"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. In attempting to tell the general public about the coal industry's land reclamation efforts, we have often said, "We're not doing things by the book, because we're still writing it." Like any good catchphrase, the statement is not only striking but true. It is particularly true in the mountains of Appalachia, where the problems of mining; and of reclamation are made more intense by the nature of the terrain. Mining and reclaiming the land "by the book' --which is to say by the methods of contour mining traditionally used in hill country--hasn't worked too well. So a lot of conscientious coal operators and associations are trying new methods--new ways of mining, new machines for seeding and planting, and new species to seed. Not all their experience can be transplanted to other areas, and of course I don't believe that Appalachia is the only place where new methods are being developed. Nevertheless, there's enough action in Appalachia to make a detailed examination rewarding, so let's focus on the hills to see what's new.

This publication describes the control of fires in inactive coal deposits in the Western United States, including Alaska by the Bureau of Mines. Material presented should contribute to a better understanding of the purpose, process, and benefits of the program. Forty fires were extinguished or controlled in the Western United States and Alaska from 1948 to 1958 under a national program directed by the Bureau's Health and Safety activity. Thirty-five fires were controlled by smothering; three were controlled by the isolation method; and two were extinguished by removing the burning coal, smothering it with incombustible material, and backfilling the fire zone. The fire-control projects were distributed as follows: Alaska 2, Arizona 1, Colorado 9, Montana 9, New Mexico 4, Utah 2, and Wyoming 13. The total cost of the 40 fires extinguished or controlled was $1,203,957. Of this cost, 12.8 percent was engineering and administrative and 87.2 percent was contractual services.

DELICATE PLANTS are now put to bed for the winter under glass-wool or rock-wool blankets. Thus arise new and unexpected uses for non-metallic materials and rocks and, at the same time, certain unique uses are fading out; for instance, the Italians have taken steps to bar the use of salt for money in Ethiopia. Novel sources of supply find a place in the record of recent achievements as exemplified in the migration of the frontiers of industrial mineral exploitation beyond the land area of the earth to include the ocean. Salt, of course, has been recovered from the sea for years but the treatment of enormous quantities of sea water for bromine has lately added to the importance of the ocean as a reservoir of mineral wealth. Increased use of non-metallic minerals in the commercial and economic life of the country is reflected in the wide scope and activity of the Industrial Minerals Division of the Institute. The outstanding recent achievement of the Division is the publication of a 955-page volume on industrial minerals and rocks, comprising 48 commodity chapters each written by an authority on the subject.

Tailings dam breaches have caused significant life loss, social, economic and environmental damage in recent years. The term "tailings-flow" refers to various forms of tailings outflow movement resulting from the breach of a tailings dam. These flows, comprising a mixture of tailings, water and dam materials, can take different forms, ranging from a debris flood to a flowslide, and can travel long distances and impact large areas. The inundation extents depend on the failure mechanism, tailings dam height, total released volume, sediment concentration (associated with the rheological behaviour of the flow) and downstream conditions (including topography, land cover and presence of a water body). Numerical runout modelling of tailings dam breaches is important for predicting the dynamics and extent of tailings-flows, which are crucial steps in tailings dam consequence analysis and risk management. This paper presents a comparison of numerical simulations of the 1994 Merriespruit tailings dam breach using three numerical models: DAN3D, FLO-2D and MADflow3D. Using compiled site condition information and data from the literature and public domain, model performance was evaluated primarily based on comparisons between the observed and simulated inundation extents. The main purpose of this preliminary model benchmarking exercise was to help us evaluate the capabilities and limitations of each model, and to identify opportunities for future model improvements as part of a broader research initiative known as CanBreach. This exercise also highlights the inherent complexity of tailings-flows and the importance of using judgement to interpret model input and results.

Mining and processing cost analyses were conducted by the U.S. Bureau of Mines on massive sulfide copper-zinc and low sulfide vein gold deposit types that may be found in the Ketchikan Mining District. Reserves and recoverable metal values (RMV) needed to make these deposits economically viable were modeled. Methods for estimating ore grades and required RMV are presented. Economic modeling for massive sulfide deposits indicated the RMV necessary for a 15% Discounted Cash-Flow Rate-Of-Return (DCFROR) for an underground cut-and-fill mine ranged from $137/mt for a 6,100 mtpd on-site milling operation to $526/mt for a 450 mtpd off-site milling operation. On-site milling was always less costly than off-site milling. Economic modeling for low sulfide vein gold deposits indicated the RMV necessary for a 15% DCFROR for an open-pit mine, off-site mining operation ranged from $S4/mt at 2,900 mtpd to $71/mt at 360 mtpd, and from $49/mt at 2,900 mtpd to $100/mt at 360 mtpd for an on-site milling operation. Off-site milling was less costly than on-site milling until production exceeded approximately 1,700 mtpd. Then, economies of scale reduced operating costs enough to offset the higher capital costs required for on-site milling.

ANY discussion of State-supported schools of mining and A metallurgy needs to be prefaced by a definition, since the first school to offer a mining curriculum, the Pennsylvania Polytechnic College, was established by a grant from the State. But, so far as can be determined, it received no further State support. It would be tiresome to go into precise details,. and it will be enough to stipulate that by State schools are meant those which derive their main financial support from regular appropriations made by a State legislature. The University of Michigan was the first of these to offer a mineral industry curriculum; its story, as well as those of Wisconsin and Illinois, has been related in the preceding chapter.* Arranging the others in chronological order involves making a decision as to what weight to attach to plans for giving instruction, as contrasted with its , effective initiation. This may appropriately be illustrated by the history of mineral industry education in California. California Among those who came to California in 1849 and the following years were many New Englanders who had a keen interest in education. Some of them, mostly Congregationalists and Presbyterians, sought to establish a school of higher education around San Francisco Bay and eventually succeeded in opening the "Scientific and Classical School at Contra Costa' in Oakland, at Broadway and 5th St., on June 20, 1853. This prospered so well that it was chartered by the State as the "College of California" on April, 13, 1855. On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

The knowledge of 3D velocity distribution of P- and S-waves in rocks is very important parameter for interpretation and understanding the nature of seismic anisotropy observed in the earth’s crust and upper mantle. A new high-pressure measuring head was designed and constructed to enable ultrasonic sounding of spherical rock samples in 132 independent directions under up to 60 MPa of acting hydrostatic pressure by means of simultaneous longitudinal and transversal sounding. New measuring system enables ultrasonic sounding of spherical rock samples by using a pair of P-wave sensors and two pairs of perpendicularly polarized S-wave sensors (TV and TH) see Fig.1. Shear wave sensors polarization is oriented according to rotation axis of the sample. Special shear wave gel was used to transfer shear waves between the sample and sensors under acting hydrostatic pressure. An isotropic glass sphere was used to check and calibrate the new measuring setup. A spherical sample of a biotite gneiss from the Outokumpu scientific drill hole was used for testing measurement. There is shown that both, P- and S-wave velocities, can be measured simultaneously up to 70 MPa, respectively. We report data of the 3D velocity distribution of P- and Swaves measured for the first time on a sample sphere of biotite gneiss. We rely, in particular, on the directional dependence of compressional and shear wave propagation and their relationship to the crystallographic (CPO) and shape preferred orientation (SPO) of major rock-forming minerals. The 3D seismic measurements revealed a strong foliation-related directional dependence (anisotropy) of P- and Swave velocities. Ultrasonic measurements were compared with 3D velocity calculations based on neutron diffraction measurements of crystallographic preferred orientation (CPO) of major minerals. Comparison of 3-D velocity distribution (P, S1, S2 and S1-S2) determined by two completely different methods ultrasonic sounding and neutron diffraction is presented. Measurements showed that the intrinsic bulk anisotropy is basically caused by the CPO of biotite constituting about 23 vol.% of the rock.

With the aim of a clearer understanding of the applicability of existing empirical equations for blast induced ground vibration, an investigation has been conducted on three mostly applied forms of such equations. The effect of explosive type on the applicability of these equations has been assessed by analysing 44 sets of data produced by using two types of explosives, namely ANFO and slurry explosive, in an open pit coal mine. The analysis of the data has revealed that the type of explosive affects the applicability of the criteria of the three equations. All three criteria have better correlation with the data of shots in which ANFO was used than the shots with slurry explosive. However, the applicability of one of the criteria is reduced, by far, only by replacing ANFO with slurry explosive for the same ground conditions. It was also found that one of the parameters of these criteria (i.e. “k”) is significantly sensitive to the type of explosive in all the three equations. The degree of influence to the values of “k” obtained by the variation of explosive from ANFO to slurry explosive in the three equations is 76.3%, 811% and 39%. This implies that “k” is not only dependant on ground conditions, as stated in most previous publications, but is also strongly a function of the type of explosive.

The overwhelming weight of scientific opinion indicates that human activity is having a discernible and negative influence on the earthÆs climate system. The Australian Government, together with about 100 other nations, has accepted the findings of the Intergovernmental Panel on Climate Change third assessment report, released in 2001. This report was prepared by several hundred eminent scientists from all over the world, from various scientific disciplines and with differing opinions on global warming. The IPCC third assessment report contains a series of relevant, significant conclusions; for example, it finds that there is an increasing body of observations that gives a collective picture of a warming world and other changes in the climate system. Global average surface temperature increased over the past 100 years by about 0.6¦C. This may not seem much, but in the 900 years beforehand, the EarthÆs temperature remained relatively stable. The 20th century was the warmest of the past 1000 years in the northern hemisphere (there is much better information available from the northern hemisphere than the southern hemisphere). The 1990s were the warmest decade of the millennium in the northern hemisphere and 1998 was the warmest year. Although many factors influenced the EarthÆs climate, scientists are confident that greenhouse gas increases were the main factor contributing to global warming in the last 50 years of the 20th century. Increases in carbon dioxide, methane, troposhperic (lower atmosphere) ozone, halocarbons and nitrous oxide have all contributed to global warming. Combating climate change cannot be done without the cooperation of industry and the community at large. It is important that Government and industry work together to achieve greenhouse gas abatement while ensuring continued economic growth. The cause of the problem û the generation of greenhouse gas emissions û lies at the heart of the structure and size of modern economic activity. Greenhouse gas emissions are embedded in our way of life from our energy consumption patterns to the basic production of food. Moreover, the costs of the impacts of climate change to the earth will be potentially revolutionary, not merely evolutionary. It is in this light, acknowledging both the seriousness and nature of the problem before us that I want to reflect on the key drivers in the international climate change negotiations. A consideration of the past, present and future from what I see as the mid-way point in the process. In 1997, Parties agreed to adopt the Kyoto Protocol, which sets out mandatory targets for greenhouse gas emissions for developed countries.

"INTRODUCTION Secondary recovery of oil by water-flooding is practiced more extensively in North Texas than in any other section of the State, and the progress and experience of the operations in that area are of continuing interest to all branches of the oil industry. The first Bureau of Mines report on water flooding in North Texas 7/ chronicled the activities from December 7, 193f', when the Railroad Commission of Texas granted The Texas Co. the first permit to inject water into an oil-bearing sand, through 1944. This second report has been prepared as a supplement to Report of Investigations 3906 to show the progress and expansion of water-flooding. The format of this report is almost identical with what of report of Investigations 3906, except for a few miner changes. For the sake of brevity, certain basic information contained on the first report has not been repealed, and the reader is urged to consider the two reports as corporation writings.The North Texas area, as encompassed by the two reports, corresponds Railroad Commission of Texas Districts 7P and 9. Oil-development operations in the two districts, since oil was discovered in 1904, have resulted in the recovery of approximately 1,400,000,000 barrels of oil from a proved area that has been estimated to exceed 413,000 acres. During October barrels of oil was produces by primary and secondary-recovery methods from 1,746 flowing wells and 25,211 pumping wells, a daily average 6.6 barrels per well. Of this total volume of oil recovered in October 1947, 47,965 barrels (0.87 percent) was recovered from leases on which water-flooding operations were in progresses."

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

The National Geophysical Data Center (NGDC), Marine Geology and Geophysics Division and co-located World Data Center-A for MGG archives and distributes global marine sediment data from U.S. and international sources. NGDC is part of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service. NGDC offers a variety of digital marine sediment data sets including sediment descriptions, textural analyses, geochemistry, paleontology, paleomagnetism, and well logs. Some data sets are compiled by outside sources and sent to NGDC for distribution; many are received under exchange agreements and through the World Data Center system. Other data sets are compiled at NGDC, frequently in cooperation with other government agencies or academic institutions. One of the best examples of the latter is the Index to Marine Geological Samples, or "Core Curators' Database".

Description of Project: The four photos show a chimney blasting operation in Vienna’s district of Floridsdorf on May 4 2011. The blasting was done with two types of charges. An internal charge provided a force of blast which resulted in 135 single electrical blasting caps initiated detonations on the basic ensured the straight collapse of the chimney. The preparation work was done by reserve force military engineers. The series of photos were shot by Elisabeth Zechmeister. She works in the Austrian DOD but not as a professional photographer; much more she did all activities in her spare time.
