes to the long-term improvement in the quality of life of local residents. Such dialogue with communities in the last ten years has been instrumental for confidence building. SD Company helps to develop many projects of towns and villages in its vicinity. The stable and transparent relations with our neighbours are in accordance with our basic principles of corporate social responsibility.

Off-grade molybdenite concentrates, mainly derived from secondary sources as by-products of the processing of copper, uranium and tungsten ores, do not satisfy the purity requirements (percent MoS2) for the production of molybdenum bearing products. This investigation is a continuation of a successful effort to refine a low-grade molybdenite concentrate to prepare a high-grade MoS2 using a mixed acid (HF + HCl) leach procedure. Specifically, this investigation is concerned with an understanding of the separation chemistry underlying the removal of the oxide/silicate gangue and the base-metal sulfide associations present in the low-grade molybdenite by their selective dissolution in the two acids. Experiments were conducted on an off-grade concentrate containing 42.6% Mo. Results of the controlled dissolution tests indicate that both HCl and HF are suitable for the removal of the associated alumina and both work well for iron, nickel and copper. However, HF was found to be the most effective for dissolving silica/silicate and magnesia. An attempt was made to rank the leaching efficiencies of the acids used singly, sequentially or in a mixed mode. Scale-up (300 to 2,000 g) experiments were conducted to validate this approach. Excellent purification of the concentrate was possible by processing the off-grade concentrate with 10% HCl plus 15% HF at 363 K for 7.2 ks in open polypropylene reactors with internal stirring. These conditions leached practically all of the oxide and silicate gangue and 96% of the metallic impurities. Starting from the low-grade molybdenite concentrate (42.6% Mo; 71.1% MoS2) it was found feasible to obtain a refined product containing 97.8% MoS2, which is suitable for industrial use.

THE TREND towards larger quantities of waste in materials handled at metal and nonmetal mines (excluding fuels) continued. A gain of 10 percent from 1962 in the tonnage of waste removed in mineral operations reflects the kind of technological problems being encountered. Technology has a major role in the mineral industry in the task of supplying raw materials obtained from resources occurring beneath the surface of the earth and used in manufacturing commodities essential to modern living. Changes in technology are often brought about by such factors as variations in economic conditions, differences in physical properties of raw material and changes in mineralogical compositions of ore. Mining is usually begun on the richest and most accessible of known deposits, and when these are exhausted, is continued with leaner ores or with less accessible deposits that are either lying at greater depths or are more remote from markets. The increasing difficulties of extraction and depletion of reserves are offset by improvements in extraction technology, improved transportation, and exploration for new deposits. Although depletion has prevailed at many individual mines and in many districts, technology has been the means of providing for increasing demands of an expanding economy with adequate supplies of minerals despite either the changing character or decreasing grade of certain ores. This has been accomplished by various methods applicable to minerals. Among the implements of technology are utilization of lower grade or more complex refractory ores by mass mining, concentration, processing, recovery of byproducts, and mechanization. Better methods to find concealed deposits or to penetrate to greater depths also have been helpful in maintaining a supply of particular minerals.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are. the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread- sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin.

FROM the results of his investigation of the hardenable copper-nickel-silicon and copper-cobalt-silicon alloys, M. G. Corson1 explained the dispersion-hardening effect by assuming the precipitation of the inter-metallic compounds nickel silicide and cobalt silicide, and on this basis he constructed diagrams for the pseudobinary systems copper-nickel silicide and copper-cobalt silicide. A consideration of these diagrams and of the factors that exert such an important influence upon the rate of precipitation, such as degree of supersaturation, nucleus number and rate of diffusion, leads to the expectation that the rate of precipitation of the silicides on reheating the quenched solid solutions at temperatures below the alpha-phase boundary should increase continuously as the reheating temperature is raised. The present investigation shows that while this rate does increase with the reheating temperature in a general way, it does not do so continuously. Supplements to Corson's diagrams are offered, showing the discontinuities, and slight modifications in the solubility curves are suggested.

The evaluation of historical goldfields has been common over the past 15 years, reflecting changing economic conditions, improvements in knowledge and technology and lack of greenfield sites. Many goldfields comprise narrow gold-quartz veins, which are structurally complex with an irregular distribution of gold, have variable geometry and architecture and display late deformational effects. The study of historical mine records can be an important tool during early and advanced project evaluation, since it contributes to understanding the orebody, exploration target size and setting expectations. Mine records include documents such as plans, sections, reports, news cuttings, production tabulations, etc. A major advantage for the modern explorer is the capability of computer modelling to display this data in 3D. Historical records can give the explorer substantial information on various deposit characteristics, not least grade and geological continuity, geometry and architecture, mineralogy, metallurgical properties, bulk density and ground conditions. From an evaluation perspective, historical records can be used to support a Mineral Resource estimate, though its application will depend upon the quality and quantity of the data and judgement of the Competent Person. Effectively used, historical records can reduce geological uncertainty and focus evaluation efforts û thus reducing project risk.

Mine planning and scheduling done with computer programs is possible only after extensive work has been completed to define the geologic extent of an ore body and an overall mine design. Mine planning methodology on computer can vary from computerized engineering tasks through systems which completely optimize a plan with little input from an engineer during the actual scheduling process. However, a strong emphasis is placed on producing practical mining sequences which may be "best" rather than "optimum". This section offers several viewpoints on the planning process using computers. Interactive planning and scheduling systems are attractive for many companies because they are easy for engineers to understand, and the results are acceptable. The engineer develops an open pit mine sequence by trial and error using interactive graphics. The results of this approach can usually be improved. A computer program can help an engineer make many trials in a short time period and provide a higher level of confidence that a "best" plan has been generated.

"Western Mines Limited produces gold, silver, copper, lead and zinc from a number of Paleozoic volcanogenic deposits near Buttle Lake on Vancouver Island. The deposits were emplaced along a series of submarine linear volcanic ridges that extended for at least 6,000 metres in a northwesterly direction.Rock types mapped include: andesitic, dacitic and rhyolitic flow s and volcanic breccias; detrital breccias, tuffs and hematitic silts; black and green cherts; and a variety of dykes and sills, including quartz porphyry and diorite. Orebodies are associated invariably, and in places intimately, with quartzsericite schist and rhyolitic rocks. The ore is complex, varying in mineralogy and tenor both within each deposit and from one deposit to another.Recent studies have increased our knowledge of the structure and left no doubt that the orebodies were deposited both within the throats of the linear vents and on paleoslopes adjacent to these vents.IntroductionWestern Mines Limited operates an 850-tonne-per-day mine, located 85 km south of Campbell River, B.C. The mine is at approximately 400 metres elevation, near the south end of Buttle Lake on Vancouver Island (Fig . I). It has operated since early 1967 and produced 3,650,000 tonnes with an average grade of 1.9 g (0.06 oz) gold, 93 g (3.0 oz) silver, 1.6 per cent copper, 1.0 per cent lead and 7.5 per cent zinc per tonne by the end of 1978. Current reserves are 1,157,000 tonnes of 2.7 g (0.09 oz) gold, 117 g (3 .8 oz) silver , 1.2 per cent copper, 1.2 per cent lead and 8.0 percent zinc per tonne (December 31, 1978).Ore from one zone, known as Myra High-Grade, is mined and milled separately because of its grade. Ore milled prior to December 31,1978, plus reserves, 180,715 tonnes of6.6 g (0.21 oz) gold, 554.5 g (17 .7 oz) silver, 0 .8 per cent copper, 3.2 per cent lead and 10.6 per cent zinc are included in the figures listed in the preceding paragraphs."

In 1990, Alcoa of Australia Limited was elected to the Global 500 Roll of Honour of the United Nations Environment Program for the environmental management and rehabilitation of the bauxite mines in Western Australia. This award placed Alcoa in the international best practice category. The story of constant improvement spans more than 20 years from a 'trial and error' start to a strategically focussed and research driven program today. The main driving force has come from within the company, against a set of strong corporate values and a well publicised Vision based on 'excellence through quality'. Along the way public opinion, action group protests, increased legislative controls together with the professional competence of internal and external environmental resources have all played a part in arriving at the level of current environmental management and mine rehabilitation performance. There were numerous lessons learned here during the evolution and maintenance of best practice. These included: I . To work diligently in obtaining a vision or strategic intent on mine site rehabilitation and environmental management - don't be easily dissuaded.

A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). The peatlands of the U.S. and Canadian parts of the Upper Great Lakes region have a long history of modest utilization in agriculture, forestry, horticulture, and as natural undisturbed areas. Only recently have they been assessed as potential sources of non-renewable or renewable energy. This new interest in peatlands, should current proposals be realized, might mean the commitment of millions of acres to energy production purposes. The magnitude alone of this potential utilization of peatland signals the possibility of substantial environmental disturbance, local resource shortages, resource use conflicts, and social and economic change. Peat- land resource managers in the region are just beginning to weigh the advantages and disadvantages of large-scale peatland utilization. The Minnesota Department of Natural Resources has made a considerable effort to study peat resource management issues and will shortly make recommendations to the state legislature regarding utilization alternatives. What follows is a general discussion of peatland utilization and management trends in the region with a focus on Minnesota and its peatland management efforts.

Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind-backfilling process has been particularly successful for stabilizing ground over abandoned and inaccessible underground coal mines. Using this newer technology, vast quantities of backfill material can be distributed over wide areas in underground openings from a small number of injection boreholes. The rapid and successful development of this backfilling method, however, has outstripped technology for monitoring and controlling backfill placement. Surface or borehole remote sensing methods are needed to determine where fill material is being distributed underground and how effectively the material is packed in the voids. In search for improvements in backfill monitoring and control technology, potential remote geophysical sensing, process monitoring, and tracer methods were evaluated to select candidate systems for monitoring backfill placement under the constraints imposed by the injection process and the surface and subsurface conditions. ' A multiple objective ranking matrix, based on theoretical considerations as well as pragmatic experience with systems working in related or similar conditions, was used to narrow down potential methods to several most-favored candidates. Two of the candidates were field tested under actual operating conditions at a backfilling site in the Wilkes-Barre-Scranton region of northeastern Pennsylvania. Although process and acoustic emission monitoring indicated promise for improving existing backfill monitoring technology, more extensive testing under different conditions at various sites is required to establish the validity and utility of these methods. Results indicate that no single method is adequate in itself for backfill monitoring, and that a successful system will require the Integration of several methodologies.
