This study estimated (1) radon and radon daughter emissions from underground uranium mines; (2) the reduction in radon that would be released to the surface by using control techniques such as bulkheads, sealants, backfilling, and positive pressure ventilation; (3) the cost for radon and radon daughter removal from total exhaust air; and (4) total radon and radon daughter discharge for lower occupational exposure limits. For 13 large underground uranium mines, estimated yearly radon emissions from each mine ranged from 900 to 3,400 Ci. The estimated age of air emitted from the mines ranged from 11 to 37 min. Potential radon removal methods for the total mine exhaust were evaluated. The cost of these methods was prohibitive. Diurnal and seasonal changes may affect radon emission over short periods of time, but do not affect the total emissions over the long run. Radon and radon daughter emissions would be little changed by increased ventilation requirements needed to achieve lower occupational exposure limits. The concentrations in the exhaust would be lower, but the total release would be the same

World mineral production is dominated by six countries - the U.S., the U.S.S.R , Canada, South Africa, Australia and China - which also hold most of the reserves of the world?s minerals. For the developed and centrally planned countries, there is a strong positive correlation between the mineral production of a country and its land area: there is no correlation between mineral production and land area for the less developed countries. These facts imply that, after taking due account of geological controlling factors, a country may expect to produce minerals in approximate proportion to its land are a provided that political, economic, and historical factors are conducive to mineral exploration and mining. Contrary to popular political belief in many parts of the world, the developed countries are the major source of mineral imports for the industrialized countries. Moreover, exports of ores and minerals account for a relatively small par t of world trade, and are an important factor in the export picture of only a few of the less-developed countries. The looming resource confrontation between the developed and the less-developed countries is based largely on the false premise that the industrialized countries of the world are minerals-poor and owe their wealth to cheap minerals from the less-developed countries. The data presented refute this. Geological controls are relatively minor in the present distribution of world mineral production; political and economic factors are dominant. It is argued that an expansion of world trade in minerals - based on increased exploration and new forms of finance for mining ventures - rather than cartels, price-fixing and trade restrictions is by far the preferable solution to the problem of redressing the legitimate grievances of the poor countries of the world.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. An experimental investigation on the kinetics of oxidation of As(III) with H202 in synthetic effluent solutions followed by precipitation of Fe/As (V) compounds was carried out. The variables investigated were: As concentration (200 -3000 mg/l) , oxidation pH (2.0 -11.0), oxidation temperature (25 -800C) , H202 stoichiometric excess (50% -100%), precipitation pH (5.0 -7.0), precipitation agent (Fe2+ -Fe3+). Fixed conditions were, Fe/As molar ratio (6:1) and stirring speed (560 rpm). The results were empirically modelled. The precipitates obtained were amorphous. The precipitates were checked upon their environmental stability according to the United States Environmental Protection Agency (U.S.E.P.A.) Toxicity Test, and were considered to be adequate for deposition in impermeable waste dumps. The combined Fe/H202 detoxification process, in selected conditions, was able to reduce the As contents of effluents containing 1600 mg/l As to 0.1 mg/l, in about 2 1/2 hours of total processing time.

FMC Corp. achieved a significant cost reduction at its Green River, WY soda ash operations using a new proprietary solution-mining and processing technology. In phase one of the program, trona ore is dissolved, recovered and processed with the new technology. It is then fed into an existing refining plant, replacing dry mined and calcined trona ore. Phase two produces a final high-purity product. It also increases capacity by 635 kt/a (700,000 stpy). Both phases were completed under budget and ahead of schedule. This $120-million expansion project uses a new process and a new team to derive soda ash in a more cost-effective and environmentally friendly manner. The team successfully introduced solution-mining technology - with a liquid solution injected into previously mined sections of the mine. This shift in techniques signified a new era for soda ash production. The project is an example of teamwork at its best. For it to be successful, FMC had to work within several different areas inside and outside of the company. Engineers, contractors, mechanical operators and technical people were needed who could blend in with FMC&apos;s existing in-house team.

Dust-related respiratory disease remains the major health concern in mining, and health agencies are proposing more stringent standards. The U.S. Bureau of Mines (USBM) is investigating techniques to continuously monitor respirable dust in real-time during the coal or ore extraction process. Continuous monitoring will allow mine operators to evaluate hazardous dust concentrations and adjust the operations to produce less dust. Mine instrumentation applications include machine-mounted and hand-held monitors, personal monitors, and area/environmental monitors. Six dust detection methods have been considered to meet application requirements. These are: light-scattering instruments, a smoke-particle detection technique, correlation of pressure drop across the collection filter with amount of dust deposited, the Tapered-Element Oscillating Microbalance (TEOM) instrument, a method that relates the amount of dust collected on a filter with the vibration of the filter, and beta attenuation measurement of dust. Studies to date have identified the TEOM instrument and the technique of correlating the amount of dust collected with the vibration ofthe filter as having the most promise for success. Development of the machine-mounted monitor is the highest research priority. The application options and progress to date in developing continuous monitoring instrumentation are presented.

Quarry operators must continue to change and adapt environmental compliance methods to meet the increasingly demanding regulations. To fulfill industry needs, a computer-based decision support system is being developed to facilitate decision making that mine operators are required to make regarding environmental responsibilities. This system can help to determine permitting and compliance measures needed for air, surface water, groundwater, noise, aesthetics, vegetation, wetlands, hazardous wastes, storage tanks and wildlife habitats during the development, operation, and closure phases of mining. Operators will utilize the system&apos;s user-friendly interface consisting of mouse driven responses and limited keyboard entries on a desktop computer. The system is easy to upgrade according to the user&apos;s needs and changes in current laws and regulations. Data input models, user interfaces, and support of decision making are explained. The program permits inclusion of the decision maker&apos;s own insights through "what-if&apos; analysis, in which the user can change ad hoc entries and check the related consequences. Using this approach, the user has complete control over all steps of the decision making process. A storm water example is selected to demonstrate the potential benefits of the support system to environmental decision makers.

"The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. "Design of engineering controls to limit occupational noise exposure rely on accurate calculation inputs. Sound in mines can carry considerable distances. Mine ventilation engineers rely on noise propagation calculations to estimate silencer performance criteria for key mine fan installations that are often in proximity to occupied areas of a mine and can remain in service for decades. The blasted and rockbolted walls of hard rock mining tunnels have unique acoustical properties. Underground testing in an operating metal mine in Sudbury, Canada was performed and results processed to characterize noise propagation in mines, with the goal of improving the accuracy of noise calculations.INTRODUCTIONAs mine operators continue to improve and promote workplace safety, addressing noise at fixed infrastructure locations is observed as increasingly common. Underground fans are important to consider in this context, as they are typically loud, in proximity to occupied and sensitive workplaces, and operate nearly continuously. Predicting noise propagation from ventilation fans within underground mines has long been a challenge, with few available resources documenting acoustical properties as calculation inputs. Other factors in addition to rock face absorption properties include tunnel geometry and distance from the fan, which play critical roles in characterizing the noise level at any given point away from the fan. By understanding and establishing methods to better predict noise dissipation along underground mining tunnels, engineers can design noise controls with a greater degree of precision and confidence to effectively protect workers from over exposure to noise.This paper investigates classical methods of predicting reverberant room and direct field noise propagation. These prediction methods are then compared to noise measurements taken within the Fraser Mine of Glencore’s Sudbury Integrated Nickel Operations (Sudbury INO) Measurements were taken at a depth of ~881 m (2,889 ft), along an ~300 m (984 ft) long blasted hard rock mining tunnel. The noise along the mine tunnel resulted from the intakes of two 900 kW (1,200 hp) ventilation fans with a combined exhaust capacity of 300 m3/s (630,000 cfm)."

This paper is based upon a review of studies of mostly Canadian mining companies in Chile, northern Canada, Tanzania, Guatemala, Ghana, Sierra Leone, and the Democratic Republic of Congo. In spite of often well-meaning efforts most mining firms produce wealth in developing areas that largely benefit those immediately involved, sometimes neighboring communities, and often those in the governing strata. Typically mining takes place in enclaves and fosters enclave development, rather than the kind of inclusive wealth development favored by the recently UN published Inclusive Wealth Report. One way by which mining operations can foster more inclusive wealth development is to adopt much broader approaches towards the construction of the various physical and social infrastructures ? roads, water, electricity, health services, schools, security ? required for their own operations by collaborating with diverse regional, provincial, and/or national agencies and businesses to develop these infrastructures for larger populations and areas beyond the immediate sites where they are operating. Established mining firms can also foster more inclusive wealth development by establishing more formal, collaborative relationships with artisanal miners.

The basic objective of this project was to determine the cost-effectiveness of dust control used on unpaved mine haul roads. Field testing was conducted at three surface coal mines (two in Wyoming, one in southern Illinois) for a total of 20 weeks. The highest control efficiency measured for a chemical dust suppressant, 82 percent, was for calcium chloride two weeks after application. Generally, however, the control efficiencies hovered in the 40 to 60 percent range over the first two weeks since application, and then decreased with time. After the fifth week, the limited number of data points suggest a control efficiency of less than 20 percent. Composite watering data were fairly uniform. Watering once per hour resulted in a TSP control efficiency of approximately 40 percent. Doubling that application rate increased the control effectiveness by about 15 percent to 55 percent. Chemical dust suppressants (primarily salts and lignons) can be shown to be more cost-effective than watering under some conditions. Data summaries and the analysis of data are contained in Volume I. Volume II contains basic data.

Elevated concentrations of ammonia nitrogen is a common characteristic of mine impacted water and generally results from the dissolution of undetonated explosives (i.e., Ammonium Nitrate and Fuel Oil and emulsion explosives) by contact water. Several active water treatment technologies are commercially available to remove ammonia nitrogen, but reduction of active treatment demand by promoting natural attenuation is considered best industry practice. In this paper, the results of laboratory-scale and full-scale trials of a semi-passive approach (i.e., enhanced algae growth) to remove ammonia nitrogen at the Meliadine mine are presented. Phosphorus was found to be the limiting factor to algae growth at the mine site. The addition of various concentrations of phosphorus was first tested at a laboratory scale. The samples were exposed to in-situ conditions, and ammonia nitrogen removal rates ranging from 40% to 93% were achieved over a period of 24 days. This paper also presents the methodology and results of an in-pond treatment during which a 50% ammonia nitrogen removal rate was observed after 68 days. The studied mine site uses breakpoint chlorination as its primary treatment approach for ammonia nitrogen removal. The results presented in this paper show the potential of using enhanced algae growth as a pre-treatment method, subsequently reducing the quantity of chemicals required for operating the breakpoint chlorination plant. This potential requires further investigation and additional trials are currently under evaluation.

Knowledge acquired from this research contributes to a better understanding of the physical structure of Green River oil shale and provides fundamental data and concepts that may serve to improve oil-shale technology. This study by the Bureau of Mines indicates that oil shale is a highly consolidated organic-inorganic system with no significant micropore structure, pore volume, or internal surface. This system is a form of physical structure that precludes rapid diffusion of either gases or liquids. The mineral matter consists essentially of nonspherical particles that tend to follow a log-normal size distribution. An excess of 99 weight-percent of these particles have equivalent spherical diameters of less than 44 microns--75 weight-percent are from 2 to 20 microns, and 15 weight-percent are less than 2 microns. The surface area (3 to 5 square meters per gram) of these mineral constituents is mainly external surface. The mineral constituents contain some micropore structure--pore radii ranging from 10 to 100 Angstrom--with the pore sizes randomly distributed. Distribution of the organic matter within the inorganic matrix is essentially interparticle and not intraparticle. The organic matter within the micropores of the mineral constituents is less than 4 percent of the total. Estimates made from surface area data suggest that perhaps only a small amount of the organic matter is bonded either physically or chemically to the mineral constituents.

Mining is an activity which has, in the past, been regarded as often leaving land in a condition unfit for further use. As the need for development that is both economic and ecologically sustainable has grown, so the issue of re-use of land after mining has become significant. During operation it is usual that mine environmental conditions which minimise unnecessary or avoidable environmental impact are agreed with the regulatory authorities . These conditions are usually set down in such a way that they can be interpreted reasonably well by both miners and regulators. However, the conditions to be met by a mining company before it can be absolved of responsibility of a site are often less clear. The close-out criteria by which the success of rehabilitation programs will be judged have received little attention in the past. These conditions are now growing in importance as the costs of rehabilitation of a mine site to an agreed post-mining land use assume greater significance in the economics of mining. This paper briefly describes the status of close-out criteria presently being applied across Australia. A comparison is made with similar guidelines from other countries.

Progress made in a second and final metallurgical investigation made by the Bureau of Mines of near-surface Hawaiian bauxitic deposits from Kauai, Maui, and Hawaii Islands, and on a deeper deposit from Kauai, is reported. Previously reported Al2O3 extractions were increased by modifying conventional processes to fit the ore being tested. Increases in Al2O3 extraction were: Kauai, from 82.8 to 95.4 percent; Maui, 85.5 to 94.1 percent; and Hawaii, from 79.5 to 86.4 percent. Use of a "caustic-reduction sinter, leaching, and magnetic separation process" for Al2O3 extraction also produced an iron concentrate of commercial grade, except for titanium content. No successful method was developed for the recovery of a satisfactory titanium concentrate.

The Kwinana Industrial Area (KIA) is by far the largest and most diverse industrial processing region (with supporting industries) in Western Australia. As with elsewhere in Australia (and globally), the KIA is facing sustainability challenges on various fronts, such as increasing water and energy scarcity, climate change, an aging workforce, and growing community expectations. Through the Kwinana Industries Council (KIC) the industries within Kwinana are working closely on common issues in the KIA, including the sustainable development of the region. Over the past decade, significant progress has been made by the industries towards the improvement of the sustainability performance at the company and regional level. Given the ever increasing sustainability pressures, there is strong desire to address sustainability challenges in the KIA, through a pro-active and collaborative industry approach. A sustainability roadmap is being developed to assist the KIC and its industry members with strategic decision making on the long-term sustainability of there. At the heart of the roadmap is a set of key performance indicators for each of seven priority themes or focus areas (water use, by-products produced, greenhouse gas emissions and energy use, economic performance, environment, community impacts and sustainable workforce). Aspirational targets and subsequent strategies are being developed for those activities where the KIC has an influence and can make a positive impact. The indicators and their targets enable constructive stakeholder discussions (eg with government and community) on emerging local issues and possible future directions for the KIA. The paper will report on the development process and the preliminary results of the sustainability roadmap for the KIA, including a historical perspective on milestones achieved so far and future aspirations.

The coal mining industry is being called upon to vastly increase production in the coming years. Many mining operations will have to prepare an environmental impact report of some kind and all will have to comply with various types of environ- mental regulations. Therefore there is a great need within the industry for access to environmental data, information, and literature. This paper discusses the informational resources available, the current lack of access to these resources, and the Environmental Data, Information and Literature (EDIL) Bank of the Kentucky Institute for Mining and Minerals Research. The bank&apos;s major emphasis concerns the environmental, social and economic aspects of producing clean solid, liquid, and gaseous fuels from coal. The data bank promotes information interchange between other related governmental and private projects and the energy development community.
