Hong Kong has a dense distribution of utility services laid under its road network. Utility undertakers frequently demand road openings to install new services and/or maintain existing ones. Road openings can cause troubles to the road network and negatively impact the public interest. Highways Department is responsible for managing road openings in Hong Kong under the Land (Miscellaneous Provisions) Ordinance. Highways Department has spent a lot of efforts to computerize excavation permit processing and utility management. The computerized system has gone through several generations and the current one is called the excavation permit management system (XPMS). On the one hand, the XPMS handles various excavation permit processing functions including permit application/approval/refusal/issuance/extension/termination, fees/costs, permit conditions, and permit period assessment; on the other hand, the XPMS accounts for some important utility management issues such as spatial check, coordination of multiple openings, traffic management, audit inspection, and defect liability. This paper discusses how the application, coordination, and other administrations of an excavation permit are eased by using the XPMS in Hong Kong. Background information such as the governing legal and regulatory framework, and Highways Department?s administrative structure is introduced. The system architecture and advantages of the XPMS are presented. The work procedures and various functions of the XPMS are studied in detail.

The Cliffs and Associates Limited (CAL) 500,000 tpy HBI plant located in Trinidad was commissioned after modifications in early 2001. This plant employs the novel Lurgi Circored® process to reduce iron ore fines using a combination of circulating fluidized bed and conventional fluidized bed reactors in a hydrogen based. This paper will review the advantages offered by working in the Caribbean nation of Trinidad and Tobago, the Circored® processes, and plant start-up experience.

THE PROBLEM: MANUFACTURING PRODUCTIVITYThe 1985 President's Commission [I] on Industrial Competitiveness found compelling evidence of the declining economic position of the United States in world markets. The annual rate of increase in the United States productivity is approximately one-seventh that of our major trading partners over the last decade: profit levels in manufacturing investments are below those of the mid-1960's; an increasingly negative trade balance since 1971; and a sharp decline in the United States share of world trade in manufactured goods for more than two decades. A particularly dramatic example of the shifting economic balance is the fact that Japanese productivity growth has been five times greater than that of this country since 1960. In face, Japan's productivity now exceeds that of the United States in such critical industries as steel, transportation equipment, electronics and electrical machinery.American employees have experienced the competitive consequences of this nation's lagging industrial performance. Between 1980 and 1984 alone, the population of non-farm employees engaged in manufacturing dropped from 22.4% to 20.6%. Particular emphasis is placed on manufacturing technology and the fact that this country does not translate research into new technologies rapidly and fully.""Perhaps the most glaring deficiency in America's technological capabilities has been our failure to devote enough attention to manufacturing or 'process' technology. Paper written on project work carried out in partial fulfilment of B. Eng. (Mining Eng.) Cullinan Diamond Mine currently handles 3.2 million tons of run of ore per annum. This is done by means of an underground train system, which is located at 763 metre level. Four trains, one in each quarter of the pipe, collect ore from passes and transport it to centrally located tips in the north and south of the pipe. The ore is then split into coarse and fine fractions. The coarse fraction proceeds to the primary crushers in the north and south. Historically, mining has been performed in such a manner that an equal amount of ore has reported to each quarter of the pipe. However, the tonnage profile of the mine will change such that the ore will no longer be split equally. For approximately five years the majority of ore will report to the east and thereafter most of the ore will report to the western portion of the mine. This will continue for the remainder of the current infrastructure level?s operational life. Coupled with this is the fact that the mine is aiming to increase its annual production to 3.8 million tons. The result is that the current ground handling system cannot accommodate the additional tons and therefore alternative ground handling options have been investigated. The continued existence of Cullinan Diamond Mine relies on finding a system that can economically handle the additional tonnage. Three options were investigated. Firstly, a train option, which would be an upgrade of the current system, was investigated. Two truck options were also investigated, the first of which was a conventional truck option. The second truck option was more interesting and involved an unfamiliar Combi truck system. The truck options were investigated primarily due to the fact that the block height of the BA West (a new production block) can be increased by 15 meters if a truck option is decided upon. This would create a significant increase in revenue for the BA West project. Each of the options was assessed in terms of its physical and financial feasibility. In terms of the physical constraints, it was found that all three systems could work. Detailed financial analysis indicated that either of the two truck options would be a suitable solution. However, due to the limited information regarding the Combi truck option, it should be further investigated. This applies particularly to the actual running and maintenance costs for the equipment.

Many articles have been written about the various operations of Britannia mines and mill, as well as treatises on the geology and ore deposits. A partial list of these papers is given below. Most of these papers have covered well the history of Britannia, and have included a thorough discussion of the geology and ore deposits; therefore, in this paper, no account of these subjects. is necessary. However, a short description of the ore deposits will be given as an aid to a clear understanding of the descriptions of the various mining methods. The Ore Deposits The ore deposits at Britannia occur along a shear zone and are five in number, named for the claims in which they lie, as follows: Jane, Bluff, Fairview, Empress, and Victoria. Each of these deposits is called a mine, as they are separated by 500 to 1,000 feet of barren ground. The Jane mine, although the first producer of the Britannia group, has not been in operation for a number of years. The deposit is a silicified replacement in sediments; with very little evidence of shearing. The Bluff deposit is a highly silicified replacement in porphyry, massive and irregular, very hard in the upper 600 feet with practically no shearing, and softer within chlorite schist in its lower 1,000 feet . The Fairview deposit consists of a series of twelve distinct veins or lodes, rather lenticular in shape, and occasionally merging.

The production of synthetic rutile from ilmenite using hydrochloric acid leaching is investigated. Previously published data is used to comment on the optimum process conditions. It is shown that the most important aspect to consider is the maximisation of impurity dissolution and the minimisation of titanium losses.

"This paper presents two recent studies on the extent of blast damage after excavation in crystalline rock. The Swedish Transport Administration and the Swedish Nuclear Fuel and Waste Management Company (SKB) are both under regulations to limit excavation damage during construction of tunnels. SKB is also required to limit the Excavation Damage Zone (EDZ), as this could be a potential flow path for radionuclides in the planned repository for spent nuclear fuel. Presented in this paper are investigations of blast damage from three tunnel sites, a road tunnel, an experimental tunnel in Äspö Hard Rock Laboratory and an underground subway depot. As expected the fractures resulting from the bottom charge are both longer and more frequent then those mapped in the column charge. The results show that the requirement to limit blast damage according to Swedish regulations was fulfilled for the column charge at the three studied sites.1 INTRODUCTION The Swedish Transport Administration (TRV) and The Swedish Nuclear Fuel and Waste Management Company (SKB) have both recently completed studies related the extent of blast damage from modern explosives after excavation. SKB studies focused on blast damage from pumpable emulsion explosives for underground construction (Ittner and Bouvin 2015) and hydraulic connectivity in the EDZ (Ericsson et al. 2015). TRV had a broader focus with different types of explosives including blasting for both road cuts and tunnelling with pumpable emulsion explosives. Investigations by means of geophysics were also conducted (Olsson et al. 2015). High demands on perimeter control and excavation damage is usually required for underground constructions with a long operation time, such as public tunnels for transport or underground repositories for nuclear waste. This paper presents the findings of recent Swedish studies and aims to discuss the topic in a broader context."

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

"The large low-grade Copper Mountain deposit is located in the northern portion of the Gaspé Cooper Mines property. It is approximately 1 mile north of the Needle Mountain deposit. The orebody outlined to date lies in the top 1,000 feet of the Grande Greve formation. Chalcopyrite occurs in association with pyrite and quartz in small veinlets and numerous fractures. The deposit is immediately adjacent and parallel to a quartz-feldspar dyke and may be associated with a nearby porphyry stock. Stratigraphy, alteration and structure appear to have played an important role in ore deposition."

STUDIES of ground movement and subsidence caused by mining necessarily chiefly deal with causes and effects of making extensive excavations underground with spans beyond the strength of the un- supported or temporarily timbered roof or hanging wall. Perhaps no other phase of engineering is so de- pendent for results upon the assemblage of what may be called "experience data." That this is the case is cot surprising when one considers the number of variables involved in any at- tempted mathematical formula to determine the angle of draw or the angle of permanent slope of the rocks in any particular case. It is not like dealing with construction materials in which, through testing of. small specimens, in conjunction with the tests of large built- up specimens, relative stresses and strains may be deter- mined and formulas closely approximated for still larger constructions.

In view of present interest in a revival of gold mining enterprises, papers dealing with the development of small gold properties are apropos. The present paper deals with the operation of a small gold property in the exploration and development stage, mining and milling 25 tons of ore daily, and indicates what may he expected in the way of mining costs under northern climatic conditions, by practicing rigid economy, at a property where disproportionate overhead costs are unavoidable bacause of the small rate of production. The output of this prospect is treated in a small amalgamation plant which has been described in a previous circular.. HISTORY Prospecting in the district was begun in 1909, and by 1911 the adjoining mines, Hollinger and McIntyre, were in operation. Actual work was begun on the Rochester claim in July, 1922, and carried on through 1924. The property was closed until 1928 when the present company took it over, together with the other holdings of the Canadel Mining Co. A small mill was started as a pilot plant on March 24, 1929, and is still in operation.

Materials and manufacturing processing technologies have played an important role in the development and capabilities of nearly all manmade products. Market drivers for fuel efficient, low cost, environmentally friendly, more capable transportation has given rise to significant materials challenges and subsequent developments. The rate of improvement and implementation of new commercial products can be limited by the rate of new materials and process technology development and qualification. As many materials are being designed for unique requirements and even location-specific unique properties, the implementation of tools and methods to enable rapid characterization and validation of material definitions and design systems must also be accelerated. A review of new integrated material, manufacturing process and component designs, engineering processes and emerging tools and methods will be discussed. The linkage of computational materials science and engineering into component design will also be discussed along with the challenges and opportunities for further growth and application of integrated computational materials engineering (ICME).

Quang Ninh province is the most significant coal producing region in the north of Vietnam. The Nui Beo Coal Company (NBCC) operates open pit mines in Quang Ninh province and the waste overburden produced is dumped as sidehill fill in the Chinh Bac waste dump site. In the past, no special consideration has been given to the environmental impacts during the dumping operations. The mine waste is transported in trucks from the mine site to the dumping site and the loading, hauling and dumping operations are the main sources of dust emission. Rain events, especially during the rainy season, cause the generation of contaminated surface water as well as seepage of water through the dump at a number of locations. The existence of cracks at the top of the dump can pose serious stability problems with heavy rain events leading to failure of slopes which can potentially disturb vast areas of land currently used for agricultural purposes and human settlement. For sustainable development at the Chinh Bac waste dump site in the future, apart from the social and economic considerations to be assessed, there is an absolute necessity for environmental protection measures to be in place both during and after the dumping of the mine waste overburden. Research Association Mining and Environment in Vietnam (RAME) is working to develop and implement concepts for the mitigation of environmental problems emerging from dust, contaminated water and lacking slope stability to ensure successful rehabilitation of the coal mine waste dumps in the north of Vietnam. Within the framework of RAME, the Institute of Mining Engineering I (RWTH Aachen University) is managing and working to develop the stabilisation concepts for the solid mine waste dump in collaboration with the Chair of Geotechnical Engineering (RWTH Aachen University), Brenk Systemplanung and the Vietnamese group of companies VINACOMIN (Vietnam National Coal-Mineral Industries Group). The most economical and environmentally sound operations, as well as locally adaptable environmental protection measures, are essential for the sustainable development of the dumping operations at Chinh Bac dump. This paper describes the dump site and the sustainable development possibilities with an emphasis on the environmental protection and stability problems at the Chinh Bac waste dump.

THE important advances that have been made of recent years in mining and milling methods and in mechanical equipment at mines need no re- telling, but there has been a remarkable growth in one type of equipment which has gone nearly unnoticed. That is the increasing use of storage-battery locomotives underground. Since the war the number of these locomotives and their field of use have increased tremendously; their growing acceptance represents an al- most complete reversal of opinion from an earlier period when they were generally looked upon as in- adequate for the strain of mine service. At the time when storage-battery powered units were first making their bid for recognition, the use of power in haulage had already passed through several phases; hand tramming, rope haulage, compressed air locomotives, even gasoline locomotives, had all been used, ending finally in the general adoption of the electric trolley locomotive for practically all power-haulage requirements. It was, and is, conceded that the trolley loco- motive met more adequately the varied and severe conditions of mine service than any previous type of haul- age unit. Subsequent developments have had to endure comparison and surpass in performance that type of haulage before changes would be considered.

First, permit me to say with what very great pleasure we find ourselves assembled in this most ancient and honourable city of Quebec. It is a city which we deeply respect as the fountain-head of the culture of French-speaking fellow citizens, and the seat of government of a province which is steadily recording new achievements in Canadian mining. Such achievements prove what can be accomplished when enlightened and progressive government policy, technical and scientific competence, and private initiative pull forward together in harmonious rhythm. It is a most happy and auspicious event also that the guiding control of the affairs of the Institute and of the fine traditions of provincial administration have for the past year been united in the person of our honoured President, Dr. A. O. Dufresne. This year, again, we have bad prepared for us by our hosts a splendid programme of technical sessions and social entertainment. Each year we pay an unspoken compliment to the Institute, expecting as a matter of course nothing but the highest standards in both these spheres. In its annua1, semi-annual, and regional meetings, in the constant activity of its local Branches, the Institute continues with marked success to perform its great dual service, social and educational. We are all its beneficiaries to the extent to which we choose to profit by participation in its affairs. But, one imagines, to none are the advantages of Institute membership more valuable than to young men embarking on their professional careers.

Aqueous oxidation is a possible alternative to roasting for the processing of gold bearing arsenopyrite (FeAsS) concentrates. The reaction has been studied by voltammetry and this has shown, for the first time, that FeAsS can be readily dissolved without passivation at room temperature in dilute sulphuric acid at relatively modest oxidation potentials (0.7 V SHE). The reaction forms sulphur on the mineral surface and the oxidant consumption is thus minimal. Two practical modes of slurry oxidation are listed.

Laboratory bath smelting tests were conducted to determine the feasibility of smelting nickel- copper concentrate directly to a low iron matte in one step. Concentrate, air/oxygen and a silica flux were fed to a matte-slag bath kept in MgO crucibles at I 300°C. Various oxygen enrichments and smelting rates were used to maintain 0.5 to 2 wt% iron in the product matte. The slag losses are comparable to those obtained under similar industrial conditions. Due to the highly oxidizing conditions required to produce mattes with low iron contents, it is not recommended to target iron contents below about 2% in the matte. The specific bath smelting rates were equal to or higher than those in various industrial bath smelting processes.

The apparatus and methods described in the following pages were devised and used by the writers in connection with certain investiga- tions of the technologic branch of the United States Geological Sur- vey, especially those bearing on the improvement of furnace condi- tions and on efficiency in the use of fuel. The Bureau of Mines, which has charge of such analyses and tests of fuels as were formerly made by the technologic branch of the Sur- vey, is using the same apparatus and methods in connection with similar investigations that are being carried on at the testing plant of the bureau at Pittsburg, Pa. The furnace conditions prevailing both in small plants and in large industrial establishments in this country are frequently far from satisfactory. If such conditions are to be improved, they must be more thoroughly understood, and means must be found to insure complete combustion of the fuel, and yet to permit operation with such an excess of air as will result in the greatest efficiency. In this work the services of the chemist are indispensable. A very important problem is the determination of the small percentage of unburned combustible matter that escapes from the furnace in the flue gases. Under ordinary circumstances so little as 0.1 per cent of unburned combustible matter in a furnace gas is equivalent to about 1 per cent of the fuel used; and for the determination of such small percentages of gas more accurate and refined methods are required than have ordinarily been available heretofore. It is the purpose of this paper to describe some apparatus and methods which have proved satisfactory to those engaged in the chemical work of the investigations mentioned. While these methods and apparatus have been designed more particularly with regard to analysis of furnace gases, their use is by no means limited to that purpose. The reader will readily see their applicability to other uses in which the sampling and analysis of gases are involved.

This paper discusses pore pressures in the embankments of tailings dams by comparing real world data with common design assumptions. Assessment of pore pressures has implications on material behaviour interpretation from CPT investigations and, therefore, on the design. For example, the assumption of hydrostatic pressure is conservative for limit equilibrium stability analyses but may be un-conservative in assessing the potential for contractive behaviour and strength loss during shearing. This paper presents some real world data, the investigation methods to determine the pore pressures, and subsequent interpretation of CPT data and material parameters such as the state parameter. It also examines the design implications of assuming a hydrostatic pressure distribution, by comparing results from that assumption with those obtained using the real pore pressures.CITATION:Johns, D and Murray, L, 2018. Along with fast growth of EAF steelmaking, better ways of treating EAF dust have been continuously pursued for better environmental protection and better economic benefits. In this contribution, various ways of collecting EAF dust in EAF off-gas cleaning systems are reviewed, and generation of dust and concentration of zinc in the dust from various collecting devices are examined. Accordingly, recycling of EAF dust through source separation is discussed.
