New Mexico lies at the eastern edge of one of the world’s great metal-bearing provinces hosting numerous Laramide and Paleogene mineral deposits. Southwestern New Mexico contains Laramide porphyry Cu (±Mo, Au) and Paleogene Mo-W deposits. Porphyry deposits are generally large, low-grade deposits containing Cu, Fe, Mo, Au sulfides (and other metal sulfides) associated with porphyritic intrusions and exhibit characteristic alteration styles. Porphyry deposits can also be spatially and temporally associated with skarn deposits and polymetallic veins. All of these deposits have the potential to host various critical minerals, including Cu, Zn, Bi, Co, Ni, rare earth elements (REE), Te, and W. Critical minerals may be found as substitutions within ore minerals or as separate mineral phases. These deposits are constrained using 40Ar/39Ar dating into three ore-producing magmatic pulses: 1) ~78–71 Ma Laramide pulse, 2) ~59–50 Ma, Laramide pulse, and 3) ~40–30 Ma Paleogene pulse. New and historic whole-rock geochemical data have highlighted areas with critical minerals potential that require further study.

Barrick Goldstrike Mines Inc. (BGMI) operates the Betze-Post openpit and the Meikle and Rodeo underground mines. Because the majority of the orebody is located below the water table, mining at BGMI requires a significant dewatering program. BGMI has a comprehensive dewatering and water management system that experienced a peak dewatering rate of 4,400 L/s in the mid 1990s. Changes to the hydrologic/hydrogeologic system caused by the mine dewatering have been monitored by an extensive network of groundwater monitoring wells and surface water monitoring stations, which cover about 1,550 km2. In addition to the monitoring program, a new tool, called Interferometric Synthetic Aperture Radar (InSAR), has also been used to enhance the evaluation of changes. Finally, a groundwater flow model has been developed that successfully simulates and predicts aquifer responses in the mine area and region. The well-calibrated flow model has served as a reliable tool to develop dewatering and mining plans, and project post-closure hydrologic conditions in the region. This paper introduces the BGMI dewatering and water management system and the means used by BGMI to evaluate and anticipate hydrologic responses in the region. The water management and analysis system has been and continues to be an integral part of managing ongoing operations, planning and pricing out future activities and evaluating the long-term effects of mine water handling.

110 N. Carpenter is new commercial building located in the West Loop neighborhood of Chicago, Illinois. The new home to the McDonalds Corporation work headquarters, accelerated project delivery methods were essential to meet the scheduling demands for this project along with other projects slated to start in the region. As such top-down construction methods were utilized to allow for above and below grade construction to proceed in parallel in lieu of more conventional bottom-up construction methods, thus compressing the project schedule. To achieve this plan, perimeter secant pile walls were constructed in conjunction with interior columns/drilled shafts and a shear wall core constructed from inside a temporary cofferdam. The use of secant pile walls allowed for efficient accommodation of a variety of loading conditions including: exterior curtain walls loads, perimeter column loads, tower crane foundation loads, and in-plane shear loads. Furthermore, this system allowed for efficient and fluid operation of equipment on site in order to accommodate the 90-day window allotted for initial foundation construction. INTRODUCTION 110 N. Carpenter is a recently-constructed 9-story commercial building located on the old Harpo Studios property in the West Loop neighborhood of Chicago, IL. The construction of this 55,750m2 (600,000 ft2) structure is significant to the continued commercial development of Chicago as nearly 46,450m2 (500,000 ft2) of the building houses the new world headquarters for the McDonald’s Corporation, which had moved from Chicago to the suburb of Oak Brook in 1971. McDonald’s recommitment to this urban environment is not only a reinvention of the long-established fast food giant but the anchor for a broader redevelopment of the West Loop neighborhood. Since the opening of this building was seen by the developer, the City of Chicago and others as a key to future local projects, innovative solutions were required to showcase forward-thinking design as well as expedite the construction process. The final result of the design/planning process is a structure consisting of nine levels of above-grade commercial space and two levels of below-grade parking, providing approximately 300 parking spaces. The above-grade structure consists of a reinforced concrete flat plate system, including two-way slabs, columns, and two core/shear wall systems for lateral support. With an average depth of 7m (23ft), the below-grade structure consists of interior components similar to the above-grade structure (structural slabs, columns, shear walls) but includes a perimeter secant pile wall that was designed to support lateral earth pressures; vertical forces from the exterior curtain walls, perimeter columns, and the construction tower cranes; and in-plane lateral forces to reduce the demand on and quantity of interior shear walls. The use of a secant pile wall is a key component to the project because it accommodated the use of top-down construction methods to accelerate the construction schedule.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements. REEs are used widely in high-technology, clean-energy products as well as weapon systems. China's dominant position as a producer of over 95% of the world REEs output and the world's increasing reliance on REE products have highlighted concerns about the future availability of rare earths in recent years. This paper briefly reviews the REEs world reserves, production, consumption, the impact of our heavy reliance on REEs products and China's changing policies on REE export on world supply chain.

T HE OPEN FORUM on this subject called by Mr. Hoover at the recent meeting of the Institute' brought out a large number of very able papers, and a very full discussion of all the problems involved. The criticisms of the bituminous industry were: 1. That it was over-developed with the possible output nearly 50 per cent. in excess of the present requirements; that during the summer there were plenty of cars and no orders, and during the winter there were plenty of orders but no cars. 2. That the mines were not properly developed from an engineering standpoint, and that the recovery of the coal varies from 50 per cent. to 95 per cent. 3. That this industry, employing over 600,000 men, could, if running full time, release 100,000 men for other work. 4. That the studies made by the engineers of the Fuel Administration showed that the cost of production increased with a loss of time and that with a 50 per cent. operation the increase in cost was about 40 per cent.

Context ? Community engagement has become an increasingly significant and challenging part of mineral exploration and mine development; indeed, opposition from communities proximate to a proposed mine site has been known to derail technologically- and financially-sound projects. ? These cases suggest that mining firms need to better understand how to engage constructively with local communities in the pursuit of their claims. ? While a range of publications exist promoting various community engagement strategies, these recommendations, when viewed as a whole, are disjointed and largely untested in real development contexts. Aims of Presentation 1. Synthesize industry, NGO, government and academic publications focused on community engagement best practice in order to highlight those practices that are most commonly recommended. 2. Review the (Canadian) mining industry?s experience with some of these strategies based on existing case material in order to identify the extent to which commonly prescribed strategies are used and validated in practice.

The dictionary defines 'jargon' as "barbarous or debased language". This description does not suffice. Quiller-Couch has said, it is "a kind of writing which, from a superficial likeness, commonly passes for prose in these days, and by lazy folk is commonly written for prose, yet actually is not prose at all ". The two main vices of jargon, he says, are "that it uses circumlocution rather than short straight speech", like the Babu who reported his mother's death by saying: "Regret to inform you, the hand that rocked the cradle has kicked the bucket ". Its other chief' vice is that "it habitually chooses vague woolly abstract nouns rather than concrete ones", like the newspaper statement; "He was conveyed to his place of residence in an intoxicated condition", instead of saying, "He was carried home drunk ". Jargon is "an infirmity of speech", it is not journalese, but akin to it. "Like respect- ability in Chicago, jargo4 stalks unchecked in our midst" and renders much technical writing ridiculous. It deals in periphrasis instead of going straight to the point, it loves the abstract rather than the concrete, it dabbles in words of sound rather than of meaning. Avoid it, despise it., if you purpose earnestly to write well. "III literature as in life he makes himself felt who not only calls 4 spade a spade but has the pluck to double spades and re-double." * Jargon is rampant in technical publications. N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.

"The Cenex orebody occurs at the intersection of northwest and northeast-trending fault zones that formed during post-Hudsonian uplift. The ore is localized in breccia zones, along faults, and in veins and adjacent wallrocks. The host rocks are Tazin quartzo-fe/dspathic mylonites and ultramylonites and chloritesericite- quartz-graphite-feldspar mylonite schist. The uraniumbearing minerals are finely disseminated pitchblende and uraniferous titanate.The earliest mineralization may have been associated with /ate-stage retrograde metamorphism in the mylonite schist. The main stages of mineralization were associated with brecciation, hematization, carbonatization, and chloritization of the mylonites and ultramylonites. Uranium mineralization was clearly much later than any igneous or metamorphic activity associated with the Hudsonian orogeny.Late post-orogenic uplift, erosion, and deposition of the Martin continental clastics in fault basins were coeval with uranium mineralization. The deposit is consistent with a meteoric-hydrologic system constituting a source for orebearing fluids, hence the close spatial relationship of the uranium deposits in the Beaverlodge area with the basal unconformity of the Martin Group."

Calcium chloride is a conspicuous example of a former waste product that has found a place for itself in the onward march of civilization. Formerly considered a troublesome constituent of the effluent sewage of many chemical manufacturing plants and salt works, it has now become a commercial product of substantial importance, with sales aggregating almost six million dollars in 1929. The point has not yet been reached where it would seem profitable to undertake large-scale production of calcium chloride as a main product, but as a byproduct it has become an item that warrants serious consideration by all who are in a position to recover it at sufficiently low cost. The largely increased demand for bromine and for certain magnesium salts, which are likewise potential byproducts associated with calcium chloride in most salt-works bitterns (and brines generally), adds further impetus to commercial research directed toward the fuller utilization of the natural saline resources of the United States.

An overview of hydrate properties is given, with emphasis on unusual deviations from ice, the most common solid water form. Reliable sample preparation and reproduction of in situ hydrates provide the foundation for all hydrate science and engineering. Relations are given to connect the three domains in the title: (1) micro-scopic properties measured with Raman, NMR, and diffraction spectroscopy, (2) meso-scopic properties measured with single crystals, and (3) macro-scopic properties measured with pressures, temperatures, volumes, etc. A principal illustration relates micro-scopic and macro-scopic domains. Experiments provides the basis for improving statistical thermodynamics model for these compounds. To date, this model is one of the most commonly used industrial statistical thermodynamics applications, based upon the classical model of van der Waals and Platteeuw (1959). Microscopic measurements and simulations indicate model assumption improvements, resulting in the next generation of the statistical thermodynamics for improved macroscopic property prediction.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

In this paper it will be my endeavor to trace the development of the marine engine and its appurtenances, and the general progress that has taken place in marine engineering generally during the past fifteen years, rather with the object of attributing much of it to the successful efforts of the makers of iron and steel, thereby rendering my thanks to them for the valuable service they have contributed to my profession, than to recount what has been achieved by the skill, ability and perseverance of my colleagues in shipbuilding and engineering. The engineer has been at all times dependent on the ironmaster, and on more than one occasion his progress has been barred by the inability of the latter to overcome some obstacle to success in his manufacture. But on the other hand, it is equally true that the ironmaster has often been ahead of the engineer, and has been prepared, long beforehand, to supply that which would make a success for the marine engineer if he would avail himself of it.

This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. ACKNOWLEDGMENT The author wishes to acknowledge the assistance of J. R. Thoenen, mining engineer, United States Bureau of Mines, in the preparation of this paper. Acknowledgment is also made to E. R. This paper discusses the geotechnical instrumentation program on the Central Artery/Tunnel Project, in Boston, Massachusetts. Particular attention is given to a state of the art Graphic Information System (GIS) application which has been developed for rapid analyses and reporting of data. This application will see extensive use during the ongoing complex downtown tunnel construction. The excavations in soft ground require cuts of up to 120 feet deep and 250 feet wide. Deformation and groundwater monitoring instruments have been installed to monitor the stability of the excavation support systems and the abutting buildings. The use of this application is illustrated with an example from an ongoing contract.

"Construction of large facilities underground in urban areas has many advantages. In order to show the advantages, a case study of the Norsborg metro depot in Stockholm Sweden has been made. The Norsborg metro depot will be the largest and most modern underground metro depot in northern Europe. The depot has been built in hard rock in an urban area with small impact on the environment and local residents. The paper describes how it is possible to build underground facilities in a cost efficient way and take care of the challenges regarding working environment that comes with locating a permanent working place underground. INTRODUCTION The Stockholm area is one of the five fastest growing regions in Europe and home to more than a fifth of Sweden's population on just two percent of Sweden's surface. The population is growing rapidly, with about 35,000 people per year and is expected to reach 2.6 million in 2030. In order to meet the development and enable continued growth, housing projects and expansion of infrastructure need to keep the same pace; this is an easy conclusion to make but much more difficult to realize in practice. The main challenge is to accomplish development in a sustainable and efficient manner, minimizing the use of resources and land. By constructing facilities underground more urban space will be made available for development and/or for greening of city centers. Considering sustainability factors such as land value in decision making for placing of structures or facilities, underground locations could become a first choice alternative. During 2015 and 2016, several major underground infrastructure projects in the city of Stockholm will start, including a 14 km sewage tunnel and an 18 km by-pass highway tunnel. Furthermore the Stockholm metro system is currently undergoing the largest expansion since the 1970’s, a 19 kilometers extension of the metro system including new trains and new stations is planned. During 2013 - 2015 Skanska Sweden took part in the construction of a new metro depot placed underground in the southern part of Stockholm; the Norsborg metro depot. This is a top modern urban underground facility that in 2017 will serve as depot for 17 new metro trains. The project was selected for “Outstanding Project of The Year” at the ITA Tunneling Awards 2015."

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski County, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the eighth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is no followed by a description of each deposit developed in that half township. The 14 half township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations at those holes show on figure 13 in volume I. The descriptions of the deposits developed are followed by complete detailed logs at the drill holes. Many at the widely spaced exploratory holes did not discover bauxite of minable thickness and gra.de. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each halt township is given with the discussion covering that area.

AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. CHARLES H. FULTON, chairman, presided at the first session of the Mineral Industry Education Division on Wednesday morning. Reporting for the program committee, Edward Steidle, its chairman, pointed out that its function was not to arrange programs for meetings but to plan a program for the Division to follow in the development of its activities. This was appropriately followed by presentation and discussion of his paper, "Basic Trends in Mineral Industries Education," which, being available in printed form, was only presented in oral abstract. Jay A. Carpenter submitted interesting written discussion that was read, in his absence, by A. M. Smith. Most of the morning was devoted to the discussion of the paper, which was too extensive and ranged too widely to attempt to report in much detail. H. T. Mann, H. P. Hammond, Cadwallader Evans, C. H. Fulton, T. T. Read, D. F. McFarland and P. B. Bucky joined in the discussion, Mr. Hammond making a plea for more unification in mineral industry education, saying that in the study he made for the Society for Promotion of Engineering Education about 35 different curricula preparatory to work in the mineral industry were discovered to exist. He felt that most of the needs of the mining industry could he met by men who had had four years of engineering training of good enough basic quality to permit them to advance along special lines. However, there was apparently a growing demand, as reflected by the increasing number of candidates for the Master's degree in engineering, for men with more thorough training in the fundamentals.

"The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned.Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis.Between 1989 and 1995, all 50 states and essentially all Federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers."
