The Bureau of Mines conducted batch-?scale tests on a sample of parphyry copper mill tailings as part of a study to determine the feasibility of rutile recovery from this source. The tailings that were tested contained 0.75 percent titanium dioxide (Ti02), with about two-thirds of the Ti02 values occurring as rutile. Mineralogical studies indicated that about one-half of the Ti02 content could be considered recoverable. Beneficiation studies of the tailings showed that best flotation results were obtained when sulfides and carbonates were removed by bulk flotation prior to rutile flotation. Rutile flotation was most effective when a petroleum sulfonate collector was used in an acid circuit. From this basic method of flotation, two alternative procedures were developed. The first procedure was to size and grind the tailings to minus 200 mesh; deslime the total pulp; and then float the sulfides, carbonates, and rutile. The second procedure was the same, except that it did not include sizing and grinding. Flotation of the sized and ground tailings yielded rutile concentrates containing 43.1 percent Ti02 and 75.7 percent of the recoverable Ti02. Rutile concentrates floated from the tailings that were deslimed but not ground contained only 34.7 percent Ti02 and 69.4 percent of the recoverable Ti02.

DCF Valuations are very important to individuals and companies involved in the mining industry. Such valuations are critical to investment decisions in relation to new and existing projects. In particular they provide fundamental information to shareholders in the event of a capital raising or takeover and to financiers supporting mining companies and projects. Also, DCF Valuations are often used to support asset carrying values in the financial statements of mining companies. This paper presents a Chartered Accountant's (CA's) perspective on the main issues to be considered in preparing, analysing and relying upon DCF methods in mineral valuations and provides some practical examples relating to key issues. The paper makes the important point that DCF methods involve making assumptions about future events and circumstances that inherently contain uncertainty which results in a valuation prepared on a DCF basis providing a range of values that are not perfect or accurate. In order that DCF valuations provide meaningful information the underlying methodology used and assumptions made must be consistent, sound and well supported. Credibility of those involved in preparing mineral valuations is vital and this paper supports the adoption of sound practices by all concerned.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. This paper summarizes the research effort that was conducted as part of a cooperative agreement between the U.S. Bureau of Mines, Denver Mining Research Center and the Pittston Company. The objective of this investigation was to further the understanding of the floor heave ground control problems that have plagued underground mining of the Beckley coalbed in southern West Virginia. Floor heave is both economically and structurally undesirable. Floor heave is accompanied by a redistribution of stresses and loads that are associated with an underground opening. This redistribution of stresses may cause roof or pillar problems that otherwise would not have occurred. The floor heave that occurs in the Beckley coalbed is not cons1dered to be caused by "squeezing" or plastic flow of the materials involved. The "squeezing" type floor heave is normally associated with relatively weak floor members that contain significant amounts of clay mineralization. The floor members in the Beckley coalbed are competent, relatively strong materials which fail in a manner that can best be described by the term "buckling." This buckling-type failure is indirectly related to the time-dependent deformation properties of the materials involved, but is considered to be more of a slender column, or panel, type failure than a "squeeze" or "flow"-related failure. The Beckley coalbed has had a history of floor heave ground control problems. The Glen Rogers mine, which opened in the 1920's, experienced extensive floor heave. In a report dated April 1929, James P. Keatley of the West Virginia State Department of Mines described the floor heave in the Glen Rogers mine. Several observations listed in the Glen Rogers report that appear to be consistent with current observations follow: 1. Water plays no apparent part in the floor heave process. 2. No evidence of gas has been found in the floor. 3. The thickness of the overburden, which varies from 183 to 396 m (600 to 1300 ft), has no relationship to the floor heave. In the conclusions of the 1929 report on the Glen Rogers mine, Keatley states, "A statement in brief as to the cause (of floor heave) would lie that an undetermined natural condition doubtless augmented by former and present mining methods causes the bottom to heave." As this report will show, Mr. Keatley's insight into the problem was most accurate. The "undetermined natural condition" is the existence of a biaxial, horizontal, compressive stress field. This stress field is in excess of that which would be expected from gravity loading. This stress field and the material properties of the floor rock combine to cause the floor heave that has been experienced. The floor heave that occurs in the Beckley seam generally occurs as arching, with a tension fracture, near the center of the floor span or as a break near the rib followed by vertical deflection (of the floor) at the rib and sloping of the floor across the entry. Examples of the floor heave are shown in Figures 1 and 2. The two types of floor heave are merely different manifestations of the same basic failure mechanism. When the entries experiencing floor heave were identified on a map of the mine under investigation, it was apparent that there was a relationship between the floor heave and the direction of the entries. The main entries, which are used for ventilation and haulage, experienced the majority of the floor heave. This directional relationship suggested a directionally related loading mechanism, or more specifically, a biaxial, horizontal stress field that exceeds what would be expected by gravity loading. Since the main entries were oriented at a bearing of N25oW, it was hypothesized that the maximum compressive component of the horizontal stress field was at 90° to these entries or at a bearing of N65oE. An in Situ testing program was developed to test this hypothesis and investigate the floor heave problem.

COAL companies are definitely becoming conscious of the need for better organization. Mechanized mining and the intricate preparation of coal have brought with them the demand for better trained and more highly skilled mining personnel. Refinement in coal mine management is increasing the demand for young graduate engineers to start in the lower grades of the reorganization and prepare themselves to meet rapidly increasing coal mining responsibilities. The interest is wide in scope and extends from self-helps, extension work, and management study at the mines to stimulation of interest in coal mining amongst undergraduate mining students, leading to their permanent employment after graduation. Data by the United States Bureau of Mines show the total annual value of coal production (bituminous and anthracite in the U.S.) through the past 22 years as being more than 38 per cent of the combined value of all ocher mineral industry products. Natural-gas production has gained rapidly on coal since 1916; petroleum exceeded coal beginning with 1934 (see Figure 1). For this 22-year period, the Committee on Student Interest in Coal Mining, in the A.I.M.E., made a survey of the mining schools in Canada and the United States to show the approximate absorption of young graduate mining engineers by the coal industry. In 1938, 232 mining engineers were graduated as compared with 42 in 1918 (a war year) and 180 in 1923. From 1923 to 1929 the graduates declined to another low of 90, but from there on there was a rapid annual increase in the graduating output, reaching a total of 232 in 1938 and continuing upward to a maximum of over 325 graduating this present month.

This circular is one of a series of reports on coal mining methods and cost s which are being prepared by the U. S. Bureau of Mines for the purpose of making available to those interested in the industry a knowledge of the mining methods employed in mines where mechanical and hand loading is practiced and the cost data on the several operations pertaining to the removal of coal from the working faces and its transportation to the tipple for loading into railroad cars. The methods employed are influenced by the natural local conditions with respect to the thickness and character of the coal beds and the overlying strata, the means employed for roof support and its control, and the disadvantages incident to the development of mines in thin coal beds.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

In recent years over 100,000 persons have been killed annually in the United. States by accidents; about one-fifth of these have been workers in some of our industries; about one-third have been killed by motor vehicles; about another third have mot death in home accidents, chiefly falls, burns, scalds, explosions, poisons, asphyxiations, suffocations, cuts, scratches, and so forth; and the rest have been killed in public accidents, excluding those caused by vehicles but including accidents on railroads or electric cars, drowning, and deaths by firearms and. other means. Definite statistics on nonfatal accidents are not readily available, but at least 10,000,000 fairly serious accidents probably occur in the United States annually. The latest industrial-accident statistics are obtainable from 1935 National Safety Council publications, in which annual industrial fatalities are divided about as follows (in round numbers): Agriculture, 4,500; trade and service, 4,500; construction, 3,100; transportation and public utilities, 2,900; manufacturing, 2,600; mining, quarrying, petroleum, etc., 1,900.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regarding methods by which the fuels of the country may be most efficiently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80,a and is written in plain and nontechnical language, as far as possible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions.

In Australia, Safe Work legislation requires mines to have a documented ‘Safety Case’ explaining how a mine will safely manage all major hazards. A similar requirement is legislated or inferred by regulation in all jurisdictions. For small scale, instabilities leading to day-to-day seismic hazards, a ‘Stability Safety Case’ built around observational methods and measurement triggered responses can be effective because adverse situations are easily identified and the costs of lower control measures are not onerous. Also, if the influence of a volume of yield on the mine load system is small, the response of the system will be more predictable. However, for episodes of large scale mine instability, the hazard derives from the widespread, multi component influence of the event on the mine load system. As the system response depends on interactions between many parts, the resolution of predictions will be lower and situations can arise without local precedent. Further, as episodes of large scale instability change the stiffness and nature of the connectedness between parts of the mine load system, the behavior of the system before the event will be a poor empirical basis for forecasts of event related hazards. Most importantly, Triggered Action Response Plans (TARPs) and ‘traffic light’ warning systems cannot make design choices or identify new hazard phenomena. They are ‘lower’ control measures targeting explicit human-made instability hypotheses. As such, the Safety Cases related to management of hazard from potential large scale seismic events and mine instability cannot rely solely on TARPs. Mines that successfully manage meaningful dynamic instability always acknowledge the ultimate reliance on expert human intuition, knowledge and imagination to appreciate the range of possible hazard scenarios, to make stability hypotheses and propose solutions. Complex analysis, TARPs and measurements are critical steps in the human decision cycle, but only support the making and testing of ‘Stability Hypotheses’ made by expert engineers. Relying on expert skill and judgement as essential components of a Safety Case, however essential, introduces human vulnerabilities. Another challenge is that the expert decision making process is hard to document. Beck et al 2019 first described an organizational and procedural framework for maintenance of an ongoing large-scale ‘Stability Safety Case' where a degree of expert judgement and imagination is needed to manage a seismically active mine. The structured data appreciation process outlined sufficient measurements, analysis and appreciation to confirm the stability state of the mine and was applicable to all underground mines. After several years of implementation in various forms in stoping, caving and room and pillar mines, this update addresses lessons learned and describes some considerations for numerical forecasting to establish a base case, and some challenges for empirical hazard identification.

In conventional noncoal, room-and-pillar mining, the cutting machine is frequently a major source of airborne dust. Water is often used for dust control. An evaluation of typically used water systems during this program showed that they reduced dust levels by 60 to 70 percent over dry cutting when at least 0.5 gpm of water was applied. These systems, however, are only marginally effective in maintaining compliance levels and the added moisture causes operational problems. During the program, three additional dust control systems were designed, fabricated, and evaluated. The first, a hollow cutter bar, was designed to capture dust in the kerf at the cutting zone. The system was only marginally effective in reducing dust levels due to its lack of control of other sources. Large quantities of material captured by the system made it operationally questionable. The second, a machine mounted exhaust system, was extremely effective in capturing virtually all the dust generated in the heading. The captured dust was ducted out of the heading and exhausted downstream in the crosscut. Exhausting the dust without scrubbing, however, creates problems for personnel working downstream of the cutting machine. Successful application would require changes to the mine ventilation system and mining sequence. The third, foam, injected foam from an onboard generator through a channel to the cutting zone at the tip of the bar. Test results showed that foam, using 1/3 to 1/2 the total fluid quantity, was equally effective when compared to the mine's current water system.

"INTRODUCTION Shaft mines, coal and noncoal alike, have a common hoisting problem that remains largely unsolved - how to obtain a mechanical device that will suspend a cage or skip in a mine shaft if the hoisting rope should break or become detached from the cage or skip and that will function effectively under all conditions of service. Safety catches, or safety dogs, as they are commonly named, are installed on nearly all mine cages and many skips operating in American mines, but often, if the hoisting rope breaks, the cage or skip falls to the bottom of the shaft in spite of safety devices, causing much property damage and often fatalities.Available information relative to safety catches for mine cages and skips, desirable characteristics of safety catches and methods of testing safety catches to determine whether they are functioning correctly has been assembled in this publication for the convenience of those responsible for the safe operation of mine cages end skips and, more particularly, to focus attention on the need for a device that actually will stop and suspend a falling cage or skip under all conditions of use and do it without killing or maiming the occupants."

A summary of Bureau of Mines research on utilization and disposal of solid wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's Solid Waste and Materials Recycling Program is directed toward four main areas of research, development, and demonstration: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) utilization and stabilization of mine, mill, and smelter wastes; and (4) recovery and reuse of values from industrial waste products. A contract and grant program that supplements the in-house research and aids in the training of manpower in management of mineral-, metal-, and energy -based solid wastes is also discussed. This publication is an updating of Bureau of Mines Information Circular 8460 issued March 1970.

Early detection of spontaneous combustion is of utmost importance in underground coal mining to prevent major disruptions of production and to ensure a safer working environment. This paper presents the work done in developing a suitable system for the early detection of heating in a hydraulic coal mine. Laboratory studies on the products of oxidation for Balmer 10 seam coal showed that a significant amount of carbon monoxide is produced during the early stages of heating and that detection methods based on the analysis of other gases, such as hydrogen, ethane or ethylene, are not a better alternative for this coal. The four-point carbon monoxide monitoring system recently installed at the hydraulic mine is discussed in this paper. It is believed that by studying the trend of carbon monoxide concentration in the mine air, it will be possible to detect heating at an early stage. Field tests carried out so far have indicated that infra-red technology will prove to be a powerful tool in the hydraulic mine, particularly for locating hidden oxidation or fire in cracks, fissures, underground workings and coal outcrop areas before it spreads extensively. The project is jointly sponsored by EMR, CANMET, Mining Research Laboratories and Kaiser Resources Ltd.

The growing demand for iron ore from Western Australia has led to an increased focus on the development of magnetite and lower grade iron ore deposits. The need to process and beneficiate the ore from these projects can result in the generation of significant quantities of iron ore tailings over the life of a project. Over the coming decades, the management of iron ore tailings will become a significant aspect of the mining landscape in Western Australia.The tailings generated from iron ore projects differ signifi cantly from other mineral tailings currently produced in Western Australia. Iron ore tailings are generated on a scale not matched by any other mineral process and can often contain asbestiform or potentially acid forming components. New iron ore projects are coming under increased environmental scrutiny because of their large scale operations and the sensitive environments in which they occur. This combination of factors creates some unique challenges for the management of tailings generated by iron ore mining in Western Australia.This paper presents the fi ndings of two studies conducted in recent years to overcome the challenges posed by iron ore tailings. The paper discusses the role of laboratory testing in the development of management strategies for asbestiform minerals in tailings. It also presents a numerical modelling approach for evaluating the rates of rise in the storage of magnetite tailings. The paper concludes by outlining how the findings of these studies can be applied to reduce tailings management costs, lower risks and improve environmental outcomes for the management of tailings from iron ore mining.

The Bureau of Mines developed a rapid and precise method for predicting storage stability of motor gasolines. This method resulted from the investigation of many analytical techniques as well as a study of fuel composition and fuel component gum-forming mechanisms. The first section of this bulletin discusses the development of the prediction test through its several phases, including revision of the standard 110° F storage test; attempts to develop a modification of the ASTM D525 induction bomb test; and the ultimate abandonment of this procedure with the adoption of the 16-hour oven test that was both precise and rapid. The second section comprises a discussion of further studies of fuel com- position, including the reactivity of certain sulfur compounds and hydrocarbons to form gum. The compositions of various gums and inorganic deposits are reported in terms of elemental analysis and spectroscopic examinations. The reactions of tetraethyllead with selected hydrocarbons are also reported.
