Twelve years ago, the Director of the United States Geological Survey addressed to the Secretary of the Interior a letter calling attention to the government's need for liquid fuel for naval use and pointing out that the rate of increase in demand was more rapid than the increase in production.' This letter, in a way, inaugurated the policy of public oil-land withdrawals, which was well founded in its primary purpose of protecting the oil industry and highly desirable in its immediate effect of checking the over-development of that day in California. Unfortunately, however, through delays in legislation, this policy may be regarded now as having outlived both its intent and its usefulness. In 1908, the country's production of oil was 178,500,000 bbl., and there was a surplus above consumption of more than 20,000,000 bbl. available to go into storage. In 1918, 10 years later, the oil wells of the United States yielded 356,000,000 bb1.—nearly twice the yield of 1908—but to meet the demands of the increased consumption more than 24,000,000 bbl. had to be drawn from storage. Nor is this all of the brief comparison. In 1918, our excess of imports over exports of crude petroleum was nearly 33,000,000 bbl. whereas in 1908 we exported 3,500,000 bbl., which was net, as we had not begun to import Mexican oil. In this period, the annual fuel-oil consumption of the railroads alone has increased from 16,871,000 to 36,714,000 bbl.; the annual gasoline production from 540,000,000 gal. to 3,500,000,000 gal. This record may be taken not only as justifying the earlier appeal for Federal action, but as warranting deliberate attention to the oil problem of today. Need of Future Supply The position of the United States in regard to oil can best be characterized as precarious. Using more than one-third of a billion barrels a year, we are drawing not only from the underground pools but also from storage, and both of these supplies are limited. In 1918, the contribu-

The characteristics of the motion of the a interface during the "down" transformation was studied in zone-refined iron and dilute binary alloys containing nickel and molybdenum by means of the thermionic emission microscope and high speed photography. The frontal movements were found in all cases to be definitely discontinuous with time and an appreciable number of incremental jumps were found to proceed in the reverse direction (a to b). Molybdenum was found to be particularly effective in increasing the frequency of the increments of transformation from the stable to the metastable phase. A knowledge of the mechanism by which alloying elements affect the hardenability of a steel is desirable from both the practical and scientific viewpoints. It is well established that microstructures consisting of tempered martensite and lower bainite exhibit the best performance in terms of toughness and resistance to crack propagation. The presence of some upper transformation products, namely ferrite and pearlite, is in general undesirable. Various researches have indicated that the ferrite matrix grain structure is a very important difference between the upper and lower transformation products, namely equi-axed vs acicular. Any comprehensive theory of the decomposition of austenite should explain the dependency of the morphology of the matrix on undercooling. The contribution of various alloying elements to hardenability has been determined experimentally and catalogued in considerable detail. A rationalization of the basic mechanism or mechanisms by which individual elements affect the kinetics of the decomposition of austenite to products other than the phase "martensite" has not been evolved as yet. Interest in this problem was stimulated by the effects of minute quantities of boron in hardenable steels. This paper deals with one aspect of this problem, namely the characteristics of the ?-a transformation in high-purity iron and in two carbon-free iron binary alloys. A detailed historical account of the scientific developments in the study of the decomposition of austenite would be a prodigious undertaking and will not be attempted here. There are several excellent reviews in the literature on the formation of pearlite, martensitic reactions, and kinetics of solid-state reactions. The thinking on reaction mechanisms has been influenced to a large degree by the "classical" Tammann nucleation and growth model, in which an embryo springs into being by a fluctuation, and grows to a critical size through atom by atom deposition. Such a process is expected, accordingly, to be diffusion controlled. Considerable research attempting to relate the contribution of alloying elements to hardenability on the basis of their effect on the diffusivity of carbon in iron has not been productive from a mechanistic viewpoint. The formation of pearlite and ferrite has been treated in terms of nucleation and growth processes in which presumably the lattice transformation also occurs by a diffusion process. The other prominently considered mechanism is the "martensitic" or cooperative shearing mechanism. The growth of aluminum oxide particles in a nickel matrix was studied eve?. the temperature vange of 2140° to 2470°F. The instability of the dispersed alumina was shown to be independent of the crystal structure of the alumina. The activation energy for the growth of the dispersed alumina was found to be 84.7 1 2.0 kcal. The particle radius increased as a function of time. These results indicate that the growth is not diffusion controlled. It is believed that the rate controlling mechanism is the dissolution of the aluminum and oxygen atoms into the nickel lattice. THE strength properties of alloys which consist of a finely dispersed second phase in a metallic matrix depend upon the spacing between the second phase particles. It is therefore desirable to achieve very fine dispersions in these alloys. Furthermore, to retain the properties these very fine dispersions must be stable during fabrication and service of the alloys. The best known of the dispersion strengthened materials, the SAP type alloys, which consist of a dispersion of aluminurn oxide in aluminum, have exceptionally good stability up to the melting point of aluminum. There is evidence, however, that other dispersion strengthened alloys, even those consisting of refractory oxides in a metal matrix, may be less stable. This investigation is concerned with the stability of Ni-Al2O3 alloys in the temperature range in which these alloys are usually fabricated. The mechanical properties of Ni-Al2O3 alloys at elevated temperatures have been previously investigated by Crelnens and rant,' and Gregory and Goetzel.2 The behavior of these alloys in stress rupture tests appears to indicate that at temperatures below 1800°F they are highly stable. There is some doubt, however, as to their stability at the higher temperatures used during the conventional fabrication. Cremens and Grant, in preparing their test alloys, cousolidated, by powder metallurgical techniques, nickel powders as fine as 0.13 µ diam and alumina powders as fine as 0.018 µ. Metallo- graphic examination of the alloys following fabrication revealed that none had interparticle spacings of less than 2 µ. Considering the size of the original component powder particles, it is likely that the dispersions coarsened during fabrication. Gregory and Goetzel, in their studies of extruded alloys of 80 pct Ni—-20 pct Cr matrixes with nonmetallic dispersion, observed a definite coarsening of the alumina dispersions in alloys sintered at 2280°F as cantrasted to those sintered at 2000oF. Similar observations on the spheroidization and growth of thoria particles finely dispersed in a nickel matrix were made by D. K. Worn and S. F. Marton.3 As a result of such coarsening, much of the effort expended in the preparation of very fine powder mixtures would be lost. The mechanical properties of the alloys which had experienced coarsening would be expected to be poorer than if the original dispersions had been retained. EXPERIMENTAL PROCEDURE Ni-Al2O3 alloys were produced from powder prepared by a coprecipitation technique. Aluminum hydroxide and nickel hydroxide were coprecipitated from chloride solutions of the metals. The mixed hydroxides were calcined to form metal oxides and the nickel oxide in the mixture was selectively reduced to nickel by treating it in hydrogen. Specimens were compacted from the resultant powder which consisted of a fine, uniform mixture of aluminum oxide and nickel particles. The compacts were sintered by resistance hot pressing4, a densification technique which requires exposure times of the order of only a second or less at elevated temperatures. A conventional sintering process was not used, since the temperature required for densification would have to be in the region in which the stability of the dispersion was to be studied. A series of hot pressed specimens were treated in hydrogen at temperatures from 2140o to 2470°F (1171o to 1355oC, for times up to 120 hr. Changes in the microstructures were studied by electron microscopy using the two-stage preshadowed carbon replica method.5 In performing a lineal analysis on a series of micrographs from each specimen it was found more convenient to determine the mean free path between alumina particles rather than particle radii as the parameter of growth. One of the most important contributions to the art of electrolytic zinc production has been the aluminum cathode. This has been used in all major production since its commercial developmerit in 1916. The literature is replete with important contributions, some of which may have been replaced by better ones, but thus far there appears no other metal to take the place of aluminum as cathode material. Credit for this innovation goes to Sherard Cowper Coles, of England. When experimenting on the extraction of zinc from Broken Hill ore at Hayle, Cornwall, in 1893, he introduced the aluminum cathode, and in 1895 obtained . British Patent No. 20073. The reason for this dominant position of aluminum as cathode material in zinc sulphate electrolytes is its unique surface, to which electro-deposited metals usually do not tightly adhere. The metal must be of high purity for best results. It is possible to develop a starting-sheet method by which thin electro-deposited sheets of cathode zinc are made and stripped from a smooth aluminum plate. Such thin sheets of cathode zinc may be used as are the copper sheets in standard electrolytic copper-refinery practice. However, complications arise because of extreme warping of the zinc starting sheet after a few hours of deposition, and thus special arrangements must be made to compensate for this abnormality. Reasons advanced for the ease with which deposits may be stripped from the aluminum surface are: (1) presence of a permanent oxide coating on the metal, (2) failure of aluminum to alloy with the deposit, (3) differences in coefficient of expansion, (4) high position of aluminum in the electromotive series of metals. Of these reasons for nonadherence, which may have some application in general deposition, probably the oxide coating has the greatest bearing on the subject of zinc deposition. During the past few years, the Mineral Point Zinc Co. has had under consideration the improvement of various types of gas-filtering apparatus used in the removal of dust from crushing and milling plants, in the manufacture of oxide, and on blast-furnace fume and sintering furnaces. The original equipment of the various plants of the company was, of course, along lines of the standard stationary bag house. These houses required large surfaces, hand shaking, and varied only in the manner of the collection of solids and in the distribution of the gas. , Early in 1908, the first trial of a mechanical bag house was made at Nassau Plant at Depue, Ill. The duty of this installation was on dust-laden gas from a fine-crushing mill. The Printz and Rau bag machine was finally adopted and put into operation. This ingenious machine embodied what were then to us two novel features in bag-house practice: 1. An intermittent crinkling and snapping of the filtering fabric to free the meshes of solids. 2. A reversal of gas flow for a short period by a temporary connection with the suction trunk. This equipment worked fairly well except in cold weather, when we ran into condensation troubles. Had we at that time understood more fully some of the limitations of fabric filtering work, these might well have been remedied. We were impressed by this experience, however, with the efficiency of sudden tension on the fabric under suction. After a study had been made of some of the western blast-furnace houses using the reversal-of-flow feature, experiments were started early in 3 914 with a view to developing an automatic equipment along the best lines of our past experience. The objects sought were: 1. Keeping labor out of the houses for hygienic reasons. 2. Reduction of labor costs. 3. Reduction in size of bag houses. 4. Accessibility. 5. Ability to handle relatively hot gases where required.

INTRODUCTION IRON-ORE deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its reduction to metal simple."

TO improve blasting methods it is necessary to know how the explosive force acts and how rock resists this force. Because of the tremendous power developed within milliseconds and the great number of other factors directly affecting the technical and economic results, an analysis of the fundamentals of blasting theory is difficult. But since the rules used for layout design and for calculations of size of explosive charges are based on theoretical assumptions, complete knowledge of blasting theory has great practical importance in mining. Analysis of Blasting Theory: It is interesting to note the opinion of blasting experts with respect to contemporary blasting theories. F. Stussi; Professor of the University of Zurich, stated: "We do not have enough experience yet to change our army engineering regulations in blasting and base it on new fundamentals. It is our duty to collect more practical data and to do more research in blasting to close this gap." K. H. Fraenkel,2 editor of the Manual on Rock Blasting published in 1953 in Sweden and written by well-known Swedish, German, Swiss, and French blasting and explosive experts, said: "To the best of our knowledge no suitable formulas for civil blasting work are to be found in the American, French or German literature." Present blasting theory is based upon two assumptions. 1) The blasting force of explosive acts in concentrical and spherical form. 2) Rock resistance against the explosive force is directly proportional to the strength characteristics of the rock. The first classical formula based on theoretical fundamental in blasting theory for explosive charge calculation was introduced by Vauban, a military engineer who lived 300 years ago. It was Vauban who proposed the famous formula L = w3 q, where L is the explosive charge, w = line of least resistance, and q = specific explosive consumption proportional to the weight of rock. Later engineers used q as proportional to the strength of the rock. Since Vauban's time different suggestions concerning blasting theory have been proposed. However, the principles stated at that time so affected the thinking of later generations that his formula is still in use and practically unchanged. The first controversy concerned the form of crater. It was found that geological features of rock affected its form. The factor q was analyzed thoroughly by Lares3 and later by Ohnesorge," Weichelt,5 Bendel,6 and others, but the assumption remained that resistance against explosive force is directly proportional to the strength of the rock blasted. The greatest controversy, which has not yet been settled, concerned w. It was noted that w3 is more appropriate for long lines of resistance and w2 for lines of resistance less than 15 ft. Based on the assumption that the explosive force acts concentrically and spherically, spacings between charges were limited to distances not greater than the length of line of least resistance. Sometimes larger spacing is recommended, but this is due to the advantageous geological and physical properties of rock and not to the action of an explosive force as such. In addition to the classical formula, empirical formulas are used widely. These state that the explosive charge is directly proportional to the volume of blasted rock in cubic yards, and the amounts of explosive required are usually expressed in pounds of explosive per cubic yard of rock. Empirical and classical formulas are contradictory. In the empirical formula, but not in the classical formula, explosive charge is taken proportional to all three space axes: line of least resistance, spacing, and bench height. In spite of this contradiction, both formulas give good results. This is possible because as now practiced the explosive charge calculation for heavy burdens need not be highly accurate. Each, open pit or quarry, usually works with a certain relation between bench height and line of least resistance and between charge spacing and line of least resistance. When these relations are changed, however, the specific explosive consumption q changes greatly. This is one of the reasons why the principles on which the formulas are based appear to be incorrect. Discussion of the paper of C. M. YOUNG, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1369 to 1384. CARL SCHOLZ, Chicago, Ill.-Mr. Young was kind enough to' allude to the development of a mine in which I am now engaged. Several months ago the Burlington Railroad decided to open a mine in the field Which they own in Franklin County containing some 15,000 acres .(6070 ha.) of coal, ranging in thickness from 8 to 12 ft. (2 to 3.6 m.). This proposition in itself is attractive to any mining engineer, but with the backing of a large company I saw an opportunity to do some novel work in the construction line, and for several months I have been investigating and working on the problem of developing what I hope will be the largest and best equipped mine in the State of Illinois. The shaft will be sunk at a place where the coal lies at a depth of 600 ft. (182 m.) and conditions both of the surface and of the coal are ideal in every way; the seam is almost level, and we had only 7 ft. (2 m.) of surface clay to go through. We are going to hoist by skips in order to reduce the rope speed. I believe that is a long step in the direction of economy, because we not only double the output of the mine by hoisting the contents of two cars atone time, but we reduce the proportion of dead weight. In our case there will be 20 tons of coal and 18,000 lb. of skip, or 55 per cent. net and 45 per cent. tare. That, of course, necessitates less than half the rope speed for the same tonnage, and we all know that speed means power and power means cost. Skip hoisting permits the use of solid-end gate cars, which is an advantage. The cost of these cars will be in the neighborhood of $250 apiece; They are well built, with roller-bearing wheels of the most up-to-date type, spring draw-bars, and refinements of-that character which are necessary to move the loads most advantageously.

To construct a yieldable metal prop of demonstrated practicability has been the aim of the writer of this article for a period of years. Such a prop is herewith described; it involves a yielding principle not previously utilized, to the best of the author's knowledge, in any of the numerous types of props which are in use in Europe and England or on record at the United States Patent Office.' No attempt will be made in this paper to analyze the situation in regard to the economics of timber substitutes. Suffice it to say that shortage of suitable timber combined with high freight rates has already presented a problem in some mining districts, and in the relatively near future will probably demand considerable attention from the mining industry as a whole. In order to understand the problems involved in the design of timber substitutes for underground support, it will be well to review briefly the fundamentals of ground subsidence and of the action of timber as props. The forces encountered in the support of mine openings are not computable. As a rule subsiding ground moves slowly; but it moves with an irresistible force. The only way to be certain of stopping ground movement is to completely fill up the openings below such movement. This is, obviously, an impracticability from the mining standpoint. The ordinary procedure is to put in timber to hold up the loose back and permit the natural arch above to resist its own loading. Under these conditions the timber rigidly supports the loose; but if the natural arch fails, the timber is then called upon to resist this additional pressure. Usually it cannot do this. The result is a crushing of the supports. Efficient timbering is that which will last just long enough to complete in safety the mining operations necessary to extract the ore. Wood has a cellular structure. It has great longitudinal strength for its weight. Further, it possesses the ability to maintain a high percentage of its strength while it is being crushed. In other words, it rigidly supports loads up to its capabilities and then continues to sustain

Safe rapid drift development results principally in reducing exposure of underground workers to the working face. This reduction in exposure is not achieved until either the rock walls have been suitably scaled or sufficient support has been put in place. Rapid drifting enables quicker access to orebodies (increasing returns), higher production rates and a resultant lower cost of mining. The Mining Innovation, Rehabilitation And Applied Research Corporation (MIRARCO) has been developing technology and a methodology for safe rapid drift development within the underground metalliferous mining industry. In terms of rock scaling for underground metal mines, there is still considerable use of manual and mechanical impact rock scaling techniques. Two main issues result from this approach. The first is that in highly stressed or highly fractured ground, a decision has to be made as to when sufficient scaling has taken place. This is not always easy to do and hence operator judgment is a crucial element in this approach. During a baseline study of current rock scaling practices, a wide range of scaling practices were observed within five different underground mining operations; this demonstrates the difficulty inherent in the rock scaling quality decision making process. The second issue is related to the exposure of workers to freshly created rock surfaces. In manual scaling techniques this is unavoidable and despite the best scaling practices, accidents still occur. In an attempt to provide an alternative scaling technology, MIRARCO has been investigating highpressure water jet scaling for removing loose rock as part of the drift advance process. This technology not only provides a means by which scaling practices can be engineered (remove the loose material you want to in a given rock mass condition), it is also quicker and easily automated. Automating the scaling process removes workers from exposure to freshly created rock surfaces and also enhances the application of spray-on liners through improved adhesion of these support types to the rock surface. This paper describes the water jet scaling technology research and methodology for safe rapid drifting within the underground metaliferous mining industry and highlights the key issues and major drivers behind their continued development at MIRARCO.

Mr. ASHBURNER's paper on the Classification and Composition of Pennsylvania Anthracites, read at this meeting, well shows the need of new and accurate determinations of the heating value of these coals. A similar need exists for the determination of the value of bituminous coals, since the variation in quality of the latter is greater than the variation in anthracites. The recent extensive use of liquid and gaseous fuels, " patent" fuels, tan-bark, and other refuse fuels, also makes a necessity fix some correct method of determining the relative values of each of these fuels. Mr. Ashburner has recommended that tests of coals should be undertaken by the Second Geological Survey of Pennsylvania, and Professor Dewey, as stated in Mr. Ashbnrner's paper, has suggested a plan for tests of American coals, by the Smithsonian Institution, for which an appropriation by Congress will be asked. It is to be hoped that if any extensive series of tests of coals is carried on under either Government or State auspices, the erroneous methods of test which were followed by Professor Johnson in 1842, and by Quartermaster-General Meigs in 1882, will not be adopted.* The first requisite in determining the heating-power of a fuel is proper apparatus, such as has not been used in any of the tests of American coals yet reported. In the hope that more accurate means may be used in future tests, the writer desires to call attention to an apparatus which he has designed for the purpose. Not having had opportunity for making a trial of it, nor even of having it criticised by others, he does not offer it as the best possible apparatus; but if it contains any points of value, and leads to the design of still more suitable devices by others, the object of the presentation of this paper will be accomplished. The tests by Professor Johnson and General Meigs were made by evaporating water into steam in ordinary steam-boilers. A steamboiler of ordinary construction is not a good apparatus for determining the heating power of a fuel, for the following reasons:

A FEW notes on the occurrence and significance of mud volcanoes in Colombia may be of interest at the present time, owing to the renewed activity in geological exploration of, the coastal regions bordering the Caribbean Sea. The best-known volcanoes are found a few miles from the seacoast. One is situated to the south of Puerto Colombia; the second, to the east: of Cartagena near the village of Turbaco; and the third, near the village of Puerto Escondido south of the Sinu River. Others. are reported in more inaccessible localities. Usually they stand 2 1/2 or 3 ft. (0.762 or 0.914 m.) above the surrounding ground at the crater, though several craters from 10 to 20 ft. (3.04 to 6.09 m.,) apart will often build up an extensive mound at low gradient. The shallow mound may cover 1/2 or 3/4 acre (0.2 to 0.3 ha.) with an elevation of 12 or 15 ft. (3.65 or 4.57 m.) at the center. The craters are formed of hardened blue clay; the inside diameters vary from 14 to 24 in. (35.56 to 60.96 cm.). The rim is continuous, except on one side where there is usually a cut 3 or 4 in. deep, thus allowing an overflow. The craters are filled to the rim-cut- with a thick mixture of blue clay mud and water, which is kept in agitation by escaping gas. Fig. 1 shows the bubble in the act of bursting and Fig. 2 the appearance of the surface of the viscous fluid a second or so later. The frequency of the explosions is determined by the weight of the column of fluid in the neck of the volcano, consequently, such explosions are not synchronous in a group of craters. Ordinarily, there are two or three explosions in about 3' minutes. The supply of gas is small but steady and sufficient pressure must accumulate before the bubble can enter the column of fluid. The water is derived from the surface and enters the sedimentary strata not` far distant from the volcano. During long dry seasons, as the supply of water fails the volcano dries and geyser action ceases.

In recent years considerable progress has been made in the development and application of mathematical techniques for the solution of certain problems involving economic "strategies". Such a problem might involve, for example, the scheduling of shipments of a commodity from a number of sources to a number of destinations. The object would be to schedule the shipments in a manner so as to satisfy the destination requirements and at the same time minimize the transportation costs. The solution to such a problem is not necessarily intuitively obvious. The "obvious" solution is frequently far from optimum. If the shipments are to be made from, for example, only two sources to four destinations, the optimum schedule is readily found. However, if shipments are to be made from, say, 10 sources to several hundred destinations, even a competent and experienced scheduler may spend considerable time in finding a reasonable answer. Even then he is not sure that he has the optimum solution. Furthermore, he has no way of knowing how far from optimum the answer is. Consequently, he does not know whether he should accept this solution or seek a better one. Prior to the advent of large high-speed digital computers, little more could be done with such problems because of their great size and multiplicity of possible solutions. A problem involving 20 sources and 50 destinations would require choosing, from a very large number of possible combinations, the optimum combination of 1,000 variables. The best one could do was to utilize intuition, extrapolation from past experience, and other non-exact approaches. With a high-speed computer, however, such problems can be solved providing a reasonable computational procedure (or algorithm) can be utilized. The purpose of this paper is to describe such a procedure (linear programming) and to apply this procedure to a production scheduling problem. THE RESERVOIR PROBLEM A simple reservoir model is used throughout this analysis to illustrate the use of linear programming. Even the simplest reservoir behavior problem is nonlinear in both space and time, but if the geometry is fixed for a particular study and the time variable is quantized, the resultant system may be described by linear constraints on the variable production rates. Crude oil is available from five separate sources and is delivered to a pipeline. Sources 1, 2, 3 and 4 are ideal reservoirs and therefore are subjected to reservoir flow restrictions. Source 5 is labeled "Outside Source" and crude oil from this source is assumed to be available in unlimited quantities without considering reservoir conditions. The general problem is to determine the schedule of crude oil production from five sources which, over an eight-year period and subject to certain restrictions, will result in maximum profit. "Profit" is defined to encompass all economic factors and expenses involved in producing and selling crude oil to a pipeline facility. Such economic factors are lumped to the extent that the term represents the dollars profit from one barrel of crude oil from any of the five sources entering the pipeline system. Table 1 presents the assumed profit per barrel for oil from any of the five sources over each of the four time periods. In this chart the eight years is broken into four equal intervals of two years. The selection of four time periods of two years each and the values representing the potential profit are completely arbitrary selections for the purpose of illustrating this idealized reservoir problem. In any practical application of this work a careful economic study would have to be made in order to estimate potential unit profits for time periods as far in the future as eight years. The development of a new metallurgical roasting device is described. It consists of a refractory column into which air is injected at various levels, forming several superimposed fluidized beds with no supporting grates. When pelleted zinc sulphide concentrates are charged, the roasted product needs no further sintering before reduction to metal. WHEN a gas such as air is blown upward with increasing velocities through a loose mass of solid particles, marked changes in the physical behavior of the particles are noted. At first, when the velocity of the gas is insufficient to support any of the solid, the mass constitutes a "fixed bed." As the gas velocity increases until the pressure drop through the bed approaches the effective weight of the bed per unit area, the bed expands until the solid particles are supported by the air rather than by the lower particles. Some vibration of the particles becomes apparent, but little mixing occurs. This condition is called a "quiescent fluid bed." A further increase in gas velocity imparts more separation and more motion to the individual particles until a condition of turbulence is reached. This "turbulent fluid bed" resembles a rapidly boiling liquid with the characteristic highly agitated diffuse surface and many small eruptions of the boiling mass. Different degrees of turbulence can be generated and all produce excellent mixing. The final stage occurs when the gas velocity becomes so great as to create a "dispersed suspension." Here no surface of the mass is defined and the gas carries solid particles out of their original positions. These changing conditions of fluidization have been studied carefully and pertinent nomenclature standardized by a committee of the American Institute of Chemical Engineers.' Many mathematical analyses2-3 have been made of the forces acting in a fluid bed. These analyses are invaluable, especially for the design of column sizes and selection of equipment. However, in a metallurgical process involving solids of many sizes with changing densities, varying temperatures, and changing gas compositions within the bed, calculations based on theory become approximate. Optimum operating conditions then are best determined experimentally. Many applications have been made of the principles of fluid-bed action by mechanical, chemical, and metallurgical engineers. Especially when good con- tact between reacting solids and gases is desired, very effective results are obtained from fluid beds. They permit excellent temperature control and uniformity throughout a mass of solids in fluid action. Heat transfer to walls and any coolers is high, and fast reaction rates are attained because the solid surfaces are continuously swept clean. The main disadvantages of fluid-bed operations are the danger of short-circuiting in a single bed, danger of incipient sintering which stops action, the necessity of avoiding large changes in particle size or density during roasting, and dust losses when particles of the charge are carried out with exit gases. In the metallurgical field the roasting of sulphide ores to form oxides and sulphur dioxide appears to combine several operating conditions which can be achieved to advantage in a fluid bed. Roasting involves a solid-gas reaction where a high reaction rate is necessary for high capacity, where good temperature control is important in order to prevent sintering, where good heat transfer is needed, and where the density of the solids, when changing from sulphides to oxides, is not largely changed. Short-circuiting, however, constitutes a major problem when a single fluid bed is used. Because of the turbulence of the bed, an entering particle may be in the region of the discharge before it is roasted. Hence, to attain a satisfactorily low sulphur in the calcine, a long average residence time with correspondingly low capacity is required. The solution to this difficulty is the use of multiple stages, which in the conventional fluid-bed design requires separate hearths with feed and discharge mechanisms for each stage. A further practical difficulty in fluid-bed roasting of flotation zinc concentrates is their fine particle size which makes a true fluid action without excessive carry-over of dust very difficult to attain, especially when the large air volumes necessary for high capacity are used. A New Design After considerable experimentation in the laboratory and on a semipilot-plant scale, a new method and equipment for roasting were devised which provided a unique solution to these problems. RegaRding the elements necessarily involved .in working out a scientific scheme of classification, Stansfield and Sutherland, (94)† quoting Grout, (34) make the following statement: All bases (for a scientific classification) should be capable of quantitative determination, or be exactly related to some property capable of such a test, so that, if no natural groups are found, arbitrary lines may be drawn to limit the classes. The best basis for classification should involve inherent and fundamental qualities of the materials considered. Allied to this is the requirement that advantage should be taken of any natural grouping. As a further help in selection, the bases or tests should be easily applied, widely known, and have a wide range of values in the material classified. In order that we may apply the philosophy thus expressed, it is necessary for us to have clearly in mind both the reasons why coals differ and the specific purposes to be served by the classification to be devised. Coals differ because, as modern science has shown, coal beds are actually neither more nor less than buried and altered peat deposits, formed in remote geologic time. And as is generally known, such peat beds consisted of masses of partly macerated and decayed trees, shrubs, plants, mosses and/or algae, deposited under swamp or semiswamp conditions. It is therefore to be expected that coals will vary: 1. Because of differences in the parent vegetation, due either to evolutionary plant changes, as from the fernlike types of the Paleozoic to the coniferous and hardwood types of the late Mesozoic and Tertiary; or due to the differences in floral assemblages (growing at the same time) induced by differences in local environmental conditions. Coal was known in this county before 1819, but there is no record of its use before that year. In that year a furnace, the first one built in the northwestern countries, was put in blast on Bear Creek; it was built to use coke and its first blast was with this fuel, which was made in heaps, but the blast was too weak and the furnace chilled after two or three tons of iron had been made. Charcoal was then substituted, and this use of coal ceased.1 In November of the same year a resolution was adopted urging state aid for a road from Kittanning to. Hamilton, New York: "that this road will increase the trade and industry of the whole county, between Pittsburgh and the New York line; and that our soil will in consequence be better tilled, our mines of coal, of iron and of salt, be better wrought, etc."2 In 1828 an advertisement of lands situated near Freeport on the Allegheny River and contiguous to the canal nearly completed between the Kiskiminitas and Pittsburgh stated that they contained "large and never failing springs, Coal in abundance, and a great deal of Fine Timber."3 In 1830 there were said to have been 24 salt wells in this county producing 327,000 bushels of salt, chiefly on the Kiski and Allegheny Rivers. In 1837 there were a number of wells in the vicinity of Freeport. As all the salt works on the Conemaugh River, were using coal long before 1830,4 it is safe to say that a considerable tonnage of coal was used for some years in these plants. In 1837 a tract of land in Clarion Township having a new saw mill and abounding "in Stone Coal" was offered for sale,5 and also one in Toby Township having "an abundance of the best quality of iron ore and stone coal."' Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. THE problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancellation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and lack of any immediate prospects of the copper market opening, have led to a universal reduction of forces; and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancelation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the returning soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and who have offered the supreme sacrifice. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Ariz., found it necessary, along with all of the-other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. Cana, originally called Santa Cruz de Cana, is situated in the province of Darien, in the Republic of Colombia, S. A. The river Cana is a tributary of the Tuyra, which flows into the Gulf of San Miguel, and thence into the Pacific Ocean some 80 rniles S.E. of the City of Panama. • The Espiritu Santo mine lies on the S. side of the Cana river at the foot of the Espiritu Santo range. The plateau of Cana has an elevation of 2000 feet above sea-level, and the mine is about 200 feet above the plateau. The map of the Darien accompanying this paper is the only correct one in existence. It was made by Lucien N. Bonaparte Wyse for the Panama Canal Co., and has been copied fur the present use, with permission, by Mr. L. G. Inglis. The dotted line on this map shows the route from the coast to Cana. As this mine was one of the most celebrated at the time of the Spanish occupation, it is only natural that there are a great many traditions and writings concerning its former workers and production. Dampier mentions it, though he does not seem to have been nearer to it than El Real de Santa Maria, the port on the Rio Tuyra, about 50 miles by road from Cana. Senor Vicente Restrepo's work, entitled Estudio sobre las Minas de Oro y Plata de Colombia, translated by C. TV. Fisher and published in New York in 1886, is, perhaps, the best treatise on Colombian mines. He has devoted a great deal of attention to the subject of the Espiritu Santo mine, and has had access to all that dealt with it in the archives of Bogota. It will be interesting to quote a few pasaages from the above work, which seemed like a romance to the writer of this paper some years ago, when he first came across the history. It is of importance to analysts to have a ready means of detecting the presence of small quantities of titaninm in iron ores and in certain fluxes and slags. The method given in Elderhorst's Blowpipe Analysis (fusion with potassium hydrogen sulphate) requires considerable practice, in order so to regulate the heat that the titanium oxide shall become soluble. In Brash's Determinative Mineralogy is found a method which, at least in inexperienced hands, has given better results, i. e., fusion of the substance to be tested with sodium carbonate on charcoal in the reducing flame. The solution in hydrochloric acid of the bead thus obtained, boiled with tin or zinc, gives the characteristic violet color; but when the mineral contains less than four per cent. of titanium oxide, long boiling and consequent concentration is necessary. In fact the test would seem to be much less delicate than is generally supposed. In the course of some analyses I quite accidentally found that a peculiar color is given to turmeric paper by solutions of titanium chloride. This color is hard to describe, being modified by the quantity of ferric chloride present in the solution ; but it is neither the orange of zirconia nor the red of' boron. It is rather a dull shade of purple, arid is easily recognized when the paper is dried, although the color fades in a few hours. By this means a solution containing .015 per cent. of titanium oxide can easily be tested. The same solution, treated with tin, required to be concentrated to one-tenth its bulk before a decided color could be obtained. The color given to turmeric paper is intensified after the solution has been treated with tin. This and some other indications show that the best shade of color is given by the titanons chloride rather than by the titanic chloride, and no other salt of titanium than the chloride has been found to give the color. Another peculiar property of titanium salts has come tinder my observation. When titaniferous minerals are soluble in nitric acid, and the solution is subjected to the action of the battery, the soluble titanium salt is converted into the insoluble oxide and appears on the electrode, in some cases, as a white coating; this
