Introductory.-There are many interesting and important events connected with the petroleum problem. The remarkable men who conceived the thought of transporting petroleum by pipe line, conserving the by-products of the commodity, and conducting extended investigation and research whereby the flash point of the oil was raised, its cost reduced and its Supply assured, are deserving of the gratitude of this nation. It was primarily the success attained by Captain Lucas, after his comprehensive search for oil in Texas and Louisiana, that was the impelling cause. which 'prompted the Navy Department to conduct the extensive series of liquid fuel-oil tests that were made from 1901 to 1903. The sensational discovery of oil at Spindle Top made a deep impression upon Rear Admiral George W. Melville, then Engineer-in-Chief of the Navy, and the discovery of the vast oil field in Texas convinced him that, within a generation, if not within a decade, crude petroleum was going to play a very important part in warfare, and that the commodity might possibly develop into a necessary munition of war. The United States' Commanding Position as a Petroleum Producer.¬ In the study of the various problems relating to the world's production of crude petroleum, the position of the United States is one of commanding importance, whether viewed from the industrial or the military aspect. The present yield of this country is practically double that of the rest of the world, and, in view of the productive and prospective fields possessed by various countries, together with the comprehensive and exhaustive search that has been made throughout the world for petroleum, it is extremely probable that this lead will be maintained for the next decade. As regards the character of the crude-oil yield of different countries, America possesses the greater part of the supply that contains a paraffine base, and therefore a considerable portion at least of the American product produces the best illuminant. Of all the crude-oil distillates, kerosene is in many respects the most important, and the Appalachian product for this purpose is favored, particularly in the Far East, above that of any other petroleum yield of the world.

A considerable quantity of experimental data is available on the effect of time, temperature, work-hardening and composition on the mechanical properties and corrosion resistance of aluminum alloys. There is, however, little unity of purpose or generality in most of the studies and, because the number of variables is large, the results often are not applicable to the problems that arise in practice. Furthermore, the customary expression of the effect of different variables as separate curves or as three-dimensional diagrams with time, temperature and the dependent variables as coordinates, renders the task of selecting the optimum time and temperature of precipitation treatment, with respect to their simultaneous but unequal etfect on the various properties, exceedingly difficult. The introduction of precipitation treatments to raise the yield strength of 24s-type alloys has created a need for a method of correlating and summarizing the effect of time and temperature on the mechanical properties and susceptibility to inter-crystalline corrosion. Correlation is particularly desirable because the choice of time and temperature is of necessity a compromise to achieve the best possible combination of properties, and the optimum conditions cannot he accurately specified unless the data are in a form in which the alternatives can be readily compared. Therefore, the work described here was undertaken to find a common relationship that would be capable of expressing the effect of precipitation time and temperature on the various properties and by means of which the relative effects could be correlated and their interpretation facilitated. Review of Previous Work In connection with an investigation of the interrelation of age-hardening and creep performance of nickel-silicon-copper alloys, Jenkins and Bucknalll demonstrated that the time required to attain maximum hardness and tensile strength could be expressed by a relationship of the form: t = K • io"^ (i) where t is the time in hours and T the temperature of aging, expressed in degrees absolute, and m and K are constants. They also pointed out that this expression is analogous to that which describes the change of the diffusion coefficient D with temperature; namely, D = Ae-~/m (2) Later, Cohen used this relationship in studies of the mechanism of age-hardening of a silver.rich copper alloyZ and of duralumin.3

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel was all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance.. Some treated their steel with considerable refinement, while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. I HAVE taken the liberty of calling the researches herein mentioned industrial, to distinguish them from those strictly scientific, where every known appliance is used to insure accuracy in determining principles. The industrial researches are made to ascertain wherein we have failed to embody, in practice, the principles which have been fully demonstrated by the more purely scientific investigations. So far the researches have been mostly confined to the conditions of combustion as used in locomotive furnaces, although we have examined, to some extent, furnaces under marine and stationary boilers. The products of complete combustion are gases, and, knowing what we should have, it is at once shown by analyzing the products whether the desired reactions are taking place. In spite of imperfect furnaces, lack of system in the arrangement of grate-bars and exhaust nozzles, the results are not altogether vitiated, because the analyses are not closer than one-tenth of one per cent., as under the present conditions it is hardly possible to collect gas exactly under the same conditions at different times. All of our industrial operations have developed in the past few years so rapidly, nearly all of them paying, that, until within the past three years, comparatively little attention has been given to their economy outside of the profession. Great corporations have not asked and considered the question in earnest, can we utilize our heat so as to produce the same effect at less cost? The applications of heat are so extensive, entering into every branch of industry, the principal power used to carry on metallurgical processes, to conduct transportation, that its economical generation becomes of universal importance; in fact, its economical generation and application is the leading industrial question of the day. It is stated by those who have given the subject much attention, that in our best steam-engines not over 10 per cent of the theoretical value of the fuel is utilized, and upon locomotives it is far less, probably not exceeding under the most favorable circumstances 5 or 6 per cent. In recent experiments made with the dynagraph, in drawing trains upon the Lake Shore and Michigan Southern Railway from Cleveland to Erie, 95i miles, we found the force required to draw a stock train of 709 tons to be 2,498,396,320 foot-pounds, exclusive of the force to move the locomotive itself. Sulfur isotopes are best used in conjunction with other geological studies to determine the origin of known deposits; concept-oriented exploration programs can then be developed to find similar deposits. Geochemical processes are capable of causing different S '41S" ratios in the minerals and fluids participating in natural reactions. Because the magnitude of the resultant isotopic difference is inversely proportional to temperature, sulfur isotopic studies can be used to determine the source of the sulfur in high temperature deposits. The narrow spread of sulfur isotopic values from ores related to cupolas of felsic intrusions suggests that the sulfur in the ore-forming fluids was derived from a fairly uniform source (such as the intrusions) rather than by heated ground water from the adjacent country rocks. However, geologic and isotopic evidence suggest that the sulfur of many nickel sulfide ores may have been derived from the country rocks rather than the associated mafic igneous rocks. This sulfurization hypothesis implies that mafic intrusions in sulfur-rich country rocks should be prime exploration targets. Sulfur isotopic analyses of sulfides in the mafic rocks may indicate whether sulfurization has occurred. In equilibrium geochemical reactions S" is concentrated in the minerals with the greater bonding strengths. Thus the isotopic compositions of coprecipitated sulfides that have not undergone exsolution may be used as geothermometers and to distinguish multiple periods of mineralization, post-ore metamorphism, etc. The sulfur isotopic compositions of coexisting sulfides at Butte, Mont., indicate that the copper minerals did not originate by simple replacement of pyrite. Geologic and isotopic evidence suggest that the mineralogical and isotopic zoning at Butte formed almost isothermally during the geochemical evolution of the ore-forming fluids upward and outward from the Central zone. Unidirectional reactions cause enrichment of S" in the products. At low temperatures the isotopic effects of bacterial and inorganic reactions are difficult to distinguish. Anaerobic sulfate-reducing bacteria apparently were responsible for the sulfur of Gulf Coast salt domes and for diagenetic pyrite in sandstone-type uranium deposits. Sulfur (and carbon) isotopic data suggest that the roll ore bodies of sandstone-type uranium deposits originated by limited inorganic oxidation of diagenetic pyrite rather than by bacterial activity. Accordingly roll ore bodies should be most numerous and thickest against those portions of the sandstone aquifer that contain pre-ore pyrite.

Y.-The part of Mr. Fiske's paper that interests me especially is that portion dealing with the raw materials, and the tests that were applied to the raw materials in order to determine their value in advance, if possible, because that, I believe, is a step in the right direction. For a number of years I have done my best to persuade different consumers of clay to develop standard methods for testing raw materials. We have in this country a large variety of clays which can be used for a great many different purposes, but in many cases the consumers either have no standard methods for determining the value of those clays in. advance, or if they have they do not publish them; consequently it often puts the clay miner at a disadvantage. If, for example, manufacturers of different types of refractory materials would state publicly just what physical tests their raw materials have to meet, it would, I believe, help them to find more easily the materials that they are looking for, and the clay producer would also be benefited. It would also encourage him to have his clays tested in advance, so that samples could be accompanied by certificates of physical tests that would be of convenience to the manufacturer. At the present time, in this country there are certain types of clay which seem to be rather scarce. There apparently are not many deposits of clay that are exactly suited for the manufacture of zinc refractories. So, too, there are not many deposits of clay that are suited for the manufacture of glass-pots, or the blocks for glass tank furnaces, or clays that can be used for graphite crucibles. Now, in many cases, no standard series of tests has been developed. I am also gratified to see that Mr. Fiske considers the tensile strength. tests of value. Some years ago the American Ceramic Society appointed a committee to draw up a series of recommendations covering standard tests. These recommendations were especially for the use of State geologists and the U., .S. Geological, Survey. Among the tests that were considered was the tensile-strength test, which Mr. Fiske has mentioned in his paper. Unfortunately, a majority of the committee turned it down, and the test was therefore not officially approved, but two of us, who formed the minority, believed in it. Since then the other members of the Committee have come to see that that is an important test to make and Mr. Fiske has emphasized it in his paper.

The investigation of mine shafts and underground workings at Leadville, Colo., was started in May 1946 and recessed in November 3, 1946. Thirty-eight shafts and connecting accessible underground workings, comprising about a third of the accessible shafts in the district, were investigated. The Leadville district, a former important producer of lead and zinc, was considered by the Bureau of Mines to be capable of bolstering 'the waning domestic output of .these important metal. Accordingly, the investigation was initiated for the purpose of. .obtaining more definite data on sulfide and oxide reserves, evidence to justify completion of the Leadville drainage tunnel, representative large samples of the complex oxidized and mixed ores for testing to determine methods, beneficiation factual data to be supplied to property owners in order to stimulate production, and to determine the more favorable areas for development by the Bureau.

With only one certain exception coal was never used by the Indians, before white men came to America, for any purpose except as an ornament or for paint. Within the past few years it has been discovered that the Hopi Indians in Navajo County, Arizona, used lignite for burning pottery, about 1000 A. D., as dated by tree rings. They were able to obtain a clear color in their ware that could not be obtained with brushwood fires. The coal was mined by hammers from outcrop openings, some of which can still be seen, and the tools used have been found in them.1 (See also p. 376.) Small figurines made of splint or cannel coal have been found at various localities in western New York, in Ohio and possibly other places, evidently made for ornaments. There is no reason to think they are of any greater age, if as old, as that mentioned above. Some crushed coal was used by the Indians as a black pigment in painting themselves, but apparently the eastern Indians never used coal for any other purposes. Some think that several tribes of Indians in the Northwest, along the Missouri, used coal as fuel, the basis being a statement attributed to Radisson about 1660. In the Jesuit Relations of 1659-1660 it was stated that Radisson anti Groseilliers had just returned from a visit to Lake Superior and beyond. "In the country of the Poualak, which means 'warriors' they say `as wood is scanty in supply and small in size in their country, nature has taught them to make fire with coal from the earth (charbon de terre) and to cover their cabins with skins.'"2 This statement was only hearsay with the good fathers, and the reputation for veracity of the two explorers is not of the best, and it is extremely probable that instead of coal they used turf, dry grass or buffalo chips. In fact in Radisson's Voyages' he does not mention coal at all in his account of the third voyage, when he was supposed to have seen it used. His accounts of his travels are badly mixed, and he and his companions were much better travellers than narrators. None of the early travellers up the Missouri River saw any evidence even then that the Indians were familiar with the use of coal. In the writer's opinion it is unlikely that coal was used as stated by the Jesuits.

"The removal of chemical oxygen demand (COD) from coking wastewater was experimentally investigated using a three-dimensional electrode reactor. The experimental results showed that the refractory organics in coking wastewater can be effectively removed by this process, and COD removal efficiency was affected by the operating parameters, such as electrolytic retention time, particle electrode dosage, initial pH, current density, aeration amount and electrical conductivity. The experimental results show that the three-dimensional electrode could have a COD removal efficiency of more than 60% and a running cost of no more than 6 YUAN (RMB)/t. This indicates the great potential of a three-dimensional electrode reactor in engineering applications as an advanced treatment methods for coking wastewater.IntroductionCoking wastewater is generated from coal coking, coal gas purification, and by-product recovery processes of coking; it is composed of phenolic compounds, heterocyclic compounds, polycyclic aromatic hydrocarbons, ammonia, cyanide, polycyclic nitrogen-containing aromatics, acyclic compounds, etc. Most of these constituents are refractory, poorly biodegradabile, toxic and carcinogenic [1-3]. Currently, coking wastewater is usually treated by different forms of A/O biological nitrogen removal processes as the primary treatment means, but the aforementioned processes are not efficient enough to meet the requirements of the National Discharge Standard in China (GB13456-1992). According to the continuous requirement on improving environmental protection for the coking industry (revised 2008), increasing wastewater utilization ratios and reducing the discharge of effluent in the coke industry have to be implemented for cleaner production and sustainable development. Therefore, advanced technologies need to be developed to treat coking wastewater and reutilize the product as industrial cooling water, which would be one of the best choices to achieve zero discharge of wastewater and reduce water consumption per ton of steel produced. In this study, a three-dimensional fluidized bed electrode reactor was adopted for the advanced treatment of coking wastewater, and the effects of operating conditions, including particle dosage, initial pH, current density, supporting electrolyte, as well as aeration amount on the COD removal rate, were investigated. Its running costs were also estimated."

Research is defined, scientifically, as a "systematic investigation of some phenomenon, and also a search for hidden treasures." Chemists tell us that the hidden treasures of petroleum are far richer than the products which have been best known to us. However, these secrets will be discovered only through intensive and systematic, as well as scientific, industrial research. Indeed, the scope of the subject is so great that such an intensive research program should be assumed by a centralized organization supported by the petroleum industry as a whole. Such organization should assume the responsibilities for investigation of new products and development of markets for such products. Gasoline, the chief product of the petroleum industry has become a cheap commodity. The continual uncontrolled overproduction of crude petroleum, the intensive competitive condition in the marketing of petroleum products and the increase of refining efficiency and installing of cracking facilities, have all combined to lower the market value of gasoline. The purchaser has profited from the lower cost of gasoline by way of lower prices so that today the most important product can scarcely be manufactured at a profit. In other fields, manufacturing industries have diversified their products when faced by a similar situation. Thus, they have been able to widen their marketing outlook. Why cannot the petroleum industry employ the same tactics? Right now we are hearing much discussion concerning the development of a wider market for existing petroleum products and new products for existing or prospective markets. For instance, we can cite recent developments for use of propane, butane and ethylene. Butane has been found to be an efficient and inexpensive refrigerant, especially adapted to home refrigerating systems. Propane and butane fractions of natural gasoline may be shipped under pressure and may be used as a substitute for, acetylene in cutting torches in connection with oxygen. There is a possibility of substituting butane for gas oil in the carburation of coal gas, as we know that butane contains practically the gas enrichment as the same volume of gas oil and should prove to be a superior product for

Blast furnaces are the tools of men, and it is men who have made them great. Here is presented the story of the Ironmakers-the men who first poured hot metal into what would someday be the sinews of a nation. W HEN the Jacobean merchant adventurers bade farewell to the first ship of colonists sailing for the new land, they instructed them to direct all their skill and energy to grow silk worms in Virginia. The adventurers felt sure that they could flood the market with highly priced and much desired goods like silk, sugar, tea, and indigo. They were also convinced that they would fill the needs of the mother country for iron. Early iron production in the colonies The merchants certainly had a wonderful imagination, for silk and indigo were just as exotic in Virginia as they were in England. The settlers found it more profitable to raise tobacco on the vast stretches of the free, fertile land. Thus the plans of settlers clashed with those of The Virginia Co.; and only point of agreement was the desire to produce iron. But, even there the motives of the settlers and those of The Virginia Co. of London were worlds apart. The settlers wanted to produce the tools badly needed in the colony, while the Company desired to cash in on the rising demand for iron which the home industry could not satisfy. Both the settlers and the Company lost no time trying to find iron ore. Locations of the early mines are not known. If, however, the reports of the Irishman, Francis Maguel, can be trusted, as early as 1609 a ship sailed for England with a load of 17 tons of crude iron which the East India Co. purchased at £ 4 per ton. The iron was of excellent quality and considered the best iron made of non-English ore that was ever purchased.

When a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite-ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

The very survival of the Canadian mining industry is threatened by lower ore grades, environmental pressures, high cost of labour, unfriendly tax laws toward exploration and the increasing cost of new technology. In order to compete in the world market, Canadian producers and their suppliers are rethinking age old customer-supplier relationships in favour of preferred supplier relationships which can improve the profitability and enhance the competitive position of both partners.This paper attempts to redefine partnerships with suppliers in the context of a ""win-win"" objective. It will outline the measurable benefits to both partners through a representative product which highlights the keynote structure of any successful supplier partnership The Status Quo...Mines all over North America are plagued with the same recurring questions, ""Who has the best product for my operation at the lowest price... How do we know a product will perform to a supplier's projections after the sale...What do we do if the product fails to perform as expected?"" These questions have been asked by underground mining operators for decades but rarely have long-term solutions with measurable results been achieved.The LHD industry is one example of the status quo where partnerships will provide large gains toward technological advancement, reducing mobile equipment costs. The underground mining industry is out of sync with their surface counterparts in the open pit business.Partnerships with suppliers in the open pit world are not only a standard practice but a culture which has existed for decades. Open pit operators enjoy concepts which fix their mobile equipment costs for the life of the mine and hold the equipment supplier accountable for performance and fleet economics for 60 000 service hours and longer.Manufacturers are attempting to transfer this culture into the underground mining industry. The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. When a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite-ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. In any discussion of this very large subject we are confronted at the outset with so many obstacles that at best only a fragmentary and rather disconnected presentation can be made of it, and my hope is that building from the few facts I have to offer a more complete knowledge may be secured. In the whole intermountain and Pacific Coast region, west of Pueblo, Col., and from Canada to Mexico, there is no production of pig iron, and steel production is confined to the manufacture of a small amount of open-hearth steel from scrap. When we consider the area, the resources, and the several centers of population, this condition seems anomalous, even in the face of every counter argument as to cheap water transportation, or other means of transport from the Atlantic Seaboard or from the iron and steel centers of the Middle West. This comatose condition, if such a term may be applied, is certainly not due to a lack of all the essential materials and factors for success in iron and steel smelting, but is rather, I think, due largely to the general fact that it is only within a comparatively few years that the centers of population on the Pacific Coast have attained a size that would entitle them to the position of distributing or freight centers, or that the "back country" has been enough built up to make it sufficiently interesting to the railroads to foster trade from the local centers to the interior points rather than seek to supply such local centers and the interior by a transcontinental haul. "Ore Supply Edwin C. Eckel, in his monumental work on Iron Ores, has but little to say concerning the Pacific Coast deposits. He mentions (p. 269) those of Minaret, Madera County, and the Eagle Mountains, Riverside County, Cal., "perhaps 50 to 100 million tons each;" the deposits in Shasta County, worked for the electric furnace on Pitt River; and
