"Since the most of mineral processing are wet, and for more specific applications where it is necessary to increase the purity through leaching and / or concentration, the proper dispersion is the first, and perhaps more crucial stage in the whole chain of processing. This specific process is based on the formation of a dispersion or suspension of mineral, trying to make the mixture as homogeneous as possible, and with specific rheological conditions. Sometimes it is not enough agitation to make it happen, so that chemical additives are used as an aid. However, the addition of chemicals strongly alters the viscosity and other rheological properties of the suspension factor to consider for subsequent steps to ore beneficiation. In other hand, in a process where no chemicals used often employ large quantities of water to achieve dispersion. But if an efficient chemical agent, which optimizes said dispersion through a specific physicochemical effect on the particle surface is used, also it can generate rheological advantages, besides achieving rational use of water and increase the recoveries of the product main about also optimal costs. The aim of this work is to find the optimal rheological conditions for a dispersion of kaolin as study case, looking for stability, best disaggregation, viscosity and pseudoplasticity.To find the optimal additive, the evaluation parameters were: 1) Best degree of dispersion of the suspensions according to the analysis of the flow curve; 2) Best level of disaggregation of particle chemical analysis delaminated by Particle Size Distribution; and 3) Best thixotropic rheological parameters and pseudoplasticity. Finally the optimum additive as one that meets the best combination of parameters is proposed.INTRODUCTIONKaolin is a clay material formed by altering of feldspar composed mainly for kaolinite. Depending on the application, the kaolin as raw material must be refined and processed because the ores of clays contain usually a lot of impurities derived of its sedimentary source, such as feldspar, mica and quartz (Torres, et. al., 2011). According to the experience on the plant floor and the publication of several scientific papers, it is known that the dispersion is a crucial stage in mineral processing (Greene, Duke, & Hunter, 1965) (Raghavan, et. al., 2004), not only because of the disaggregation of particles, besides because of the humectation of them. Is clear that disaggregation of particles give to the suspensions rheological stability, and the humectation improves the effect of further processes like grinding or chemical treatment. The dispersion process involves making a suspension of the mineral with a solvent which is usually water, to obtain a homogeneous dispersion, with the aid of energy of stirring. Sometimes is not enough the agitation (even with high energy) for this to occur, so is necessary the use of dispersing substances which introduce ions and molecules as modifiers of chemical potential, forcing the molecules of the material to disperse. Sometimes their use even could affect the pH of the suspension in a non-desirable condition. (Flores, 2013)."

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

The title of this session seems to have been picked especially for this paper. It is 1984, it is the morning after, and there is one monumental hangover among many if not most of the oil companies that have invested in mining in the past decade or so. How an oil company looks at mining depends on what time period you are talking about. A few years back around the time of investment this is what they were probably looking at: 1. A balance sheet of their own that was beginning to go wild, with many of their commodity prices having already seen increases of two, three, or four fold, and with no end in sight. 2. A need to invest their earnings someplace fast before the stockholders or the government got too interested. And that someplace should be in an industry where their own management skills could be applied. (Only a true cynic would suggest that this is a form of job security) 3. In mining there was an industry amazingly similiar to their own, one working with non-renewable natural resources, dealing with the same types of government agencies, and having the same type of critics and pressures from the general population. 4. An industry that was somewhat backward as compared with their own, and one where a generous ration of the capital and management skills so handsomely bestowed upon the oil industry could be used to great advantage.

The phases of a typical exploration program for sand and gravel resources include: (1) collection and assessment of existing information; (2) air photo interpretation and remote sensing; (3) ground investigation and mapping; (4) sampling and testing; and (5) data storage, retrieval, analysis and presentation. Depending on the purpose, time frame and funding available for the study, these phases, and the various techniques used within each phase, will vary. Once a sand and gravel deposit has been located, defined in size and quality, and found to be suitable for a given purpose, it can then be classified as a granular resource.

"Some of the weakest roof in United States coal mines is found in the Illinois Basin. Historically, the Illinois Basin has also suffered from high rates of unplanned roof falls and rock fall injuries. During the past decade, however, roof fall and rock fall injury rates have fallen dramatically, and are now lower than the national average. Several technologies are responsible for the improvement. Roof screen was rarely used ten years ago, but a number of mines now use it on a regular basis to prevent rock falls and rock fall injuries. Other roof skin control fixtures and work practices have contributed as well.The reduction in roof falls is also directly attributed to enhanced intrinsic roof support. Stiffer primary bolting patterns have reduced the magnitude of roof spalling and roof sag. They have also helped create a more intact beam that is able to be suspended from longer cable bolts. Cable bolt design methodology has also contributed to this reduction in roof falls. Some early cable bolt applications were unsuccessful because they employed as few as two cable bolts per intersection. This paper describes a methodology for estimating rock loads for support design.ROOF FALL TRENDS IN THE ILLINOIS BASINAlthough the Illinois Basin has a long history of poor roof conditions and high rates of unplanned roof falls and rock fall injuries, recent data indicates a change in the trend. Roof fall rates are determined by dividing the total number of non-injury roof falls by the total number of hours worked underground. The data is considered for 200,000-man hours. While the Illinois Basin was once a coalfield experiencing roof falls at nearly twice the national average, it is now at or below the national rate. Figure 1 indicates the trend over the past 20 years. In 2008, the Illinois Basin mines experienced 5.06 roof falls every 200,000-man-hours, compared to only 0.75 in 2018.There has also been a significant reduction in the rate of rock fall injuries in the Illinois Basin coal mines, as shown in Figure 2. In 2008 there were 1.48 rock fall injuries every 200,000-man-hours, compared to only 0.43 in 2018.ILLINOIS BASIN COAL ROOF GEOLOGYThe roof rock in the Illinois Basin has been studied in the past to understand the primary causes of roof failures (Molinda et al., 2008; Thompson, 2010; Molinda and Mark, 2010). Rusnak and Mark (2000) evaluated 10,000 laboratory strength tests from 800 rock units and concluded that for shale, siltstone, and sandstone, the strength of the Illinois Basin variety was less than half that of the same rock types in Central Appalachia (Figure 3). A study of Coal Mine Roof Rating (CMRR) measurements in more than 200 US coal mines also found that weak roof was predominant in the Illinois Basin (Mark and Molinda, 2005)."

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. "The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

"The Carswell structure, located in the western part of the Athabasca Basin, northern Saskatchewan, has been extensively explored since 1967. This exploration has been successful and lead to the discovery, in 1970, of the D sandstone-hosted unconformity related deposit. By the end of 1984, five additional basement-hosted unconformity related deposits had been delineated: the OP and N discovered in 1970, the Claude in 1971, the Dominique-Peter in 1981, and the Dominique-Janine in 1984. The D deposit has been mined out; the Claude open-pit has already produced more than 500 tonnes of uranium, the development of the Dominique-Peter underground mine (first phase) has been completed, and production from the latter started in 1985.All six deposits are located in the southern part of the Aphebian metamorphic core, 18 km in diameter, which has intruded at least 1250 metres of Helikian Athabasca Group sediments during a cryptoexplosion event at 480 Ma, unrelated to the emplacement of uranium mineralization. The metamorphic rocks, affected by the Hudsonian Orogeny, are divided in two lithostratrigraphic units: the Peter River gneiss, aluminous gneiss series, and the Earl River complex, mixed quartzofeldspathic and mafic gneiss series. A well developed regolith profile is recognizable in the south along the contact with the sandstone and inside the metamorphic core sometimes associated with conformable sandstone beds.Basement and sandstone-hosted uranium deposits show many similarities:-linkage to unconformity;-mineralogy and geochronology with a first phase mineralization characterized by a polymetallic sulphide-uraninite-brannerite assemblage dated at 1150 to 1050 Ma, a second phase characterized by a simple sulphide-uraninite assemblage dated at 890 to 820 Ma, and a third phase characterized by a pitchblende-hematite dated at 380 Ma; and,-linkage to early Hudsonian structures with remobilization of these structures during intense hydrothermal alteration resulting in Mg chlorite-illite halos."

Cyanide speciation and behavior have been examined at three active heap leach operations, three heaps undergoing rinsing, and three sites with cyanide contaminated groundwater, all in the southwestern U.S. Data from these studies demonstrate that strong cyanometallic complexes of iron and cobalt can play ?an important role in cyanide behavior throughout the lifetimes of heap leach operations. In active circuits, we find evidence that significant amounts of cyanide combine with iron and cobalt to form strong cyanometallic complexes, and that these species can be adsorbed, probably onto iron hydroxides, or precipitated as insoluble cyanometallic compounds. When spent heaps are rinsed, the release of this cyanide is likely controlled by the slow kinetics of desorption from, or dissolution of, solids that have gone largely uncharacterized. We find evidence that strong cyanometallic complexes can give rise to transient free cyanide in some settings by rapid photo dissociation where heap rinse effluent is exposed to sunlight in open channels or translucent sample bottles. Thus, these species can complicate the ,preparation of spent heaps for decommissioning, even where regulatory standards ?are based on weak acid dissociable cyanide. There is a critical need for information on the form and stability of adsorbed and precipitated cyanide in spent ore heaps, on the concentrations of strong cyanometallic complexes in mineral processing effluents -particularly the complexes of cobalt, and on the natural attenuation of iron and cobalt cyanometallic complexes in both surface and subsurface waters.

"Bay d'Espoir is in the approximate center of the south coast of Newfoundland. The geology of the area can most conveniently be considered in terms of three units: (1) an Ordovician or older polydeformed terrain termed the Little Passage Gneisses; (2) a Lower-Middle Ordovician volcano-sedimentary sequence assigned to the Baie d'Espoir Group; and (3) granitoid intrusive rocks of mid-Paleozoic age. Mineralizing events accompanied the formation of the latter two units.The Baie d'Espoir Group comprises a dominantly sedimentary sequence of pre-Middle Ordovician shelf and distal turbidite sediments deposited on the eastern margin of Iapetus. A significant volcanic component is, however, present in the Isle Galet Formation, consisting of up to 30% felsic volcanic rocks interbedded with sedimentary and epiclastic rocks. The Isle Galet Formation hosts several disseminated to thinly bedded Pb-Zn-Ag occurrences associated with altered felsic tuff and graphitic shale. They occasionally grade laterally into pyrite iron formation and appear to have been deposited in a very distal volcanic environment. The Isle Galet Formation is a time equivalent of the mineralized pre-Caradocian island-arc sequences of central Newfoundland, but differs from them both in style of volcanism and in the nature of the associated mineral deposits. It is, however, comparable in many respects to mineralized volcanic sequences in the La Poile Bay area of southwestern Newfoundland.Mineralization associated with granitoid rocks in Bay d'Espoir is best developed around the southeast margin of the North Bay Granite, where two-mica leucogranite forms a marginal phase. Numerous minor base metal showings occupy quartz, quartz-carbonate and barite veins in the adjacent sedimentary rocks. Collectively, the showings exhibit a well-developed, zonal pattern around the granite margin; molybdenite (±py, cpy) predominates near the contact, giving way outward to galena (±sph, py, asp, cpy) and eventually to stibnite (±asp, py) at the periphery. Mineralization associated with granites in similar settings elsewhere in southern Newfoundland includes tungsten in the Grey River and Granite Lake areas and molybdenite in the Rencontre Lake area."

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

I work as the Bureau's Liaison Officer for Colorado and am one of 38 Bureau employees who are stationed, for the most part, in state capitals across the nation. These offices serve all 50 states and Puerto Rico--some being assigned more than one state. Our primary task is to seek ways to achieve a closer and more productive relationship between State agencies and the Bureau of Mines. In 1970, when the Bureau initiated this nationwide system, our activities were limited to mineral supply operations. The potential of the program was soon recognized and Liaison Officers became the personal representatives of the Director and responsible for con- ducting the business of the Bureau that is best handled at the local level. Knowledgeable in the total operations of the Bureau, Liaison Officers are a primary point of contact for the public and for you to obtain information and, again, for you to provide the government with insight into the difficulties you have in providing this nation with an adequate supply of industrial mineral materials.

This paper reviews the circumstances that led to the development and construction of a commercial-scale vertical shaft carbonizer at Conmore, Alberta. This form coking process may be regarded as having potential application in other areas. Coal pelletizing offers a promising method of decreasing coal agglomeration costs under certain circumstances. Pellets can be rolled easily from -35-mesh coal, provided that a minimum of -200-mesh coal is present. Bentonite was found to be the best binder and was most effective when added in amounts of about 2 per cent. The water content of the coal pellets was observed to vary from 18 to 23 per cent. As a by-product of this investigation, it seems possible that fine coal could be converted into stoker feed by this process. A short investigation of the effect of heating rate on the carbonization of pellets was conducted. The growth of the aluminum-smelting industry in the Pacific Northwest, resulting from national defense requirements, emphasized a need for local sources of alumina to supplement the alumina production shipped from the East. Because supplies of foreign bauxite were being interrupted and our domestic bauxite reserves were inadequate, it was necessary to expedite the investigation of other possible sources of alumina during World War II. A program of investigation of high-alumina clay deposits in the Northwest was carried out jointly by the Federal Geological Survey and the Federal Bureau of Mines. As part of this program the Cowlitz clay deposits near Castle Rock, Wash., were explored by the Bureau of Mines in 1942-43. These deposits are near railroads, tide-water, and Bonneville Power Administration lines and within 22 to 100 miles of 4 aluminum-reduction plants.

Since its organization, in July, 1917, the War Minerals Committee of the Institute, of which William Y. Westervelt is chairman, has been studying important phases of the mineral industry and its relation to winning the war. From this has come a realization of the imperative need for more definite coordination than is possible without direction by some governmental agency. No privately controlled industry can have the detailed knowledge of war needs or the control of all its supplies and markets necessary to effect the adjustment of its activities for war purposes. Recovering vanadium from vanadium titanium-magnetite (VTM) ore using ( NH4)2C2O4 is a clean hydrometallurgical process, but the drawback is the low recovery and slow kinetics due to the formation of inhibitor. A novel energy-efficient mathematical model was derived for green leaching of VTM in which the mechanical activation (MA) removed the inhibitor “δ” (formation of impermeable product layer of CaC2O4) covering the reacting core of the CaV2O6 leaching process in ( NH4)2C2O4 solution. Before the MA processing, the formation of the CaC2O4 layer affects the kinetics (slow) and NH4VO3 leachability (low recovery). The dissolution rate enhancement and economic importance (in terms of leaching kinetic/recovery) of mechanical activation (MA) pretreatment in hydrometallurgical processing cannot be overemphasized. It is shown from the experimental and developed mathematical model results that the rotating speed of the ball mill (ωb) has a significant effect on the NH4VO3 recovery. At 360 rpm, the experimental result gave an 82% optimum recovery rate and a reaction rate constant of 0.01889s−1 with close correlation with the present models at 82.8% and 81% for liquid-to-solid layer diffusion and chemical reaction controls, respectively, with a reaction rate constant of 0.018883s−1. The close correlation between the experimental recovery rate results and the diffusion recovery rate model result justifies that the leaching process is diffusion control shrinking core kinetic with experimentally measured activation energy (Ea) value of 19.502 kJ/mol . This present model proved that MA enhances the dissolution rate regardless of the formation of a passivation layer on the material and best describes the kinetics of the MA hydrometallurgical processes compared to the shrinking core model.

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin.
