"Stabilization" of copper differs from sin in at least one respect - no one seems to be against it. Every time a tycoon in the producing industry pontificates on the economic history of copper, or prophesies its future, he is likely to praise the virtues of "stabilization". Consumers of copper constantly bemoan fluctuations in the supply and price of the metal. Governments in some producing countries, to a greater or lesser degree dependent upon exports of copper for foreign exchange and upon taxation of copper profits for substantial parts of their budgets, are perhaps more eager than any other group for "stabilization".

USE of gold leaf goes back to biblical and even to prehistoric times. Both gold and silver, as well as other metals, were employed in illustrating or illuminating manuscripts. The medieval monks also used bronze powders. Metals were subdivided as finely as possible by mechanical methods, or by granulation and then were pounded into finely divided flakes. Substances such as honey have also been employed, since early times to keep the flakes of metal apart during grinding. Stearic acid is a more modern agent used in flaking aluminum and other metals. Finely divided "blue powder" is a by-product in retorting zinc ores, and contains from 78 to 90 per cent of zinc metal. This has been used as a precipitant for precious metals in the cyanide process and for chemical reduction processes. The making of zinc dust by atomizing is a step well known in electrolytic zinc plants. The Thermit process of Goldschmidt also requires the use of finely divided aluminum.

In formulating an explosive for any specific set of conditions, various factors must be taken into consideration. Is it to be subjected to water or moisture? .If so, it must be designed to have an inherent ability to resist water. Is it to be used in confined spaces underground, where ventilation is limited? If it is, it must possess qualities enabling it to form, upon explosion, the minimum quantity of noxious gases, such as carbon monoxide or oxides of nitrogen. Is it for use where low temperatures may possibly prevail? If so, it must be capable of resisting such temperatures without freezing. Is it for use where dust or inflammable gases may be present? If it is, then it must be so formulated as to produce, upon detonation, a flame of the lowest possible temperature and the shortest possible duration, in order to lessen the chance of ignition of such gas or dust. This is actually the essential property of a permitted explosive, and it is undoubtedly the most important characteristic of an explosive which is to be used in gassy or closed-light mines. This being the quality that distinguishes permitted explosives from other types, it is interesting to investigate the ways and means by which the low-flame-temperature characteristic is obtained . Generally speaking, such explosives are so designed as to contain comparatively small quantities of nitroglycerin and relatively large quantities of the strength-producing salt, ammonium nitrate. This ingredient does not develop as high a temperature upon explosion as does nitroglycerin, so its presence, in large measure, in place of nitroglycerin results in an explosive which has an inherent low-flame-temperature characteristic, as opposed to one which is .made up largely of nitroglycerin, which would ordinarily be in the high-flame-temperature class. Additions are also made of flame-quenching salts such as sodium chloride, ammonium chloride, and up to a certain limiting percentage of sodium nitrate. These salts, with the exception of the last, do not ordinarily take an active part in the explosive reaction, being present primarily to absorb heat liberated by the reacting ingredients.

During the last 15 years, the bucket wheel has become increasingly popular as a mining tool. Being a large-capacity continuous mining excavator, the machine offers low actual operating costs and low unit costs. Of German origin, the bucket wheel has now appeared on the American mining scene as well as in such other places as Australia, Northern Rhodesia, South Africa, Congo, Indonesia, and India. Patented in 1913, the first practical application waited until 1920 when a bucket wheel excavator was placed in operation at an open pit lignite mine in central Germany. This initial experiment met with little success due to difficulties in solving the technical problems of the machine's construction rather than to the design of the wheel itself.

RECENTLY Horace Freeman1 obtained a patent on a successful method of conducting a roasting procedure described as to general features by Carl Schnabel2 almost forty years ago. Essentially, the Freeman process of roasting consists in introducing the finely powdered sulfide mineral, suspended in air or any other suitable gaseous medium, into the upper portion of a heated chamber. The stream of suspended particles is directed vertically downward. A counter-current stream of gas introduced at the bottom of the chamber flows upward. The mineral particles are oxidized as they fall through the heated atmosphere of the chamber. All air required for the oxidation may be admitted either at the top or the bottom of the chamber, or may be divided between the top and bottom inlets in any desired proportion. Heat may be recovered by passing the gases leaving the furnace through a waste-heat boiler or other form of interchanger. In speaking of the results obtained in roasting pyrite, Freeman says:3 Steam yield from the boiler exceeds 1 pound of steam per pound of pyrite con-sumed, which pays the cost of operation of the burner. The oxide produced is in the form of fused particles or hollow shells of magnetite, containing about 65 per cent of iron. It contains the gangue material ordinarily produced in flotation concentrate, of course, but it is being found that most of this can be eliminated by magnetic separa-tion, and that the sulfur content, as consistently produced, is below 0.2 percent. This material is especially interesting as a high-grade iron ore, free from phosphorus and low in sulfur. It may be sintered or briquetted. It is even more interesting as a raw material for sponge-iron production, to be directly smelted in electric furnaces without the usual cooling of the iron powder and magnetic separation between the reducing kiln and the electric furnace.

"The presence in Saskatchewan of sixteen kimberlite pipes of probable late Albian age has been reported. An abundance of aeromagnetic anomalies possibly attributable to kimberlite pipes have been identified and it is anticipated that industry has acquired reasonable proof of the presence of more than seventy k imberlite pipes in Saskatchewan. Historical reports of diamonds, the discovery of kimberlite pipes and these aeromagnetic anomalies indicate the Phanerozoic Basin and some parts of the exposed Shield in Saskatchewan have an excellent potential f or the occurrence of economically exploitable diamond deposits. The presence of some igneous minerals found in some salt solution breccias also indicates the probable occurrence of extensive diatreme activity during the Devonian.A Laramide Orogeny-induced crustal hinging or arching of the eastern margin of the Phanerozoic Basin and probably dextral wrenching-induced arching and faulting within the basin are proposed as major factors in the emplacement of Cretaceous or younger kimberlites. Zones of crustal weakness between subcratonic Archean blocks and internal faults are also thought to be significant controlling factors in the location of kimberlites in Saskatchewan.Mapped aeromagnetic anomalies interpreted as being possibly due to kimberlite pipes generally tend to be concentrated in, areas underlain by a basement of or with components of Archean age. Within Saskatchewan, these anomalies occur within the probable Trans-Hudson Orogen zone; the Rae-Hearn Craton margin; and the northeast flank of the Elkpoint Basin. Recognized areas of potential f or kimberlite emplacement are the Phanerozoic basin margin, the western limit of the Superior Province adjoining the Churchill Province, and a swath approximately 150m wide along the northeast-southwest trending Shaunavon linear and other areas of inner basin arching."

"The idea for this talk came to me last year when I was attending the Canadian Gold Metallurgists Meeting. I talked about it to a friend of mine who is an authority on mineral dressing, particularly the theoretical end of the business. He remarked that this was an excellent technical note, why don't you write it up. This is what I have for presentation this morning. I hope in presenting this type of idea in this way it is in keeping with the tradition of the Canadian Gold Metallurgists which was to function on a not too sophisticated level and where operators could get together and trade ideas in an informal way.My basic thesis is that it should be possible to evaluate screen analyses by the application of the standard statistical probability theory. In any statistical analysis the sample is the first consideration. If we look at existing methods of size evaluation we find it is usually based on the fact that a given particle will pass one square aperature and not another. One system of standardizing how these aperatures will be set up is based on Rittenger' s work with the ratio of hole sizes proportional to the square root of 2. Keeping in mind the limitation we have accepted this as our method of 11 sizing"" in attempting to apply standard statistical methods to screen analysis."

IT has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were made by his colleague, Mr. Wallace E. Pratt. The writer's investigations dealt with the general stratigraphy and paleontology of the Philippines. With the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebú from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay.

IN many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 . to 6 tons. The full-load speed varies from 42 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although, 3-ton locomotives will run on 12- or 16-.1b. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-1b. rails are satisfactory, but 40-lb: rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius.

PRoduction engineering in 1927 may be characterized by a great. clarification of fundamental conceptions, and many improvements in technique. During the year the profession has received tnarked recogni-tion by the industry and to an extent never before attained has become an integral part of it. History Petroleum production engineering is a new profession. Prior to 1925, when this Institute undertook the work, no forum existed for the open discussion of its technical problems. There was no attempt at a handbook of the subject prior to "Petroleum Production Methods by J. R. Suman, in 1921, and no textbook prior to Petroleum Production Engineering" by L. C. Uren, in 1924. As late as 1926, only six schools and universities offered special courses in petroleum production engineering. Prior to about 1923, engineers engaged by oil companies were used almost exclusively for construction and location work. Two of the leading production engineers in the Mid-Continent field, although with their respective companies more than twelve years, were not definitely assigned to production work until 1924. Both men now head large departments giving almost their entire time to production problems. Because of the newness of the profession, the leading production engineers of today have had their fundamental training in mining, civil, mechanical and electrical courses. Not unlikely this diversified training is in considerable part responsible for the amazing growth of the profession. I believe, however, that recognition is due principally to economic pressure within the industry which has directed attention more and more sharply on costs and efficiency. After all, the justification for the growth and continued development, of the profession is to recover more oil from a given unit of sand at less cost per barrel. In this new profession, it seems to me that greatest progress will result from focusing thought and effort on this single objective, and if I might offer one suggestion to the com-

ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may -serve to clear our vision with regard to our own metal production.

THE safety data presented in this paper are based upon replies to a Questionnaire sent out to representative mining companies. The authors feel that it is a fair cross section of the milling industry, in that the 17 companies, of the United States and Canada, reporting on 22 mills, are scattered from the Hudson Bay to the Mexican border and from coast to coast. These data concern the accident records of the. various plants from 1939 to 1944, inclusive and the six years are divided into two periods. The first period (1939, 1940 and 1941) represents something of a normal operating condition. The second period (1942, 1943 and 1944) represents the period of time that was most affected by war con¬ditions. During the second period there was a high labor turnover, inexperienced workers were numerous, women replaced men in many kinds of work, a labor shortage existed more or less throughout the industry, and supervision was pushed for peak production. All of the companies reporting compiled their accident experiences for these six years in accordance with the standards set up by the American Standards Association (Engineering Societies Building, New York, N. Y.), consequently the tabulated data presented herein are comparable. The authors of this paper feel that the industry as a whole is greatly indebted to the personnel of the companies that furnished these data, which make this study possible for presentation. This survey covers a total exposure of 74,528,880 man-hours, with 105,471 man-days of lost time from 870 accidents. SAFETY RECORDS In Table I, the safety record is shown of the various mills reporting. The severity rate is usually conceded to be the most vital statistical figure in safety parlance, therefore the participating companies are listed in order of their severity rate for the combined six-year period, under size of organization. The table also shows the frequency rate as well as the frequency-severity ratio (F/S). As noted in Table 1, most of the companies suffered an increase in both severity and frequency rates during the second period; only six of the 22 enjoyed an improvement. From correspondence with the various plants, it seems that a few had very little labor shortage or turnover, and these were not greatly affected. A few plants, anticipating the situation, strengthened their training facilities and actually were able to show a better experience during the second period. DURING the last quarter-century it has gradually become apparent that the science of metallog-raphy must deal not alone with the constitu-tion and structure of metals and alloys, but with the correlation of chemical composition, constitution, thermal treatment, mechanical treatment, structure, and temperature, with their physical and mechani-cal properties. The development of technique in microscopy, etch-ing, thermal analysis, and general physical measure-ments has been no small factor in the progress of metal-lographic science. This development has been largely incident to the study of alloy systems and impurities in metals and alloys. About 270 binary, 40 ternary and 3 quarternary alloy systems have been investigated to date. Only preliminary investigations have been made on most of these systems, and much work remains to be done in this direction. In Vol. I of The Metallographist, January, 1898, we find the following definition of metallography as offered by F. Osmond: Metallography, generally, speaking, signifies the structure of metals and of their alloys. The science is not confined to the use of a single instrument, the microscope for instance, whose manipulation requires a certain training, giving rise, therefore, to a specialty and to specialists. In reality we begin by using our eyes in the examination of metals and when they show us all that they can see, we provide them with lenses of increasing magnifying power, until we are stopped, at about 2000 diam¬eters, before the mysteries of the ultra-microscopic. But the naked eye and the optical instruments are only an incomplete means of investigation; They take, so to speak, a first inventory; the indications furnished by the visible characters, form, color or luster must be controlled by chemical analysis, micro-chem¬istry and crystallography, by the determination of physical and mechanical constants, in a word, by all the available means for the differentiation and identification of bodies. In the same issue of The Metallographist, A. Sauveur epitomizes the results in the field of metallography up to that time (1898). The last decade has witnessed an activity in metallurgical researches which has probably no parallel in the history of the science, owing to the strictly scientific spirit with which they have been conducted. Scientists in all metallurgical countries have taken hold of the industrial metals, and are applying to them the scientific methods of investigation of this highly scientific age. Witness the work of Sorby, Abel, Muller, Osmond, Howe, Martens, Arnold, Wedding, Roberts-Austen, H. Le-Chatelier, Charpy, Ledebur, Behrens, De Benneville, and others. The metals and their alloys are being dissected, and the high-power objective, that wonderful instrument of modern researches, is revealing to us their intimate structure, throwing a flood of light upon their constitution, chemical and physical, the prac-tical as well as the theoretical value of which could hardly be overestimated. Their physics, hitherto much neglected, is being minutely investigated. Their thermal behavior is being ascer-tained with a precision rendered possible only by the extremely delicate pyrometer of H. LeChatelier. Their magnetic, prop-erties, their electric conductivity, their diffusion, their physical and mechanical properties in general, are being investigated with a degree of accuracy never before attained. The chemist is energetically at work, in his endeavor to establish the true chemical relation between the metals and their impurities, and successful excursions are being taken into the, domain of their proximate compositions. As Mr. Osmond has aptly said, modern science is treating the industrial metal like a living organ-ism, and we are led to study its anatomy, i.e., its physical and chemical constitution; its biology, i.e., the influence exerted upon its constitution by the various treatments, thermal and mech-anical, to which the metal is lawfully subjected; and its path-ology, -i.e., the action of impurities and, defective treatments upon its normal constituents."

Subsidence investigations in Indian coalfields have led to development of relationships between subsidence movement parameters and defining of safe limits of subsidence movements for surface properties. The maximum subsidence over caved workings was generally not more than 60% of extraction thickness underground while in case of hydraulically sand stowed workings it was generally not more than 5%. The relationships have been useful in extraction of more than 7-million tonne of coal from underneath and in the vicinity of surface properties.

Union Shaft fire, Virginia City, July 14, 1904; shaft-house, machinery, and shaft in part destroyed; loss estimated it $100,000; cause of fire stated as the careless throwing of a match in the rope-house. Sutro Tunnel fire, Virginia City, Jan. 27, 1909 ; 700 ft. of tunnel-timbering destroyed, and direct damage of $10,000; cause ' probably electric wires." Belcher Shaft fire, Gold Hill, Aug. 9, 1910; shaft-house destroyed, machinery ruined, and upper part of shaft damaged; damage, $25,000; no cause given. Belmont Mine fire, Tonopah, Feb. 23, 1911; fire started in winze ; 17 men killed. (NOTE 1.-On June 11, 1912, some time after the present paper was written, a fire broke out in the pump-room on the 2475 station of the Ward shaft, Virginia City. This fire was caused by the short-circuiting and exploding of the starting-switch on No. 5 pump. The oil in the switch was scattered about and set fire to the timbers and laming of the pump-room. This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

(San Francisco Meeting, October, 1911.) WHILE the occurrence of phosphorus in coking-coal has assumed less importance with the development of the open-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6, P2 014. 18 Aq). Subsequently, through the courtesy of Dr. Sharshall Grasty of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. This was examined by Prof. John J. Porter of the University of Cincinnati, and gave the following partial analysis

M ANY elements can now be obtained in radioactive form. The radioisotopes have the same chemical properties as the corresponding inactive forms, differing from them only by their nuclear instability. This combination of properties permits radioelements to act as atomic tracers, the tracer atoms revealing themselves at the time of their decay with emission of electrons and positrons (beta radiation), helium nuclei (alpha radiation), or electromagnetic radiation (gamma radiation). The tracer technique is particularly attractive for the study of surface chemistry problems in general and flotation problems in particular because of its extreme sensitivity. A large proportion of the ionizing events, initiated by the characteristic decay emissions in a radioactive sample, can be recorded by radiation probes of suitable design and geometry. An idea of this sensitivity can be gathered from the following example: assume that 0.001 mg of pure RaD (radiolead), a beta-ray emitter, is used in a flota¬tion tracer experiment. This is 1210 X 10-1 mole; since the fraction trans¬formed per second (the so-called decay constant), is 9.92 X 10-10, the number of ionizing events per second would be (6.023 X 1023 X y,,, X 10-1) X 9.92 X 10-10 = 2.845 X 106. (The decay constant is expressed in sec-'. Its product with the half life, expressed in seconds, is the pure number, natural logarithm of 2 = 0.693. The half life is the length of time required for decay of one half of the total number of radioactive atoms of one particular type.) (See reference (1) at the end of this article.)

UNION MINIERE D HAUT-KATAIGA operates a group of mines and metallurgical works in the Katanga province of the Belgian Congo. It is especially prominent as a copper producer, but its output of accessory metals, such as cobalt, radium, silver, tin and gold have been considerable. The Belgian Congo covers 920,000 sq. mi. of central Africa, with a native population of about 8,500,000. In addition, Belgium controls by mandate the districts of Ruanda-Urundi (formerly a part of German East Africa) with an area of some 20,000 sq. mi. and a population of about 3,500,000 natives. Most of the native population of the Belgian Congo is found on the wide fertile plains of the great rivers, living under primitive conditions in a tropical climate, where it has survived throughout the centuries in spite of tropical diseases and intertribal wars. In more recent times, especially during the last two centuries, 'the natives have been subjected to frequent raids by the slave traders, which made their existence even more precarious, and if continued much longer would probably have resulted in their complete extermination.
