THE growing dependence of our vast industrial civilization (:n mineral products demands today, as never before, the highest technical skill in those who produce these product-;. That the duty of training the engineers, whose responsibility it is to produce these mineral products efficiently and in sufficient amount, falls directly on the schools of mining is beginning to be more fully recognized. The Institute, realizing this fact and that its future membership depends largely on the annual accretion of young men, is showing a keen interest in the problems of the mining schools and in the work of its Committee on Engineering Education. The Committee has, during the past several years, considered the problems connected with the training of men for the mineral industry, whether these have been problems of college training, or placement of the young engineer in the industry, or personnel training after he enters the industry. The field of interest and discussion has been as broad and varied as the mineral industry itself. Coal mining, metal mining and metallurgy have been discussed and the papers on these subjects have been outstanding contributions to the literature on mineral education.

"It appears to me that the chief progress in milling operations in America have been made in the steady improvement of existing practice through both higher extractions and increased efficiencies of operations rather than by the development of new processes. The recent rapid development of sink-float, or heavy-medium separation, however, is an exception, and is becoming increasingly used to permit the economic treatment of certain low-grade ores that otherwise could not profitably be mined. The use of spirals and of small cyclones, both of which employ the principle of centrifugal force, show promise of increasing adoption through their application and efficiency in special cases." So did our distinguished colleague, O. A. E. Jackson, consulting metallurgist for the Union Corporation and president of the Chemical, Metallurgical and Mining Society of South Africa, summarize his impressions of a recent tour which he made of various metallurgical and milling plants in North America. I believe that all mineral dressers will agree with Dr. Jackson's concise conclusions.

This paper presents a review of heat illness in mining, including reference to several recent investigations by the author. Heat illness is a collective term, covering the conditions of heat stroke, heat exhaustion, heat cramps and miliaria rubra. Heat stroke is life-threatening and is by far the most serious condition. It is rare in mining, if appropriate control measures are instituted. Heat exhaustion is primarily due to hypohydration, following prolonged sweating in hot conditions. Symptoms include fatigue, headaches, dizziness, anorexia, nausea, vomiting, shortness of breath, or brief syncope. Confusion, ataxia, prolonged unconsciousness or convulsions are strongly suggestive of heat stroke. Heat cramps are painful involuntary contractions of skeletal muscle associated with work in hot conditions. The limbs are usually involved and the spasms typically last a few minutes, during which the affected part of the body is incapacitated. Heat cramps tend to occur in heat exhaustion, when hypohydration becomes marked. Miliaria rubra is a skin rash caused by extravasation of sweat into the skin, as a result of obstruction of the sweat glands. It occurs after prolonged and profuse sweating in hot environments. It can take three to four weeks of sedentary duties, in an air-conditioned surface environment, for the condition to resolve. Heat illness would be unlikely in underground mining, if the thermal environment was sufficiently well controlled by ventilation and refrigeration. This is however, often not practicable. Where engineering controls alone cannot provide sufficient control of risk, the residual risk can be assessed using an appropriate heat stress index. While procedural controls may further reduce the residual risk, it is important to remember that these are less reliable than engineering controls and cases of heat illness may still occur. Procedural controls include the application of heat stress limits, education, hydration, self-pacing, early symptom reporting, medical advice, acclimatisation procedures, air conditioned accommodation, support to achieve a healthy body mass index, and an effective emergency response capacity.

AN excerpt from the Odessa Isvestia Vechernia, dated April 24, 1927, and translated by P. Routzitzky, summarizes a report by Professor Preobragensky ad-dressed to the Russian Government. Professor Preo-bragensky writes in regard to newly discovered potash deposits in eastern European Russia. Near Solikamsk in the Perm district, about 100 miles east of the Ural mountains and on the Kama river, large deposits have been located and the belt has been traced southward about 25 miles. Subsequently the search for potash salts has been transferred to the Berezovsky district, near Nikolsk, on the Kosva river, about 70 miles north-east-of the city of Perm. Toward the end of March, 1927, at a depth of 800 ft., drilling at the Levensk salt works revealed potash salts in, definite strata. The bed has a thickness which extends from a depth of- 245 to 307 meters (latest data in middle of April, 1927) and has not been bottomed yet. Professor Preobragensky goes on to say that these operations have definitely, developed very large de-posits, the limits of which are still unknown. There is at least an implication that the reserves far exceed those of Stassfurt, Germany. For European use they are, of course, much less accessible, for by through rail they lie 1200 miles east of Petrograd. Further, no particulars are given as to the potash content. It is to be supposed that the salt occurs in the Permian beds that extend north and south along the west flank of the Ural mountains, as the localities mentioned .all lie within the area so mapped on the new geologic map of Russia issued by the Scientific and Technical Di-vision of the All-Russian Council of Soviets in 1922. It is interesting to note that these salt beds are of the same geologic age as those of 'the Stassfurt region and of the west Texas-New Mexico district, in which the U. S. Bureau of Mines is at present drilling.

THIS paper, based on brief field examination and on data supplied by the operators, records the condition of the Italian mercury industry as of March 1945, not long after Italy's collapse. Except for the once-Italian but now Yugoslavian Idria mine near Trieste, virtually all the known mercury deposits are in the Monte Amiata district in Siena and Grosseto Provinces, 75 miles north of Rome. This district contains the Abbadia San Salvatore, the Siele, the Argus, and the Cerreto Piano mines besides numerous prospects and unproductive mines. Under pressure from Germany the principal mines were highly productive during the early part of the war, but production fell off long before its end. All of the mines were damaged in some way at the German withdrawal but by September 1944 the Abbadia had resumed production and several others were only lacking power by the early spring of 1945. The Monte Amiata district is characterized geologically by a thick series of sedimentary rocks that range from Triassic to Eocene in age and are surmounted on Monte Amiata itself by a thick cap of extrusive trachyte. Bodies of travertine and of landslide detritus, younger than the trachyte, are rather widespread. The structure is complex and little known but most of the ore deposits seem to lie along or near a major, north-trending fault or on associated cross-fractures. Cinnabar is the only important ore mineral and clay minerals are by far the most abundant products of hydrothermal alteration. A southward increase in the amount of stibnite, relative to cinnabar, suggests horizontal zoning. The grade of ore ranges from 0.60 to 3.0 pct and the reserves, as compared with those in American mines, are enormous. Even in the face of war-time scarcities, the mines are remarkably self-sufficient and labor is plentiful, but the costs of production are estimated to be not greatly below those of the better American mines. Notes on the principal mines, on the mining and metallurgical methods, and on the manufacture of synthetic cinnabar are included in the paper.

A GLANCE at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon.' Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surface is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. CONTACT ANGLE AND OIL ATTRACTION The contact angle-the angle formed by a fluid-fluid boundary when both are in contact with a solid-has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. However, in flotation, we deal with substances which are not wetted by water. What assurance have we, then, that the angle

A long the mighty Andean Cordillera, there is splendor beyond imagination-in the natural beauty of the mountains and in daring engineering and lavish investment in the mines. This is the story of the great copper mines of Chile and Peru. Each mine has a special quality which has tested the physical and spiritual resources of the founder. In the early days of the older mines, the mining engineer of song and story was more the rule than the exception. He was physically tough, ingenious and a leader of men. In the current political and social environment of Chile and Peru, the foreign contract mining engineer is still needed; but he must be a different type of man. To John J. Selters at Cerro's Rio Blanco, the principal ingredient is still "toughness," but it is "toughness of mind" that is needed. "He probably should be a teacher." The copper mines are not new. They were, almost without exception, worked by Indians (La Exotica might prove the rule), and later by the intrepid Spaniards. Modern mining began after the turn of the century. In Chile, the first of the big ones was the Braden Copper Co. founded on the El Teniente deposit. This development was followed by Chile Exploration Co. at Chuquicamata and Andes Copper at Potrerillos. These properties have been developed over the years by vast expenditures of money and a monumental amount of labor. None was free of technical problems-metallurgy at Chuqui, marginal grade of the old mine at Andes, avalanches and the great fire at El Teniente. The evolution which has brought the established mines of Chile, and the new ones coming on stream, to their present state of development is in reality the work of wonders of input-money, engineering and responsible management in an atmosphere of political stability. Without any one of these, the result would have been failure.

Statistical frequency distributions may be used to characterize the overall variation of grade in orebodies. Special types of distribution (e.g. lognormal, log-type A) are necessary to describe skewness inthe case of rare metals. Also needed (but for the most part hitherto neglected) is the serial correlation function which describes the tendency for grades near together in an orebody to be closer together than grades at points relatively far apart.The sampling problem for orebodies is interpreted in statistical terms. Different methods are reviewed, and the effect of serial correlation discussed.A discussion is given, based on experiments and observations made by the author, of biases arising in the minei:l material by such methods as chip sampling and grab sampling due to such causes as nonrepresentative selection by the sampler.INTRODUCTIONMiners have always recognized the large element of chance in their operations. Chance is the raw material of statistical theory and, provided there is some recognizable pattern or underlying regularity in a set of data arising from the operation of chance events, statisticians are able to formulate mathematical models to study them. Mining engineers, geologists, and statisticians have gone a long way between them towards finding general statistical rules which describe the distribution of minerals and metals in orebodies, and even the distribution of orebodies over the earth's surface.These rules do not have the force of physical laws, though they obviously derive from them and have been used to throw light on them. Crushing plants (multiple stage) are an integral part of most conventional comminution circuits (ball mill, rod mill - ball mill). Although conventional circuitry is now the design exception, there are still many older, and some newer plants that include crushing in the process flowsheet. In most of these installations the operating objective is to maximize throughput at some minimum product size, in an effort to balance the comminution load between crushing and grinding. To achieve this goal, while avoiding production losses due to overloads, generally requires the use of automatic control strategies. This paper reviews the crushing plant control problem and describes several approaches that have been successfully implemented in different plants.

Accident data obtained from the Mine Safety and Health Administration (MSHA) were analyzed by the Bureau of Mines to determine the most frequent causes of blasting accidents in U.S. mining and to examine trends in blasting accidents. This accident analysis is an update of a similar blasting accident study conducted by the Bureau and published in 1983. The analysis shows that there has been a recent reduction in mine blasting accidents: The annual average number of nonfatal injuries has decreased from 107 for 1978-81 to 46 for 1982-85. The annual average number of fatal injuries was reduced from 11.3 to 5.0 during that time.

The title of this paper suggests rather a comprehensive survey of the industry, but since it is not possible to do justice to this in a short paper, and, as the bulk of the Australian trade consists of buttwelded tube, the author proposes to deal only with this type.The buttweld process has been praetised for many years and, as the methods of manufacture are not widely known, a brief history of its development may be of interest. Few good reference books in the English language are available, and this reticence may possibly have retarded advancement in manufacture.The earliest method of making ferrous tubes consisted of bending a thin plate or strip to form a "skelp." The "skelp" was then raised to a welding heat and hammerwelded on an internal mandrel on a smith's anvil. Necessity, however, soon produced mechanical methods of making tubes, and, in 1812, an Englishman named Osborn patented machinery for "welding and making barrels of fire-arms and other cylindrical articles." The apparatus was arranged as shown in Fig. 1.The skelp was raised to a welding heat and placed in the swage block "A." A mandrel was then inserted and the tube lapwelded by the action of the tilt hammer.Various modifications of this apparatus quickly followed, to keep pace with the rapidly growing demand and the exigencies of war. These tubes were essentially of short length and mainly used for gun barrels. The advent of coal gas for lighting (patented by Murdoch) created a demand for small tubes of longer length, and necessity, as usual, produced a solution. In 1824 Jas. PUBLIC UTILITY GAS PRODUCTION IN 1802, William Murdock first used retort coal gas to light his house and the Boulton and Watt plant where he was employed. For the next three quarters of a century coal served as the principal raw material for the manufacture of city gas for general distribution. Coal continued to hold its predominant position for another half century after Prof. Thaddeus C. Lowe developed the first practical method of enriching water gas with cracked-oil vapors in an integrated operation. This position, however, was no longer maintained through the medium of direct carbonization of coal in retorts but as a result of using anthracite or coke as the generator fuel in carburretted water-gas machines. The early water-gas machines were extremely crude and the consumption of both oil and generator fuel was very high. However, the cost of installation was considerably lower than for any coal-gas system having the equivalent gas-making capacity, the labor involved was small, and the water-gas machine could be started up and shut down quickly. It thus proved very useful as standby equipment and in taking peak loads from the coal-gas plants. The flexibility of the water-gas machine, furthermore, made it possible to change the candlepower of the gas readily to suit the required conditions. Later, when calorific value replaced candlepower as the standard of gas quality, the water-gas machine was found to be equally flexible in keeping the city gas under complete and convenient control. No basic improvements were made in the Lowe carburetted water-gas process until 1898, when means were added to provide for regular reversals of the flow of steam through the fuel bed. By judicious proportioning of the quantities of up-run and down-run steam, it became possible for the operator to control the hardness and position of the clinker to a degree that previously had been unattainable. Also in 1898, the first by-product coke plant in America to supply city gas was built at Everett, Massachusetts. Later many other by-product plants, of greatly improved design and capacity, were built, but not primarily for city-gas production, chiefly because of the relatively high investment cost per unit of gas made. REVIVAL of mining in Yavapai County, Arizona, was the topic of a meeting held at Prescott, on Aug. 24 and 25, sponsored by the Mining Committee of the Yavapai County Chamber of Commerce, with the active cooperation of the Arizona Industrial Congress, the Arizona Section of the A. r. M. E., and the Arizona chapter of the American Mining Congress. Three hundred prospectors, small operators, and mining men from all parts of the State were in attendance. All sorts of mining problems were included in the discussion and all the research facilities of the large companies were offered to aid the prospectors and small operators. The meeting was considered one of the most successful held in the Southwest.

With the progressive exhaustion of ore deposits easily discovered by surface prospecting, the attention of scientists is being turned more and more to the employment of mechanical means for the location of ore bodies whose outcrops are not visible. The dip needle, the Eotvos Torsion balance, and various methods of electrical prospecting are illustrative of the modem tendency. Interest in the possibility of applying electricity to the solution of many of the prospector's problems dates much farther back than is usually realized. The first person to notice an abnormal intensity of electrical activity in the region of certain ore bodies was an Englishman, R. W. Fox, who experimented on the Cornwall copper and tin veins about 1830. Dr. Barus, in the United States, carried the early experiments a step further in his work on the deposits of Eureka, Nevada, about 1880. He made the very definite suggestion that the phenomena noticed would be of material aid to the prospector. Not until Professor Schlumberger, of the Ecole des Mines, Paris, took up the matter, shortly before the war, was any definite effort made to put electrical prospecting on a commercial basis. His work resulted in the establishment of sound principles and practicable field technique, for two distinct methods of prospecting.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

Stans, in what became the keynote address of the meeting, spoke of a "common interest in a basic reality of 1970, a reality involving ecology, energy, raw materials and natural resources.”

"Wollastonite (CaSiO3]) is experiencing increased usage in a variety of applications, such as fillers in paints, plastics and resins, as an extender to replace both non-fibrous and fibrous materials (e.g. asbestos), and in the glass and ceramics industries. Significant new deposits of wollastonite have been discovered in Marmora Township, about 175 km northeast of Toronto. The geological setting of these large-tonnage. High grade deposits has recently been investigated to assess the possibility of their development. A preliminary study of the chemistry, as well as the mineralogy of six occurrences is presented. Based upon this information, it is suggested that several of the deposits have an excellent development potential.INTRODUCTIONWollastonite is an anhydrous calcium metasilicate (CaSiO3), with a theoretical composition of 48.3% CaO and 51.7% SiO2; the calcium may be partially replaced by iron, manganese, magnesium, and strontium. Commonly associated minerals include diopside, tremolite, idocrase, grossularite andradite, quartz, and calcite. Wollastonite forms as a contact metamorphic mineral within impure limestone near intrusive bodies of granite, or other acidic rocks, as the result of metasomatism of calcareous sedimentary rocks, or by the crystallization of certain magmas (e.g. carbonautes). Generally, the reaction of calcite with silica to produce wollastonite occurs when siliceous hydrothermal fluids from a granitic intrusion or primary silica in the limestone/marble react with calcite in limestone at temperatures between 450°C and 600°C."

The paper is intended for those who have little information regarding soapstone; undoubtedly men of practical experience will find many points for criticism.
