Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. The significant capital and operating expenditure of size reduction operations have maintained comminution on the spotlight of mineral processing research during the last century and, more recently, the concerns about the impact of these operations on the sustainability of the minerals industry, will remain to do so in the 21st century. One of the most popular approaches that have been used to deal with these challenges is the application of simulation both to reduce the uncertainty in the design and improve the operation of size reduction operations. From the initially purely empirical approaches, including the energy size reduction ?laws? and the phenomenological approaches, of which the traditional population balance model is, arguably, the best example, comminution modeling now reached a point in which more fundamental and mechanistic models are sought. The paper analyzes some of the advances that now make multiscale modeling of comminution processes realizable. On the microscale, greater understanding of the phenomena involved in fracture and fragmentation of single particles under different stressing conditions now exists. Particle breakage testing methods are currently used in a routine basis by industry and good quantitative descriptions of different breakage mechanisms are now available, although research is still required to develop appropriate models for a couple of them. On the macroscale phenomena, the discrete element method (DEM) has been successfully used not only to provide insights but also quantitative information on the transfer of mechanical energy from the machine to the grinding media in mills and to particles in crushers, while smoothed particle hydrodynamics (SPH) and computational fluid dynamics (CFD) to describe fluid flow. The paper also analyzes the importance of modeling mesoscale phenomena in size reduction, which is the interaction of particles forming assemblies or beds of particles, demonstrating some of the areas requiring further attention. Examples of application of the multiscale modeling approach to the inadvertent comminution of ore lumps during handling, to the comminution in vertical impact crushers and tumbling mills are demonstrated. The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

The steel industry consumes most of it, but as the Mineral is the chief source of fluorine, it is becoming increasingly valuable to the chemical industry in the production of fluorine compounds The development of nontoxic organic fluorides for use as refrigerants in mechanical refrigeration and air-conditioning units illustrates the increasing use of fluorspar in the chemical industry. Most domestic flurospar comes from deposits in the Illinois-Kentucky district, which centers around Rosiclare, Ill. About a dozen companies operate in the district, which comprises parts of Pope and Hardin Counties in southern Illinois and Crittenden, Livingston, and Caldwell Counties in western Kentucky. According to the latest available statistics, this district supplied 1/5,960 short tons of fluorspar in 1937, compared with the total domestic production of 181,230 tons. Imports totaled 37,063 tons.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

Geometallurgical assessment of orebodies in the mining industry typically relies on bench-scale or lab-based characterization techniques. In this study, we investigate drone- and tripod-based field hyperspectral imaging as a potential addition to the geometallurgy toolkit in multiple applications. This pilot study tests hyperspectral imaging for largescale mineral mapping in and around the active Lisbon Valley copper mine, including natural exposures, previously producing U-V mines, highwalls, dumps, and leaching sites. Tests include different (supervised and unsupervised) mineral data classification methods, varying mineral spectral reference libraries, comparison with ground-truth geological and spectroscopic mapping and sampling, and integration with LiDAR data. The results show that hyperspectral scans can produce spatially registered maps of the distribution of different spectrally active mineral types over dumps, highwalls, leach pads, and natural outcrops. Clays, other phyllosilicates, carbonates, and sulfates showed up particularly well. The sensor was also able to distinguish dry from lixiviant-saturated areas and map different clay types on the leach pads, and shows promise for differentiating types and health of vegetation. These results suggest that hyperspectral imaging, if coupled with robust ground-truthing, can be a useful complement to existing geometallurgical techniques in the mining industry, such as geological mapping, blast hole sampling and automated mineralogy identifications, and handheld spectrometry. In particular, hyperspectral imaging has promise for mapping the distribution of acid-consuming minerals; mapping the distribution of swelling, sliming, and heap-blinding clays; and pinpointing problem areas on heap leach pad surfaces.

This year of 1926 marks the 40th. anniversary of nickel mining in Canada. Although the first nickel mine of the Sudbury basin was discovered in 1883, it was not until 1886 that the Canadian Copper Company was organized and actually began to mine copper-nickel ore from the Lady McDonald, Stobie and Evans mines. The intervening years have witnessed some exceedingly interesting nickel history, particularly interesting and gratifying as well to Canadians. Forty years ago, at the inception of Canadian nickel mining, the world's consumption of that metal was about 1000 tons per annum and this was supplied largely from New Caledonia ores refined in France. This nickel was used principally for the production of nickel-silver, coinage alloys, and for nickel-plating. No processes were then known for refining the Sudbury ores nor for the separation of copper from nickel. Consequently, the pioneers in Canadian nickel mining faced the double problem of finding a method of treating their ores, and of finding a market for the nickel when and if they could extract it.

To determine their effectiveness in different climate and soil conditions, a demonstration of dozer blades specifically designed for recontouring mine spoil was conducted at an East Texas surface coal mine. The specialized equipment included a 48-foot angle blade, a modified 24-foot "U" blade, a 13-foot deep "U" blade, and a 24-foot grading bar. Both the 4b-foot and the 24-foot "U" blades were mounted in a two-tractor, single-operator configuration. To meet flotation problems common in this mining region, a 22-foot lightweight blade was developed and demonstrated for use on a 400-430 hp tractor. The demonstration involved 1,185 acres and showed a 50% reduction in reclamation costs and a 47% reduction in fuel requirements for this mine site over conventional equipment. Improved equipment, trained operators, good supervision, and improved monitoring techniques contributed to the savings. Procedures and results of the demonstration are presented and analyzed here along with guidelines for application of findings.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

This Bureau of Mines report summarizes the development of a protective operator compartment for a new generation thin-seam mobile bridge carrier. The developed compartment is commercially available and is currently employed on approximately 15 bridge carriers used in the mining industry. The design of the compartment, which employed human factors engineering and small- and full-scale mockup models, is fully described. Details of the compartment's fabrication, evaluation, and demonstration in a commercial low-seam coal mine are also provided.

This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

"INTRODUCTION The behavior of particles in a sound field has long been of scientific interest since Kundt (1) 5/ made his classic experiments on some of the interesting effects of standing waves in cylindrical tubes. With the development of the electronic tube and its application to continuous generation of sound, experimental investigation of the Kundt tube was renewed (2). The more intense vibrations set up by a continuously vibrating diaphragm or rod produce even more striking effects than those observed by Kundt. Instead of the striations at the antinode produced by the stroked rod, then, wafer like barriers are formed at the antinodes, sometimes extending over the entire cross-section of the tube. Furthermore, it was observed independently by Andrade (3), Brandt, Freund and Hiedemann (4); and by investigators in the Bureau of Mines laboratories (5) that aerosols, such as ammonium chloride or tobacco smoke, could be flocculated quickly if passed through an intense sound field, particularly when a standing wave field was set up by a resonant enclosure. Because of its possibilities as a new means for removing suspended particles from dust-laden gaseous furance or smoke, the phenomena attending the behavior of suspended particles in a und field have been studied intermittently by the Bureau of Mines over the past decade.The first experimental work was done with a magnetostriction vibrator and a Hartmann air-jet generator as sound sources. It soon became evident that neither type was entirely satisfactory. Low mechanical efficiency is an inherent characteristic of magnetostriction generators, and the air-jet generator is difficult to control and does not permit accurate measurement of the acoustic output. The search for a suitable sound source led to the development of an electromagnetic generator, which is by far the most suitable for study of the effects of intensive high-frequency sound fields in gases (6)."

IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. This test has been found satisfactory under heavy traffic on average road-beds, and has been invariablyPILLAR of coal, which are designed and left in our mines as the means of supporting the overlying strata of our coal-beds, and securing protection to the miner, are not only insufficient for these purposes, but the most objectionable means of providing the desired security to life and property. Though such pillars are left at a great sacrifice to the owners of collieries and mineral lands, loss to the resources of the commonwealth, and ultimate privation to the public, they defeat the very ends for which they are designed, and not only do not secure life and property, but are as fatal to the one as ruinous to the other. Propositions.-It is eminently desirable that the resources of the Common wealth-particularly our mineral wealth in anthracite coal, which is limited-should be carefully utilized and made available, not only to ourselves but our posterity. Yet, speaking as an anthracite miner, we are wasting our resources of coal with a recklessness which will bring ruin in the end, unless checked, not only to the iron manufacturing interests of the East, whose chief protection, in competition with the iron-masters of the interior, lies in a cheap and abundant supply of anthracite furnace fuel, but to the best interests of the State. It is, consequently, not only desirable, but necessary, that we should realize every ton of coal from each colliery, and every acre of coal area, in order that our resources may not be wasted at present, to breed want in the future, and to realize the greatest present benefit to the mine, the miner, and the public. It is not possible, however, to secure these ends, if we continue to leave, as we do at present, from one-third to one-half our resources in anthracite as pillars in our mines. But our sad bills of mortality, our abandoned collieries, and our yawning mountain-sides, present ample evidence that even this enormous waste of coal, though left for the purpose of protecting life and property, is as totally inade-

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/ lbl/2 should limit the ground vibration to less than 1 ips.
