This awareness will create a better understanding of the permitting process within the several groups in mining companies that are responsible for getting the mine project started or continue its operations.

This review covers the northern 32 counties of the Texas Panhandle, an area 180 miles square. The westerly three-fourths of the district lies wholly within that great area known as the Llano Estacado or "staked plains." Six of the counties produce oil and gas and three produce gas alone. All of the production is associated with the Amarillo arch, a huge anticline superimposed upon a buried mountain range which is undoubtedly a continuation of the Wichitas of southwestern Oklahoma. Oil Production The production of the Texas Panhandle up to Jan. 1,1930, was slightly over 157 million barrels, 90 per cent. of which came from Hutchinson and Gray counties. About 33,000,000 bbl. was produced during 1930. Though this was about 9 per cent. above the 1929 production, it was over 8,000,000 bbl. less than was produced during the peak year, 1928. The present daily production is slightly over 40,000 bbl., which is the allowable production under state-wide proration. The assumed potential for the purpose of proration is 124,500 bbl. and the actual capacity of the wells probably would be in the neighborhood of 100,000 barrels. The total initial production of the oil wells completed in 1930 was 157,289 bbl. from 308 wells, or 511 bbl. per well, as compared to a 734-bbl. average from the 350 oil wells drilled during the preceding year. The completions in Gray County numbered 232, with an average initial of 614 barrels. Completions During 1930, 526 wells were completed in the Panhandle as compared to a total of 503 during 1929. Of the year's completions, 308 were oil wells, 169 produced gas and 49 were dry holes. Of the 3027 wells drilled in the Panhandle to date, 2780 have produced oil, gas or both, making the ratio of dry holes to producers about 1:11.3. Ignoring the 63 dry holes drilled in nonproductive counties, the ratio becomes 184:2780 or 1:15.1 which is slightly less favorable than that which obtained at the end of 1929.

Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970's. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980's, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

The future of Materials Processing in Space (MPS) in the Space Station Era is being assured today by a strong coordinated science program which looks to solve these problems, the answers to which serve to underpin the technical foundation upon which future metallurgical and materials processes will be built. The critical link between the product and process development activities that accompany this science endeavor is the "nuts and bolts" hardware that will ultimately operate in the space environment. Ground-based facilities including drop facilities and aircraft provide excellent product development and process concept study tools. Shuttle flights with Spacelab and commercially developed space facilities represent the evolutionary path to Space Station processing facilities. Today the most promising areas of MPS are crystal growth, containerless, and quasicontainerless processing. The unique features of these processes will be highlighted. Finally a more visionary perspective of MPS will be presented that incorporates the limits of today's knowledge with the economic "necessity" of tomorrow.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

This is a decrease of 481,613 bbl. from the 1929 production, which was 9,391,386 bbl. The production for 1930 was divided among three fields, as shown in Table 1. Evidence is presented to show that A 0 soil samp ling is a viable prospecting method for outlining polymetallic sulphide occur- rences in areas where leached organic/ glacial soils are common. Diamond drilling of low threshold anomalies has intersected base metal mineralisation.

There was no development work in Bolivia during the year 1935, and oil was produced only to meet the needs of the army and of the local market. The refineries in the districts of Camiri and Sanandita treated 25,978,737 liters (163,388 bbl.) of crude oil, which yielded 4058 bbl. of aviation gasoline (Camiri only), 7381 bbl. of gasoline, 718 bbl. of kerosene (Camiri only) and 83,105 bbl. of fuel oil.

BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba. One of the most dangerous events in underground coal mining is unexpectedly encountering water inrushes from undetected abandoned mines in the same seam. The surest and most confident method is probe drilling either from the mine or from the surface. However, drilling is expensive and may even miss the suspected mine voids entirely by drilling through pillars. Many operators rely upon one or more of several remote sensing techniques for detecting mine voids. However, mine "voids" often are not air- or water-filled open cavities, but are collapsed, rubble-filled chimneyed columns in the strata. Geophysical techniques, such as seismic reflection and refraction, electrical resistivity, magnetics, ground-penetrating radar, and others, often assume a continuous or fractured rock mass that has varying properties which provide the signatures that allow discrimination of one strata from another, or of strata from voids. However, a rubble-filled cavity has rock block-to-rock block contact throughout its volume and can still respond as a continuous rock mass with the rock blocks allowing signal transmission or mass detection, rather than a void space. Hydraulically, a rubble-filled cavity is essentially as transmissive to water as an open mine void. Thus, the problem of detecting a mine void with confidence is significantly compounded.

From the very beginning when an ore body is blocked out, till the last ton of mineable ore is shipped to the smelter, consciously or not, a mining engineer is incessantly wrestling with the materials- handling problem. In the mine and the plants, over the haulage routes, and at the shipping terminals, his fundamental responsibility is to see that each ton of ore and/or waste is extracted, processed and moved easily and economically. Success or failure of many a mining enterprise often rests principally with the judicious and effective application of existant materials-handling technique or its innovation. Time and again, key innovations in practicing techniques have turned a losing venture into a successful and profitable one.

No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

An insufficient integrity of cast in-situ bored piles can lead to a reduction of the load bearing capacity and may require cost intensive repairs. Reasons for an insufficient pile integrity are linked to the construction process, mainly to poor concrete quality leading to bleeding and segregation of the fresh concrete. Moreover, the entrapment of soil and an insufficient concrete cover can pose a problem. Knowledge about the time-dependent development of the fresh concrete pressure during the construction process of bored piles is needed for a better understanding of the underlying processes causing these defects. Therefore, pressure measurements were carried out on different construction sites with pressure cells being installed at different depths along the reinforcement cage. The measurements revealed the maximum pressure acting on the surrounding soil. The achievement is a better understanding of the effects of the concrete placement specifically and the construction process in general on the surrounding soil to reduce the risk of pile imperfections.

The oil production in Bahrein for the year 1937 was 7,762,264 bbl., a monthly average of 646,855 barrels. Sufficient potential production had been developed in the Second Pay (Main Pay) at Bahrein by the end of 1936 to supply the anticipated crude demand, and the drilling program was changed from straight development to partial exploration during 1937. Two nonproductive wells were drilled to test the Third Pay at a depth of about 2900 ft., or some 900 ft. below the top of Second Pay. As a result of this exploratory work, the normal drilling program was slowed down and only eight new wells were completed in the Second Pay during 1937, making a total of 45 producers from the Second Pay. The deep test was drilling at 5081 ft. at the end of the year. A 550-ft. section (termed Fourth Pay) of porous limestone interbedded with anhydrite was topped at about 4150 ft. Numerous drill-stem tests indicated that the limestone was very permeable and that it carried large volumes of natural gas under high pressure together with a small amount of high-gravity oil or condensate. Drill-stem tests also indicated that the bottom 50 ft. of the 550-ft. section carried an encouraging amount of heavier oil, gravity about 37" A.P.I., with characteristics similar to the oil produced from the Second Pay. A well was started somewhat down-structure from the deep test to better determine the oil-producing possibilities of the Fourth Pay. Some refinements in drilling technique were adopted during the year. All wells started to the Second Pay were drilled with rotary from the surface. The top 1500 ft. of porous limestone section, formerly drilled with cable tools, is now drilled with rotary without circulation, using water to wash the cuttings into cavities. The shale section from this point to the top of the oil horizons is drilled with natural mud circulation. The productive horizons are drilled with oil circulation under pressure control. A second satisfactory method of completing wells was developed when the two Third Pay test wells were plugged back and gun-perforated through cemented casing opposite the Second Pay, with good results.

Both drilling and production of oil decreased in Rumania during 1935. The drilling totaled 1,042,041 ft. and production 61,973,938 bhl., being a decrease of 8.5 and 1.6 per cent, respectively. Wells completed during the year totaled 198, of which 168 were oil wells, compared with 238 and 215, respectively, of 1934. No important discovery was made during the year. The only new field found was Valea Calugareasca, where the Credit Minier completed a small well on the westward plunge of the anticline. Drilling higher on the structure will probably prove the field to be of greater importance than the results of the discovery well indicate. The only other developments of importance were the extension of the Bucsani field, the opening up of a new area on the northeast of the salt at Moreni by Credit Minier and a minor extension of the West Gura Ocnitei field. At Calinesti, on the cast extension of the Moreni field, exploration work continued and a gas well was completed, but oil in commercial quantities is yet to be found.
