Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

A fast, reliable, and low cost characterization of ore minerals products, as they result from different processing actions, represents one of the most challenging targets in the mineral processing sector. Today different techniques are available according to different sampling strategies and analytical principles. In this paper, the possibilities offered by the adoption of hyperspectral imaging based sensing units working both at micro- and macro-scale are presented and discussed. According to the different phases and stages of ore minerals and products characterization, and starting from the analyses of the detected hyperspectral firms, it is thus possible to derive useful information about mineral flow stream properties and their physical-chemical attributes. This last aspect can be utilized to define innovative process mineralogy strategies and to implement on-line procedures at processing level. The present study discusses the effects related to the adoption of different hardware configurations, the utilization of different logics to perform the analysis and the selection of different algorithms according to the different characterization, inspection, and quality control actions to apply. The U.S. Bureau of Mines investigated a hydrothermal sulfidation procedure to recover lead and silver from plumbojarosite. The plumbojarosite, generated during pressure-oxidative leaching of zinc concentrate in a commercial operation, contained, in percent, 25.4 pb, 18.8 Fe, 1.4 Zn, 29.5 SO,2-, 3.2 s?, 13.4 total sulfur, and 7.4 oz/ton Ag. The sulfidation was conducted in an autoclave and converted the plumbojarosite to amorphous iron oxide and liberated the lead and silver as sulfides. The best operating conditions were using 50 9 of plumbojarosite and 7 pct s? (2.04 9 S? added) in 500 mL of 2.0 mol/L NH3, 150? C, and 1 h. The sulfidation product contained, in percent, 37 Pb, 28 Fe, 6 S2-, 2 SO,2-, and 11.2 oz/st Ag. Ferric chloride leaching extracted 98 pct Pb and 97 pct Ag from the sulfidation product.

MINE-DRAINAGE and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, ex isting conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty -of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. Recently, the health of the cement industry has been threatened by the impact of environmental regulations, over-zealous state and federal agencies and radical environmental groups. Unfortunately, cement plant operations tend to trigger every environmental regulation and program promulgated, plus several programs designed specifically for the cement industry. These environmental burdens come at a time when the cement marketplace has been impacted by imports resulting in a situation where it has been difficult to increase prices to offset these increased environmental liabilities. The competitive world market forces the cement industry to seek creative ways to reduce costs. With additional major environmental programs coming down the pipe, like the Federal Clean Air Act Amendments of 1980 and EPA regulation of cement kiln dust, the cement industry has attempted to try innovative supplements to cement manufacturing. The cement industry has found that using waste tires, biosolids and other solid wastes in the cement manufacturing process can reduce costs and plant emissions.

Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

The goal of this presentation is to firstly, review mine effluent permits in a number of regulatory jurisdictions; and secondly, to develop a strategy for incorporating the regulatory requirements into the environmental assessment (EA) process for new mine proposals. The focus was on the province of British Columbia (BC) and their recent initiative on the One Project, One Process initiative. This task was approached by reviewing mine effluent permits for various regulatory jurisdictions and comparing them to BC mine effluent permits. This comparison revealed a variety of approaches for designing mine effluent permits, but there is a common scientific approach, which supports the conclusion that the permitting of mine site discharges can be designed based on a scientific approach. This approach is expected to: (a) achieve sound environmental protection, (b) demonstrate the application of Best Achievable Technology, (c) incorporate sound sustainability approaches, (d) incorporate regulatory objectives, and (e) create efficiencies for the regulator and mining industry. There is an essential precursor to developing a sciencebased effluent permit for which the proponent must provide: (1) the necessary technical assessment information to demonstrate the mine effluent permit application will result in an environmentally protective effluent discharge, to the satisfaction of the permitting agency; (2) the necessary level of detail for essential mitigation pollution control works to demonstrate how they will be operated to achieve the necessary treatment goals; (3) the necessary level of detail for non-treatment mitigation (passive treatment, or passive pollution control); and (4) the necessary level of detail to demonstrate how pollutants will be prevented from being mobilized (or being generated) from ore and waste materials, or, if the pollutant originates from an added milling reagent, how the reagent will be reduced. While (active) mitigation pollution control equipment is more definable in an effluent permit, non-treatment mitigation is more nebulous in terms of defining in a mine effluent permit; it is therefore recommended that appropriate management plans be developed for essential mitigation pollution control and non-treatment mitigation (passive treatment) and submitted with the proponent?s EA/effluent permit application packages. Major deficits in adequate active and passive pollution control will inevitably lead to regulatory impediments to developing a permit and allowing a mine to be developed, although EA processes strive to preclude major permit information gaps; the onus is on the proponent to provide complete information in this area. Hence the importance of EA processes ensuring that the major technical information requirements for effluent permit development are included in the EA phase. Recently, this aspect of the mine EA process has taken on a new role under the political efforts of One Project, One Review Process (Canadian) and One Project, One Process (in BC). These initiatives translate, in part, to ?synchronous permitting? (in BC): effluent permitting, for example, may be initiated shortly after the proponent submits the EA application to Ministry of Environment.

This study provides an initial indication that mill tailings produced in the Coeur d'Alene Mining District of Idaho can be placed on floodplain areas in a technically acceptable manner without artificial liners and without seriously contaminating the surrounding area. Tests have shown that landfills on these unused areas can result in returning these areas to productive use. The engineering properties of mill tailings permit construction of stable embankments. Designed slope protection inhibits water erosion. Among the environmental considerations in using tailings for landfill construction are the acid and other contamination produced by tailings and wind erosion of exposed tailings surfaces. The initial results indicate that adverse impacts are not as severe as previously thought, and mitigative measures are feasible. Based on the preliminary data, and in accord with existing Federal and State waste management regulations, a conceptual design has been developed for 23 potential landfill sites in the District, which could reclaim 750 acres of floodplain. A cost analysis of landfill construction with mill tailings indicates that the method would be an economically viable means for increasing the valleywide tailings storage capacity, provided construction with slurried tailings is feasible. A Stage H study is proposed to evaluate slurried tailings as a foundation material, as opposed to hauled tailings used in this present study.

Transportation, where necessary, becomes a question of very great importance. For this reason every mechanical contrivance known to man is employed, with its resultant advantages. So successful has man's ingenuity been that, offhand, we are inclined to say that practically all transportation on a large scale is done mechanically, that is, where speed and economy are desiderata. Granting this, one would think that to read a paper on the horse before your honourable and highly technical Society would surely be a waste of time, and that any Company employing old-fashioned 'horse' power would certainly be very much behind the time, to say the least. However, the fact remains that the biggest industry in our country today-coal mining-must use horse power to a great extent, being compelled -both by considerations of economy and by necessity. For this reason,' in the production of coal under present conditions, the pit horse is of great importance to this industry and is to be considered seriously as one of the units that help to make coal mining a success or a failure. Hence, in employing horses as a power for transportation, care must be exercised in selecting the animals, and the care of this power must be considered as seriously as any other department of such an organization. In selecting a pit horse, several things must be borne in mind, that is, one must get as much horse power as possible in as compact a form as is practicable. This determines the type of horse we must use, which is of very great importance under our present conditions of coal mining. With low roof, steep grades, and forced production, a distinct type of animal must be selected.

The Carthage field, in Pamela County, Tex., is one of the largest gas-condensate in respect to both areal extent and volume of recoverable gas in the United States. The field (shown in fig. 1) is approximately 25 miles long by 20 miles wide on a southwest to northeast axis and includes 306 producing wells as of July 1, 1948. 3 distinct reservoirs in the Rodessa and Sligo formations have been found in the Carthage area the two main producing zones being the Upper and Lower Pettit, less important production being found in the Hill zone. Although a small amount of commercial production has been obtained in the Travis Peak formation, it has not been included in this report. An engineering study has been made by Bureau of Mines engineers, with the ultimate objective of arriving at an estimate of the gas reserves, by application of the data made available by the operators in the Carthage field. During World War II the Bureau of Mines submitted a restricted petroleum-engineering report on the Carthage field to the Petroleum Administration for War, at which time (March 1944) the development consisted of only 19 producing wells, 7 of which were dual completions. Because of the restricted nature of the first report and the limited development at the time of writing, a more complete investigation and subsequent publication was considered advisable. Bureau of Mines engineers have made use of all available records such as electric logs, drilling-time logs, core descriptions and results of core analyses, well-completion records, and production data in developing this report.

A reliable method to locate microseismic evets is an important objective for routine mine seismic monitoring. We developed an algorithm that can automatically and reliably locate an event from a single uniaxial trace. Signals created by microseismic events are recorded as seismograms that consist of direct P- and S-waves as well as the waves reflected off the underground excavations. We take advantage of the extra complexity these reflections introduce as they make the signal more unique. In our investigation we cross-correlated unaltered synthetic seismograms against trial waveforms created from a linear combination of appropriate waveforms from a library of numerically calculated strain Green’s tensors. We use a single uniaxial synthetic seismogram to invert for the source location, six moment tensor components, and frequency. The resulting cost functions are constructed as maximal correlations at each node in the mine grid through the true source x-planes. This function is maximized by differential evolution to simultaneously yield the source parameters. Sensitivity tests such as shifting the mine plans and altering the background velocities of the media are investigated to test the robustness of the method. We contaminate the data with 40% white noise to test the resolution against simulated real recorded seismograms. The method is demonstrated using synthetic data calculated with a realistic underground 3D velocity model.

An architect representing the Atlanta office of the Brick Institute of America periodically presents a slide lecture to interested groups entitled "The First 10,000 Years of Brick". The title signifies the fact that brick, man's oldest manufactured building material, has been around for quite some time and will continue to be utilized by architects and builders in the foreseeable future. This is not to say that the brick industry can rest on its laurels and ignore the competition presented by newer more innovative products. The industry will have to be equally inovative and market oriented in order to maintain its market share of the predicted construction boom between now and the year 2000. The implication is made, however, that brick can be produced under rudimentary conditions and that the desire to use the product has been long standing. In addition, history has sham that there has been plentiful clay available to produce the product. This paper is an attempt to assess the climate in which the brick industry will operate during the next 26 years. An analysis of regulatory conditions affecting the manufacture of the product will be followed by an assessment of the materials environment in which the industry will be operating. These factors are then reconciled with a projected demand for the product to determine the ability of the industry to satisfy future demand for brick. From a mineral point of view this paper will address itself generally to the availability of and demand for clay. However, other than a brief overview of the uses of other specific types of clay, it will concentrate on the clays utilized in the production of structural clay products, specifically brick.

The western united States is not usually noted for the production of fluorspar; however, many significant fluorspar districts do occur in the Rocky Mountain region and constitute a resource of sizable dimension and major potential. This is particularly true within the area of the West served by the rail lines of the Union Pacific Railroad (see Figure 1). Fluorspar deposits near the Union Pacific have produced over 1.3 million tons of finished fluorspar products from 2.3 million tons of ore. Approximately 80% of this production was of acid-grade and 20% of metallurgical-grade fluorspar. Production of ceramic-grade was negligible. Through the years substantial production has come from eight mining districts. Five of these have produced metallurgical-grade and three acid-grade. The best-known fluorspar producing area in the West is the Jamestown Mining District. It was one of the first producers of fluorspar in the western United States and is estimated to have produced over 500,000 tons of finished fluorspar from over a million tons of ore. The district encompasses approximately 36 square miles in central Boulder County, Colorado, about 9 miles northwest of the City of Boulder. Although small shipments were made from the district as early as 1873 or 1874, significant sustained production was not achieved until 1940 when the General Chemical Company, now a division of the Allied Chemical company, acquired the Alice, Burlington, Chancellor,

Lamco Joint Venture is operating a Dravo Pelletizing machine to produce pellets from the natural slimes of an earthy hematite ore. The grate area of the machine 3.3 x 106 m equal to 350 m2 (3800 sq. ft.) and the installed fan capacity is 8200 HP. The limiting factor for production is normally fan capacity. This means that the processing fans can not pull the additional air (i.e the additional calories or BTUs) through the bed which would be required for increased production. A way to increase production without major modifications is to supply the additional calories needed for increase production by adding coal to the pellet feed. After successful laboratory tests following method of coal addition has been chosen and the following results have been obtained. 1. The ground coal is added to the slurry prior to the filters and the rotary dryer. 2. By adding 0.6% coal, an increase of about 15% in production rate has been obtained. 3. No significant changes of metallurgical properties have been observed (i.e. tumbler index, compressive strength, ferrous iron content, reducibility, Linder degradation and swelling). 4. No unexpected operation problems have been experienced. The pellet discharge temperature increases and is the limit for how much production can be increased by coal addition without making plant modifications.

"Introduction Background The Frobisher voyages of 1577 and 1578 were organized by the Cathay Company for the express purpose of finding and mining gold ore. Since publication of the Baffm expedition of Charles Francis Hallill, the location of Kodlunarn or Countess of Warwick Island, the headquarters of Frobisher's third (1578) voyage, and focal point of the largest Arctic voyage of all time, has been known to the world. Through Hall we also know the location of the Countess of Warwick Mine on Kodlunarn Island. However, the exact locations of the other mines are not known. Of the ""ore"" we know little. Pieces of the original ""black stone"", once as large as ""a half-penny loaf' have now disappeared altogether. Specimens collected at random from the repository of shipments in England and from loose rock on Kodlunarn Island were termed, respectively, ""hornblende pyroxenite"" and ""amphibolite"" and from a locale about 200 yards from Kodlunarn as (hornblende) ""pyroxenite""121. However, it is uncertain whether these specimens are representative of Kodlunarn or of the other mines, although Blackadar131 notes that, in the northern trench of Kodlunarn, biotite gneiss contains lenses and bands of amphibolite. The ""gold"" itself is even less well defined. It has long been accepted that gold was virtually absent in Frobisher's ore. The ""gold"" has been termed pyrite, biotite and both biotite and pyrite together. Even t h e word "" marquesset"" , which appears and reappears in contemporary descriptions, is nebulous and is defined as ""a stone participating in the nature of some metal, yet in so small quantity, that the metal cannot be melted from it"" (0.E.D., definition of 1616)."

Large diameter drilled deep foundations are a widely utilized solution throughout North America and the world. Numerous design and construction techniques developed over the past 100 years have made this type of foundation a robust, reliable, and efficient foundation option to support a wide variety of structures. From bridges, to marine structures, to high-rise buildings, drilled shafts are a time-tested approach for all types of infrastructure projects. Yet, what remains ambiguous in the current state of engineering practice is how to respond when a shaft is constructed that, for potentially different reasons, may or may not meet the design requirements? In this case, what are the best practices for Contractors and Engineers when a structural, geotechnical, or material integrity issue arises during construction? In our experience the answers to these questions are not widely known, but are profoundly important so that engineers can have tools available to confidently and efficiently address concerns, and provide a path forward for the project. This paper seeks to answer the above questions by presenting details of different remediation approaches using the results of several case studies where structural and geotechnical engineering methods, combined with non-destructive integrity testing (NDT), were employed to evaluate the acceptance of “questionable” drilled shafts. Through multidisciplinary techniques like Cross-hole Sonic Logging and 3-D Tomography which enhance the resolution of anomalous zones and defects in concrete, the development of concrete strength estimates from non-destructive testing data, and executing innovative structural and geotechnical analyses to evaluate the as-built conditions, drilled shafts that might have historically been rejected were ultimately accepted by the project team. This paper presents a series of unique case studies that together depict a roadmap for a comprehensive approach to reliably evaluate and guide the industry to address these types of drilled shaft construction issues.

End-of-life Electronic and Electrical Equipment, o_cially called WEEE, is unjustly regarded as mainly a waste management problem. What is structurally overlooked is the enormous resource impact of these devices. EEE rep- resents a tremendous metal resource, which should be uti- lized through e_ective recycling, which has a much lower environmental footprint than primary production. The actual amount of end-of-life EEE recycled today is embar- rassingly low since insu_cient EEE is collected and part of the collected EEE is exported to developing countries, where it is largely not entering o_cial recycling systems. To achieve a global recycling society issues like technol- ogy, economics, life cycle structure, stakeholder aware- ness and legislation have to be addressed in a global, co-operative manner so that sustainable closed product cycles can be obtained. Requirements for a "global re- cycling society" are de_ned to address today's reality of global ows of used consumer products, taking into ac- count the likely needs of the future.
