Brazil is one of the most outstanding examples of economic development of our time. Its amazing growth record is substantiated by a GNP which has increased at an average rate of 92% for the period 1968-1970 and estimates for 1971 range from 11.7-12.5%. Hence, this growth, coupled with a more relaxed attitude of the Brazilian government towards foreign participation in business opportunities and the remittance of profits out of the country, has caused many exploration companies to reevaluate the potential of Brazil. Despite recent press notices and publicity, Brazil is still not a mining country in the tradition of Canada or Australia. It is still basically an agriculture and manufacturing country.

The increase in Basic Oxygen Furnace (BOF) plants in steelmaking has given rise to renewed interest in a dynamic simulation of the BOF process. Material and process costs can be saved with optimized process times and targeted charging of scrap and slag formers. Beside hot metal, scrap is the main source of iron in the BOF process. Furthermore, scrap is used as a coolant during the process due to exothermal chemical reactions occurring in the BOF. In this paper, the melting and dissolution behaviour of scrap in the BOF process is discussed. A new dynamic thermodynamic and kinetic Matlab® model used to simulate scrap melting behaviour as a function of various scrap surface parameters and particle size is presented, as well as the influence of scrap properties on liquid bath temperature and final crude steel composition after a defined blowing period.

Newmont Ghana Gold Limited's Ahafo Operation has matured from its project ramp up stage into steady state operations after three years of operation. Management focus has shifted from addressing construction and commissioning problems to optimization and improvement. This focus change has coincided with the introduction by Newmont of a Continuous Improvement (CI) program across the company which provided a project management methodology that can be used in the execution of smaller scale projects. This paper focuses on the application of CI principles at the Ahafo Plant through the discussion of several case studies that demonstrate how these principles are applied.

Rare earth elements (REEs) contained in coal and associated mineral matter exist in several forms including micro-dispersed minerals, ion adsorption onto clay surfaces, and chemically bound. Tests found that REEs can be effectively recovered from certain components of three coal sources by leaching under mild conditions followed by solvent extraction. A range of pH values were evaluated at solution temperatures of 25 and 75 °C. When using 1.2 M of sulfuric acid, nearly 85% recovery of the REEs was extracted from the middlings material collected from an operating plant. Acid leaching of a second middling source from another plant resulted in 60% of the total REEs being recovered under the same leaching conditions. Solvent extraction treatment of the leachate produced from six different coal sources resulted in products containing up to 50% total REEs from feedstocks starting with around 300 ppm.

I welcome this opportunity to appear before you and to review briefly the various health and safety services of the Bureau of Mines available to the mining industry, other than coal, and also to tell of our plans for extending these services to improve safety and health conditions. The Bureau's health and safety activities are basically services by which we attempt to develop and disseminate information on improved techniques in mine accident prevention and promote mine safety education in the mineral industries. Unfortunately, some mining companies, particularly some of the smaller operations, seem to be unfamiliar with these services, The Bureau of Mines is charged by law with the responsibility for inspecting coal mines; other services to the coal mining industry and are provided only on request, Safety inspections and other services that we offer are provided for noncoal mining industries solely upon request.

Crushing plant managers need to assess, manage, and communicate the environmental impact induced by their crushing plant operations as a step towards the sustainable development of the company. However, performing reliable environmental impact calculations of crushing plants can be challenging when the availability of operational and emission data is low, and when the company’s environmental expertise is not adapted and connected to plant operations (or does not currently exist). To address these challenges, this paper proposes a practical approach where the lifecycle assessment methodology (LCA) is combined with process simulations in a web-based tool. To describe what functionality such a tool should have to be incorporated into a company’s workflow, the system that surrounds a crushing plant is analysed. Further, a case study with a three-stage crushing plant is introduced to showcase how the simulated power draw results produced with the beta version of the tool can be compared to measured sensor data from the crushing plant for one operational day. The results indicate that the simulation tool can provide an adequate estimation of the specific energy for the different material fractions and give an overview of the environmental impact of the process caused by electricity and explosives consumption. Plant managers and operators can use this tool to calculate the environmental impacts of their plant and simulate how different operational strategies influence them. Australia’s mineral and metal exports have a substantial carbon footprint, twice that of its domestic emissions, mainly due to fossil-fuel-dependent downstream processes like processing into secondary metals and their transport. The country’s vast renewable energy and low-carbon hydrogen potential offer a promising alternative to mitigate this impact. These resources can be leveraged to displace fossil fuel use and become embedded into the metals value chain. Ultimately, it will yield ‘Green Metals’ that can be scaled to reduce the environmental footprint and provide an avenue for Australia’s vast green resources to be embedded (incorporated during production and supply) in green metals that can be exported. One potential green metal is copper, which is in great demand and likely to drive global decarbonisation through renewable electrification due to its role as an energy conductor. Given that Australia is a large producer and exporter of copper, this paper provides a techno-economic model of the copper value and applies it to Queensland (a hub of Australia’s copper production) as a case study. The results show that under incumbent hydrogen (A$8/kg) and renewable energy costs, the cost of green copper would be A$9704/t (~10 per cent higher than current copper costs). Further analysis revealed that the cost of hydrogen is a major cost driver; therefore, if the cost of hydrogen can be reduced to A$2/kg (a 2030 target of the Australian government), the cost of green copper would become competitive. Furthermore, if a carbon pricing regime ($54–79/kgCO2) is introduced, green copper would become competitive at a hydrogen cost of A$3/kg. Altogether, these findings provide insights for a future green copper export opportunity in Australia. Additionally, as the next step, the model can be extended to include other metals and released as an open-source resource for assessing global green metal opportunities.

Atlantic Wharf involved the construction of a six-level underground parking garage and a 32-story high rise tower along the historic Boston Harbor waterfront. The site, historically known as ?Russia Wharf,? consisted of filled land initially created in the late 1800s by extending the shoreline toward the harbor as the urban population and land needs grew to support expansion of commerce and trade. Redevelopment required solutions to address relics of waterfront structures (granite block seawalls, piles, and piers), weak subsurface soil conditions, tidal groundwater levels, and contaminated soils resulting from previous site usage and filling. The foundation system, consisting of drilled shafts with column loads up to 14,000 kips (62,272 kN), concrete diaphragm wall (slurry wall), and up-down construction methodology, was chosen to address these factors. As a prerequisite for development, selected portions of the façades of the former historic buildings were required to be preserved, protected, and incorporated into the final building configuration. The historic façades were temporarily braced and supported prior to the demolition of the buildings and commencement of below-grade construction. This paper will describe the considerations in the selection of up-down construction methodology along with a discussion of the design and performance of the concrete diaphragm wall and drilled shaft foundations. Up-down construction methodology shortened the overall construction schedule while addressing the lateral bracing requirements for the concrete diaphragm wall and restrictive ground movement tolerances to protect adjacent structures. Below-grade construction was completed in March 2010, and the building was opened for tenant occupancy in January 2011.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? The objective of the Automatic Fire Sensing and Suppression Systems for Mobile Mining Equipment program is to document the design, fabrication, factory testing, 11-month in-mine testing, and final demonstrations of auto¬matic fire protection systems on several units of mobile mining equipment including trucks, front-end loaders, cranes, draglines, coal haulers, and cutters. Proper sealing of all system components from the elements, especially in corrosive mine conditions, is essential for reasonable life-cycles with minimum maintenance. Also, adequate power supplies, wire, connectors, and plumbing with adequate protection from the harsh mine environments and physical damage were necessary during the in-mine tests. The fire protection systems were developed from technology employed during two previous Bureau of Mines contracts: HO122053, Improved Sensors and Fire Sensing Systems for Mining Equipment, and H0232059, Validation Testing of Truck Fire Protection Systems.

A new technique for reaming the holes has been tested. This technique is available for reaming a hole at its deep end creating an enlarged cavity that has helicoidal grooves oriented at less than 40 degrees to the hole axis. This technique increases bolt resistance by a factor 1.3-1.62; its bearing capacity by 3 times and enhances underground roadway stability. This technique is suitable for great depth (1000m and greater) and weak wet rocks.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. Key challenges include determining an acceptable safety level, defining realistic inputs, providing sufficient complexity to get meaningful results but not so complex that transparency is lost and interpretation to enable decision-making by non-technical personnel.CITATION:Weaver, S, Wright, B and Ireland, T, 2014. West Virginia University researchers examined risk and exposure in the roof bolter operator's job and developed approaches for preventing accidents and for evaluating system and human performances that may be appropriate as a general application to improve safety and efficiency in the industry. Using a microanalysis of accident data and underground observations, the researchers classified bolting injuries within one of four work routines: 1) drilling bolt holes; 2) bolt installation; 3) machine tramming, (re)positioning and setting the ATRS; and 4) general face preparation. Time and motion studies were then combined with injury data analysis to develop risk and severity indices, as well as a severity-weighted index that served to determine the degree of risk and exposure by work routine. More than two dozen bolting-related problems were identified as potential situations that could lead to injuries or expose workers during their job. Approaches to avoid these situations were suggested and then applied at six mining operations to evaluate specific problems in roof bolting operations. These suggestions encompassed the three E's of Safety (Engineering, Education, and Enforcement) and emphasized the analysis of worker behaviors that lead to human error accidents.

Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 13,374 acres of the 14,994-acre Ireteba Peaks Wilderness Study Area (NV-050-438) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, about 4 miles south of Nelson, NV. No identified resources were found within the Ireteba Peaks study area, although there are identified subeconomic resources just outside of the study area boundary. Most of the area is underlain by Tertiary granitic rocks, which apparently postdate mineralization. The area is virtually surrounded by mining districts with mines developed in older rock units. On the north side, quartz monzonite, volcanic tuff, and tuffaceous sediments in the Eldorado mining district host deposits of gold, silver, copper, zinc, and mercury. On the south side, Precambrian gneiss, intrusive andesite porphyry, and hornfels in contact with Quartz monzonite in the Searchlight mining district host gold, silver, copper, and lead deposits. The Newberry mining district to the southeast had copper, gold, and silver mineralization in Precambrian gneiss and andesite.
