The term phosphate beneficiation often conjures up visions of processing technologies that physically separate the phosphate rock from some impurity and do not result in a change in the chemical nature of the phosphate rock. However, when we consider hydrometallurgical processing as a phos¬phate beneficiation technique we have to include all chemical treatments that convert phosphate rock into a more useful product. With most of the phosphate rock mined being used for fertilizer pro¬duction, the best known and most widely employed hydrometallurgical process is wet process phospho¬ric acid manufacture. In general, all phosphate rocks are so insoluble that there is no physical treat¬ment that will allow the phosphate content to be used by vegetation in a timely manner. However, after chemical treatment, 100% of the phosphate is readily available for vegetation nutrition. If there is a chemical beneficiation process that could be considered the standard method of treat¬ing phosphate rock it would have to be the wet pro¬cess for phosphoric acid production. In this process finely ground phosphate is reacted with sulfuric acid to give phosphoric acid and phosphogypsum. The phosphogypsum crystals are removed from the phosphoric acid solution and discarded; the phos¬phoric acid is further processed to give the finished fertilizer product. The primary reason that this pro¬cess was adopted so widely is because the phosphogypsum solid that is formed can be easily separated from the phosphoric acid, thereby removing the calcium portion of the phosphate rock and the sul¬fate portion of the sulfuric acid. Other acids have been used to treat phosphate rock but nitric acid is the only other acid used commercially. Nitric acid gives a mixture of phos¬phoric acid and nitrates that can be further pro¬cessed into N-P fertilizers, but the range of N/P grades that can be produced is limited. Hydrochlo¬ric acid has been used to react with phosphate rock, and it can be used to generate a pure phos¬phoric acid but only after solvent extraction to separate the calcium chloride from the phosphoric acid. And then there is the problem of what to do with the calcium chloride. The acid that has received the most attention as a substitute for sulfuric acid is phosphoric acid. In this process, the phosphoric acid reacts with the phosphate rock to give a mono-calcium phosphate solution. This process does not dissolve all the impurities in the phosphate rock, and these solids can be removed from the solution before sulfuric acid is added to convert the soluble calcium to insoluble phosphogypsum. Despite all the claimed advantages, this process has not found favor. A suc¬cessful application of this process to treat some of the lower grade phosphate rocks being used today would seem to have some distinct advantages. SOME time ago,, a prominent engineer asked a representative of the firebrick industry to prepare a comprehensive paper on blast-furnace refractories. It was to have been the purpose of this paper to gather practical experiences from widely different sources, in the hope of determining what kind or kinds of firebrick were best adapted for certain uses. This engineer sent questionnaires to the large consumers of blast-furnace linings and stovebrick and received very detailed replies as to their experiences. These replies are conflicting, but, having been turned over to the writer, form the basis of this attempt to meet the request. Because of the impossibility of making final recommendations at this time, a few of the more interesting and commonly known methods of studying refractories are also discussed, as well as the more recent developments in this field. The first reply to, the questionnaire stated that good service was being secured from the linings. This satisfactory condition was attributed to the use of a very good distributor. The writer believed that manufacturers try to and do produce a good product and that the proper handling of equipment is of the utmost importance, if good results are to be secured. The type of bricks used was not mentioned. The second reply stated that good life was secured from the furnace linings, but that the writer had had soft-fired stovebrick crumble and, for that reason, preferred a hard-fired product for use in this position. The type of bricks used was not mentioned. The third reply stated that firebrick had crumbled from the mantle up; the cause was not known. The fourth reply stated that the stove linings were satisfactory. Hand-made furnace linings failed after 4 years' service so a steam-pressed lining was installed which was still good after 4 years of service. Consequently, a second steam-pressed lining was installed but this disintegrated at the top after the furnace had been in- blast 7 months. The firebrick manufacturer attributed this failure to the expansion of iron blocks that had been installed at the stock line to prevent erosion.

"Recycling and reuse is perhaps the most favorable and beneficial way to solve the problem of industrial waste disposal. However, the use of industrial wastes like fly ash, tailings etc is in practice for brick manufacturing, land filling, embankments filling etc. These existing practices do not add enough value to the wastes. Moreover, some wastes may have very good potential to be incorporated in valuable products like paints. This study reveals about the value addition of industrial wastes like fly ash, copper tailing and blue dust as an extender in paints. Comparative properties and characteristics of these three wastes for application in paints are discussed. Fly ash, copper tailing and blue dust were characterized for physical, chemical and mineralogical properties and used in different paint formulation based on their potential to the particular application. Fly ash has been found very useful in enamel, primers and flat paints while copper tailing was found suitable in oil based paint formulations. The performance of fly ash and copper tailing paints were evaluated by comparing with those of conventional whiting extender. Blue dust was compared with conventional iron oxide for use in priming coats. The extender properties of these new material and paints prepared out of blue dust, fly ash, copper tailing, were found better than the existing related materials.IntroductionIndustrial development and environmental reforms should run parallel to benefit each other. This is the best policy, which must be adopted by industries for the sustainability of the current modern life. The high degree of industrialization and urbanization adds scads of waste resulting problem of pollution and challenges of their safe disposal. The nature of waste depends on the process that produces waste as its by-product. Therefore, policies/plans are prepared by keeping the view of possible potential hazards. Among the different wastes some are generated in the industries, which have great importance in the country’s economy, like fly ash waste from thermal power industry and mining waste. In India the total contribution of thermal power in the total electricity generation is more than 70% and it produces about 123 million ton of the fly ash annually [1]. On the other hand mining plus extraction of ferrous and nonferrous metals also produce waste in million tonnes of categories [2]. Since the generation of this waste is very high they cover large land area for their disposal and dumping [3]. The storage of this waste in the dumping sites for long time duration may cause problem of land, surface water, ground water and fertile soil contamination [4]. As far as Indian fly ash is concerned it does not contain toxic element over the limits of hazardous waste [5]. However, in general most of the metals deposits are found in the form of pyrite based ores. Mining wastes contain toxic elements e.g. heavy metals in varying amount, which get mobilized when pyrite get oxidized to sulphate producing sulphuric acid [6,7]. These ores contain very less amount of targeted metals in themselves thus they require extensive preprocesses for concentration of the metals [8]."

MEASUREMENTS Of the rate of decomposition of austenite at constant temperature are commonly represented by plotting the percentage transformed on linear coordinates against time on either a linear or a logarithmic scale, a method that yields a curve that in shape resembles an integral sign (Fig. 1). A graph of this kind is not always convenient because extrapolation to the beginning or end of the transformation, or even interpolation, may be uncertain unless there are a large number of observations, which seldom happens; furthermore, the degree of consistency of a set of measurements is difficult to judge from such a curve. It is desirable therefore to find some mode of plotting, or even better to find a standard variety of graph paper, that gives a straight line instead of the integral shape. The straight line has many advantages; the number of readings required to fix the position of the curve is greatly reduced, interpolation is easy and rapid, extrapolation can be carried out with greater confidence and, finally, the consistency of the measurements is readily estimated from the scatter of the points. The last advantage is particularly valuable when the data are obtained by direct microscopic examination alone, because they are influenced by the skill of the observer in estimating the relative size of areas, possibly also by undetected inhomogeneity of the specimen. A search for ways of representing the observations as a straight line yielded two methods which are described in this paper. The paper also includes an account of some interesting relations brought to light in applying these methods to the available experimental data. Usually the best way to derive such a method of plotting is to base it on established principles of chemistry and physics, as has been done, for example, for the temperature variation of the equilibrium constant of a chemical reaction. But so little is known of the mechanism of the decomposition of austenite, and so little is available in the way of well established background for changes of this kind, that it is simpler to rely upon purely empirical means. A hot-dry method of cleaning the gas from blast furnaces has been shown1 to conserve the sensible heat energy of the gas, and in general it thus permits of a higher flame temperature. The electrical method of cleaning gases removes from 98 to 99 per cent. of the suspended matter in one operation when operating properly, thus making possible the use of a very clean gas for burning in the stoves. The use of such clean gas thus makes feasible a different type of hot-blast stove construction from that being used at present. It therefore seems advisable to construct the stoves from the viewpoint of getting the maximum amount of heat energy into the products of combustion. By preheating the air added to the top gas and obtaining a better mixture of the air and top gas, less excess air will be required and a higher flame temperature obtained from the combustion of the top gas. The interior of the stove should be provided with a kind of brick that will withstand a high flame temperature, will conduct the heat energy along certain directions, insulate the flow of heat along other directions and at the same time store heat energy so as to make the flow of such energy more uniform. It is quite likely that these results can be best obtained by using several kinds of bricks: one type which is a good insulator of heat energy to be used for lining the stove and for making partitions through the stove to restrain the flow of heat; another type of brick or material with high refractory qualities; and a third type which will be a good conductor of heat energy. The surface of the stove exposed to the atmosphere should be a minimum in comparison to the mass of checkerwork which it is possible to obtain, due regard being paid to other conditions. With clean and hot furnace top gas it will be advisable to consider a rearrangement of the checker work in the stoves. Production of magnesium metal in the United States during the past decade has increased from less than 600,000 lb. in 1928 to more than 4,800,000 lb. in 1938.1 The growing industry has stimulated interest in methods of production and in sources of raw material. All of the present domestic production is from brines. However, the availability of large tonnages of magnesite in the state of Washington, together with the possibility of cheap power, have created interest in the utilization of magnesite for the production of magnesium metal as well as for other purposes. Magnesite, the carbonate of magnesium (MgCO3), usually is associated with limestone (CaC03) and dolomite (MgCO3. CaC03). It occurs in crystalline and microcrystalline (sometimes termed amorphous) forms.2 The more common crystalline mineral is found in various shades of white, gray, yellow and brown, the colors being due to impurities, chiefly iron. Magnesite has a hardness of 3.5 to 4.5 and a specific gravity of 3.0 to 3.1. It forms rhombohedra1 crystals in the hexagonal system, having a vitreous, pearly luster. The quarries and mines of the Northwest Magnesite Co. near Chewelah, Wash., are large producers of magnesite for refractories. The deposits are extensive, some veins being hundreds of feet wide. The boundaries of the veins are indefinite, and the magnesite is interfingered with dolomite. Calcite, talc, serpentine, quartz and shale are disseminated through the deposits. The quality of the ore cannot be determined by appearance or by simple tests; chemical analysis is required. These features make it difficult to determine the boundaries or total quantity of workable ore.3 Only the higher-grade ores are mined, and a considerable proportion of the magnesite content is discarded by hand-sorting and log-washing methods. After calcining, the sorted product meets the specifications for usual refractory material, as it contains approximately 81 per cent MgO, 7 per cent SiO2, 6 per cent CaO and 6 per cent Fe203 + A1203. A sample of the reject material had the following analysis after calcining: 65.4 per cent MgO, 6.3 CaO, 21.1 SiO2 and 6.5 R2O3. The percentage reported as R2O3 includes compounds whose chlorides are acid-soluble but give precipitates in ammoniacal solution that are ignited and weighed. The more common constituents are Fe2O3, A1203 and TiO2. The sorted magnesite product is not the best grade. even for refractory purposes, and leaves much to be desired for a reduction process. The rejected material contains a large proportion of magnesite. It is apparent that an effective concentration method would yield a higher recovery and a better product. "Germanium leaching from germanium dust and fume was carried out using sulphuric acid. Response surface methodology (RSM), based on a five level, four variable central composite design (CCD), was employed to obtain the best possible combination of liquid/solid ratio (Xi: 2-10), leaching time (X2: 1-5 h), sulphuric acid concentration (X3:3.15-15.75mol/L) and leaching temperature (X4:50-90 *C) for germanium leaching. The obtained experimental data were fit to a one-order polynomial equation using multiple regression analysis and also analyzed by analysis of variance (ANOVA). The 3-D response surface plot and the contour plot derived from the mathematical models were applied to determine the optimal conditions. The optimum extraction conditions were: liquid/solid ratio of 10, leaching time of 1 h, sulphuric acid concentration of 15.75 mol/L, and leaching temperature of 87.8 'C. Under these conditions, the germanium leaching extent was 65.14%, which is in close agreement with the value predicted by the model. The samples were characterized before and after leaching using X-ray diffraction (XRD).IntroductionResponse surface methodology (RSM) is one of the relevant multivariate techniques which can deal with multivariant experimental design strategy, statistical modeling and process optimization [1-15]. It is used to examine the relationship between one or more response variables and a set of quantitative experimental variables or factors. This method is often employed after the vital controllable factors are identified. It is also used to find the factor settings that optimize the response. Designs of this type are usually chosen when a curvature in the response surface is suspected [6], The process optimization of the sulphuric acid leaching of germanium from germanium dust and fume has not been reported in the literature. Hence the present work intends to assess the effects of variables such as liquid/solid ratio, leaching time, sulphuric acid concentration and leaching temperature and to identify the optimum conditions using RSM. The characteristics of sample before and after leaching are assessed using the advanced analytical instruments such as X-ray diffraction (XRD)."

The issue of flyrock is critical to the operation of all mineral extraction sites that use blasting. This paper takes a risk-based approach to identifying, analysing and managing the flyrock hazard. The basic cause of flyrock generation is a mismatch between the energy available and the work to be done. It should be noted that the energy available depends on the charge confinement. This mismatch can be caused by an abrupt decrease in rock resistance (geological weaknesses), overcharging, inadequate delays between holes and rows, inappropriate blast design and inaccurate drilling. The mismatch can come about from two sides; either too much energy (charge) for a fixed burden (work to be done), or insufficient burden (work to be done) for a fixed charge. The main mechanisms of flyrock generation are rifling, cratering, face bursting and secondary blasting. Each source mechanism has different characteristics in terms of vulnerable locations and each requires different control measures. However, all controls require a high level of quality control and assurance. A range of different approaches for managing flyrock risk and determining blast clearance zone dimensions are presented. A prescriptive consequence-based approach is discussed. A conventional risk matrix based approach is outlined with some innovation regarding controls rating and uncertainty ratings. A published semi-empirical approach is discussed. Two examples of quantitative flyrock risk analysis are presented; one involves bench blasting based on a published paper and the second is a cratering example developed by the author based on consulting projects. Finally, a stochastic approach based on published work is presented which simulates cratering superimposed on face bursting mechanisms. Also, a stochastic analysis undertaken by the author of the cratering example is presented. Effective blast emission management is required for two reasons; firstly to reduce and/or eliminate safety risks and secondly to manage public perception of blasting risks such as flyrock. The conclusion of the current research is that the wild flyrock risk can be estimated using existing techniques. Furthermore, both qualitative and quantitative risk management methods as discussed in this paper can be used for flyrock management for a given blasting situation. A combination of both is considered to be best practice.

The Circuitron herein described applies current from the classifier motor circuit and energy from the sound of grinding media to move an oscillating disc. The disc through a photoelectric cell controls the speed of the ore feeder and consequently the amount of ore delivered to the mill. THE Telluride Mines, Inc. at Telluride, Colo., is operating a flotation concentrator recovering lead, zinc, and copper with some gold and silver. The nominal capacity is 500 tons per 24 hr. The ore, which comes from several different mines, is characteristic of the district, changing from extremely tough rhodonite to soft gouge. The ore is crushed and washed, recrushed, and delivered to the mill bin at about % in. to serve as ball mill feed. Details of Grinding Circuit The material from the fine-ore bin is carried over a belt feeder driven by a Reeves vari-speed device. The belt discharges to a No. 86 Marcy ball mill, which operates in closed circuit, with jigs and a 6-ft Dorr classifier. A Massco density controller holds the density of the classifier overflow at a predetermined point. The overflow, which contains about 5 pct + 48 mesh, goes to the flotation section. Manual Operation Before the adoption of automatic control for the grinding circuit, this work was all done manually by the operator. The bin gate was set to deliver 40 to 50 lb of ore per lineal foot of belt, and the speed of the belt was adjusted by the operator to deliver at the rate of about 500 tons per 24 hr. As the ore changed in hardness, specific gravity, or in the amount of moisture, or, as the size of the feed changed due to bin segregation, crusher setting, or other causes, the operator made corresponding changes in the rate of feed by manipulation of the Reeves control. Sometimes these changes occurred so rapidly that they caused sharp, pronounced surges, which created very considerable unbalance from normal conditions in the grinding circuit and, more critically, in the flotation section. Since it is not possible for the operator to anticipate or follow such changes closely, a very considerable unbalance from normal conditions may occur, which will require a drastic change in the rate of feed. These surges upset the fineness of grind and interfere radically with the balance between tonnage and reagent control. All of this tends to reduce the grade of concentrates, increase the loss in the tailing, and thus decrease the recovery of values. The Circuitron Some years ago, The Mine and Smelter Supply Co., in conjunction with the operators at the Telluride Mill, undertook to build a device that would give close control of the rate of feed from the ore bin and to coordinate with this a related device that would regulate the amount of sand load on the classifier rakes. Emphasis was strongly laid on the fact that such a control must apply to the entire grinding circuit and must include the feed to the ball mill, the classifier sand return, and the density of the classifier overflow. If this could be done successfully, we felt that the circuit could be operated under best possible conditions, with compensations

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a. gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or Papers on iron and steel. The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards. In general, papers dealing with the practical side of. the subject have preference over those dealing with the theoretical, side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five, including the Chairman of the Iron and Steel Committee, shall be appointed by the Iron and Steel Committee annually to adjudge the. award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the award shall be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be designated "The Hunt Medallist." This prize is administered. by the iron and Steel Committee. J. E. JOHNSON, JR., AWARD This award is made from the income of a fund of $30000 donated by Mrs. Margaret Hilles. Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron. and Steel Committee, and a frequent contributor of papers to the Institute's TRANSACTIONS. This prize is administered by the Iron and Steel Committee. The intent of the donor is to encourage young men in creative work in branches of the metallurgy or manufacture of pig iron with which the professional activities of Mr. Johnson were chiefly concerned. The control off the fund and distribution of the awards having been vested in the Board of Directors of the Institute, this Board has made the following regulations concerning it:

The Circuitron herein described applies current from the classifier motor circuit and energy from the sound of grinding media to move an oscillating disc. The disc through a photoelectric cell controls the speed of the ore feeder and consequently the amount of ore delivered to the mill. THE Telluride Mines, Inc. at Telluride, Colo., is operating a flotation concentrator recovering lead, zinc, and copper with some gold and silver. The nominal capacity is 500 tons per 24 hr. The ore, which comes from several different mines, is characteristic of the district, changing from extremely tough rhodonite to soft gouge. The ore is crushed and washed, recrushed, and delivered to the mill bin at about % in. to serve as ball mill feed. Details of Grinding Circuit The material from the fine-ore bin is carried over a belt feeder driven by a Reeves vari-speed device. The belt discharges to a No. 86 Marcy ball mill, which operates in closed circuit, with jigs and a 6-ft Dorr classifier. A Massco density controller holds the density of the classifier overflow at a predetermined point. The overflow, which contains about 5 pct + 48 mesh, goes to the flotation section. Manual Operation Before the adoption of automatic control for the grinding circuit, this work was all done manually by the operator. The bin gate was set to deliver 40 to 50 lb of ore per lineal foot of belt, and the speed of the belt was adjusted by the operator to deliver at the rate of about 500 tons per 24 hr. As the ore changed in hardness, specific gravity, or in the amount of moisture, or, as the size of the feed changed due to bin segregation, crusher setting, or other causes, the operator made corresponding changes in the rate of feed by manipulation of the Reeves control. Sometimes these changes occurred so rapidly that they caused sharp, pronounced surges, which created very considerable unbalance from normal conditions in the grinding circuit and, more critically, in the flotation section. Since it is not possible for the operator to anticipate or follow such changes closely, a very considerable unbalance from normal conditions may occur, which will require a drastic change in the rate of feed. These surges upset the fineness of grind and interfere radically with the balance between tonnage and reagent control. All of this tends to reduce the grade of concentrates, increase the loss in the tailing, and thus decrease the recovery of values. The Circuitron Some years ago, The Mine and Smelter Supply Co., in conjunction with the operators at the Telluride Mill, undertook to build a device that would give close control of the rate of feed from the ore bin and to coordinate with this a related device that would regulate the amount of sand load on the classifier rakes. Emphasis was strongly laid on the fact that such a control must apply to the entire grinding circuit and must include the feed to the ball mill, the classifier sand return, and the density of the classifier overflow. If this could be done successfully, we felt that the circuit could be operated under best possible conditions, with compensations

The arsenical quicksilver ore investigated had been roasted, with poor metallurgical results. The vapor-tension temperature curves of mercury and arsenious trioxide are similar, and the arsenical compound hampers the coalescence of mercury drops in the condenser and is the cause of large stack losses. The ore was a gray limestone carrying small amounts of carbon and mineralized with cinnabar and two arsenic minerals, realgar (As2S2) and arsenopyrite (FeAsS). The proportion of realgar often exceeded that of cinnabar; the proportion of arsenopyrite was smaller. The grade of the ore varied between 0.8 and 4 per cent Hg. The problem was to make a high-grade mercury concentrate, as free from arsenic as possible. The water used throughout the testing was hard, having a pH of about 8. Flotation of Realgar Realgar showed a very strong tendency to float. It formed a film at the surface of the pulp and floated in abundance with only pine oil. Therefore an attempt was made to float the realgar before the cinnabar, but this was not very successful; the percentage of mercury in the realgar concentrate could never be brought below 2 or 3 per cent. Cinnabar slimed easily and floated with pine oil, so that some of it always accompanied the realgar. There was also the question of the cinnabar-arseno-pyrite separation. On further investigation it was found that realgar can be floated not only with pine oil but even better with a combination of hydrocarbons and pine oil. Washing the ore with ether revealed that it contained hydrocarbons, which helped to float the realgar. In this connection it belongs to the same class as carbon, sulphur and talc. It can be floated also with a xanthate, when activated by a heavy-metal salt. The conditions favoring the two types of flotation are opposed, as activation by a copper salt facilitates xanthate flotation (in fact, is even necessary to it), whereas it hinders pine oil and petroleum flotation. One type of flotation can be termed non-polar and the other polar, a distinction that has been stressed in a previous paper.' Depression of Realgar and Flotation of Cinnabar Many chemicals were tested in an attempt to float the cinnabar and depress the realgar. Finally starch rendered soluble with caustic soda was tried, also several grades of commercial soluble starch, and dextrin was found to be the best and the most convenient reagent. Several of these starch preparations have a strong flocculating effect on the pulp, which is a distinct disadvantage. Dextrin, with its low flocculating power, is excellent. DURING the course of experiments involving oxygen equilibrations with a high-purity Pd-5 at. pct Rh alloy, the appearance of a subscale was noted. Most of the heat treatments in a pure oxygen atmosphere were performed at 900°C. The presence of the subscale was noted when the oxygen partial pressure was in excess of approximately 95 mm, up to 1 atm, the highest pressure used. According to available thermodynamic information' on the free energy of formation of Rh2O3 (the only reliably reported solid oxide of rhodium), this oxide should not be stable under these conditions, nor, of course, any oxide of palladium. Extraction of the subscale from the matrix was affected by treatment with aqua regia, and the resulting X-ray diffraction powder pattern is shown in Table I. This pattern is not that of Rh2O3, nor that of any known rhodium or palladium oxide. It can be indexed on a hexagonal lattice with a. = 5.22Å and co = 6.0Å. In addition to this unknown material, there was a weak Rh2O3 pattern. An X-ray fluorescence analysis of the powder gave 3214 palladium counts per sec and 5381 rhodium counts per sec, thus indicating the likelihood of a double oxide of palladium and rhodium. In view of the fact that the above result was obtained on a single sample, it is perhaps best not to insist upon the above ratio of about 0.6, but possibly to tentatively assume 0.5 or 1/1. The small amount of Rh2O3 in the X-ray pattern might have occurred on cooling, and it seems possible that the double oxide, below some temperature level, is not as stable as Rh2O3. To examine this point, some of the extracted double oxide was heated on a sheet of pure palladium in air at 900°C, and allowed to furnace-cool over a period of several hours. The X-ray diffraction pattern of the powder showed approximately the same intensity of Rh2O3 and the "hexagonal" oxide as before, but, in addition, a rather faint pattern of another crystalline species made its appearance. This finding again suggests partial transformation of the major (double) oxide to other oxides on cooling from 900°C. Application of the phase rule shows that only one equilibrium oxide (subscale) could have been present at temperature. Vacuum-fusion, oxygen analysis of the extracted subscale showed 7.7 ± 0.7 pct O. Combining this information with that of the X-ray fluorescence analysis suggests the formula PdRhO. This compound should have an oxygen content of 7.07 pct, which is within the range of error of the oxygen analysis. However, until a more careful stoichiometric study is made, it is suggested that the formula be written

G. w. Thompson,* Brooklyn, N. Y.—This subject has two aspects, neither of which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how .tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. Row can this saving be brought about? The users of tin bearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts. Much benefit can be achieved by a mining company and a manufacturer if both parties can communicate effectively with each other and assist in product development; mutually beneficial ideas and products will develop. This communication can best be achieved if both parties have the opportunity of having on their respective staffs, specialists whose function is to improve the use of products used in mine development. Although a great wealth of roof control knowledge has long existed among mine operators, until recently there was not an abundance of joint development of roof control material by manufacturers and mine operators. This was perhaps due, in past lean years, to the preoccupation of mine management with other overwhelming problems that arise in mining. Manage¬ment had little time for the lengthy process of product development. Until recently, only a few of the largest mining companies had fulltime personnel devoted to roof control. A bolt manufacturer who is invited to work with an operator's roof control people in developing new material is lucky indeed in that he learns what is wanted and he acquires the benefit of the operator's knowledge and experience. He has only to come up with a satisfactory product at an acceptable price - which is not always easy: The development of new products is usually costly and time consuming, and many new products fall by the wayside. In the case of point anchors, however, this product is here to stay. The advantage of point anchors over mechanical anchors is now a proven fact. This advantage is due to less bleed off and higher ultimate load capacity of the resin point anchors. Point anchored bolts have proven to be superior to fully grouted bolts in many areas. We at Birmingham Bolt Company are fortunate in that we have been involved in joint efforts to develop point anchors with several coal companies from whom excellent advice and direction was received. It is appropriate to mention before continuing that the use of point anchors began in the 1960's in Europe and became widespread only recently in the United States. They fall in two categories, point anchors and combination point anchors. These categories have been defined by the Bureau of Mines as follows: (1) point anchors having 24" of grouted length and (2) combination anchors having 24" or more of grouted length. In the present nomenclature, all are anchored with resin or some sort of cementing compound between the rebar or tensioned element and the wall of the hole. The latest development includes an expansion shell as well as rebar, the purpose of the expansion shell being to facilitate installation without the delay necessary in use of types that require a waiting periond for setting of the resin before tightening. SINCE my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7,000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection-and visit each working
