Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

When a new tunnelling project starts, it has been a vital tradition for decades to cast and erect master rings horizontally on a flat surface to demonstrate the compliance with dimensional tolerances. Some tenders ask for the erection of two or even three rings upon each other or repeated master ring erections at intervals throughout the project. Especially for large diameters, this is a challenging and risky task for the workforce in the segment factory. A truck-mounted crane is often necessary, and in some cases it can take up to a week to complete a master ring. The concept of virtual rings has the potential to replace this tradition by assembling master rings digitally instead of physically. This is based on a best-fit approach, considering the 3D coordinates from laser tracker measurements of segments or segment moulds. Building a virtual ring, a sub-millimeter accuracy can be achieved, the alignment of neighboring circumferential and ring joints observed, and the fit of bolt holes checked. The traditional method, on the other hand, is discussed controversially despite the significant amount of work and risks—particularly as the horizontal position of the ring and absence of gaskets do not simulate the reality in the excavated tunnel. This paper will highlight the technical aspects of virtual rings, as well as their pros and cons, illustrated by a case study from London Thames Tideway where a total of 30 physical master rings could be replaced by virtual rings.

The Bureau of Mines investigated coal storage silos to determine how gassy coal must be for methane accumulations in a silo to become hazardous and where such accumulations are likely to occur. Methane concentrations were measured in the open space above the stored coal pile, in the pile, and in the reclaiming area. No methane layering was found in closed-top silos. Reclaiming areas were as gassy as the top part of the silos. Coal samples were collected from the conveyors entering the silos in order to assess the gassiness of the coal. No simple correlation was found between the gassiness of the coal stored and the measured methane concentrations. However, at mines where the average 24-hour gas emission from the conveyor belt samples was 14 ft3/ton or more, fans or open tops were used. It appears that a large fraction of the methane released during storage remains in the void space between the coal particles.

The United States Coast and Geodetic Survey has announced the completion of a new outline map of the United States on the Lambert conformal conic projection, scale 1-5,000,000. This map is intended merely as a base to which may he added any kind of special information desired. The shore line is compiled from the most recent Coast and Geodetic Survey charts, state names and boundaries, principal rivers, capitals, and the largest cities in the different states are also embodied. The value of the new outline map on the Lambert projection can best be realized when it is stated that it shows that throughout the largest and most important part of the United States, that is, between latitudes 30 ½ and 49°, the maximum scale error is only 0.5 per cent. This amount of scale error of 0.5 per cent. is frequently less than the distortion due to the method of printing and to changes from the humidity of the air. Only in southernmost Florida and Texas does this projection attain its maximum error of 233 per cent. The map measures 25 inches by 39 inches and will be sold by the Government at 25 cents.

Abandoned underground mine workings have been regularly encountered in open pit mining excavations for many years, for the most part without many serious problems resulting. During the last several years however, some tragic occurrences and near misses have resulted when these old workings were intercepted. This paper will report on the problem as it relates to western open pit mining and will describe several techniques that can be used to identify problem areas before they are reached: Utilization of old maps and engineering data, long hole drilling and probing, and the use of subsurface investigation in the form of ground penetrating radar are the detection methods that will be discussed. The paper will describe some possible actions, once potential problem areas are identified. Drilling and blasting crews are usually exposed to the hazards involved when these situations arise because of their "on the ground" working environment. It is therefore appropriate that some of the best methods of dealing with these hazards once they are identified, seems to involve innovative and creative blast designs. The paper will discuss these approaches and describe an example of this aspect of the solution.

"Over the past 30 years, the Nordic countries have developed similar practices for estimating damage caused by rock blasting vibrations. However, over the last few years the risk of damage has sometimes been estimated by using international values, which have created unnecessary costs, since they are too conservative. This paper gives a proposal for Finnish blast vibration standards and a calculation model for the extent of the zones for building inspection, risk analysis, and vibration measurements. The international conclusion is that particle velocity is the best descriptor for limiting damage potential for structures. Over 900 000 vibration data recordings from 52971 blasts were collected for this paper during 1970-1989. They show that the most practical description is the vertical component of the peak particle velocity. As rock is a nonhomogeneous medium, it is hard to predict the need and scope of risk analyses, building inspection, and vibration measurements. As a large number of blasts were monitored for the recording of the peak particle velocity in several locations in Finland, and the data combined, it is possible to establish safe scaled distances for the calculation of the need and scope of risk analyses, building inspections, and vibration measurements."

Performance data from phosphate plants are often untrustworthy because of difficulties associated with highly variable feeds and unstable equipment operation. In some cases, this problem is further compounded by improper sampling procedures and unreliable laboratory analyses. Questionable data often lead to misleading conclusions that result in lost productivity and profits. Data reliability may be checked using mass balances, but the mathematics associated with this procedure can be overwhelming when multiple data sets or complex circuits are evaluated. To overcome this problem, a simple spreadsheet-based mass balance program has been developed specifically for plant operators. To use this program, operators simply enter a description of their circuit and input the assay values (e.g., % BPL, % Insol, etc.) for each stream. The program then generates the best estimates of the assay values and flags values that may be unreliable. The spreadsheet is specifically designed to be easy to use and requires no knowledge of statistics or programming. This manuscript reviews the mass balance problem and describes how spreadsheet programs can be used to evaluate plant data. An example problem involving the analysis of data around a two-stage phosphate flotation circuit is presented.

Prospecting is certainly the world's biggest and best gambling business. It is a game where the chips cost many thousands and where many millions, even billions, can be won. An attractive feature of this gamble is the fact that the players are free to rig the odds as favorably as possible. Only the limited bounty of nature, the restrictions of the laws of the land, the competition from other players, the limited sagacity of the player himself- only these, and other factors, restrict the possibilities for large winnings. Today probably about half the land surface of the earth remains to be searched for signs of ore visible at the surface. It is fortunate that so much land still remains for exploration by relatively economical methods. Looking to the future, it is a good guess that the costs of finding ore will increase in response to increasing technical difficulties. To continue to achieve profits from prospecting, it will become necessary to analyze the business more skillfully, in a more and more sophisticated manner. Whenever feasible, qualitative concepts must be replaced by their quantitative equivalents, improvements, and extensions.

The authors present a new mineral price model, compare it with time series and naive models, and analyze the effects of the forecasting models on mineral project evaluation. Mineral commodity prices are volatile, which means that the results of evaluation tools that do not treat the stochasticity of metal prices rigorously may be misleading. But, in mine valuation, commodity price forecasts are required to assess the economic viability of a project. In this study, a new mineral forecasting method, called the MNDRVG-MFNN-RM model, which incorporates randomness, neural networks and regression models, is introduced. The MNDRVG-MFNN-RM model, a naive method and time series model were used to forecast gold prices for two successive years for the evaluation of a proposed open-pit mine. The MNDRVG-MFNN-RM model yielded the best results among the three methods. It produced the true optimum pit limits and an optimum pit value slightly less than the true optimum value. The main novelty of the methodology is the simulation and rigorous analysis of the randomness property associated with mineral prices to reduce the estimation and forecast errors, an important contribution to mineral venture evaluation, mine planning and design.

In a cooperative effort between the U.S. Bureau of Mines and the Florida Institute of Phosphate Research, with input from the phosphate industry, the conversion of phosphogypsum to sulfur has been investigated. The first step in the conversion scheme involves reduction of phosphogypsum to calcium sulfide. Effects of temperature, catalyst, reaction time, and type of reductant (carbon monoxide and coal) are discussed. It was determined that phosphogypsum could be reduced to calcium sulfide at 850° to 1,000° C using either coal or carbon monoxide as the reductant. The required temperature was lowered to 750° C using ferric oxide or magnetite as a catalyst for the reduction reaction. Results indicate that as the volatiles content of the coal is increased, reaction temperature may be decreased to obtain a given conversion, or if the reaction temperature is maintained constant, the conversion can be increased. Best results were 95- to 100-pct conversion using a high-volatile coal at 800° to 850° C. Addition of a catalyst increased calcium sulfide yield when low- or medium-volatile coals were used as reductants, but had little effect when high-volatile coals were used.

All the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors and the heavy surges of current required from the line. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the steam equipment. The treatment of nickel ores and concentrates and the subsequent processing to recover separate products of nickel and cobalt is one of the major interests at present in the mining industry. The increasing demand for nickel, and more recently also cobalt, has led to increased exploration for ore sources. Major discoveries have resulted in Canada and Australia. These deposits, as well as others already known, are presently being developed and the process technology tested and evaluated for applicability to the different mineralogical types - mainly sulphide, arsenide and oxide laterites. Concentrates may be treated by either hydro- or pyrometallurgical processes, while the nickel laterites are best suited to hydrometallurgical processing. However, if hydrometallurgy is used, once the ore or concentrate is leached the resultant solutions are then amenable to similar separation technologies for purification and recovery of high purity nickel and cobalt products. Solvent extraction, together with other separation processes such as precipitation, can produce high purity solutions of nickel and cobalt. The final products of these solutions may be nickel and cobalt cathodes, metal powders precipitates or salts, depending on the final process of electrowinning, hydrogen reduction, precipitation, or crystallisation Respectively.

CORESafety ‘One of the best’Launched by NMA in 2011 and moving forward ever since, CORESafety is driving continuous improvement in safety and health performance among participating industry companies by shifting from a command-andcontrol regulatory approach to a risk-based systems approach built on the Plan-Do-Check-Act model (Fig. 1).Considered an exemplary safety and health management system, NMA’s CORESafety system helps mining operators change their approach to safety and health management by enhancing the safety and health culture throughout their organizations. Although it is challenging to consistently and completely control all the factors and variables occurring in daily mining operations, experience has shown that applying systematic controls to as many variables as possible is the most successful approach for improvement in mining safety and health.When embarking upon the development of the CORESafety framework, NMA’s leadership set an ambitious goal to eliminate fatalities and reduce the injury rate 50 percent in five years, or the “0-50-5” goal. While the goal has not been met yet, the steady progress has been extraordinary with fatalities among participating companies dropping 45 percent during the period 2011-2015 (Fig. 2). Data also demonstrate that, as participating companies increase their level of implementation, total injury rates have also declined (Fig. 3).In a September 2015 interview with NMA, Penn State University mining engineering Professor Jeffrey Kohler praised CORESafety as “an inspired and timely program that brings together key elements to achieve safety and health goals.”"

The authors discuss the application of drum and friction hoists under modern conditions and give four examples of friction hoists proposed for various applications. The paper concludes with a summary of the advantages and limitations of friction hoists relative to drum hoists. Introduction T H~ introduction of the multiple-rope friction hoist m the late 1940's has complicated the se-lection of the right hoist for a given job. Once such considerations as rope safety factor, drum to rope ratio, hoisting distance, tons per hour and/or service duty have been decided upon, the selection of a drum hoist is relatively simple. We now ask our-selves "which hoist -drum or friction? (See Figure 1 and Figure 2). When a friction hoist is a possibility we are immediately concerned with how many ropes to use, whether to hoist balanced or counter-balanced, whether a friction hoist will be flexible enough for the application and, of course, what the relative costs will be.

A series of low shock energy water resistant emlulsion based explosives have been developed by combining inert materials, such as Perlite P500, into the formulation. The material handling, water resistance and explosive properties of these mixtures were determined as a function of inert additive type, density, charge diameter and emulsion base. Of the emulsion bases tested Emulite produced the best and most stable low density mixtures ranging in density from 0.8 to 1.35 g/cm3 producing velocity of detonations (unconfined) ranging from 3000 to 5500 nits. The mixtures could be detonated successfully at these densities at diameters as low as 25mm. Low shock mixtures formed by combining Emulite with Perlite P500 were successfully trailed at the Cadjebut zinc mine in Western Australia. The performance of the explosive, at three densities, was monitored using both continuous and point to point VOD techniques. The fragmentation produced by the blasts were compared by photographic analysis. During this trial the low shock emulsion mixtures were shown to be as effective as the currently used explosives (packaged emulsion) at a significantly reduced cost.

Sphalerite concentrates prepared during processing of Missouri lead ores contain small percentages of cobalt and nickel which adversely affect zinc electrolysis. The Bureau of Mines has evaluated solvent extraction and precipitation techniques to remove and recover cobalt and nickel from zinc sulfate solution prior to zinc electrolysis. Prepared zinc sulfate solutions containing about 190 gpl of zinc and 50 ppm of both cobalt and nickel were treated using various combinations of complexing reagents, solvent, pH, concentration, time, and temperature. The following complexing reagents gave the best results: a-nitroso-ß-naphthol, ß-nitroso-a-naphthol, 1,2 cyclohexane dione dioxime (nioxime), di-2-pyridyl ketone oxime, and dimethylglyoxime. These reagents in suitable solvents lowered the cobalt and nickel levels to <0.1 ppm. Stripping the complexed reagents from the solvents was not possible except for nioxime. Direct addition of the appropriate reagent to the prepared zinc sulfate solution resulted in the precipitation of cobalt and nickel. Several possible flowsheets are presented for the removal and recovery of cobalt and nickel. Good zinc deposits were successfully electrowon from zinc sulfate solutions purified by solvent extraction and precipitation.

Laboratory-scale studies on defluorination of natural and synthetic fluorspars by pyrohydrolysis at 1,500° C. were made to determine the feasibility of developing a process for producing hydrogen fluoride from siliceous fluorspars. It was found that the reaction (at 1,500° C.) is not promising for process development, even though a silica-free offgas can be generated. The primary difficulty is the low hydrogen fluoride content of the offgases; an HF content of 6 percent was the best achieved. Previous research by the Bureau of Mines has demonstrated that offgases averaging 27 percent hydrogen fluoride can be produced under carefully controlled conditions at 1,280° C. The lower temperature process is a better method for production of HF. However, charges in which the CaF to Si02 mole ratio varied from 0.4 to 2 could be processed with similar results. Also, combined alumina and ferric oxide contents up to 25 mole-percent did not noticeably alter the rate of defluorination. Therefore, virtually any natural siliceous fluorspar would respond in essentially the same manner when exposed to water vapor at 1,500° C.
